Overview of EHR Program Changes in 2015
CMS recently released a final rule that specifies criteria that eligible professionals (EPs), eligible hospitals, and critical access hospitals (CAHs) must meet in order to participate in the Medicare and Medicaid Electronic Health Record (EHR) Incentive Programs. The final rule’s provisions encompass 2015 through 2017 (Modified Stage 2) as well as Stage 3 in 2018 and beyond.

Overview of EHR Program Changes in 2015
Major Changes that impact EHR Attestation for program year 2015: • Allowing a 90-day EHR Reporting Period for all first-time
and returning participants. • Eligible Hospitals and Critical Access Hospitals have been
moved from the Federal Fiscal Year to the Calendar Year for EHR reporting.
• CMS has transitioned Stage 1 to a Modified Stage 2 for the 2015 reporting period and beyond.
• The number of Meaningful Use Objectives for EPs and EHs have been reduced and require attesting to a single set of objectives and measures. This replaces the CORE and MENU objective structure of previous stages.

Reporting Requirements – Modified Stage 2
Objective:
The Eligible Professional, Eligible Hospital or Critical Access Hospital is in active engagement with a public health agency to submit electronic health data from Certified Electronic Health Record Technology (CEHRT) except where prohibited by law and in accordance with applicable law and practice.

Reporting Requirements – Modified Stage 2
Active Engagement:
There are three levels of Active Engagement: Registration Completed Registration to Submit Data: the EP registered to submit data with the PHA to which the information is being collected; and the EP is awaiting an invitation from the PHA to begin testing and validation. Providers that have registered in previous years do not need to submit an additional registration to meet this requirement for each EHR reporting period.

Active Engagement:
There are three levels of Active Engagement: Testing and Validation: the EP is in the process of testing and validation of the electronic submission of data. Providers must respond to requests from the PHA within 30 days; failure to respond twice within an EHR reporting period would result in the provider not meeting the measure.

Measure Option 2: Syndromic Surveillance Reporting Modified Stage 2 and Alternate Specification (stage 1) This measure has a limited scope of application. EP clinics, that are connected to an already on-boarded hospital and both are using the same EHR, may submit Syndromic Surveillance data if being captured at the clinic level Refer to TipSheet

Preparing to Attest for Program Year 2015
Meaningful Use Objectives and Measures
• Select the 90-day EHR reporting period that will be used during attestation.
• Using your 2014 CEHRT Software, pull your Meaningful Use Summary reports for your providers.
• Complete the Security Risk Analysis before 12/31/2015.
• Complete Public Health Registration before 12/31/2015.
• Confirm the Stage your providers are scheduled to report for 2015. (previously – 2 years of MU = Stage 1. AIU is not included in this count)

MS State Level Registry Availability
Currently, the MS SLR is developing new attestation screens and functionality that reflect the new CMS-mandated changes impacting 2015-2017. The MS SLR should be available to receive EHR Attestations for program year 2015 for AIU and Meaningful Use beginning in May, 2016. There will be a 60-day attestation window once the MS SLR re-opens.
