To fulfill this requirement, GD-C4S and Pelatron teamed to develop proto- types for OTM called M2C2 for the Office of Naval Research (ONR) and Marine Forces Pacific Experimentation Center (MEC). Sept 2004 Office of Naval Research (ONR) funds Mobile Modular Command & Control (M2C2) research project Transitions the M2C2 OTM program from a technology incubator to a field-sustainable system for the war fighter called Combat Operations Center (COC) Battlefield Remote Access & Awareness Applications (COBRA3).
