CSIR-IMMT Bhubaneswar is a constituent establishment of Council of Scientific & Industrial Research
(CSIR) under Ministry of Science & Technology, Govt. of India, New Delhi. It is a premier Research
Organization in the field of Minerals and Materials technology. We are interested for the purchase of
the following item(s). Since we are engaged in Research and Development activities of
National/International repute, therefore, please quote your bare minimum/most competitive rates.
Your quotation in a sealed cover indicating Name of the item, Enquiry no., Due Date on the top of the
envelope should reach in the office of Stores & Purchase Officer on or before 25.10.2016 up to 1.00 pm
(IST). The same shall be opened on the same day at 03.00 pm (IST). In the event of the date specified for
quotation receipt and opening being declared as a closed holiday for CSIR-IMMT, the due date for
submission of quotations and opening of quotations will be the following working day at the appointed
time. Quotations received after due date shall not be entertained. The quantity specified below is
subject to variation at a later stage. The detail tender document along with terms & Conditions is also
available in our IMMT Website www.immt.res.in which can be viewed and downloaded free of cost.

Annexure – 1
Detailed Specification of Steam Generator:-
1. Compact single skid mount portable design (all the instrumentation are on a single skid portable structure), fully automatic operation with water level controller, pressure controller, and automatic blow down valve. Generate saturated steam 40Kg/h at 10 bar.
2. Boiler efficiency: More than 99%. 3. Non IBR type electrode boiler. 4. Auto cleaning facilities. 5. PLC based control and automation.
Design criteria:-
1. Operating Conditions: 40Kg/h steam at 10bar with saturated steam of 1750c with additional super heating of 200C.
2. The boiler design shall consist of pressure vessel having a column from which water under pressure is forced through nozzles towards the electrodes which surround the column. Steam is generated from the surface of the electrodes and heat generated as the electrical current flows from the electrode to the column.
3. Superheating System: The boiler must consist of a super heater with separate on/off capability. The super heater must be capably of rising the temperature of rated saturated steam by 200C.
4. Regulation of the boiler output shall be accomplished by an auto controller which controls the boiler operation at desired pressure and flow. The system shall auto start without any manual intervention.
5. The boiler electrodes shall be located entirely in the boiler steam space. 6. No local greenhouse gas emissions. 7. Boiler shall have first start up and re-start-up response time less than 5 minutes. 8. The boiler shall have fully covered by canopy wall design. 9. The boiler shall have water level protection, 3stage high pressure protection (Dead weight,
Solenoid valve and rupture disc) and high current protection system.

Pipe fittings ASTM A 234 Gr WPA. 17. 100 mts Steam out let pipes with all the connectors.
Documentation:
1. All the test certificates. 2. Operation and maintenance manual consists of basic operational descriptions, schematic
diagrams, individual component details (Electrical, Instrumentation, Mechanical), Spares inventory details should be submitted in triplicate copy.
3. P & I Diagram and plot plant indicating space requirement utilities needed for this. 4. Details specification for individual equipment’s like boiler, water softener, feed pump, controller
etc. 5. Details wirings of instrumentation, control, electrical system must be provided with system.

INSTRUCTIONS TO THE BIDDERS
1. Full specifications, Make, Model, leaflet/literature etc. should be given while quoting rates. 2. We are interested, to purchase the material either from reputed indigenous manufacturer or of the
reputed foreign manufacturer or make. 3. Whenever the quotation is submitted by a firm on behalf of its principals, they should also submit
Authorization Certificate from their principals. 4. It is mandatory for all the Indian agents of foreign principals doing business with CSIR-IMMT,
Bhubaneswar to get themselves enlisted with “DGS&D” as per the instructions of Ministry of Finance and DGS&D. Any bid/quotation submitted by the Indian agents who are not enlisted with DGS&D will be summarily rejected. The supporting document should be attached with the bid/quotation.
5. The firms registered with DGS&D, NSIC, and Govt. Public Undertakings, Central Autonomous
Bodies and with the CSIR Labs./Institutes, if any, are exempted from payment of BS provided
such registration includes the item they are offering which are manufactured by them and not
for selling products manufactured by other companies.
6. The prices should be quoted FOR: IMMT Bhubaneswar. All terms & conditions like Rate of Sales tax, Insurance, Mode of payment, Delivery period, validity period, and Warranty clause should be clearly mentioned in the offer otherwise, quotation will be summarily rejected. Kindly supply additional literature/ catalogues etc. wherever required.
7. Wherever, the prices are quoted on Ex-Works/FOB/FCA basis, the other charges like packing, forwarding, freight, transportation charges etc. should be mentioned clearly in the quotation. The words ‘extra’, ‘as applicable’ or ‘at actual’ should not be used. In the absence of any mention of these charges your offer may be rejected as in complete.
8. The material is to be dispatched duly insured against theft, loss or breakage during transit and the rates chargeable for insurance may invariably be quoted separately. The Insurance shall be for an amount equal to 110% of the CIF value or CIP value of the contract from within “warehouse to Warehouse (Final Destination) on all risk basis including strikes, riots, and civil commotion.
9. The rates of Sales Tax should be clearly indicated. This Institute is not entitled to issue `C’ or `D’ Form.
10. Name & address of the Indian Agent/Foreign principals and their Fax No. must be clearly mentioned in the offer. Indian Agent should be registered with DGS&D in case for items falling in the category of restricted list of EXIM Policy of Govt. of India.
11. This Institute is registered with Department of Scientific & Industrial Research (DSIR) for the purposes availing Customs duty exemption in terms of Government Notification No.51/96-Customs dated 23.07.1996 and Central Excise Duty Exemption in terms of Government Notification No.10/97-Central Excise dated 01.03.1997.
12. The quotation will be opened in the presence of the representatives, if any of the quoting firms. 13. Advance payment is not permissible. 14. Payment will be made on bill basis after receipt of stores in good condition, its satisfactory
installation and commissioning at our site by e-payment. In case of Import payment shall be made through Letter of Credit (LC).

15. The Warranty shall remain valid for minimum sixty months (60) from the date of satisfactory installation and commissioning at our site or for sixty-six months (66) after the date of shipment from the port or place of loading in the country of origin whichever period concludes earlier.
16. Rates should be given both in words and figures clearly in the quotation. If there is any discrepancy between the words and figures, the amount in words shall prevail, unless the amount expressed in words is related to an arithmetic error, in which case the amount in figures shall prevail subject to above.
17. Address your quotation only to Director, Institute of Mineral & Material Technology, Bhubaneswar.
18. Rates should be valid for at least 90 days. 19. The successful bidder shall have to furnish an unconditional Performance Bank Guarantee for the
article(s) costing more than Rs. 10.00 Lakhs on the prescribed format valid till 60 days after the warranty period from a schedule bank for 10% of the order value within 21 days of placement of order failing which the contract shall be deemed as terminated.
20. The liquidated damages shall be levied towards late delivery and towards delay in Installation and commissioning at the rate of 1% per week maximum 10% of the order value.
21. List of clients for the preceding three years (as per format attached) in India giving complete contact details of the actual user for identical items may be sent along with the Performance Certificate from them.
22. The last date & time for receiving complete bids shall be strictly adhered to and no offer received after the due date shall be considered. Delayed/Late Tenders will not be considered at all. CSIR-IMMT will not be responsible for any postal delay/loss in transit.
23. All disputes shall be settled in accordance with the Indian Arbitration & Conciliation Act 1996. The place of Jurisdiction shall be Bhubaneswar, Odisha (India).
24. The acceptance of the quotation will rest with the Director, CSIR-IMMT who does not bind himself to accept the lowest quotation & reserves the right to reject, or partially accept any or all the quotations received without assigning any reason.
25. The quotations are liable to be cancelled if any of the above conditions are not complied with.
Conditional/ Incomplete quotations will also not be accepted.
