1. SCOPE This Specification covers minimum requirements for the procurement of steel pipe fittings in sizes ½” through 48”. 1.1 Fittings shall be manufactured according to the following standards except for

supplements mentioned in the relevant paragraphs:

1.1.1 Wrought steel butt welding fittings as per ASME B 16.9 and MSS-SP-75.

1.1.2 Wrought and cast stainless steel butt welding fittings as per MSS-SP-43.

1.1.3 Wrought steel butt welding short radius elbows and returns as per ASME B 16.28. 1.2 Carbon steel and alloy steel threaded and socket-welding fittings as per ASME B 16.11

and MSS SP- 83. 1.3 This Specification isolates the fittings material requirements from NIOEC-SP-50-04

hence reducing the need for that Specification to be issued with an enquiry or order.

2. REFERENCES

Throughout this Specification the following dated and undated standards/ codes are referred to. These referenced documents shall, to the extent specified herein, form a part of this Specification. For undated references, the latest edition of the referenced document (including any supplements and amendments) applies. For dated references, the edition cited applies. 4. DEFINITIONS AND TERMINOLOGY

4.1 Employer: Means National Iranian Oil Engineering and Construction Company

(NIOEC). 4.2 Engineer: The Engineer is a person or a body appointed in writing by the Employer. 4.3 Inspector: The inspector is a person/persons or a body appointed in writing by the

Engineer for the inspection and testing. 4.4 Purchaser: means National Iranian Oil Engineering and Construction Company in

cases where this Specification is part of direct order by NIOEC and contractor where this Specification is part of contract Documents.

4.5 Supplier: Party which manufactures or supplies materials.

5. MATERIALS

5.1 All carbon steels, including normalised steels, used for fittings shall have a maximum carbon content of 0.23%. The carbon equivalent of these materials, calculated using the formula:

CE = C + 6

Mn + 5

VMoCr ++ + 15

CuNi + shall be less than 0.42 (check analysis).

If the content of alloying elements other than C or Mn is unknown, the formula to be used shall be:

CE = C + 6

Mn and, in this case, the carbon equivalent shall be less than 0.40 (ladle

analysis).

5.2 All carbon steel materials for services at lower temperatures shall undergo toughness testing in accordance with the requirements of their reference codes and standards.

5.3 For seamless fittings specified as SOUR or NACE, the sulphur content shall not

exceed 0.01%.

5.4 The hardness of all carbon steel & low alloy steel fittings shall be as per NACE MR 0103.

5.5 Seamless and Welded Copper and Copper Alloy fittings to ASTM B446 and B467

shall be annealed.

5.6 All materials and fabrication for sour service shall comply with NACE standard MR0103.

5.7 Stress relieving shall be as per ASME B31.3 & NACE MR0103.

5.8 All austenitic stainless steel forging shall be 100% liquid penetrant examined as per ASTM A961 supplementary requirements S56, with acceptance criteria to ASME B16.34 ANNEX D.

5.9 Welding fittings specified to Gr WP9 shall be manufactured in accordance with

ASTM-A234 and with chemistry and physicals to ASTM-A335, Gr P9.

6. SUBSTITUTIONS

6.1 Substitution of material, including wall thicknesses which are heavier than specified, is not permitted without prior Employer’s approval.

6.1.1 Type 316 stainless steel fittings in place of Type 304. 6.1.2 Type 304L stainless steel fittings in place of Type 304, provided that the minimum

tensile and yield strength is equal to or greater than that specified for Type 304. 6.1.3 Type 316L stainless steel fittings may be substituted for Type 316, provided that

the minimum tensile and yield strength is equal to or greater than that specified for Type 316.

6.2 Fittings with weld seams shall not be permitted without prior NIOEC Engineering

approval. 6.3 Mitered type fittings are unacceptable. 6.4 “Fabricated” type tees (made by joining two pieces of pipe) are not permitted

without prior NIOEC Engineering Approval. 6.5 Taper reducers (reducers without knuckle offsets), unless specified in the item

description will not be permitted.

7. DIMENSIONS AND WEIGHTS 7.1 The thickness of carbon steel and low alloy steel fittings must be in accordance with the

standards API 5L or ASME B36.10M. 7.2 The thickness of stainless steel fittings must comply with the standard ASME B36.19M. 7.3 The dimensions of forged, threaded or socket-welding fittings of the 3000#, 6000# and

9000# series shall comply with the standard ASME B16.11. Dimensions of the Swage Nipples and Unions shall be as per MSS-SP-95 and MSS-SP-83 respectively and threading shall be as per ASME B1.20.1 (NPT).

7.4 The dimensions of butt-welding fittings shall be in accordance with the standard ASME

B16.9, except that tolerances for stainless steel fittings in schedule 10S shall be in accordance with MSS-SP-43.

7.5 Dimensions of short radius elbow to be in accordance with ASME B16.28. 7.6 Fabricated tees (made by joining sections of Pipes) are not acceptable.

7.7 The dimensions of weldolet, sockolet, threadolet and similar fittings shall be as per MSS-SP-97 Standard. SupplerR shall submit with his quotation, drawings showing all dimensions and tolerances of the fittings offered.

7.8 For branch connection fittings, i.e. sockolets, weldolets, etc., the Supplier must confirm

in his quotation that such fittings comply with the requirements of the ASME B31.3.

7.9 For fittings if diameters greater than the limits set by the standards ASME B16.9 and MSS-SP-43, the Supplier must submit a dimensioned document and calculations notes to the NIOEC for approval.

7.10 Steel fittings shall be in wrought/forged material and in seamless/welded construction

as specified. Fittings made from block forgings and machined to the required dimensions are not acceptable. Welded or cast fittings are not acceptable.

7.11 Weld repair of seam welded fittings is only permitted on seam welds. 7.12 Reducers shall be seamless and to shape as per ASME B16.9 (i.e. with knuckle radius

offsets). Tapers are not permitted. 7.13 Fitting weights or schedules indicated as Schedule 5, 10, 40, STD Wt, Ex Strong, etc.,

shall be in accordance with ASME B36.10M or API-5L as applicable. 7.14 Fitting schedules indicated as Schedule 5S, 10S, 40S and 80S shall be in accordance

with ASME B36.19M.

NOTE: When stainless steel or non-ferrous fittings such as monel, aluminum or nickel are indicated as chedule 40 or 80 (with out the suffix “S”) they shall be in accordance with ASME B36.10M not B36.19M.

7.15 When fittings larger than 24” O.D. are indicated as “Standard Weight” or “Extra

Strong” it is intended that the nominal wall thickness be:

Standard Weight = 0.375” Wall Extra Strong = 0.500” Wall

7.16 Butt-welded outlet fittings shall reinforce the run pipe wall thickness with equivalent

material and provide 100% run pipe strength in accordance with ASME Standard Code for Pressure Piping, ASME B31.3. The dimension from outside of pipe run to the face of welding bevel shall be the same as that for the corresponding “L” dimension of Bonney Forge fittings. Any variation to this dimension shall be submitted to NIOEC for approval.

8. ENDS

8.1 All butt-welding fittings shall have ends bevelled in accordance with ASME B16.25. 8.2 The ends of socket-welding, fittings, including sockolet shall comply with the standard

ASME B16.11.

8.3 The ends of threaded fittings, including threadolet shall be in accordance with the standard ASTM B16.11, and shall be threaded as per ASME B1.20.1 (NPT).

8.4 Threads of galvanised fitting shall be free of galvanising.

8.5 Ends of 2″ and smaller unthreaded swage nipples shall be capable of fitting into socket-

weld connections. Oversize ends are unacceptable.

9. MANUFACTURE

9.1 All fittings up to 1½ ″ in diameter shall be forged. Fittings machined from bars are not acceptable.

9.2 Seamless fittings 2″ and above in diameter shall be forged or extruded. Following these

operations which may be performed on seamless tubular elements, the thickness of the fitting must be within the tolerance required by the reference standard.

9.3 Any bevelling of the ends of the fitting shall be performed by machining. Flame cutting

is not permitted. 9.4 Repair of defects shall only be performed fully in accordance with the reference codes

and standards.

9.5 Copper-Nickel Alloy fittings shall be supplied as per EEMUA Publication No. 146.

10. MARKING AND IDENTIFICATION

10.1 Unless otherwise specified herein the location, style, symbols, abbreviations, etc., of all markings shall be accordance with NIOEC-SP-50-27.

11. INSPECTION AND TESTING

11.1 The scope of witnessing and certification for non-destructive and other testing and

examination shall be as stated in inspection and test plan enclosed with purchase requisitions.

11.2 All fittings shall be tested in accordance with their applicable ASTM, ASME, MSS,

BS or other referenced code or standards and, where required for source service, in accordance with NACE MR-0103.

11.3 The Purchaser or his appointed inspector shall be given access to those parts of the

manufacturer’s works engaged on the production of fittings for Company, to inspect the materials being processed at any stage of manufacture. The Purchaser may reject any materials or components which in his opinion do not conform with this Specification.

11.4 All galvanized components shall be visually inspected to ensure the internal passages

and bolt holes are not blocked or restricted.

11.5 Where impact testing is specified in the enquiry and purchase order document, or by the applicable ASTM Standards, it shall be Charpy V-notch tested in accordance with ASTM A370.

11.6 The test fluid used for hydrostatic testing shall be hydraulic oil or an emulsion of water

with soluble oil to prevent rust. The chloride content of the test fluid for stainless and alloy steel only shall not exceed 30 ppm.

11.7 Following testing, all components are to be thoroughly dried prior to preparation for

packing and shipping.

11.8 In addition to normal inspection documentation and inspection shall be provided prove the identities of all materials of construction and to establish that the correct heat treatment has been applied so that the finished product complies fully with this Specification.

11.9 All NDT shall be carried out after the final heat treatment using procedures approved

by the Inspector.

11.10 Each fitting shall first be blast cleaned to SA 2½ (Swedish standard SIS 05 59 00) or better and examined internally and externally for surface faults which shall conform to the limitations of section 10 of API Specification 5L. Adequate illumination shall be provided to facilitate proper examination.

11.11 Defects on the surface of the fitting may be removed by grinding, provided that a

smooth curved surface is maintained, and that the remaining thickness as verified by ultrasonic testing is not less than the specified minimum wall thickness.

11.12 Any welds shall be of uniform width and profile, and shall blend smoothly into the

body of the fitting. The height of any internal or external weld beads (as defined in API Specification 5L) shall not exceed 3 mm. The Inspector may specify tighter tolerances for the height of internal weld beads.

11.13 Any internal longitudinal weld bead shall be ground flush for a distance of 100 mm (4

in) from the end of the fitting.

11.14 Longitudinal, circumferential and repair welds shall be 100% radiographed. The radiographic examination shall be conducted with X-ray requirement using lead screens and films of agreed type. The image quality indicator shall be of agreed type and the thinnest wire clearly visible across the weld shall be not more than 1.25% of the wall thickness.

11.15 The following faults disclosed by radiography are unacceptable:

a) Cracks or incomplete penetration or fusion of any size. b) Porosity exceeding 1% of the weld area in any 50 mm length of weld. c) Any slag inclusion exceeding 3 mm long or 1.5 mm wide. d) Slag inclusions exceeding 6 mm total length in 100 mm of weld.

11.16 Repairs to welded seams shall be limited to two per fitting, shall not exceed 5% of the seam length, and shall be carried out prior to final normalizing heat treatment.

11.17 Body repairs by welding shall not be permitted.

11.18 Cracks shall not be repaired and shall be cause for rejection. The cause of cracking

shall be investigated, and established to the satisfaction of the Inspector.

11.19 Each fitting shall be examined for laminations, using an ultrasonic method approved by the Inspector covering a band at least 25 mm wide at each end of the fitting.

11.20 Each fitting shall be dimensionally checked for the tolerance on diameter and out of

roundness. The tolerance on wall thickness shall be checked at a minimum of 10 points equidistant around the circumference of the fitting.

11.21 After beveling, the whole surface of the bevel and 100 mm at each end of any

longitudinal weld shall be examined by wet magnetic particle inspection, to BS 6072. Defects such as laps, cracks or laminations shall not be permitted. Laps and laminations less than 5 mm deep shall be ground out and weld repaired to an approved procedure.

11.22 Hardness tests shall be performed externally at approximate 0.1 diameter intervals

using a portable instrument approved by the Inspector.

12. CERTIFICATION

12.1 The manufacturer shall submit certificates for chemical composition and physical properties together with details of any tests and heat treatments applied.

12.2 Certification may be waived only with the approval of the Purchaser. The marking

shall then be taken as certification that the requirements of the purchase order and this Specification have been met.

13. PRESERVATION

13.1 Carbon steel, carbon moly and chrome moly flanges shall be coated with Rust-Ban 214*, a transparent hard film coating. The coating shall not be detrimental to welding.

13.2 All austenitic stainless steel flanges shall be protected from exposure to salt water or

salt spray during shipment or storage.

13.3 All bevels of fittings are to be suitably protected to avoid damage during shipping.

13.4 Details are to be provided by the Supplier within his shipping certification.

* Rust-Ban is a product of the Humble Oil and Refining Company. Comparable coatings such as Shall Petroleum Company "Ensis" products are acceptable.

14. PREPARATION FOR SHIPMENT

14.1 All items shall be provided with mill’s standard coating for prevention of rusting during transit.

14.2 Packing shall be in accordance with NIOEC-SP-90-52 “Specification for Packing and

Packages”, contained within the enquiry/purchase order documentation.
