    PEZA TRANSFORMATION, MINDANAO INVESTMENT OPPORTUNITIES HIGHLIGHTED AT US-ASEAN BUSINESS COUNCIL ROUNDTABLE

    WASHINGTON, D.C.— An investment mission led by Director General Charito B. Plaza, Philippine Economic Zone Authority (PEZA), and Executive Director Aleem Siddiqui Guiapal, Autonomous Region of Muslim Mindanao-Regional Economic Zone Authority (ARMM-REZA), highlighted the current transformation at PEZA and the investment opportunities in Mindanao at a roundtable discussion with the US-ASEAN Business Council (USABC) on 28 March 2017 in Washington, DC.

    “We want to build on the past success of PEZA by revolutionizing the way we do business. We continue to avoid red tape, while providing investors the red carpet. However, we are also ensuring that PEZA is responding to the needs of the times, and to the priorities of the Duterte Administration,” Director General Plaza told a group of corporate executives from US companies that included Citi, Cargill, the Albright Stonebridge Group, DLA Piper, Hills & Company, Lockheed Martin, and Medtronic.

    In her presentation, Director General Plaza noted that PEZA is diversifying both the types of facilities it operates by encouraging more public and local government-owned economic zones, and the type of economic activities its facilities cater to by moving beyond traditional manufacturing to areas like agro-processing, tourism and renewal energy. She mentioned that PEZA has likewise begun venturing into creating defense-industrial complexes, with a view to establishing five of such facilities in strategic regions of the country. She also told the group that they have started working closely with ARMM in prioritizing Mindanao economic zones.

    On the part of ARMM-REZA, Executive Director Guiapal provided a comprehensive briefing on the opportunities and investment potentials in Mindanao, particularly in the ARMM. Aside from describing the ongoing efforts to develop five key and strategic economic zones in the ARMM, Mr. Guiapal also spoke broadly about the Mindanao development corridors that include projects such as the Zamboanga Special Ecozone, Mindanao Railway System, and the Tagum Aerotropolis. He also noted the geographical proximity of Mindanano to other ASEAN countries, which provides opportunities for trade and investment expansion.

    “Out of the total economic activity of the ARMM, only some 0.7% is attributable to trade. We want to change that to the benefit of Mindanao, in general, and the people of ARMM, in particular,” said Executive Director Guiapal. He also referred to the ongoing collaboration among PEZA, ARMM and the Mindanao Development Authority.

  • June 22, 2017 · FIRST CLUSTER MEETING ON ISLAMIC FINANCING AND LIVELIHOOD PROGRAM FOR MARAWI CITY

    ARMM Office of the Regional Governor in accordance with Memorandum Order No. 388, s. 2017 instituted Inter-Agency Cluster for the Phase 1 intervention dubbed as "E2R" Early Recovery and Reconstruction of Marawi city that will be implemented as soon as the conflict in the city is over.

    As seen today, almost all the buildings including the commercial center as well as residential in the central trading center of Marawi have been destroyed and literally flattened to the ground as a result of artillery fires and direct hits of air strikes and bombings.

    Last June 21, 2017 at the Regional Planning and Development Office-ARMM, the "Islamic Finance Sub-Cluster" conducted a workshop on "Islamic Microfinancing and Livelihood Program" for the affected constituents of the city. The workshop aims to a) to cultivate and understand Islamic Microfinance and b) to come up with a simple doable model to be presented to the Regional Government.

    Divided into four (4) sessions, the resource speakers made a talk on 1) FiqhMu’amalah 2) Fundamentals of Islamic Finance 3) Islamic Accountability and 4) Islamic Microfinance.

    Islamic Microfinance differs from conventional microfinance and it has a great potential to expand. It complies solely with principles of Islam and transactions are conducted only with the conformity of Sharia’h. It utilizes a range of models to avoid elements forbidden namely interest (riba) and uncertainty and deceit (gharar). Such projects include zakat, which is charity based, or trade and industry projects to develop a country’s economy.

    There is no better solution than opting for funding which can provide benefits to a war-stricken community to help rebuild the city once again. The poor sector especially can be lifted out of poverty by providing small loans with zero interest to those lacking access to financial services or funding opportunities.

    This is a stepping stone for us to be recognized by the national government so we can have capital assistance to institutionalize Islamic Microfinancing said Chairman/CDA Regional Administrator Dimnatang M. Radia.

  • June 16, 2017 · The Regional Economic Zone Authority – ARMM participates on the 4th Regional Convergence Inititative – Technical Working Group (RCI – TWG) meeting on 14 June 2017 to ensure the effective implementation of the different program components, projects and activities under the Enhanced National Convergence Initiative (NCI) that will spur the rural development and maximize the impact on countryside development.

    The said meeting is in preparation to the Vigan Convergence Summit on 19 – 23 June 2017.

    The Department of Environment and Natural Resources (DENR – ARMM) discussed the Palaw 2020. Palaw is a Maguindanaon term for “Mountain”. The purpose of which is to rehabilitate the open and denuded areas, the rehabilitation or reforestation and development of forest plantations.

    Partners call together June 13, 2017 (Tuesday) at the Regional Planning and Development Office, Cotabato city to have an initial assessment of the situation of IDPs and the extent of damages and to deliberate and discuss the programs proposed by different agencies termed as "E2R" as an attempt to early recover and reconstruct the Islamic center of ARMM-Marawi city.

    The meeting started with an opening statement by RBOI-ARMM Managing Head and EGL Cluster Chairman Atty. Ishak V. Mastura followed by a short message and an overview by RPDO Executive Director and REDPB Head Technical Secretariat Engr. Baitan A. Ampatuan.

    The situation started last Tuesday (23 May 2017) due to the firefight between government troops (AFP and PNP) and lawless elements in Marawi City. As a result, massive evacuation took place where a total of 235,580 (IDPs) internally displaced persons and substantial damages especially in terms of properties are reported. The Marawi siege killed, trapped and wounded civilians had prompted President Rodrigo Roa Duterte to declare martial law in the entire southern part of the Philippines.

    "The scars of trauma run deep and wide, thought". Many of the IDPs showed symptoms of stress depression from their experiences during the Marawi clash so perhaps a mental-health and psycho-social therapy by professionals will mitigate the trauma to some extent cited one agency during the meeting.

    Another case in point worthy to mention is CDA's proposal of Islamic Microfinance and initiation of cooperatives or joint ventures not only to promote principle of financial justice but also to accelerate the economic development for Marawi city to recover from economic stress.

    Perhaps it unrealistic to think given all these evidence-base interventions will permanently erase the effects of horrific experiences. But, REZA ARMM, hand in hand with partner agencies, are hopeful to at least bring back a sense of normalcy and joy to a handful of Marawi people at a time.

  • April 8, 2017 · Davao City · WASHINGTON, D.C.— Governor Mujiv Hataman of the Autonomous Region of Muslim Mindanao (ARMM) capped a two-week focus by the Philippine Embassy in Washington D.C. on peace and development in the southern Philippines, with a forum on Muslim Mindanao and the Duterte Administration at the Embassy’s Romulo Hall on 06 April 2017.

    The Governor’s visit to the US capital followed an investment mission led by Director General Charito B. Plaza, Philippine Economic Zone Authority, and Executive Director Aleem Siddiqui Guiapal, Autonomous Region of Muslim Mindanao-Regional Economic Zone Authority, which highlighted the current transformation at PEZA and the investment opportunities in Mindanao, including the ARMM, from 27-29 March 2017.

    In his presentation, Governor Hataman described the modern-day Mindanao to an audience composed of US government officials, corporate executives, academics, researchers, students and Filipino-Americans. He described how the Bangsamoro struggle evolved, and the steps taken by the Philippine Government towards peace in Muslim Mindanao. He presented the ARMM initiatives following its three pillars of reform and discussed the current Administration’s six-point peace and development agenda in the ARMM and the southern Philippines as a whole.

    “These positive developments in the peace process are necessary in order to address the perennial issue of underdevelopment and respond to the threat brought about by the existence of terrorist and extremist groups. This will surely usher in the realization of the aspirations of those who sacrificed their lives to gain peace and progress in the Bangsamoro areas, the whole Mindanao and the entire Philippines,” declared Governor Hataman in ending his presentation.

    In the open discussion that followed, Governor Hataman fielded questions that touched on counter-terrorism, the role of the United States in Mindanao’s peace and development, Bangsamoro culture and heritage, and the critical importance of an effective healthcare system, among others.

    “We hope we have begun a continuing and engaged conversation among relevant stakeholders here in the United States about how to promote more synergies for the genuine development of Mindanao,

    PH INVESTMENT MISSION EXPLORES ACCESS TO US HALAL MARKET

    WASHINGTON, D.C. — A forum hosted by The US Halal Chamber of Commerce for the delegation from the Philippine Economic Zone Authority (PEZA) and the Autonomous Region of Muslim Mindanao (ARMM), at the Islamic Society of the Washington Area (ISWA) on 27 March 2017, focused on how the Philippines may be able to expand access and business opportunities in the US halal market.

    Mr. Habib Ghanim, CEO of the US Halal Chamber of Commerce and President of the ISWA Halal Certification Department, led a group of Islamic halal and trade experts in briefing the delegation on the business opportunities, as well as challenges, in the US halal market.

    In order to explore the possible synergies among the various parties, it was proposed that a Memorandum of Understanding be signed among PEZA, ARMM and the US Halal Chamber of Commerce in order to formalize cooperation and assistance.

    “I believe that this will go a long way towards ensuring the empowerment of ecozones of Mindanao,” said PEZA Director General Charito Plaza.

    ARMM-Regional Economic Zone Authority (ARMM-REZA) Executive Director Aleem Siddiqui Guiapal, who co-led the delegation with Director General Plaza, also noted four important areas that should be addressed moving forward. “We have to adopt a whole-of-government approach in order to reach a consensus on certification requirements that avoids confusing, contradictory and costly requirements; protect the integrity of Halal certification in order to avoid loss of confidence by consumers; ensure that claims regarding health and safety are based on science and not on shariah alone; and address the relative lack of information on Halal markets”

    The delegation considered the proposed cooperative effort to be timely because the global halal market is worth about US$ 2.77 trillion a year with the trade in Halal foods at US$700 billion a year, accounting for as much as 12% of global trade in agro-food products. ARMM Governor Mujiv Hataman earlier this year also officially declared the Polloc Freeport and Ecozone in Parang, Maguindanao as a “halal hub.” “The ARMM government is continually working to open the possibilities to the halal market for the region as well as for the country,” Gov. Hataman had said at the event marking the declaration.

    The signing of the MOU may take place at a planned International Halal Ecozones Summit in Davao City, Philippines this coming October.

    Halal Industry Development Technical Working Group (HID-TWG) Apprise on Halal Programs and Project

    Partners call together last March 3, 2017 (Friday) at the Department of Science and Technology (DOST-ARMM) Conference room, Cotabato city to deliberate and discuss the proposal termed 'Joint Halal Production and Promotion Project' submitted by the Focal Person from Department of Agriculture and Fisheries (DAF-ARMM), Dr. Norodin Kuit. The presumed project aims to have a sustainable supply of halal compliant meat in the region.

    Experts described that Halal, as it applies to food, incorporates the concept of ‘farm to plate,’ and covers the entire halal food quality assurance. This is to promote hygiene and good health as prescribed by Allah and Prophet Muhammad, based on Islamic belief. But, aside from its religious connotations, REZA-ARMM is hoping that stakeholders would look at halal with economic potentials.

    Moreover, to keep up to speed with the programs and project, ARMM with succor of Regional Economic Zone Authority, officially declared the Polloc Freeport and Ecozone (PFEZ) as a “halal hub”.     Regional Economic Zone Authority - ARMM joins the 2017 National Women's Month Celebration spearheaded by the Regional Commission on Bangsamoro Women of the Autonomous Region in Muslim Mindanao in supports by the Philippine Commission on Women. The National Women’s Month Celebration every March is part of the worldwide observance of the International Women’s Day (IWD).

    In his first State of the Nation Address (SONA), President Rodrigo Roa Duterte directed “all agencies, oversight bodies and local government units down to the barangay level to fully implement the Magna Carta of Women."This is to ensure that man and woman will be partners in the pursuit of the country’s economic, social, cultural and political developments. This pursuit of development under the new administration is also anchored on the commitment of “Malasakit at Pagbabago” or True Compassion and Real Change. Thus, the first National Women’s Month Celebration under the new leadership will focus on these key foundations: partnership for change and full implementation of the Magna Carta of Women (Republic Act 9710), captured through the theme: "WE Make Change Work for Women."

    Elements of the Theme:

    • WE Stands for Women’ Empowerment – empowering women enables them to confidently and meaningfully engage with appropriate institutions to ensure that they contribute to and benefit from development and changes. Thus, women’s empowerment will make the change that we are espousing or any development effort responsive of women’s concerns.

    • Make Change Work = MCW = Magna Carta of Women – making change work for women necessitates strengthening the implementation of the MCW at all levels.     DAVAO CITY, Feb. 17 (PIA) – A delegation of Mindanao scholars from government agencies and development organizations completed a 14-day course on corridor development on Friday in the city of Seongnam in South Korea.

    The 24 participants from Mindanao underwent a series of training and lectures on Building Strategy for Economic Development through Corridor Approach from February 5 to 18 funded by the Korea International Cooperation Agency (KOICA).

  • One of the main objectives of the program is to enhance the capacity of the participants in preparing strategic policies that will contribute to the economic growth and development in Mindanao. KOICA is a development aid agency founded in 1991 to maximize the effectiveness of Korea's grant aid programs for developing countries.

    Among the expected output from the training is an action plan on establishing sustainable economic development policy in Mindanao, enhancing the capacity of public officials, as well revitalizing the regional or rural economic development in the island-region.

    “This training will enhance further the skills of our scholars and employees who will play key roles in pushing our initiatives to establish economic zones in Mindanao through the corridors program,” said Secretary Datu Abul Khayr Alonto, chairman of the Mindanao Development Authority (MinDA).

    He added that the region is currently looking at a holistic approach in which Mindanao’s agriculture and its component sectors such as fisheries and aquamarine culture are crucial to Mindanao’s development, following the thrust of strengthening the corridors approach to development.

    The training included study visits to some of Korea’s industry facilities and historical sites including the Busan Port, Korea Expressway Corporation Traffic Center, Samsung Innovation Museum, and Cheongpyeong Temple. It is also part of the continuing efforts to strengthen cooperation in trade between Philippines and Korea.

    “This was a great opportunity for us to see for ourselves Korea’s regional economic development strategies and best practices, which we can also apply in Mindanao,” said Gerardo Reynaldo, MinDA’s chief of the Central Mindanao area office and the head of the Mindanao delegation to Korea.

    Reynaldo added that the lectures and on-site education from the training provided sufficient insights on how to better pursue the Mindanao Development Corridors Program, as well as the Mindanao Ecozones Development. Also joining the MinDA participants are representatives from the local government units, academe, non-government organizations, and ecozone agencies.

    The delegates also took part in the unveiling ceremony of the Asia-Pacific and Africa Cooperation Academy (APACA) led by its Head Dr. Un-Seong Jeon and Director Joanne E. Jeong.

    The APACA is an institution at Kangwon National University designed to specialize in various leadership training programs for individuals in Korea and abroad. Some of these programs are implemented in cooperation with KOICA, which has been actively promoting sustainable development, strengthening partnerships with developing partners, and enhancing the local ownership of beneficiaries among developing countries.

    “We are looking forward to applying the action plan we crafted here, with the help of our professional experts in Korea, to our respective offices once we get back home. There are still so many potentials to be tapped in Mindanao,” Reynaldo said.

    Sa ating butihing chairman ng Mindanao Development Authority, Datu Abul Khayr Alonto, sa aking kasama noon sa kongreso at ngayon ay Director General na ng Philippine Economic Zone Authority (PEZA), Dr. Charito B. Plaza, at sa mga kapwa ko opisyal sa ARMM at sa mga karatig na rehiyon sa kapuluan ng Mindanao, magandang umaga po sa ating lahat. Assalamu Alaikum.

    Given the 10-point economic agenda of President Rodrigo Roa Duterte and the new thrust of PEZA, it is the initiative of the ARMM government to institutionalize the operations of the Regional Economic Zone Authority. This economic zone was created by virtue of Muslim Mindanao Autonomy Act 154, as cited in RA 9054 (Art XII, Sec.4).

    The ARMM government supports the Philippine Economic Zone Authority in its mission to expand into new frontiers. We have already declared the ARMM ecozone as a “halal hub” as we continue to explore the possibilities given the halal market in the

    autonomous region and nearby countries, especially given our potential as a gateway of the Philippines to the multi-trillion dollar halal industry.

    Our goal is to establish at least one ecozone in each of the ARMM provinces -- Maguindanao, Lanao del Sur, Basilan, Sulu, and Tawi-tawi – as well as in the cities of Marawi and Lamitan by the year 2020.

    Given our projections based on our recent coordination with PEZA, we intend to invite 10 multi-national companies to operate in the ARMM, particularly from the Middle East and the ASEAN (Brunei Darussalam-Indonesia-Malaysia- Philippines East ASEAN Growth Area or BIMP-EAGA). We also plan to help jumpstart 100 SMEs to support our local industry and generate export growth, and to generate at least 1000 jobs.

    The lone operating ecozone in the ARMM, the Polloc Freeport and Ecozone (PFEZ), is currently generating 134M as reported in the Bureau of Customs, a significant improvement from just earning 75,000PHP in 2013.

    We hope to achieve this same ecozone activity in the rest of the region by identifying the economic sectors wherein the ARMM is competitive and utilizing these to our advantage. These are agro-industry, tourism, trading, halal investment, and Islamic financing.

    The Board of Directors of the ARMM's Regional Economic Zone Authority (REZA) convened for the 1st Quarter Board of Directors Meeting on Tuesday, January 24, 2017 at the Bajau Hall, Office of the ARMM Governor in Cotabato City.

    Atty. Anwar Malang, chairman of REZA Board of Directors, presided over the meeting. The meeting discussed the updates on the Memorandum of Understanding between the Philippine Economic Zone Authority and the ARMM regarding potential Ecozone areas, and Mindanao Ecozone Summit, among others.

    The Board consists of the Department of Trade and Industries, Department of Labor and Employment, Regional Board of Investment, Department of Environment and Natural Resources, Department of Agriculture and Fisheries, Regional Planning and Development Office, Department of Public Works and Highways, Department of Transportation and Communication, Office of the Regional Treasury, three members of the Regional Legislative Assembly, representatives - business sector and representative - labor sector (ecozone).
