Page 1 1/2018 Pinellas County Planning Lealman Community Redevelopment Area Non-Residential Improvement Matching Grant Guidelines NON-RESIDENTIAL IMPROVEMENT PROGRAM The Pinellas County Community Redevelopment Agency designed this program to accelerate and leverage private investment as a way to improve the appearance, condition, and functionality of existing non-residential buildings in the Lealman Community Redevelopment Area (CRA), while also creating a more consistent and visually appealing public realm. Eligible Applicant A person or corporation having ownership or leasehold rights in an eligible building site. Leasehold applicants are required to obtain approval from the owner. Eligible Structures All structurally sound buildings with an existing or proposed commercial occupation, including multi-family buildings located within the Lealman CRA boundary are eligible. Illegal structures, including those built without proper permits shall not be eligible, unless built by a previous owner(s). The County’s Planning and Building departments will make this determination. Eligible Activities Funds can be used for the following eligible activities include: Exterior painting Stucco Awnings and Shutters Door and Windows Exterior signage Exterior wall construction / repair Property clean-up (removal of tires, trash, hazardous chemicals, scrap metal/wood etc.) ADA Improvements (interior and exterior) Walkway, sidewalks and accessibility enhancements Stormwater / drainage improvements Fencing / Decorative dumpster enclosures (excludes chain link fencing) Exterior and street lighting (including related electrical work) Driveway and parking area reconfiguration, resurfacing, resealing, and striping Florida friendly landscaping /street scape Repair/replacement of deteriorated building materials (plywood, metal, stucco, etc.) Floodproofing (per FEMA regulations, floodproofing is not permitted in Coastal High Hazard Areas (Zone V, VE, or V1-30). Building Permit and Impact Fees (*Reimbursement Only) Professional Architect / Engineer services Note: Façade improvements that include murals and/or decorative applications will be reviewed by the Lealman CRA Advisory Committee for consistency with the intent and vision of the Lealman CRA Plan. Adult businesses or similarly themed murals are not eligible.

NON-RESIDENTIAL IMPROVEMENT PROGRAM

The Pinellas County Community Redevelopment Agency designed this program to accelerate and leverage private investment as a way to improve the appearance, condition, and functionality of existing non-residential buildings in the Lealman Community Redevelopment Area (CRA), while also creating a more consistent and visually appealing public realm.

Program Requirements 1. Properties having outstanding violations, fines, liens and or tax certificates may be considered on a case by case

basis.2. All work must be performed by a licensed or general contractor and meet applicable County & Building Codes.3. All applicable permits must be obtained.4. Participation in the grant program permits Pinellas County the rights and use of before and after photos.5. All projects are subject to an environmental review and historical assessment (if applicable). Federal

procurement and labor standards may apply.

Program Funding Funds are available on a first-come, first-serve basis to program participants. Eligible applicants may receive a reimbursement grant equivalent to fifty percent (50%) of the cost of approved improvements up to a maximum of twenty thousand dollars ($20,000.00) or total project costs of up to $40,000.00, with a minimum of five hundred dollars ($500.00). Those buildings abutting two public rights-of-way and/or located on a corner having two sides facing a right-of-way are considered to have two facades, and may qualify for up to five thousand dollars ($5,000.00) in additional matching funds. Applicant’s matching dollars may consist of only improvements approved as part of this single grant application and must be contracted for and completed per the terms of the grant. Program recipients are not eligible to receive grant funding for more than one (1) Lealman CRA program annually.

ADA Accessibility Improvements Applicants may be eligible for up to an additional one thousand dollars ($1,000.00) in grant funds with no match required for exterior work needed for compliance with Americans with Disabilities Act (ADA) accessibility requirements. This work must be done in conjunction with and during the time of the improvements.

Payments The grant application must be approved prior to the beginning of construction and notice of commencement issuance to be eligible. The CRA will provide funds for reimbursement for eligible improvements as approved per the application, only after receipt of all supporting documentation, including paid invoice, proof of payment (copy of canceled checks, cc receipt, etc.), and site visit by Pinellas County staff.

Discontinuation of Payments The CRA retains the right to discontinue payments at any time according to its sole and absolute discretion. Payment for eligible activities cannot exceed the estimated date of project completion as indicated as part of the grant application and corresponding project proposal. Eligible activities that exceed this estimated date of completion may be granted one (1) thirty day extension.

Conflict of interest: the contractor must disclose in writing any potential conflict of interest to staff in accordance with applicable Federal policy.

The Pinellas County Community Redevelopment Agency is a public agency and is governed by the “Florida Public Records Law” under Florida State Statutes, Chapter 119. Any documents provided by the Applicant(s) may be subject to production by the CRA upon receipt of a public records request, subject to exemptions provided by Florida Law.
