The BasicsA campaign is conversation between a candidate and the voters and field operations are the most direct and
personal aspect of that conversation. Winning campaigns focus on their targets one by one to identify, persuade,
and eventually turnout their votes. Our field plan consists of three essential steps: 1) Who we target, 2) How wetarget them, and 3) What we say to them.
What is a Virtual Phone Bank?Next to door-to-door canvasses, phone banks are the most important means of direct voter contact and an
indispensable element of all field operations.
A virtual phone bank is a campaign tool that allows volunteers to contact targeted voters from anywhere. With
nothing more than a phone, volunteers can use the NGP VAN Phones Only Predictive Dialer to contactthousands of targeted voters for Vote-By-Mail, Early Vote, and Election Day calls.
Why Virtual Phone Banks?The purpose of virtual phone banks is to achieve the following:
1) Encourage voters to turn in their Vote-By-Mail (VBM) ballots2) Encourage voters to vote during the Early Vote time period3) Persuade undecided voters to support Alex
4) Identify supporters who want to volunteer for GOTV
What do we say to them?Direct voter contact is no different from paid or earned media. It is a method for the delivery of a concise,
persuasive message. Phone bank scripts, canvass conversations, emails, and direct mail are thought through in
the same fashion as a press release.For your virtual phone bank, we will upload into NGP VAN a designated script, which corresponds to the target
universe you will be contacting. The phone script will be provided at the end of this packet.

The RaceThe overall goal of our field plan in Florida-13for the March 11, 2014special election is to help win 51% of
projected voters. With your help, our phone banks will become a crucial part of our winning campaign.
Florida-13: An OverviewU.S. Rep Bill Young served in the Congress for 40 years and stood for re-election 20 times. After his passing on
October 18, 2013, his congressional seat became vacant. While voting for Bill Young, the voters of FL-13 also
voted for President Obama in both the 2008 and 2012 election cycles.FL-13 lies entirely within Pinellas County, as well as the Tampa Bay media market.
In terms of party registration, the Republican Party holds a slight edge. Heres the breakdown:
Democrats: 164,990Independents/NPA: 108,018Republicans: 175, 882Alex Sink won the district in 2006 when she ran for CFO with 54% of the vote.Alex also won the district when she ran for Governor in 2012 with 51.1% of the vote.

NGP VAN Predictive Dialer Step-by-Step GuideStep 1:Call (877) 760-6514
Step 2:Enter the 10-digit phone number of the phone you are currently using.
You will then have the option to skip or listen to a short introduction on how to use the dialer.
Step 3:You will now be prompted to enter the Agent ID #and PIN #your administrator has already given you.
Step 4: Hang up your phone you will momentarily receive a call to your phone connecting you to the phone bank.
Step 5: Pick up the call and get ready to be connected to the next available voter.
Even if you dont hear anything, the system is continuing to dial through voters. It is normal for there to be a 1-2minute wait in between conversations. This means the system is dialing through people who are not home.
When you have connected with a voter who answers the phone, you will hear a beep.At the exact same time you hear the beep, the voter is saying hello, so begin speaking as soon as you hear thesound.
Step 6: Onceyou hear abeep, begin reading off the script. (A beep means the voter has just said hello).
Step 7: After the conversation is over, the system will automatically hang up after the voter hangs up.
Wait for a voice to prompt you to enter your disposition.When the voice finishes pronouncing the worddisposition, enter the 2 digit result of your conversation using the codes below.
You must enter a 2 digit result.Each digit corresponds to the result of a single question.If you did not receive a response for one of the questions, type 0 as the result for that question.
Step 8: As soon as you finish entering the result, DO NOT hang up the system will resume dialing and connectyou to the next available voter.

NGP VAN Predictive Dialer Best Practices
The campaign is channeling all of our volunteer resources behind the NGP VAN Dialer -- a predictive system
that will expand our scope and reach in a staggering way (we're talking 3-4 times).
The neat part about this dialer is all you need is a phone-- no computers or internet connection required.
While you will not have a voter's name in front of you, we will ensure precise targeting by preloading into our
system a list of strong Democratic households (full of voters who tend not to vote in midterm years and off-
season elections like this one) so we can mobilize them to turn in the vote-by-mail ballots or vote early. We
removed all split-party households from this list to prevent any unintended 'spillover effect'.
1) Begin speaking as soon as you hear the beep
2) ALWAYS enter a 2-digit disposition AFTER the prompt. If you dont receive a response for one of the
questions, you should enter 0 for that question.
For example:
If you speak with a voter who says he is a strong Sink supporter but doesnt give you a response to the
volunteer question, you should enter 10. The 1 corresponds to his STRONG-Alex support level, and the
0 corresponds to NO RESPONSE for the volunteer question.
3) Volunteers should try pressing the * button to end a call that get's stuck (especially a voicemail that loopsover and over again)
4) 99% of of the time, phone bankers won't connect with an answering machine. In the rare instances the dialer
is imperfect in predictively weeding out the answering machine, each phone banker should sit through the
answering machine and wait until he/she hears the automated voice prompt notifying him/her to enter the 2-
digit disposition for 'Not Home/Answering Machine'.
5) The paper script has many questions, but we will only be recording responses for 2 of them: Support ID and
Volunteer Ask. We still need to ask every question according to the script (especially 'make a plan') since
that's still really important. But ultimately, we will be reattempting voters regardless of their plan to vote,
unless we have an official record of them voting early.
