Meeting Minutes
Date: May 12, 2020 – Schematic Design #3
Location: GOTO Video Conference 2pm-3pm

Site Plan Options reviewed:
Option 1
- Cannot demolish Building 246 this phase; New Biomed has to fit between existing utilities and Building 246 - Cannot demolish the north end of Neal Hall this phase so building cannot slide south for Phase 1 - We can build up to 246. Design Team to explore zero lot line concept between New Biomed Phase 1 and Building 246
Phase 1 Biomed to have separation from Neal Hall North because of assembly spaces - New or expanded parking and demo of adjacent building 246 could be part of phase 2 - The location of the loading dock was discussed regarding site lines, truck access and long term pedestrianization goals of
Frenger. Loading dock at SW and NW corner? NMSU prefers SW location. - Primary access location vs service location - Natural lighting could be challenging for the few non animal occupied spaces; Design Team will look at solutions such as
clerestory windows at work areas such as cage wash and along east elevation. Consideration of street view from both Espina and Frenger.
- Potentially look at moving MEP spaces to penthouse - NMSU reminded the Design Team to reference renderings developed as part of the master plan
Option 2
- Loading dock on NW corner. The location of the loading dock was discussed regarding site lines, truck access and long term pedestrianization goals of Frenger. Loading dock at SW and NW corner? NMSU prefers SW location.
- NMSU asked about frequency of loading use with future plans to pedestrianize Frenger Street - NMSU commented that future expansion to south could be beneficial layout for the inclusion of wild animals in second
phase
Plan Options reviewed:
Option 1
- Loading dock on SW corner. Access from Knox Street looping down to Stewart Street. Frenger Street does not have a large turning radius and it may be a pedestrian street in the future.
- Entrance facing Espina. - Pedestrian access from Frenger Stree or S. Espina Street. Exterior door is secured. Unsecured lobby is not required. Only
controlled access to this facility so “entrance” is not a priority. - Supervisor office should have easy access to Entry; line of sight to Loading Dock is desired but video feed is acceptable. - Locker room can be shared, one shower, restroom and lockers. Don’t need pass through lockers.
- Couple of parking spaces only to support after hours work. Most people can park elsewhere on campus. ADA parking– not required at all buildings, handled in a campus wide approach
- Phase 2 expansion to the west; could expand to the south but would create a separation of animal housing for wild animals and aviary. Rooftop aviary possible. Separating phase 1 housing from phase 2 housing is acceptable.
- NMSU asked Design Team to reference Campus Masterplan renderings. - AAALAC certification will be required. - Redundancy necessary but NMSU stated generator not allowed at site.
o BSL2 – N+1 Redundancy on systems. o Alternative option to providing redundant power without a generator– two services to the site, battery for
emergency loads – need to investigate further based on identified loads/required capacity - NMSU Users to send to Ashley equipment matrix showing required information for existing equipment to be relocated. - Design Team can create efficiencies if MEP room is located near the tunnel – north of site. - Telecom room campus standards is 10’x14’ - Need entry/exit for animals being transported to lab locations. They will be transported via car - Current site lighting in the area is not ideal. A little too dark after hours. Security/safety concerns, provide sufficient
lighting in project to support safe building access and around any parking. - NMSU doesn’t desire a strong entrance; could access from loading dock only - NMSU desires two parking spaces near loading dock with good site lighting - Dr. Wright
o Prefers option 1 layout. o If moving MEP to penthouse – keep in mind potential for phase 2 aviary at roof, concerns for vertical circulation as
well as noise impact to animals with mechanical equipment. o Growth to south would be ok – insectary and aviary program would be okay to have some separation
Option 2
- Loading dock on NW corner - Behavior and procedures on the south side with the Phase 2 extension to south; also expansion to west - NMSU asked if could be closer to the loading dock given mail and deliveries will come in from the dock. - Sighting the supervisor to have site lines to the loading dock and entry for control of building is priority.
NMSU desires to have rooftop access for aviary on roof. This is possible, but considerations need to be thought through including elevator access, cross contamination from rooftop exhaust and supply air.
Consider flipping Option 2 core to get loading dock to the South and leave the east facing entrance and offices.
Room criteria sheets and equipment data sheets will be developed
Exterior massing being developed to respond to plans
Focus on definition of massing with mechanical penthouse
Site driving the floor plan design both with limited area, utilities and access.
Design Team to assume the loading dock on southwest corner of building.
Equipment for buildings; existing inventory of equipment that would be relocated needs to be defined.
Encourage Design Team to look at master plan renderings
Utility request will be issued for clarifications by Design Team
Maintaining functionality for educational purposes is important
Access to site – parking/driveway at Neal Hall is not currently truck accessible, would require investigation to determine if existing would support construction of access drive to handle semi-truck/large vehicles
Building security – fully secure, no public access
Supervisor – adjacencies/access to:
- Entrance - Mail/deliveries - Site lines to entry/loading/holding would be nice
Support staff/offices – consider distances to loading dock
MEP – closer to tunnel/utilities at north side of site would be preferable to reduce length of utility runs

HDR placed a similar building on the proposed site. With the existing utilities, the study demonstrated there is a challenge for available square footage Program Reviewed:
- Design Team asked for more information regarding the smoker - Design Team looking for input from NMSU for feed care for animals in holding pins - Proposing 30 parking spaces - Service yard will accommodate two truck and two carts - 5 loading dock bays - 2 waste management bays
Food Tech Lab at 1000sf:
- Open space; floor drains and utilities for flexibility, vacuum, water - Large equipment hoods for flexible cooking equipment; one plus snorkels a potential for this space. NMSU can provide
specification for hood desired NMSU to provide equipment lists to Design Team Built-in Equipment versus Non Built-in:
- Walk-in coolers is an example of built in equipment - Radial saws non built-in - Need to develop full equipment plans and schedules - NMSU will provide some equipment from existing facility
NMSU asked about shape of building footprint; discussions regarding linear format holding the strongest efficiencies is desired by all. Design Team will work this week in understanding what utilities could be restricting to the building footprint.

Option A – Moving forward with layout fine tuning.
Design Team visited with West Texas A&M University;
Lesson’s learned from WTAM
- Equipment had to be upsized for size/capacity; power impacted - Make sure there is a drain in the smoke room - FRP on walls typical at WTAM; they added a cement board 42” wainscoat over FRP - Doors are Stainless Steel at WTAM; NMSU asked for bumpers and rails to protect doors and walls. could be utilized. - Height of rails overhead critical; cattle have gotten larger and vertical clearance is a concern - Power – requirements to allow spare capacity for equipment, need to carefully look at equipment specified to be sure it
meets program needs and is not undersized requiring upgrades which have higher loads - Slope for floor drainage – very important to have positive drainage to meet USDA requirements and avoid standing water in
labs. ¼” per foot min desired. - How do we manage cross slope concerns with ADA – slopes greater than 1/8” cause cross slopes which exceed ADA limits.
NMSU – USDA certification and food safety is paramount in this case - Poured floor finish – concerns over durability, WTAM went with tile which has its own set of concerns due to grout/required
sealing and grout cleaning challenges. - Standing classroom was designed at West Texas – due to use by various departments in this project this would not be as
valuable - Combined kitchen and smoke room was designed at West Texas – may have benefits, square footage determined by
equipment which will be in the space; once NMSU pins down the smoker model they want, Design Team can explore the relationship of the smoker to the storage and kitchen.
- Storage – not enough at WTAM – NMSU to assess their needs based upon anticipated through-put and supply delivery protocols. NMSU recognizes that the cost/sf for this facility is very high and so storage room costs are therefore high.
NMSU asked if USDA has any guidelines for finishes. Design Team reported USDA publishes Decon requirements; it is up to the User to demonstrate the materials support that effort. Therefore, material selection, based upon decon protocols is critical to this project.
Holding pins need to be detailed. What is NMSU’s desire for target size and configuration? NMSU interested in long term integrating the holding pins for Food Science with the future pavilion pins. Therefore, have the pins on the south side of the building towards the future pavilion a desire.
Site Options Reviewed
• Site: o Building to south – NMSU consider it gone for purposes of Phase 1 o Horse stalls/shade structures to the west – NMSU consider them gone for purposes of Phase 1
Option 1
- North/south orientation - Pens at NW corner – NMSU would prefer this plan flipped - Future expansion to the south – NMSU would prefer this plan flipped - Single story with penthouse - Requires demolition of existing dairy barn; NMSU exploring the option of taking this building down as part of a separate
project.
Option 2
- East/west orientation – this layout was not as desirable - Pens at east end - Future expansion to the west - Knox to become
Parking; visitors, retail, extension programs will use the parking spaces. Direct relationship between parking and retail.
Pens to be accessed 3 days a week
Retail would be open 3 days a week but long term could go to 6 days a week
NMSU asked that the Design Team overlay the Phase 2 drives with current site plan layout
Site lines are important from parking to pens; also shade will be important. West exposure a concern.
Longterm interconnection of Food Science pens with future Pavilion desired.
Pull through drop off for pins desired.
Rendering presented; Initial reaction; materials and design elements speak to campus architecture
Backup power for the freezers and coolers will be required. NMSU again stated they do not support generators so other options for back up power need to be considered.
Phase 2: - Consider design with and without phase 2 - 3,000 sf Growth for Pilot Plant and Support Spaces - Additional 25 person classroom
Holding Pens (shown at north side of site):
- Impact growth direction - Pull through unload preferred, no backing up required - Solar screening/shading desirable - Eric:
o Utilize timing of when they work the animals to avoid times of higher traffic o Centrally locate processing to future pavilion/connection to pavilion would be good due to potential for interaction

Meeting Minutes

Status of the project reviewed
Revised flow diagram presented along with revised estimate responding to NMSU’s meeting notes from last week.
Filtration – Requirements - Equipment selections – equipment is meant to self-contain dust at each machine for reduced overall dust production in the
space - Positively pressurize non-production areas
Height still an issue to NMSU. NMSU is reviewing with Fire Department.
Concern regarding the overall budget. Concerned over variation in cost information; NMSU asked do we have costs accurate? Design Team reported balancing the equipment budget with the building budget still remains a challenge. As the equipment list reduces, costs for space and power reduce. The two are interconnected. The current building size and costs at 1.7 million supports the all in equipment (3 million). As the equipment is reduced, the building shrinks and the power and utility requirements shrink.
Can the equipment be left exterior, without building? K/O reported that due to the size and variety of feed produced, equipment not offered in an exterior rated design. Shelter over each piece of equipment could happen, but doesn’t support NMSU’s needs for flexibility supporting research.
NMSU concerned that there is not enough money left, after the building and site work, to support their equipment. Do they build a building, relocate existing equipment and leave space for new in the future?
NMSU will review the new equipment budget and flow diagrams provided by K/O. Design Team will support further discussions regarding strategies for completing this project within the available budget.

o FBT provided diagram/heights information to Heather, this has gone to FD but no response as of yet
Need to align with 2.3M budget - Currently at 2.88M Equipment and 1.7M building - NMSU continue to look at priorities and potential options for future - Chip – possibly look at constructing building, pit, conveyor (bones of the operation) and have existing equipment retrofitted
to be used with new building or bring in equipment later? Utilities –
- NMSU – Steam system is weak in this area, boiler most likely required
FBT to provide meeting minutes and updated graphics/estimate to NMS
NMSU/Kassie
- Naming – Classroom/Entry opportunities - No spaces means no naming opportunities to gain additional funding
Points from feed mill meeting 5/4/2020
- 3 distributers are not necessary since generally the largest point of the feed mill is the distributer. Surge hopper (200), save $34,000 (202) not on price list, Gr. Dist #1-4 duct (244) $17,000
- 302 bin ingredient screw can be replaced with gravity tubes saves $43,000
- Roller grinder is not necessary which in turn parts 204, 206, 208, and 210 which do not appear on the price list, are not needed. Cost save total of$126,000
- Two-way valve electric (106) is not necessary in the feed mill. It should be a part of the distributer. Removing this item saves $5,000.
- Minor scale: 1-ton hopper, lid and intervent, transition (306) should be a part of the mixer, 1 ton (406) one scale all together. Removing (306) will save $13,000. Reasons to remove 306 is because 406 moves to 306.
- Mixer reclaim drag (408) can also be removed from the equipment list. Saves $22,000.
- Feed cleaner GYRO sifter (316) should be placed after right the distributer for functionality.
- Mash leg (312) needs to be in a higher location in relation to the gravity tubes to the pelleting system (800). Mash transfer bag (320) is not necessary in the feed mill and will save $10,000.
- Pellet mill (506) we already have one. we can either sell it for credit or use it in the feed mill. Saves $161,000 if we use currently owned pellet mill.
- Gravity pipe (314) to the overhead bins is not needed. Load out distributer (700) not needed. Saves $16,500.
- Landmark Mercantile in the past has offered to sell 3 over-head storage bins (800). If we could get them to donate them or support NMSU campus farm this could save $112,000.
- Hammer mill (222) use our if needed. Saves us $80,000. We could also sell the spare one for credit.
- (800) bins most mills have 9 bins so 12 is unnecessary. We would most likely need about 6 bins which would each cost roughly $8,000 so a total of $48,000.
- (940) truck scale from local co-ops we have been offered new truck scales to be installed for $55,000.
- We could save on costs with the (920) boiler system if we could cooperate with the central plant on NMSU campus. We could offer them an amount of the $133,750 for us to use their facilities.
- Total amount in savings is $796,250.00. subtracted from the original projected cost of $3,637,085.00 brings the total cost to $2,840,835.00.

Research Sheep Unit:
- Research unit cannot be shut down; needs to be relocated. - Users proposed Existing feedmill house office and storage for Research sheep unit
Sheep Barn:
- 40 black faced ewes - 20 goats - 35 lambs - Animals used for animal science classes - Would like to provide different gate configuration within the existing barn to provide flexibility to pin animals. - Users also considering the lambing could be done in the old Cattle Barn to the south - Cleaning done manually - No wash rack currently; possibly adding a cement pad to the west of the old Cattle Barn; 5-10 sheep at a time being
washed - Users OK with current concrete/dirt configuration in Sheep Barn - Storage currently inside the barn in a small room adjacent to entry; sometimes items in mid alley or at feedmill - Does NMSU need to drive into facility; NMSU currently does access the facility via skidsteer - NMSU desires improved lighting inside and outside barn - NMSU reports airflow is adequate - NMSU desires improved drainage in and around barn; runoff from roof a concern - Does NMSU desire any additional uses for the Sheep Barn - Does NMSU need footbath wash system? NMSU utilizes bootie system - Existing grain receiving room could be reconfigured for better use
Old Cattle Barn – New Sheep Barn:
- Convert to lambing area - Add working classroom - Central working area for the Sheep - Retrofitting for sheep working - More feeding pens to the south of the barn to support wet lab and classroom - Plan on 30 students; hands on learning. Seating/desk with narrow lecture tables, flexible seating, dry erase board, no
air conditioning
Corral Space South of Barns:
- Overhead shaded space for feeding and/or research - Existing cattle barn supports education components

Updated cost estimate review. Design Team reporting the overall scope/budget still not in alignment. Cost of corral, pole barns and/or shade structures for the instruction sheep holding not yet included in pricing.
Existing corral layout for the West Sheep Unit has been asbuilted. FBT still working on asbuilts for area south of Cattle Barn. NMSU will provide photos to help capture the existing fencing including the area inside the barn area south of existing feed mill which isn’t captured by google earth.
K/O will start working on the research sheep unit stall layouts and instructional sheep holding.
