In deterring adverse consequences for development, we must also redouble our efforts on disaster-risk reduction and preparedness for disasters. Other important areas which need our closer attention are mitigating the impact of climate change, education for women and health for children. Encouragement and assistance to countries in transition must be continued. While progresses have been achieved in implementing these goals, new challenges are also emerging with time and under changing circumstances. The future United Nations should be responsive to these challenges and be better positioned to meet these expectation. It is pertinent that the member states provide the organization with necessary support and means. Myanmar will join all member States and peoples in supporting the Organization in taking up these challenges. Kalay to get modern design of traffic lights

KyaiKto , 23 Oct—B u d d h a P u j a n i y a o f Kyaikhtiyoe Pagoda was opened on the Fullmoon day of Thadingyut, 19 October, in Kyaikhto of Mon State, crowded with pilgrims and Buddhist devotees from various parts of the nation.

The platform of the pagoda, hotels and lodgings near the pagoda were crowded with the visitors.

The ceremony was attended by Chief Minister of Mon State U Ohn Myint and ministers, together with pilgrims.

They offered gold foils to the Pagoda and took Nine Precepts and donated alms to members of the Sangha as meritorious

K a l a y , 23 Oc t—As number of cars and motorcycles is on the increase in Kalay of Sagaing Region, it is projected to install the traffic lights at Bogyoke Road Junction to prevent traffic accidents and to equip the town with characteristics of a town.

“The number of cars and motorcycles are growing day by day in the town. A total of 1686 vehicles, 814 tuk-tuks, 53805 motorcycles, 180 trawlergy and 59 heavy machinery have registered at Directorate of Road Administration in Kalay. Moreover, vehicles from Tiddim, Falam, Gangaw, Tamu and Kalewa townships flow into the town daily. The junction of town is the

most busy place. Kalay is the most bustling in Upper Chindwin region,” said local people.

“The traffic light to be installed at the junction is similar to that of Thailand. We will install it with Thai design. It will be supplied electricity with solar panel. With regard to the traffic light, LED board bears K 360,000, four sets of LED traffic light (yellow, green and red) K 4,725,000, Power System K 367,500, transport K 200,000, totally amounting to K 6,126,500 without labour charges,” said officials of Township Development Supportive Committee.

Field Day of sugarcane GAP model plot in Kanma

Kanma , 23 Oct—Organized by Industrial C r o p s D e v e l o p m e n t Department , the f ield day of sugarcane GAP model plot was held at sugarcane plantation field in Minbyinthit Village of Myinbyin Village-tract in Kanma Township of Thayet District in Magway Region on 21 October.

It was attended by Township Administrator U Kyaw Soe Moe Tun, Secretary of Township Management Committee Police Major Bo Win, members of Township Agricultural Supervisory Committee, members of Township Development Supportive Committee and

Oct—Mandalay Region Government undertakes improvement of inter-village roads to be used all the year round and upgrading of Basic Education Primary Schools to post-primary schools for enhancement of economic, education, social and health sectors and socio-economic life of the local people.

The Chief Minister of Mandalay Region on his tour to Phathin Village-tract of PyinOoLwin met with local people and

village administrators and attended to the needs of education, economic and health for the local people. The local people submitted the report on requirement of BEPPS in Inya Village-tract. The Chief Minister allotted K 21.6 million for upgrading the school to Basic Education Post-Primary School.

Therefore, the school construction committee was formed by Village Administrator U Myo Lwin and officials. They constructed the school building spending K 21.6 million allotted by the region government and K 5 million by local people.

The school building will have one 100 feet by 30 feet five-classroom building and one four-room toilet. The buildings will be opened soon.

O n c o m p l e t i o n , children from Thingaton, Hmyintaung and Kyeekaing villages will have easy access to education at Inya Village PEPPS.

Break failure of car kills one nay Pyi taw, 23

Oct—A case of overturn caused between mile posts 123/7 and 124/0 on Yangon-Mandalay Expressway in Ottwin Township of Bago Region on 18 October morning.

Accord ing to the information, policemen from Bawdigon Expressway Police Station inspected the incident.

A light ace driven by Tun Aung Zaw, 25, of Maudan Ward in Chanmyathazi Township of Mandalay Region hit the traffic island in the incident due out of control and overturned.

I n t h e i n c i d e n t , Daw Kyaw Mu, 55 from Bawdigon of Mandalay sustained injuries to eyes, nose and bruises on left ear and Ma Shan Ma, 45, to right forehead, cheek and eye. Although authorities

Japan to move up start of English course to 3rd

grade

Tokyo, 23 Oct —The education ministry of Japan has decided that the teach-ing of English should start from the third grade at el-ementary level, rather than the fifth grade under the current system, a ministry source said on Wednesday.

The ministry, which plans to introduce the new system by 2020, aims to better prepare students for an international environ-ment in the future.

Third and fourth grad-ers will study English once or twice a week, while fifth and sixth graders will do so three times a week, accord-ing to the source.

While English is not

currently designated an of-ficial subject, the Minis-try of Education, Culture, Sports, Science and Tech-nology will upgrade it to an official course for fifth and six graders.

The senior students of elementary schools will use government-approved text-books and receive grades for their study, which will cover basic reading and writing skills — what Jap-anese students currently learn at junior high schools.

In preparation for the new system, the ministry will review curriculums for teacher training so all teach-ers will be able to teach English.—Kyodo News

Chinese Premier Li Ke-qiang held talks with visit-ing Indian Prime Minister Manmohan Singh in the Great Hall of the People on Wednesday morning.

During the talks, the two sides exchanged views on bilateral relations and

other issues of common in-terest.

This is the second time this year that the heads of government of the two countries have met follow-ing Li’s visit to India in May. It is the first time since 1954 that a Chinese premier and his Indian counterpart

have met in each other’s country in the same year.

Singh arrived in Bei-jing on Tuesday night for a three-day official visit to China.Chinese President Xi Jinping will meet with the Indian prime minister. Top

legislator Zhang Dejiang will also meet with Singh.

The Indian prime min-ister will deliver a speech at the Party School of the Central Committee of the Communist Party of China.

120 to evacuate Izu Oshima Island as another

typhoon may approachTokyo, 23 Oct—

Around 120 residents will evacuate storm-battered Izu Oshima Island south of Tokyo on a chartered ship on Wednesday afternoon following predictions that another powerful typhoon may arrive later this week.

The evacuees are el-derly people and their help-ers, according to the munic-ipal government of Oshima, which will also assist hand-icapped people and preg-nant women who wish to leave the island temporarily to avoid the year’s 27th ty-phoon, Francisco. Izu Os-hima is located about 120 kilometers south of Tokyo.

The death toll on the is-land from the 26th typhoon, which last Wednesday brought torrential down-pours leading to mudslides, has reached 29 so far, while 15 others still remain unac-

counted for, according to the municipal government and police. Francisco was located some 210 kilom-eters south of Minamidaito Island, and moving west-northwest at a speed of 15 kilometers per hour as of 9 a.m. Wednesday, according to the website of the Japan Meteorological Agency.

Australians evacuate homes as hot winds fan Sydney fire threat

Sydney, 23 Oct—Thousands of Australians were urged to evacuate their homes on Wednesday as dry winds threatened to fan a firestorm in mountainous bushland around Sydney, where firefighters battled to control blazes which have been raging for a week.

More than 200 homes have been destroyed in

New South Wales (NSW) state since last Thursday, when bushfires tore through Sydney’s outskirts, razing entire streets. One man died from a heart attack while trying to save his home.

Wednesday’s fire con-ditions were shaping up as the worst so far, prompt-ing authorities to warn of more property losses and

advise residents of the Blue Mountains west of Sydney to abandon their homes.

“If you don’t have a plan, let me give you one,” NSW Emergency Minister Michael Gallacher said. “Get into the car, drive down to the city metropolitan area and let the firefighters do what they can do to protect the commu-nity, should this turn for the worse.” Temperatures in the Blue Mountains, a popular weekend getaway for Syd-neysiders, are expected to reach up to 30 degrees Cel-sius (86 degrees Fahrenheit). In Sydney itself they could hit 35 degrees Celsius (95 Fahrenheit).

There were 59 fires burning across the state on Wednesday, with 19 out of control, according to the RFS. Over 2,000 firefight-ers were battling the blazes across a vast area, backed by 95 helicopters and re-inforcements from other states.—Reuters

Berlin, 23 Oct—Ger-man Chancellor Angela Merkel’s conservatives and the Social Democrats (SPD) start hammering out compromises on economic, energy and euro policies on Wednesday, the opening day of talks on a coalition government that should be in place by Christmas.

Germany’s European partners will be watching the negotiations closely, hoping for a swift deal that allows the bloc to meet looming deadlines for its ambitious banking union.

Some allies are hoping a government that includes the SPD will take a softer approach towards strug-

gling southern euro zone members, but any changes are likely to be more subtle than substantial.

The parties, which ruled together in Merkel’s first term from 2005 to 2009, set out a timeline for the negotiations on Tuesday which foresees a deal by the end of November.

That would give the two biggest groups in par-liament a fortnight to sell their “grand coalition” agreement to ordinary party members. Merkel could then be formally voted in as chancellor in parliament’s last session of the year, the week before Christmas.

Merkel’s conservatives

easily won elections on 22 September but fell short of achieving a majority. Exploratory talks with the Greens collapsed last week, allowing Merkel to focus on opening formal negotia-tions with the SPD.

Among the central themes will be agreeing a minimum wage, overhaul-ing a renewables law that has sent energy costs soar-ing, and finding funds to raise public investment on infrastructure, education and research — a major de-mand of the SPD.

Europe will also fea-ture, with the SPD expected to push for a European fi-nancial transactions tax, harsh rules for creditors to bear the cost of failing banks, and a renewed effort to stem youth unemploy-ment in southern Europe.

“The new govern-ment’s domestic policy agenda should bring a modest shift to the left with stricter labour market regulation and a minimum wage,” Barclays econo-mist Thomas Harjes wrote in a research note this week.

“At the European level, the Social Demo-crats started to lobby for an economic growth strat-egy, but they also may be reluctant to push for sig-nificantly higher German transfers to other parts of the EU.”—Reuters

Yinchuan, 23 Oct — A large-scale neolithic site, including a rare cave dwell-ing, has been unearthed in northwest China’s Ningxia Hui Autonomous Region, sources with the regional institute of archaeology said on Tuesday. Archae-ologists have been working on the site, which is locat-ed in Shatang Township, Longde County, since 10 July , said Fan Jun, head of the archaeological team.

Up till now, over 400 square meters of the site, in-cluding seven ancient house remains, six half crypts and a cave dwelling have been excavated, Fan said, add-ing that the excavation is expected to be complete by the end of October.”The cave dwelling is an impor-tant finding from the site as it is rare to see such an intact and well-preserved building site dating back to the neolithic times between 4,300 and 5,300 years ago,” Fan said.

The finding is helpful for research on the pro-duction forms of ancient humans and their way of life, he said. Along with the ancient building sites, pot-tery, stone tools and bone tools have also been un-earthed. Judging from these ancient utensils, archaeolo-gists believed the neolithic site could be traced back to about 4,500 years ago.

When de-livering a report to the coun-try’s top legislature, Lou said despite increasing financial input into the sector, reforms are needed to improve the system’s effectiveness.

Basic research relies heavily on financial support from central government rather than local govern-ments or enterprises, and the proportion of research and development expenditure spent on basic research is too low, said Lou in the report to the Standing Committee of the National People’s Con-gress. Herpes virus tracks human migration from Africa

beijing, 23 Oct – Af-ter examining Herpes virus’ genome, scientists con-firmed that early humans first emerged on the African con-tinent before spreading out in disparate groups across the globe.

The study, published in PLOS One, examined strains of herpes simplex virus type 1 collected throughout North America, Europe, Africa and Asia in order to gain insight on early human migration patterns. “We found that all of the African isolates cluster together, all the virus from the Far East, Korea, Japan, China clustered together, all the viruses in Europe and America, with one excep-tion, clustered together,”

Curtis Brandt, professor of medical microbiology at the University of Wisconsin-Madison and senior author of the study, said in a statement.

Using high-capacity ge-netic sequencing, University of Wisconsin-Madison sci-entists were able to develop a “family tree” for the Herpes virus, emerging in Africa, bottlenecking in the Middle East and ultimately spread-ing to Asia, Europe and the Americas. Interestingly, the study also offers some evi-dence for the theory that Na-tive Americans are descend-ed from Asian peoples who crossed a land bridge from far eastern Siberia into the Americas thousands of years ago. — Xinhua

Bottle feeding may increase risk of stomach obstruction in infants

Washington, 23 Oct — Infants who were bottle fed were more likely to be at risk of developing hypertrophic pyloric stenosis (HPS), a form of stomach obstruction, than those who were breast-fed, US researchers said on Monday.

The risk appears to be magnified when mothers are older and have had more than one child, researchers from the Seattle Children’s Hospital in the US state of Washington, reported in the US journal JAMA Pediat-rics.

HPS typically occurs during an infant’s first two months of life and surgery is needed to correct the ob-struction, which occurs because of a thickening of the smooth muscle layer of the pylorus, the passage be-tween the stomach and small

intestines. Despite its inci-dence of about two cases in every 1,000 births, its cause remains unknown. The re-searchers used birth certifi-cates and discharge data in the US state of Washington to examine births between 2003 and 2009 and found 714 infants were admitted with HPS and had a HPS sur-gery. The findings indicated that the incidence of HPS de-creased from 14 per 10,000 births in 2003 to 9 per 10,000

births in 2009 while breast-feeding prevalence increased from 80 percent in 2003 to 94 percent in 2009.The re-searchers said that about 19.5 percent of infants who devel-oped HPS were bottle fed, compared with 9 percent of babies who were breastfed, and the odds of an infant de-veloping HPS also increased when mothers were 35 years and older and had given birth more than once.

“These data suggest

that bottle feeding may play a role in HPS etiology, and further investigations may help to elucidate the mechanisms underlying the observed effect modifica-tion by age and parity,” the researchers concluded.In a related editorial, Douglas Barnhart, of the Primary Children’s Hospital, Salt Lake City in the US state of Utah, said the findings “bring us a step closer to be-ing able to drop idiopathic from hypertrophic pyloric stenosis.” ”While the data seem convincing that bottle feeding increases the risk, the reason is not clear,” he said. “Further understand-ing of the pathogenesis of hypertrophic pyloric ste-nosis will come from both basic research and more de-tailed epidemiologic stud-ies.”— Xinhua

Yahoo sought to ‘pause’ search rollout with Microsoft

san Francisco, 23 Oct — A US judge on Monday refused to let Yahoo Inc YHOO.O delay using Mi-crosoft Corp’s Bing search capabilities in Taiwan and Hong Kong, affirming an arbitrator’s decision in fa-vor of Microsoft. Yahoo Inc Chief Executive Marissa Mayer sought to slow the rollout of its search partner-ship arguing that Microsoft CEO Steve Ballmer’s de-cision to retire had raised concerns, according to court documents. But US District Judge Robert Patterson Jr upheld an arbitrator’s earlier ruling in favor of Microsoft.

Yahoo and Microsoft began a 10-year search partnership in 2010, before Mayer took over as Yahoo’s CEO. The two companies hoped their combined efforts could mount a more com-petitive challenge to Google Inc, the world’s No.1 search engine. The partnership has not lived up to expectations. Google remains the domi-nant search engine, with roughly two thirds of the US search market, while Micro-soft and Yahoo’s combined share of the market is essen-tially unchanged.

US, NATO officials expect approval for Afghan troop deal

Brussels, 23 Oct—Senior US and NATO of-ficials said on Tuesday they were confident Afghani-stan’s elders and parliament would back a deal allowing American troops to stay there after 2014, playing down lingering concerns over the accord.

Greece cuts off state funding to far-right

Greek lawmakers voted to cut off state funding to the far-right Golden Dawn par-ty early on Wednesday, the latest effort by the govern-ment to clamp down on a party it has branded a “neo-Nazi criminal gang”.

Golden Dawn had steadily risen on the back of an anti-austerity and anti-immigrant agenda to be-come Greece’s third-most popular party, until the kill-ing of a left-wing rapper by a party supporter last month triggered the government crackdown.

A legislative provision passed by 235 lawmakers in the 300-seat parliament sus-pends state funding to polit-ical parties if their leaders, or a tenth of their lawmak-ers, are charged with in-volvement in a “criminal organization” or “acts of terrorism”. The move could deprive Golden Dawn of a major financial resource.

Athens has earmarked 11 million euros for elected parties in 2013, including 873,000 euros ($1.20 mil-

Promoting rational thinking

We think, we decide and we make conclusions on daily basis. our opinions are products of our thinking. our ways of thinking bases on the information accessible to us. the media are the major sources of information. that’s why we used to say, “Media shape opinions.” Do they always lead us to the right way?

Providing the most possibly objective information is the duty of the media outlets. But there are still unseen interests behind them. With many emerging media outlets, we now have a host of sources for information. the dark side is that we cannot know which one is providing reliable information or which information is factual. Most news stories available to us today are more or less black-and-white sorts. objectivity of the news stories is questionable. Not everything in our world is mere story of the good and the bad. We have then two options: making media outlets responsible for false information and educating the people that not all the written words are factual.

Still the government departments are as usual in traditional rivalry with the media. to inculcate the rational thinking in the public, both the media and the government mechanisms have to do their parts well, providing factual information in objective manner.

Myeik, 23 Oct—A fire broke out at Nyaungyeiktha Monastery on Phayagyi Street in Myitnge Ward of Myeik in Taninthayi Region at 4 pm on 21 October.

The fire started from candel light offered at the prayer room by layperson U Po Nyo, 42, son of U Pa Chin of the monastery.

US concerned about Mozambique violence, urges dialogue

Washington, 23 Oct—The United States on Tues-day urged Mozambique’s government and the Rena-mo opposition movement to “move back from the brink” and take steps to quell an escalation in tensions that many worry could disrupt the country’s strong eco-nomic growth.

The Renamo former rebel group declared on Monday it was terminat-ing a 1992 peace accord that ended a 1975-1992 civil war, complaining that government forces overran base of opposition leader Afonso Dhlakama in the Gorongosa forest.

“We are deeply con-cerned by the escalation in violence between govern-ment security forces and members of the opposition party Renamo,” said US State Department spokes-woman Marie Harf. “We are encouraging the two parties to take visible and

decisive steps to de-escalate the current tense environ-ment.”

Mozambique media re-ported on Tuesday that sus-pected Renamo guerrillas fired on a police station at Maringue, just north of the Gorongosa District, but no casualties were reported.

Asked whether the at-

tack could provoke more violence, Harf said: “We are deeply concerned by this violence and this es-calation and are urging all sides to take steps to move back from the brink and de-escalate what has been hap-pening.”

should let the Chinese youth know that China-Russia friendship is not ancient history,” Chinese Premier Li Keqiang said on Tuesday as he and his Russian counterpart Dmitry Medvedev met reporters in Beijing.

Li suggested Med-vedev tell some Chinese university students a story about how China and Rus-sia joined hands to battle devastating flooding on the Heilongjiang River, known in Russia as the Amur, which hit eastern Russia and northeastern China this summer.

“I will,” said the smil-ing Russian prime minister.

Medvedev, who ar-rived in Beijing early Tues-day for an official visit, is scheduled to visit east Chi-na’s Anhui Province, Li’s home province, and deliver a speech in front of a group of university students there on Wednesday.

In the face of the floods, Li and Medvedev spoke twice on the tel-ephone in August, and the

Russian side used its two upstream reservoirs to re-duce flooding.

“Russia helped Chi-na and showed Russia’s friendship with China,” said the Chinese Premier on Tuesday.

“Surely I will tell the students about our coop-eration on this matter when I visit your hometown,” Medvedev said, adding that he will also tell the students of the cooperation between the disaster-relief agencies of the two countries.

“It shows our strategic cooperation as well as our friendship,” said the prime minister.

The light-hearted con-versation came after the 18th regular meeting be-tween Chinese and Rus-sian heads of government held at the Great Hall of the People. The regular meet-ing, launched in 1996, is an important platform for co-operations.

Driver charged in Argentina’s train crash

Buenos aires, 23 Oct —The driver of the train that crashed here over the weekend with 99 passen-gers injured was charged by a federal judge Tuesday as video footage showed him falling asleep at the wheel.

Julio Cesar Ben-itez, 45, was arrested and charged for his alleged role in the Saturday accident, as the train was pulling into the city’s Once station, according to state news agency Telam.

Judicial sources said Benitez may be charged with causing severe harm due to negligence.

Video footage showed Benitez yawing repeatedly and appearing to doze off several times during the journey. But tests showed he was not under the influ-ence of alcohol. Benitez un-derwent medical tests, in-cluding DNA tests to match his blood with that found on the train’s black box, which was later found in his bag.

“I felt I was losing too much blood and I was try-ing to recover my belong-ings that spread all over the floor,” Benitez said in his testimony Monday.

ManaMa, 23 Oct— Bahrain police on Tuesday launched an investigation after a man was found dead near a homemade bomb ex-plosion site in Bani Jamra village.

China stresses auditors’ role in guarding fiscal stability

Beijing, 23 Oct—Chinese Premier Li Keqiang said on Tuesday auditors can play an important role in safeguarding fiscal stability and combating corruption.

properly supervise the financial department, find potential risks and ensure the sustainability of fiscal fund, Li said at the 21st Congress of the International Organization of Supreme Audit

Institutions(INCOSAI), which opened in Beijing on Tuesday.

Hiroshima, Nagasaki welcome Japan’s endorsement of UN statement

HirosHima/nagasaki, 23 Oct —The mayors of Hiroshima and Nagasaki on Tuesday welcomed the Japanese government’s en-dorsement of a UN state-ment on nuclear disarma-ment for the first time.

Hiroshima Mayor Ka-zumi Matsui said he wel-comed the move, which shows the Japanese govern-ment shares his city’s wish for a world without nuclear weapons.

Nagasaki Mayor Tomi-hisa Taue told reporters the endorsement is a step to-ward a nuclear-free world.

Matsui also welcomed an increase in the number of countries that backed the UN statement to 125. Both Matsui and Taue asked the Japanese government to take leadership in guiding the countries endorsing the statement, which says that “it is in the interest of the very survival of humanity that nuclear weapons are

never used again, under any circumstances.” Noting that Japan depends on the United States’ nuclear um-brella, Taue said Japan has been unable to pull out of the Cold War structure.

The joint disarmament effort is a chance to estab-lish a new international se-curity structure, the Naga-saki mayor said.

Hiroshima came under atomic bombing on 6 Au-gust, 1945, and Nagasaki three days later in the clos-ing days of World War II.

At a ceremony on 9 August. this year marking the 68th anniversary of Na-gasaki’s atomic bombing, Taue criticized the Japanese government’s decision not to sign a similar statement against the use of nuclear weapons announced in April at a preparatory com-mittee for the next Nuclear Non-Proliferation Treaty review meeting.

2 militiamen, 1 rebel died in clash in S Philippines

manila, 23 Oct—Two Philippine government militiamen and a rebel were killed and a soldier and three farmers were wounded in a firefight in Southern Philippines on Monday, the military said on Tuesday.

Captain Christian Cuy, spokesman for the Philippine Army’s 4th Infantry Division, said the troops from the 23rd Cadre Battalion were sent to Esperanza, a town in Southern Philippine Province of Agusan del Sur on Monday morning upon tip-off of the presence of suspect members of leftist rebel group of New People’s Army (NPA) in the area.

They ran into around 30 rebels while patrolling a farmland in Esperanza at about 8:30 am on Monday, said Cuy. The two sides traded fires for about 45 minutes until the insurgents withdrew, leaving two militiamen and a rebel dead, he said.—Xinhua

Swelling lakes in Hol Xil pose railway threat

Xining, 23 Oct—Swelling lakes on the Qinghai-Tibet Plateau, a notable sign of global warming, are threatening the safety of the world’s highest railway, according to climate and ecological experts.

One flooded lake is now only 8 km away from a section of the Qinghai-Tibet Railway in the depopulated area of Hol Xil Nature Reserve, according to the latest satellite monitoring by the Qinghai Provincial Academy of Meteorological Sciences.

Liu Baokang, engineer with the academy’s remote-sensing and ecological evaluation center, said several lakes in the nature reserve have been overflowing since 2011 after receiving an increasing volume of melted snow from glaciers on the plateau, known as the “roof of the world.”

Liu said the center’s research shows that the lakes have become a threat to the railway’s roadbed and roads on the Qinghai-Tibet Highway as well as important oil pipelines,

cables and power facilities that run through the region.

HK chief vows to seek justice for victims of hostage crisis

Hong kong, 23 Oct —Hong Kong Chief Executive C Y Leung said on Tuesday in Beijing that the Hong Kong government will seek justice for the families of the victims and injured people in the Hong Kong hostage crisis in Manila, the Philippines, three years ago, according to a statement on the Hong Kong government website.

Leung made the remarks in response to a resolution by Manila’s City Council on Tuesday requesting the city

government to apologize to the people of Hong Kong for the 2010 crisis that left eight Hong Kong people dead.

The Hong Kong chief, who just arrived at Beijing to attend a symposium on Wednesday, said he learned the resolution when stepping down the plane and he will inform the public when any achievement is made.

Leung said with the support of China’s central government, they have been contacting the Philippine

government in the last two weeks and will keep doing that to seek justice for the families of the victims and those who got injured in the tragedy. He emphasized that the Hong Kong government will also keep in touch with the relatives of the victims and the injured, and their opinions will be respected.

Philippine media reported that the council hopes the apology will mend the strained relationship between Hong Kong and Manila.

Washington, 23 Oct— Pop singer Kelly Clarkson, the first contestant to win the Fox singing competition “American Idol,” married talent manager Brandon Blackstock in a ceremony over the weekend in Ten-nessee, the singer said on Monday.

Parton, 67, was riding as a passenger in the front seat of a Nissan Xterra that was in a collision with an-

other vehicle, Nashville po-lice said.

“Parton received mi-nor injuries,” the Nashville Police Department said in a statement.

Police said the driver of the other car failed to yield. The two drivers and Parton were taken to lo-cal hospitals for treatment, but none of the injuries ap-peared to be serious, police added. Parton was quick to

Grammy-winning R&B singer and “The Voice” TV judge CeeLo Green pleaded not guilty on Monday to a felony charge of giving the drug ecstasy to a woman without her knowledge while the two were dining, prosecutors said.

Green, whose real name is Thomas DeCarlo Callaway, was charged by the Los Angeles County District Attorney’s Office with one count of furnish-ing a controlled substance.

The singer “slipped” ecstasy to the 33-year-old woman while the two were dining at a Los Angeles restaurant in July 2012, ac-cording to prosecutors.

The woman said she did not know that Green had given her the drug, said Jane Robison, a spokes-woman for the district at-torney’s office.

Ecstasy is a lab-pro-duced drug that acts as a stimulant and can cause hallucinations.

Green, 39, and the un-named woman went back to her hotel room after dinner, prosecutors said.

Celebrity website

TMZ.com reported last year that the woman had filed a police report accus-ing Green of sexual assault. Robison said the alleged victim had contacted the police.

Prosecutors, however, said there was insufficient evidence to charge Green with rape of an intoxicated person.

Green’s attorney, Blair Berk, said she was happy the “evidence did not sup-port the false and unfound-ed claims made over a year ago.”

“Mr Green encouraged a full and complete investi-gation of those claims and

he was confident once con-ducted he would be cleared of having any wrongful intent and it would be es-tablished that any relations were consensual,” Berk said in a statement.

“As it relates to the one charge of furnishing or sharing ecstasy, Mr. Green will responsibly address that matter in a court of law but not comment on it fur-ther out of respect for the process,” she added.

The singer was ordered to post $30,000 to remain free on bail, and is due back in court on 20 November, Robison said.

Los Angeles airport worker pleads innocent to planting dry bombs

Los AngeLes, 23 Oct — An airport employee charged in connection with three dry ice bombs planted at Los Angeles International Airport pleaded not guilty on Tuesday, and his lawyer called him a “good guy” facing harsh treatment in the case.

Miguel Angel Iniguez, 41, entered his not guilty plea on charges of possess-ing a destructive device near an airplane during a brief hearing in Los Ange-les Superior Court, and was ordered held on $500,000 bond. Handcuffed and dressed in street clothes, he spoke only in response to questions from the judge.

Iniguez was due back in court on Wednesday,

along with his co-defendant, 28-year-old Dicarlo Ben-nett, for a hearing at which defence lawyers for both men were expected to ask that their bail be reduced. “He’s a good guy and we’ll get him out of this,” his at-torney, Gustavo Barcena, told reporters outside of court.

Barcena said the case was a hardship on his client, who was married with four children between the ages of 3 and 16 and who un-derwent a kidney transplant operation several years ago. He said Iniguez, a supervi-sor for airport contractor Servisair, had no criminal record or disciplinary issues at work. “Unfortunately, with this type of a charge

the minimum penalty is very harsh,” Barcena said. “The minimum penalty for this type of charge is two years. No exception, no proba-tion.” Authorities have iden-tified Iniguez as a supervisor of 28-year-old Bennett, a Servisair baggage handler who pleaded not guilty on Thursday to similar charges and was being held on $1 million bail.

In an incident authori-ties said had no connection to terrorism, one of the bombs detonated on 13 October in an employee restroom and the second exploded outside the international terminal a day later, causing some flight disruptions. A third device was found unexplod-ed.—Reuters

WeLLington, 23 Oct —New Zealand teen Lydia Ko disclosed the most open secret in golf on Wednesday with her decision to join the paid ranks, closing the book on a glittering amateur ca-reer that saw her win four professional titles and rise to number four in the world.

The 16-year-old Ko, who is studying for end-of-year school exams, chose to make the announcement via social media, issuing a tweet that directed her followers to a YouTube clip in which she appears with New Zealand rugby player Israel Dagg.

“Made a monumen-tal decision today with a little help from my @All-Blacks friend @Izzy_Dagg #LOVEGolf,” Ko tweeted.

All Blacks back Dagg spends the entire video, that lasts almost five minutes,

asking Ko when she would make the decision to turn professional as they played a round at a course near her home on Auckland’s North Shore.

“When are you going pro? I want to be the first one to know,” Dagg asks,

only for Ko to tell him she still had things to work on with her game.

Ko finally confirms the decision after making a long putt to ‘beat’ Dagg in their round.

“Okay I’ll do it, turn pro,” Ko says. “Right now,

right this second. Definite-ly.” Ko’s decision had been expected after she finished second at the Evian Cham-pionship, the fifth major of the year in women’s golf, last month.

Her mother Tina, then confirmed as much earlier this month when she said they had asked the LPGA for an exemption for her Seoul-born daughter to be-come a member.

The LPGA restricts the number of tournaments for players under the age of 18.

Ko was the young-est player to win a profes-sional tournament when she clinched the New South Wales Open in Sydney aged 14. She has won three other professional tournaments since, including the defence of her Canadian Open title in August.—Reuters

Wilshere’s ankle causes concern for Wenger

London, 23 Oct—Arsene Wenger withdrew Jack Wilshere from the heat of battle against Borussia Dortmund on Tuesday and said he may have to protect the midfielder from his own desire to play. Wilshere was substituted after an hour of the 2-1 Champions League defeat, having appeared to labour with an ankle injury.

BosToN, 23 Oct—Slain Boston Marathon bombing suspect Tamerlan Tsarnaev took part in a 2011 triple homicide in a nearby town, according to a Chechen im-migrant who was himself killed when approached by investigators for question-ing, federal prosecutors said on Monday in newly filed court papers.

Ibragim Todashev, 27, who has been identified as an acquaintance of Tsar-naev from their days as mixed martial-arts fighters in Boston, told investigators Tsarnaev participated in the murders of three men found stabbed to death in Septem-ber 2011 in an apartment in Waltham, Massachusetts, according to the filing.
