The New Mexico Environment Department Construction Programs Bureau (CPB)  is pleased to provide  the  January 2019  Infrastructure Development Report.   This  report provides  summary information on  the activities of  the Bureau  for  the 2018 calendar year.   CPB manages water, wastewater, drainage, watershed  restoration and solid waste projects  from a variety of  state and federal funding sources.

During  calendar  year  2018 CPB oversaw more  than $64 million  in  economic  contributions  to New Mexico communities through infrastructure project spending.

The Construction Programs Bureau (CPB) manages three funding sources, the Capital

Outlay Special Appropriations Program (CO SAP), the Clean Water State Revolving Loan Fund

Program (CWSRF), and the Rural Infrastructure State Revolving Loan Program (RIP). CPB

engineering staff provide technical oversight for these funding programs as well as for several

programs funded by the New Mexico Finance Authority for water, wastewater, drainage,

watershed restoration and solid waste projects. Over $31.8 million was disbursed from the directly

managed programs and over $32.6 million was disbursed from the NMFA programs.

CPB strives to ensure projects are sustainable, environmentally sound, completed on a timely

basis, and free of waste, fraud, and abuse.

CLEAN WATER STATE REVOLVING LOAN FUND PROGRAM (CWSRF) The Clean Water State Revolving Fund (CWSRF) is a revolving fund that provides low interest rate loans ranging from 0 to 2.375% for terms of up to 30 years. The program funds a wide range of wastewater and storm water projects. Funds may also be used for projects that control non-point source water pollution, such as solid waste facilities and septic tank systems.

Placement on the annual Priority List is the first step in obtaining CWSRF funding; applications are accepted annually each Spring.

As of December 31, 2018, CPB had 40 active CWSRF loans with an undisbursed loan and grant balance of $64,718,475. There were 47 loans in repayment with a principal balance of $132,905,865.

City o f Grants CWSRF 029 New Wastewater T reatment Faci l i ty P ro ject

HIGHLIGHTED PROJECT: CLEAN WATER STATE REVOLVING FUND

The City of Grants (City) is located in Cibola County and is home to approximately 10,000 people. Their existing wastewater treatment facility was planned and designed in 1988. The design in 1988 was initiated when the City was directed to cease discharge to the Rio San Jose due to significant discharges that did not meet permit requirements.

The treatment plant and 700 acres of adjacent land and golf course were developed to allow 100% land application of the effluent, thus allowing the conversion from a surface water discharge facility to a 100% reuse facility. The proposed improvements were funded by CWSRF 029 for $16,130,000. The project is part of the City’s ongoing program to implement process improvement and equipment replacement at its aging wastewater treatment facility. Currently the effluent from the plant does not meet the ground water discharge permit requirements and the City is under an administrative compliance order issued by the New Mexico Environment Department.

The improvements under construction include a new fine screen, grit removal, sequencing extended aeration basins, a

blower building, a solids handling building including belt filter press, an emergency generator, and upgrades to the existing electrical room and administrative building. Additionally, the five existing treatment lagoon cells will have the liquid and biosolids removed. The biosolids will be dewatered and stored temporarily on site before being hauled to an agricultural land application site of approximately 290 acres where alfalfa will be grown.

NMED CPB approved the plans and specifications for the treatment plant on October 25, 2016 and bids were opened on February 2, 2017. The low bidder was Smithco Construction, Inc. with a bid of $11,073,370. The City approved the construction contract and provided the notice to proceed with construction to Smithco on April 17, 2017. The treatment plant is completed and in operation and the headworks building is substantially complete. Closure of the old treatment lagoons is ongoing and scheduled to be completed in the Spring of 2019.

RURAL INFRASTRUCTURE REVOLVING LOAN PROGRAM (RIP) The Rural Infrastructure Program (RIP) provides financial assistance to mutual domestic water consumers associations, water and sanitation districts, municipalities with populations less than 20,000, and counties with populations less than 200,000. Funding is available for planning, design and construction of water, wastewater, and solid waste facilities. The interest rate is fixed at 2.375% with a repayment period of 20 years. The maximum loan amount is $2,000,000 per entity per year. Funding through this program is on a first-come, first-served basis and is contingent on the fund balance at the time of application.

As of December 31, 2018 CPB had 16 active RIP loans, with an undisbursed loan and grant balance of $7,063,435. There were 75 loans in repayment with a principal balance of $13,333,735.

Cañones MDWCA Water System Improvements

Cañones MDWCA Water System Improvements Funding Sources: RIP 00019, SAP 14-1671-STB,

and SAP 14-1741-STB

Cañones MDWCA water system in Rio Arriba County serves a community of approximately 97 people. A secondary water supply well, water distribution system, and water storage tank were constructed during a previous project. Additional funding was needed to connect the new waterlines and tank, disconnect the old water system and to connect the new secondary water supply well. The Cañones MDWCA received Capital Outlay funding in 2014 and Rural Infrastructure Program funding in 2017. Funding was used to accurately locate and survey the existing infrastructure, connect to the new system, and abandon the old system. The project was successfully completed in December 2018.

CAPITAL OUTLAY PROGRAM (CO SAP) DETAILS Capital Outlay (CO SAP) consists of state grants for infrastructure projects that are appropriated by the New Mexico Legislature and approved by the Governor. Funds are distributed through assigned state agencies who provide administrative and technical oversight. Projects pertaining to water, wastewater, solid waste, or other environmental infrastructure are routinely assigned to the Environment Department Construction Programs Bureau (CPB). CPB provides administrative support in accordance with DFA Capital Outlay Bureau guidelines and provides technical support to the grantees.

In the 2018 legislative session, CPB received 57 new CO SAP projects valued at $6,195,900 and 18 reauthorized CO SAP

projects valued at $5,451,275. Eight out of the 18 reauthorizations were reauthorized for time extensions only, and the remaining ten were reauthorized for change of purpose. As of December 31 2018, CPB was performing administration and technical oversight for 145 active projects with an outstanding balance of $18,172,798. CPB successfully closed 82 projects valued at $22,962,340 from January 1, 2018 through December 31, 2018.

and U.S. Department of Housing and Urban Development (HUD) Indian Housing Block

Grant Program, $1,000,000.

Due to the topography in the Pueblo of Acoma, the Pueblo has two wastewater treatment Facilities, the Skyline Lagoon wastewater treatment facility (WWTF) and the Acoma Advanced wastewater treatment facility. The Skyline Lagoon WWTF is currently at maximum treatment capacity, which would not allow for development in the southern area of the pueblo known as Skyline. Any new housing or business development in the Skyline area would require expansion of the Skyline Lagoon WWTF.

A preliminary engineering report was prepared and it determined that expanding the Skyline Lagoon WWTF was not economically feasible. Instead, the report proposed that a lift station and 4” force main be constructed to pump the wastewater east to the Acoma Advanced WWTF. The Acoma Advanced WWTF provides extended aeration biological treatment through sequence batch reactors. Expansion of the Acoma Advanced WWTF could provide the necessary capacity for the Skyline area and is currently in construction.

Completed Acomita Lift Station Wet Well with Hoist to Remove Pumps

The improvements for the Pueblo of Acoma included construction of 14,500 feet of 4” high density polyethylene (HDPE) force main, clean outs, a new sewer lift station with control panel, and a supervisory control and data acquisition (SCADA) system. The project was designed by the Indian Health Services (IHS). IHS also provided construction phase services and observation during construction.

NMED Construction Programs Bureau approved the plans and specifications for the lift station and force main on December 5, 2016 and bids were opened on January 20, 2017. The low bidder was TRC Construction, Inc with a bid of $706,871.96. The Pueblo of Acoma approved the construction contract and provided the notice to proceed with construction to TRC Construction on April 10, 2017. The project was completed and accepted by the Pueblo on April 9, 2018.

HIGHLIGHTED PROJECT: CAPITAL OUTLAY PROGRAM (CO SAP)

Funding Source: Capital Outlay Project CO SAP 14-1727-STB -$3,700,000 and the North

American Development Bank NADB - $9,000,000.

The Camino Real Regional Utility Authority (CRRUA) worked for several years to obtain complete funding to construct a new wastewater treatment plant in the Sunland Park area on McNutt Road between Santa Teresa High School and Country Club Road. In the last several years, the limited treatment at the site was inadequate to meet the daily demand, and the wastewater was routed through the north plant to the wastewater treatment plant located behind the Sunland Park City offices.

The new wastewater treatment plant will treat up to 1 million gallons of wastewater per day using a new headworks structure, extended aeration treatment, grit removal, sludge disposal equipment, a new administration building, odor control, and ultraviolet disinfection. Construction has been overseen by Bohannan Huston, Inc.

NMED CPB approved the plans and specifications for the treatment facility on November 25, 2014 with final approval to go to bid received from the North American Development Bank in late 2016. Bids were opened on March 15, 2017, and RMCI, Inc. of Albuquerque was the low bidder.

After cost negotiations, the awarded project was $10,557,000 plus New Mexico Gross Receipts Tax, and the agreement was signed on May 17, 2017. A ribbon cut-ting ceremony was held on October 31, 2018, though the project is not expected to be fully complete until early 2019. Plant start up is scheduled for January 2019.

The  existing MBR was constructed in 2008 and 

went online in 2010. The average daily flow is 

approximately 30,000 gallons per day (gpd) with 

a design flow capacity of 150,000 gpd and MBR 

membranes are equipped to 56,250 gpd. The 

Town has been experiencing significant problems 

throughout the system since the membrane 

bioreactor (MBR) facility went online. High total 

dissolved solids (TDS) and solids due to 

inadequate mechanical screening have required 

the MBR membranes (Kubota) to be replaced 

every 1 to 2 years instead of the typical expected 

life span of 7 to 10 years. The replacement of the 

membranes has been a significant cost burden to 

the Town. 24‐hour influent testing confirmed 

high strength industrial influent from 

commercial/restaurant flows rather than 

residential flows. These flows are much higher 

than the Town's ordinance allows and those 

typically found throughout NM.
