"The contractor shall procure TMT bars of Fe415jFe415DjFe500jFe500DjFe550jFe550 D grade (the grade to procured is to be specified) from primary steel producers such as SAIL, Tata Steel Ltd.,RINL,Jindal Steel & Power Ltd. and JSW Steel Ltd. or any other producer as approved by CPWD who are using iron ore as the basic raw material/input and having crude steel capacity of 2.0 Million tonnes per annum and above. In case of non-availability of steel from primary producers the NIT approving authority may permit use of TMT reinforcement bars procured from steel producers having Integrated Steel Plants (ISPs) using iron ore as the basic raw material for production of crude steel which is further rolled into finished shap_es in-house having crude steel 27.2 Special conditions for steel reinforcement bars (1) The CPWDjContractor shall procure TMT bars of various grades from the manufacturers listed in the list of IPe Kolkata having valid BIS license for IS: 1786-2008. (2) The contractor shall have to obtain and furnish test certificates to the Engineer-in-charge in respect of all supplies of steel brought by him to the site of work. (3) Samples shall also be taken and got tested by the Engineer-in- Charge as per the provisions in this regard in relevant BIS codes. In case the test results indicate that the steel arranged by the contractor does not conform to the specifications. the same shall stand rejected. and it shall be removed from the site of work by the contractor at his cost within a week time or written orders from the Engineer-in- Charge to do so. (4) The steel reinforcement bars shall be brought to the site in bulk supply of 10 tonnes or more. or as decided by the Engineer-in-

27.2 Special conditions for steel reinforcement bars(1) The CPWDjContractor shall procure TMT bars of variousgrades from the manufacturers listed in the list of IPe Kolkatahaving valid BIS license for IS: 1786-2008.

(2) The contractor shall have to obtain and furnish test certificates tothe Engineer-in-charge in respect of all supplies of steel brought byhim to the site of work.(3) Samples shall also be taken and got tested by the Engineer-in-Charge as per the provisions in this regard in relevant BIS codes. Incase the test results indicate that the steel arranged by the contractordoes not conform to the specifications. the same shall stand rejected.and it shall be removed from the site of work by the contractor at hiscost within a week time or written orders from the Engineer-in-Charge to do so.

(4) The steel reinforcement bars shall be brought to the site in bulksupply of 10 tonnes or more. or as decided by the Engineer-in-

capacity of 0.5 Million tonne per annum and more. Aseparate list of producers for this category shall beapproved by the ADG concerned for their sub region underintimation to the Directorate, CPWD/CE, CSQ.In case of non-availability of steel from Primary Producers aswell as ISPs then the NIT approving authority may also permituse of TMT reinforcement bars procured from secondaryproducers. In such cases following conditions are to bestipulated in the NIT by NIT approving authority.(a) The grade of the steel such as Fe 415/Fe 415 D/ Fe 500/Fe500 D/Fe 550/Fe 550 D or other grade to be procured is to bespecified as per BIS 1786-2008.(b) The secondary producers must have valid BIS license toproduce HSD bars conforming to IS 1786 : 2008. In addition toBIS license, the secondary producer must have valid licensefrom either of the firms Tempcore, Thermex, Evcon Turbo &Turbo Quench to produce TMT Bars.(c) The TMT bars procured from Primary Producers and ISPsshall conform to manufacture's specifications.(d) The TMT bars procured from secondary producers shallconform to the specifications as laid by Tempcore, Thermex,Evcon Turbo & Turbo Quench as the case may be.(e) TMT bars procured either from Primary Producers, ISPs orsecondary producers, theSpecifications shall meet the provisions of IS 1786:2008pertaining to Fe 415/Fe 415 D/ Fe500/Fe 500 D/Fe 550/Fe550 D or other grade of steel as specified in the tender (whilepreparing NIT the grade of the steel to be specified)(2) The contractor shall have to obtain and furnish testcertificates to the Engineer-in-charge in respect of all suppliesof steel brought by him to the site of work.(3) Samples shall also be taken and got tested by the Engineer-in-Charge as per the provisions in this regard in relevant BIScodes. In case the test results indicate that the steel arrangedby the contractor does not conform to the specifications asdefined under para (l)(d) & (1) (e) above, the same shall standrejected, and it shall be removed from the site of work by thecontractor at his cost within a week time or written ordersfrom the Engineer-in-Charge to do so. charge.(5) The steel reinforcement bars shall be stored by the contractor atsite of work in such a way as to prevent their distortion andcorrosion, and nothing extra shall be paid on this account. Bars ofdifferent sizes and lengths shall be stored separately to facilitate easycounting and checking.(6) For checking nominal mass, tensile strength, bend test, re-bendtest, elongation ete. specimens of sufficient length shall be cut fromeach size of the bar random, and at frequency not less than thatspecified below:

(7) The contractor shall supply free of charge the steel required fortesting including its transportation to testing laboratories. The costof tests shall be borne by the contractor.

(8) The actual issue and consumption of steel on work shall beregulated and proper accounts maintained as provided in clause 10of the contract. The theoretical consumption of steel shall be workedout as per procedure prescribed in clause 42 of the contract and shallbe governed by conditions laid therein. In case the consumption isless than theoretical consumption including permissible variations

(2) The rate of providing & laying TMT reinforcementbars as quoted by the contractor in the tender shall alsobe reduced by Rs per kg. (The rate of reduction shallbe same as 10.1 above converted to per kg plusContractor's Profit and Over Heads as applicable)(Currently 15%)(3) The rates under 10.1 & 10.2 shall be specified by NITapproving authority at the time of issue of NIT for steelfrom ISPs and secondary producers separately (Modifiedvide OMDG/MAN/270dt. 01.5.2013)
