Law Enforcement Brochure

Through four core functions of investigations, information, training and awareness, the NICB supports

local, state, federal and international law enforcement agencies daily with specialized fraud and theft

expertise, products and service solutions. NICB Investigative Guides

The investigative guides are intended to be a generic guide to provide investigative assistance to law

enforcement officials, claims professionals, National Insurance Crime Bureau (NICB) special agents and

others involved in vehicle theft claim investigations. Researched and compiled by the NICB, the guides

provide background information, possible investigative actions, and reference material.

The investigation guides are divided into sections for easy references. Not every section will pertain to

every investigation or investigator. Further, as the guide is not intended to be used in its entirety, some

sections will occasionally present duplicate information.

NICB Indicators of Fraud

These indicators should help isolate reports which merit closer scrutiny. No one indicator by itself is

necessarily suspicious. Even the presence of several indicators while suggestive of possible fraud, does

not mean that fraud has been committed. Indicators of possible fraud are “red flags” only, not actual

evidence.
