    Interview with Prof. Dr. Orhan Altan

    Because the centenary of the ISPRS society is approachingvery fast, in this issue we took the opportunity to inter-view the current president of the ISPRS, prof. dr. OrhanAltan. He has been head of Division of Photogrammetryat the Technical University of Istanbul, Turkey, since 1989,and works as professor at the Department of Geodesyand Photogrammetry of Istanbul. He is acvely involved

    in many naonal and internaonal organizaons, and was elected president of theISPRS organisaon in 2008, in Beijing, China.

    Dear Friends,

    The 4th SC Summer School with theme ofobserving the nature was successfully or-ganized in Warsaw. The interest and parcipaon to the event showed how the nextgeneraon of Remote Sensing and Photogrammetry Society is eager to play rolesfor a sustainable World. Similar to the previous summer schools, young scholarsfound a great opportunity to meet and learn from well known lectures, experts and

    leading technologies. The posive feedback and suggesons from the parcipantsmovated us to work harder and produce more. We are grateful to the local organiz-ing commiee and all volunteers for their work, event sponsors for their supports.Within the ISPRS family, the logo designed by SC for 100 th year anniversary ofISPRS was appreciated a lot and became the ocial web logo of the 2010 IS-PRS 100th year celebraons. More, the collaboraons between SC with WGVI/5and other ISPRS TCs-WGs are increasingly growing. We expect SC will have ac-ve roles in some of the TC Symposiums. We look forward to gaining more pos-sibilies for our students and organize specic events in the Symposiums.I also would like to welcome the new comers within the recent months and

    thank to the ones who also started to take responsibilies in the SC acvies.

    Board members of ISPRS SC had fruiul discussions during the last ISPRS SummerSchool in Warsaw. Very nice ideas and comments about the website emerged. TheWeb Team decided to change the ISPRS SC Web page and started with the renewalstraight away. First, an update plan was prepared based on the decisions taken dur-ing the meeng. The Webmaster, Mete Ercan Pakdil, followed the report while hewas programming the new version. In the new version, the structure is much moreecient and user-friendly. Visitors of the page can easily reach the announcementsin their interest. This upgraded version is facilitated with usage stascs of the web-site. One of the major dierences from the previous versions is the drop menu forthe main secons. With these properes, navigaon through the web site is moreeecve. Another new opon is the sub-directory of the related topics and will ap-pear in a click drop down menu. Webmaster also designed the new outlook of thegallery and events secon. Lastly, we want to bring your aenon to the fact thatmembers can add new events under the Events page. On the Message Board, youare able to both send and read messages about scholarships, job opportunies, and

    interesng announcements related to ISPRS issues. The best feature is that you arenow able to discuss ongoing topics with ISPRS SC members from all over the world.

    How Remote Sensing techniques applied in re management?by Thanasis Moysiadis (University of Thessaly)

    Greece is mainly a mountainous country with a wide climac range from subtropi-cal to alpine. However, the country is less forested than it used to be. This is mainlydue to intensive culvaon and forest res that occur across the country. Unfortu-

    nately, that was the case in the prefecture of Aca this August. Several forest resoccurred in the northern-east part of the prefecture and more than 16 000 hectaresof land have been burned.Remote sensing contributes in re management in all phases, from risk esmaon,(before the re) to detecon (during the re) and assessment (aer the re). Earthobservaon satellites applied to detect and map burned areas by means of imagescoming from dierent sensors of dierent spaal, radiometric, spectral and tem-poral resoluon. The use of visible part of electromagnec spectrum and thermalinfrared imagery giving the dierences in temperature can be used. The use of nearinfrared with high reectance of vegetaon pinpoinng the dierences betweenhealthy and diseased vegetaon and calculaon of vegetaon indices giving theamount of vegetaon can be applied also.

    Even if high spaal resoluonimages is more appropriatefor detail vegetaon mapping(SPOT, IKONOS, Quickbird,WorldView), the use of medi-um resoluon images (NOAA,MODIS, Landsat) with high tem-poral resoluon, acquired at nocost, are implemented at re

    The Center for Satellite Based Crisis In-formaon (ZKI) is a service of DLRs Ger-man Remote Sensing Data Center (DFD).

    Its funcons are the rapid acquision,processing and analysis of satellite dataand the provision of satellite-based in-formaon products on natural and en-vironmental disasters, for humanitarianrelief acvies. The analyses are tailoredto meet the specic requirements of na-onal and internaonal polical bodiesas well as humanitarian relief organiza-ons.In summary, remotely sensed data com-

    The EO perspecve (part I)By Vasileios Kalogirou (RSAC c/o ESA)

    My previous arcle slightly touched some impor-tant issues relevant to the need of real operaonal

    products and services from Earth Observaon (EO)data (see previous ISPRS SC Newsleer). Productsand services, however, means that EO data acqui-sion and provision is ensured and also that stan-dardised processes exist to enable a connuousdata ow, which (aer the essenal processing) willlead to a nal product/service to an end user. Thenwe could think of an imaginary operaonal chain asfollows:i) an end user exists and has a need that EO can

    full,ii) appropriate EO data can be acquired and provid-ed on demand,iii) processing methodologies can turn the EO datainto informaon (e.g. maps) which the end userneeds; therefore everyone is happy. Nevertheless,in the case ofdisaster response the aforemenonedchain has to be adapted in the very specic needsof disaster management, which is quite parcular:The end user exists (e.g. a Civil Protecon Agency)but needs informaon right here - right now andEO data can be acquired under specic me, at-

    mospheric and operaonal limitaons. Needlessto say that aer the programming and acquisi-on, the data has to be downlinked to one of theground staons, where some pre-processing will

    take place. Then, as soon as the data will be avail-able for download, someone (who?) has to quicklyextract the informaon needed, possibly create amap and provide it directly to the end user. Lastbut not least, any programmed satellite acquisionuses some of the resources of a space agency (orcompany) and every image has a cost.The consideraons above indicate that disaster re-sponse is a domain where EO reaches its responseme limits; but what is really obvious is that there

    should be a link between all the dierent pares,a link which will convey all those acons and willact according to a specic standardised process. Sonally everything ends up to: link the dierent par-es, and provide a framework of acons from thepoint when an end user will need immediate help(e.g. in a ood event or in a forest re etc.) to thepoint that informaon will be provided on me forcrisis management. With a couple of paragraphswe have now summarised the main funcons ofEO disaster response iniaves. Keep it simple: Itsall about geng some space agencies together to

    sign an agreement to commit some of their re-sources for data provision in the case of a disas-ter, and then establish a framework of aconsand roles in order to be as quick and eecve as

    possible. It sounds process-driven and actuallythis is exactly what it is. In a crisis event thereis no me for research on which kind of datashould be used, or which algorithm works bet-ter; those quesons should be already answeredby predened scenarios. When someone startsto think about those issues, then the concept ofEO-based disaster services becomes more com-plicated: Who will manage the chain of acons?Who can request this service? What is actually a

    disaster?In the next Newsleer we will clarify those is-sues, with the descripon of the InternaonalCharter for Space & Major Disasters, which willsoon complete 10 years of end-to-end EO-baseddisaster services to the users.

    Collaboraon for Simultaneous Lidar Acquision at Two Research

    Staons in Panama and Costa Ricaby Elena Lobo and Carlomagno Soto

    Lidar is quickly growing a user base but sll is a rather expensive technology thathas amazing capabilies for studying forest ecosystems. Specically, small footprint

    Lidar with its extremely high spaal resoluon and coverage of large areas (fromlandscape to regional scales) oers a unique opportunity to improve the under-standing of tropical forest ecosystems, where extensive eldwork is limited.

    Over the last few months, an eort has been devel-oped for simultaneous Lidar data acquision at twoimportant Research Staons in Central America,namely, Barro Colorado Naonal Monument in Pan-ama and La Selva Biological Staon in Costa Rica. This

    coordinated eort succeeded and small footprint Lidar data are currently being ac-quired at these sites. Success was made possible through collaboraon betweennumerous partners and Instuons, such as the Smithsonian Tropical ResearchInstute, the Organizaon for Tropical Studies, Conservaon Internaonal, NASA,University of Illinois, UCLA, Princeton University and Stanford University of Califor-nia amongst others.Coordinaon between collaboratorsproved a challenging but feasible pro-cess and this iniave can serve asan example of how combined eortsand mulple funding sources can suc-ceed where single partner iniavesfail. An important contribuon to this

    coordinaon was made by a graduatestudent by establishing contacts withthe dierent partners when aend-ing symposiums and Lidar workshops

    in the region with support from ISPRS. This successful iniave should encourageyoung professionals to establish contacts and parcipate in iniaves with partnersat mulple instuons and countries.

    ALOS Satellite Images Compliance with GCPs Databaseby Kyaw Sann Oo, Mitsuhiro Kojima and Masataka TakagiTakagi Laboratory, Department of Infrastructure Systems Engineering, Kochi University ofTechnology, JAPAN

    Precise Ground Control Points (GCPs) are an important requirement in satellite im-age registraon. However, there are many precise geodec survey points in Japan;the points are dicult to idenfy in satellite images. Therefore, we developed aweb-based GCP database (gure 1) available to users free of charge.

    Nowadays, many improvements have beenmade in advanced survey technology; one ofthe improvements in geoinformacs is the de-velopment of VRS-GPS technology. This kine-mac technology uses the telecommunicaonnetwork as a Virtual Reference Staon for theGlobal Posioning System. VRS-GPS can usethe collecon of GCP in a short me (about 2

    minutes for one GCP) compared to the Stac Dierenal GPS (about 60 minutes).We used a VRS-GPS system to collect GCP in this project.We chose points which are visible in PRISM and AVNIR-2 images before we surveyedon that locaon. Thus, the tle of this arcle becomes ALOS Satellite images com-pliance with GCP Database. Regardless of the ALOS compliance; this GCP can beused for many other satellite images. Recently, 444 GCPs have been observed for theforth island (SHIKOKU) of JAPAN. However, we collected GCPs mainly with VRS-GPS;somemes we had to use stac Dierenal GPS survey (when VRS network failed toreceive the telecommunicaon signal). Our GCP database covered the whole areaof Shikoku (18,803 km2) island, and the island is a hilly remote area of Japan. Col-lected GCPs are distributed widely. GCP page (gure 2) is composed of three mainparts: GCP meta data (X, Y, Z, Lat, Long, obser-vaon date, feature name, etc), photographs(taken from dierent direcons), and locaon ofsatellite images (PRISM or/and AVNIR-2). Usingthese three pieces of informaon, users can un-derstand the locaon and can easily idenfy thelocaon on satellite images.

    The Student Consorum (SC) and the WG VI/5 (Promoon of the Profession to Students)organized together the 4th ISPRS Summer School which took place in Warsaw, Poland, be-

    tween 13th

    and 18th

    of July, 2009. Three previous Summer Schools have already taken placein Istanbul (2005), Ljubljana (2007) and Nanjing (2008). This years main topic was NaturalEnvironment Management, Monitoring and Conservaon, as it was decided during ISPRSCongress in Beijing, 2008.The Summer School was hosted by Warsaw University of Life Sciences (SGGW), the oldest ag-ricultural academic school in Poland; its history dates back to 1816. At present, the universityconsists of 12 facules and 6 interfaculty units; there are 25,000 students enrolled. The or-ganizaon of the Summer School was entrusted to the Faculty of Forestry and Joint Divisionof Spaal Economics. More than 20 student voluntaries from Forestry Students ResearchAssociaon, Student Associaon of Spaal Management and Student Associaon of Environ-ment Protecon join organizaon comity. The main coordinators of local organizaon were

    Krzysztof Stereczak (ISPRS SC Co-Chair) and Prof. Krzysztof Bdkowski.A large number of parcipants aended the event there were 57 internaonal parcipantsfrom 15 dierent countries, and around 30 domesc parcipants (students, faculty teachingsta, representaves from sponsors). Counng all parcipants this Summer School was abig success!
