How to Stay Lawfully Dry and Fine-Free This Summer

BY KATE BRANSFIELD

This summer, we’ll all be waiting for arainbow during California’s worst drought onrecord. After Gov. Jerry Brown declared adrought State of Emergency in January, weCalifornians were hit with the first mandatorywater restrictions in the state’s history.

But the latest sign of hope in this diredrought has come this month when the statereported that residential water use declinedalmost 29 percent, the highest level of conserva-tion achieved to date for the month of May.

Santa Monica has been no stranger to theseconservation efforts, with the Office of Sustain-ability and Environment taking many efforts touse water efficiently and conserve water incompliance with state and local regulations.

You might have seen the public serviceannouncements around the city like the DoggyDishwasher banners. That’s all part of the cam-paign’s strategies for ways to save water, water

conservation rebates, the latest water-savingalternatives, and new services such as free waterconsultations.

The City of Santa Monica has a goal to bewater independent by 2020 and stop importingwater to ensure a safe and reliable supply ofwater for generations to come.

To keep from getting hit with a first-offense fine of $250 from the city (later viola-tions receive higher fines), here are the waterrestrictions imposed by Santa Monica munici-pal code 7.16.020:

• No watering of lawns or landscapesbetween the hours of 10 a.m. and 4 p.m. on anyday exception for drip irrigation, maintenance, hand watering.

• No runoff is permitted from irrigationinto streets, alleys, driveways, sidewalks orstorm drains at any time.

• No hosing down of sidewalks, driveways, patios, alleys, parking areas or other “hardscapes.”

• Water must not be used to fill or maintain

levels in decorative fountains, ponds, lakes ordisplays unless a recycling system is used.

• Swimming pools must not be filled oremptied unless it is a first filling of a new pool,or necessary leak repair work is being per-formed.

• Water leaks from exterior or interiorplumbing must be repaired immediately.

• No washing of vehicles of any kind exceptwith a hand-held bucket or a hose equipped witha shut-off nozzle. No runoff permitted.

• Restaurants must serve water only uponrequest.

But there are things to do on our own, too.Santa Monica has ramped up water conserva-tion rebates. A Santa Monica resident canreceive up to $4,500 for replacing their lawnwith sustainable landscaping, while businessescan take advantage of rebates for high-effi-ciency urinals and toilets.

• By putting in a large rain barrel and cisternthat collects 500 gallons or more, you can receive

up to $2,000 for each cistern (Harvesting rainwa-ter from your rooftop protects the Santa MonicaBay, safeguards drinking water supplies, andadds a little excitement to your life and landscape- and can put money in your pocket.)

Finally, be vigilant in both your own homeand outside. Check for leaking faucets, toilets, and sprinklers, and replace or repair them.Drain everything to the sewer, use the dish-washer and laundry machines with full loads, shorten your shower time by two minutes, anduse a broom or scrub brush to clean your drive-way and other hardscapes, never a hose.

We’ve had to change our attitudes aboutwater in the last year, why not take advantageof this hot season and be water wise when itcomes to every aspect of our lives – Go to thebeach and use our nature playground to makethe most of Santa Monica.

To keep from getting hit with a first offense fine of $250 from the City of Santa Monica, read the water restriction rules below.
