0. EXECUTIVE SUMMARY

0.1. Project Background

The Government of Rajasthan has received assistance from the World Bank for preparing

and implementing the Rajasthan Road Sector Modernization Project (RRSMP), which entails

components such as; (a) Rural Connectivity Improvement; (b) Road Sector Modernization

and Performance Enhancement and (c) Road Safety Management. The objective of the

project is to improve rural connectivity, enhance road safety and strengthen road sector

management capacity of the state.

Component (c) will support the strengthening of road safety management systems in

Rajasthan with the objective of reducing the number of fatalities and serious injuries from

traffic accidents in the state. This will be accomplished through.

Safe Demonstration Corridor Project/ Program (SDCP)

Multi-sector road safety interventions on selected road corridors.

Establishing a multi-sector Road Safety Strategy through:

Select policy reviews (such as crash investigation and training for Police for the

state).

Road safety education and awareness programs.

Support to the state's other stakeholder Departments on procurement of some road

safety equipment and related training under some ongoing initiatives.

The objective of the assignment is to develop and manage the implementation of a Safe

Demonstration Corridor Program (SDCP) aimed at reducing the number of road accident

fatalities and serious injuries through coordinated multi-sectoral interventions. In order to

identify a suitable Demo Corridor, where multi-sectoral interventions are effectively

implemented and the corridor, RPWD identified 7 High risk corridors. Seven High risk

corridors were studied by iRAP Surveys, Star Ratings and Historical Accident Data. These

corridors were rated based on Road Protection Scores/ Risks.As per this analysis, Corridor 2

and Corridor 7 were found vulnerable and need immediate safety improvements. However,

Corridor 7 has been converted to National Highway, Corridor 2 is selected as Demonstration

Corridor.

Corridor 2 (State Highway 14) section from Deeg (Km 32+700) in Bharatpur District to

Behror (Km 162+850) in Alwar Districts will be developed under Safe Demonstration

Corridor Project.

0.2. Existing Road Conditions on Proposed SDC

The consultant, EPTISA-RACC-ITE team has conducted iRAP field survey on the proposed

Safe Demonstration Corridor (SDC), coded the survey data as per iRAP format and

uploaded coded data to the iRAP online software – VIDA. iRAP Analyst with the help of

VIDA, analyzed coded data of proposed SDC and rates the corridor with respect to different

types of users, in the scale of 1 to 5 stars (5 being excellent rating). The results are

graphically represented below:

Proposed SDC is primarily a rural highway with allowable operating speeds varying between

40 kmph and 60kmph with relatively flat side slopes. The corridor runs thru open area for

majority and followed by built-up area. The road section comprises of 7.0m wide carriage

way with 1.0m to 1.5m wide earthen shoulder on either side. The carriageway consist of

Flexible Pavement (about 102 Km) for majority and Rigid Pavement (about 12 Km) at built-

up sections. There are 72 Cross Drain structures along the road and 12.6 Km long storm

water drain in built up sections. There are more than200 minor intersections and 10 major

intersections. There are 9 cattle crossings and one wildlife crossing along the road. Also

there are three active waste dumping sites along the road.

Key road side obstructions are structures (building etc), sign boards, utility poles and trees.

Sight distance along the corridor appears sufficient and same should be reviewed at critical

curves. Traffic Control devices such as signs, marking, speed control measures appears to

be insufficient and to be reviewed.

Corridor crash data was reviewed for locations where crash concentration is higher. In this

regard, Ministry of Road Transport and Highways (MoRTH) has defined Road Accident

Black spot as a stretch of Highway of about 500m in length in which either 5 road accidents

(in all three years put together involving fatalities/grievous injuries) took place during the last

3 calendar years or 10 fatalities (in all three years put together) took place during last 3

calendar years.” Based on this definition, corridor has 17 black spots.

In addition, efforts were made to review locations with crashes are high but didn’t meet

MoRTH Black Spot criteria. These are “Road Accident Hazardous Locations” and defined as

a stretch of Highway of about 500m in length in which more than two numbers and less than

five numbers of road accidents (in all three years put together involving fatalities/grievous

injuries) took place during the last 3 calendar years. Based on this definition, corridor has 30

hazardous locations.

0.3. Proposed Improvements

0.3.1. Clear Zone

Clear zone is proposed considering operating speeds that vary from 40 to 60kmph, relatively

flat side slopes and presence of road side obstructions like road signage, poles, trees etc:

For Rural Segments (away from built-up areas) a 2.5m clear zoneon both sides of

the road is adopted. This will be in line with IRC 36 specified section for 2-Lane

Highway (1.5m hard shoulder + 1m earthen shoulder).

For built-up or semi-urban areas, efforts shall be made to achieve minimum 2.5m

clear-zone on both sides of the road. However, in cases where structures and

encroachments are difficult to be removed due to cost & its impact on livelihood of

residents, a minimum of 1.5m of clear zone and a site specific strategy will be

established which includes using speed calming measures such as speed breakers,

delineations and signage.

0.4. Legal Environmental Framework

The EIA and EMP of the proposed road improvement project have been prepared in order to

comply and fulfill the requirements of Environment Management Framework (EMF) of the

Project. The EMF of the project is being prepared based on following laws and policies.

Environmental Impact Assessment (EIA) Guidance Manual for Highways prepared by

the Ministry of Environment and Forests, Government of India;

Safeguard documents/instruments of the RRP I and PMGSY – Rural Roads Project

funded by the World Bank.

Rajasthan State Environment Policy, 2010

Applicable Operational Policies (OPs) of the World Bank.

Environmental Laws and Act of Government of India.

The requirements of Environmental clearances, Forest and Wildlife clearance, Clearance for

archeological sites during design stage of the project have been examined and it was found

that proposed development does not attract provisions of Environmental Clearance as per

MoEFCC. However there would be the requirement of Tree cutting permission from State

Forest department. Also as the location is in the vicinity of Deeg fort the construction work

will require permission from Archeological Department.

The contractor will obtain consent to establish and consent to operate under Air and Water

Act before commencement of construction activities. Also Labour Act, Factories Act and

Hazardous and Solid waste management Act are applicable for the project.

0.5. Baseline Environment

0.5.1. Climate

The maximum temperature may go up to 48.5 deg C in May month and Lowest Temperature

is observed in February i.e. 1.7 deg C in the project area. The maximum rainfall is observed

in August i.e. 212.3 mm.

0.5.2. Air and Noise Quality

The Air monitoring was done in the month of April 2018 at two locations indicates that there

are higher values of particulate matter. The higher values of particulate matter are due to

vehicular movement as both these monitoring locations are at intersection points. Also there

are significant commercial activities at these places.

The Noise values exceed thosefor commercial locations standards. The both monitoring

locations are at major junctions and are having significant commercial activities; the noise

values are higher at these locations and exceed commercial locations noise standards.

0.5.3. Land use and Soil

The land use of the project area is mainly agricultural and residential & commercial

segments near built-up areas/towns. The project area consists of Red Grey valley Soil, Older

Alluvial Soils and Red Sandy Soils.

0.5.4. Hydrology and Water Quality

There is no perennial river in the project area. The seasonal rivers, which flow through the

project area and carry the runoff from the hills are Kuva, Sabi (Sahibi), Ruparail (Barah),

ChuharSidh and Landoha. Also there are three ponds in the vicinity of the road. There are 2

canal crossings, 170 hand pumps, 68 Tube wells, 108 water tanks and 90 wells near the

project area. Only one hand pump is falling within clear zone.As per Rajasthan Ground

Water Year Book, 2016 (Published by Central Ground Water Board), the depth of the water

is less than one meter in the month of August and it goes up to maximum depth about

seventy meters in the month of May in the both districts.

In general, quality of ground water is suitable for irrigation and domestic uses. Shallow

ground water in the project area is alkaline in nature with pH varying from 7.4 to 9.

0.5.5. Ecological Environment

0.5.5.1. Flora

Proposed Safe Demonstration Corridor has total of 1096 trees within right of way. The tree

species comprise of Neem, Keekar, Pipal, Eucalyptus, Papdi, Seesam etc. Based on

guidelines available on roadside hazards and application of engineering measures, 511

trees are saved. Remaining 585 are close to carriageway i.e. within up to 2.50 meters from

the edge of the road and will be removed.

0.5.5.2. Fauna

Wild animals like Indian Jackal, Chital, Sambher, Neelgai, Chinkara, Langur and Monkey are

observed in the project area.Neelgai crossing movement is frequently observed near Km

134.175.

0.5.5.3. Protected Area

Corridor Section between 32+700 (Deeg) and 46+250 (Bedham Chowki) is within limits of

under Taj Trapezium Zone (TTZ). Tree cutting in TTZ is prohibited and tree cutting in TTZ

requires permission of Honorable Supreme Court. About 49 numbers of trees are within

clear zone falls under TTZ, however, as per directive of Honorable Supreme Court, design

alternatives were considered to avoid cutting of these trees.

0.5.6. Socio-Economic Environment

There are forty four shrines along the road. There are five religious properties thatwill

be affected due to proposed development.

There are forty four schools and educational buildings along the road. Though there

is no direct impact on schools from proposed improvements, additional safety

provisions are proposed at 15 schools.

There are five hospitalsalong the road. None of the hospitals will be affected by the

proposed development.

There are eleven bus shelters along the road. Three bus shelters shall be affected

due to proposed development; these affected bus shelters shall be reconstructed and

altogether seventy bus shelters are proposed for construction.

There are59 miscellaneous buildings and structures along the road. These include

Police Chowkis, Sevakendras, Mandi, Power station and property of Forest

Department. Out of these 6 buildings/structure are partly impacted due to project.

There are nine cattle crossings along the road. The cattle crossings will be

considered in design in order to avoid accidents due to crossing of cattle.

There are 38 garbage dump locations along the road out of which 3 locations are still

active in Baroda Meo, Tatarpur and Sodawas; rest are not active dumping locations.

There are 2108 poles along the road. Total 576 poles will be relocated under

proposed development.

There is Deeg fort along the road at Km 33.850 which is a protected monument. The

Deeg fort is a Monument of National Importance as per Archeological Survey of India

(ASI). The construction activity near fort attracts the provision of Ancient Monuments

& Archaeological Sites and Remains (Amendment and Validation) Act, 2010.

0.6. Stakeholders Consultation

Stakeholder consultations were held, as part of study, consultations were held with key

stakeholders such as people likely to be affected, beneficiaries, local and government

officials, community leaders.

Based on the suggestions given by local residents of Bagad Ka Tiraha during public

consultations, designs added bus shelters at Km 95+500 on either side of road. Also,

additional bus shelters are provided based on requirements of locals. The local residents

also raised the issue of accidents due to blind curve near Km 94+600. This location was

taken up for engineering improvements and same was applied to other similar locations

along corridor.

Based on consultations with Forest Department Officials, speed control measures are

proposed at existing Neelgai Crossing in Tatarpur near Km 134+175. The Consultation done

along the project road is given in Table-E-2

0.7.1. Air and Noise Quality

There will be temporary impact on air and noise quality during construction phase of the

project. There will be small increase in dust due to earth work and vehicular movement

which have localized impact. The impact will be managed by sprinkling water and vehicular

maintenance.

Similarly higher noise levels will be due to vehicular movement and construction

machineriesand noise levels will be managed by vehicular maintenance and by adopting

proper work schedule.

0.7.2. Soil Pollution

There may be accidental spillages of many substances on the soil which may contaminate

soil; such areas will be immediately cleaned up to prevent contamination of the soil and road

surface run-off.

0.7.3. Ecological

0.7.3.1. Flora

Proposed Safe Demonstration Corridor has total of 1096 trees within right of way. Based on

guidelines available on roadside hazards and application of engineering measures, 511

trees are saved. Remaining 585 are close to carriageway i.e. within up to 2.50 meters from

the edge of the road and will be removed.

0.7.3.2. Fauna

There is Neelgai crossing in Tatarpur near Km 134+175. The crossing of these wild animals

may lead to accidents in these wild animal crossing zones in the absence of speed control

measures and caution signs for drivers. Keeping in view the wildlife crossing along the road,

provisions of speed breakers and wildlife caution signages will be provided before and

ahead of the wild animals crossing zone.

0.7.3.3. Protected Area

Section between Km 32.700 (Deeg) to Km 46+250 (Bedham Chowki) which is under

Bharatpur forest division is under Taj Trapezium Zone (TTZ). Tree cutting in TTZ is

prohibited and if there is requirement of tree felling in this Zone it requires permission of

Honorable Supreme Court. 49 trees fall in TTZ.Considering the environmental sensitivity of

the location, all 49 trees have been saved by provisions of Road Marking and traffic control

measures such as speed reduction, speed control measures andreflectors.

0.7.4. Socio-Economic

0.7.4.1. Impact on Religious Structures

Total five religious structures will be affected due to proposed development. The affected

portions of the structures will be re-constructed in consultation with local people. The cost of

mitigation measures is part of R&R budget.

Total nine roadside water facilities, three bus shelters and one public toilet will be affected

due to proposed development. These facilities will be re-constructed in consultation with

local people and affected persons. The cost of mitigation measures is part of R&R budget.

In a total of 15 schools, compound wall shifting and/ or new side gates are proposed. The

cost of enhancement measures is part of R&R budget.

Total one hundred and six structuresconsisting of encroachers and squatters will be affected

due to proposed development. The cost of mitigation measures is part of R&R budget.

0.7.4.6. Impact and Mitigation on Cattle Crossing

There are nine cattle crossings along the road, Suitable warning signs are proposed to alert

the drivers ahead of these locations.

0.7.4.7. Impact and Mitigation of Archeological site

There is Deeg fort in package-1 of the project. Deeg fort is the only archeological site along

the project road. As per the statutory requirement the construction work shall be done after

obtaining all requisite permission/ approvals from competent authority

0.7.5. Environmental Health and Safety

The project implementation will follow the World Bank Group guidelines on Environmental

Health and Safety (EHS).

0.8. Environment Management Plan

Chief Engineer (PMGSY) will have the overall responsibility of the project, who will be

assisted by Executive Engineer (Environment & Social) at Head Quarter level. Executive

Engineer will have the overall responsibility of environment and social activities.

Respective Superintending Engineer of the two districts will monitor the environment and

social activities at their respective districts and Executive Engineers of the respective

divisions will implement & monitor the environment and social activities at PIU level.

Supervision consultant will coordinate with all the three levels as per the requirement.

The Environment Management Plan has been prepared for the construction and operation

phases of the project. The Environmental issues or aspects, measures for mitigation of

impacts and responsibilities during execution and supervision have been allocated in the

EMP. A budget of Rs. 1955500 (INR Nineteen lacs Fifty five thousand five hundred only) has

been provided kept for Environmental Management. The budget includes work for

compensatory plantation, capacity building and environmental monitoring. The

Environmental Management Plan is given in Table-E 3

Tree

A total of 1096 trees within 2.5m clear zone on

both side of road have been jointly verified by

Department. Of the total, 585 trees (Annexure –

(Package I - 356 trees, Package II - 72 trees, and

Package III – 83 trees) will be preserved

(Annexure - 4.3) through design intervention.

The contractor for package 1, shall implement

below measures to save 49 trees in Taj

be retained;

– 22 trees in rural area within 1.5m to 2m from

speed is reduced to 30-40 kmph in urban area

Noise limits for construction equipment to be

procured such as compactors, concrete mixers,

vibrators and saws will not exceed the value

specified in the Environment (Protection) Rules,

1986.

The equipment proposed to be used must be

checked and certified fit, especially with respect

to the potential leakage of oil and grease. The

inspection should verify that:

– Equipment is clean (free of mud, dirt and oil)

– Equipment is in good working order

– Contractor has a spill kit

– Operator is trained on the refueling,

maintenance, and emergency spill

procedures.

– A log book will be maintained documenting all

fueling and maintenance events (date, time,

location, condition of site, weather conditions,

Finalizing borrow areas for borrowing earth and

all logistic arrangements are well as compliance

The topsoil from areas of cutting for construction

work will be stripped to a specified depth of 150

mm and stored in stockpiles.

The stockpile will be designed such that the slope

does not exceed 1:2 (vertical to horizontal), and

the height of the pile is to be restricted to 2m.

Stockpiles will not be surcharged or otherwise

loaded and multiple handling will be kept to a

minimum to ensure that no compaction will occur.

The stockpiles will be covered with gunny bags or

tarpaulins. It will be ensured by the contractor

that the topsoil will not be unnecessarily

transferred either before stripping or when in

stockpiles.

Such topsoil will be reused for landscaping.

Water

The Contractor will arrange adequate supply and

storage of water for the whole construction period
