MEETING OF BOARD OF TRUSTEES
village or Barrington Hills January 28, 1965
The regular meeting or the Board of Trustees or the Village of
Barrington Hills was held at 8 PM Monday, January 28, 1963, at the
Countryside School, Brinker and County Line Roads, Barrington Hills,
Illinois. Mr. Harold Byron Smith, President, presided, ealled the
meeting to order and directed the Glerk to eallithe roll. The
following Trustees were present:
Raymond J. Grigsby Thomas Z. Hayward Delmar Olson Richard S. Pepper John I. Shaw Austen M. Zimmerman
Shier 5mith, Lieutenant Hummel, and Mr. David Truninger were also
present. Mr. Leslie T. Welsh, Treasurer, arrited during the meeting.
The minutes er December 17th, 1962, having been distributed before
the meeting, the President aaked if there were any additions or eorrec~
tione. The Trustees directed the Clerk in the second paragraph, page
8, after the words "comprehensive amendment, " to add the words "and
referred back to the Board with recommendations; I and that on page
9, the fourth word of the fifth line should be "area." Thereupon, the
minutes of December 17th were unanimously approved as corrected. The
minutes or the special meeting or January 12, 1963, having been read
by the Board prior to the meeting, the Clerk was directed to change
the word "plan" in the last line or page 2 to "map." whereupon, the
minutes of January 12th were approved unanimously, as eorrected.

With the unanimous consent of the Trustees, the regular oraer
of business was suspended to hear the report of the Public Safety
Committee. Thereupon, after Ghairman Grigeby had made his report and
reeommendations, and after thorough discussion on eaeh item, the
following actions were Karen by the Board:
1) The Presidealqappointed Reynold E. Smith to em post of
Ghier or Police or Barrington Hills. The appointment was approved
unanimously by the Trustees and 5hie£ smith was sworn in and preeentei
with a star. Mr. Grigoby movefl that Ghier Smith*e salary should
be $600 per month, starting February 1, 1965. The motion was seeonded
ana the Chair direoted the Clerk to oall the roll. The vote wee:

no naye, no absent.
2) Before eonsidering entering into a lease with Mr. Qlarenee
Ebel,owner of the building at Rt. 62 and 25 whioh is presently
being used for police purposes, the Trustees asked Mr. Grigsby to talk
with Mr. Ebel to determine what improvements he would make. Mr. Grigsby
was directed to report on the matter at the next meeting.
5) Mr. Bill oehumann or Gaare Oil Company,after informing
the Board about his company's unoerstanding with Middlebury to supply
them with gamline, agreed, for the time being, to leave the pump
and fuel tank which his oompany installed and owns. Chief Smith said
it would be very advantageous to have gasoline available at all
times,

but would like to have Miller Oil Company the supplier because they
0"â€Â£521;local concern. Trustee Hayward suggested that sealed bids
for gasoline should be taken, and that perhaps the Gaare Oil
Company would rind it advisable to sell the tank and pump to the owner
of the building for a nominal sum rather than to go to the expense
or removing it. The Trustees asked that this matter be studied
further
and recommendations be made at the next meeting.
4) The Attorney was directed to contact Mr. Bachner,
police magistrate or Middlebury, and explain to him that because he
would have Jurisdiction over only a limited area of Barrington Hills,
the grustees would appreciate his terminating his office, as far as

concerned. 5) Regarding the establishment of a
petty cash
fund for the police department through unsolicited donations, and
after thorough discussion as how best to handle the gonation from the Harold
English q." ' Foundation which directed speciﬕically that it be
used for the police department, it was moved, seconded, and adopted
unanimously that gifts be received and deposited in the general corporate
fund but identified Police Miscellaneous
Account. In line with authority formerly granted him, Chief
Smith advised that he had hired Wilbert N. Petrucci as of January l,
l965, for a salary or $400 a month, and that he will have to hire
still anothefl man to make up the 2-man Middlebury
complement. Ghief Smith reported that because of recent
breakrins,he and his staff had decided on procedures and policies
whereby any cars which for one reason or another may arouse
suspicion,

stopped and questioned. He expressed the hope that the residents
will understand, if they are stopped.
After discussion, motion was made and seconded authorizing
Chief Smith to spend not more than $50 to secure ts s lephone sticker
with Barrington Hills police telephone numbers to distribute to the
residents. The Chair directed the Glerk to call the roll. The vote
was as follows:

The Chair announced the motion was carried with a vote of 6 ayes,
no nay no absent.
Chief Smith then advised the Board that he would like to make
a promotion in the police department and asked if he has the
authority to make such promotions. The Trustees advised him that
he did, but they would like to be informed beforehand. Thereupon,
Ghier Smith reported that ¢ he would like to promote Officer Hengl
to the razk of Sergeant. The Trustees confirmed this appointment.
Thereupon, the regular order of business was resumed.
Mr. Pepper, Chairman of the Roads and Bridges Committee, then
presented the comprehensive amendment to the ordinance for Road
Standards and Specifications. After discussion, the Trustees voted
unanimously to refer the proposed amendment to the Law Committee for
report and recommendation.
Mr. Pepper then submitted the following bills:

The Clerk then reported that the bonding company for Dr. May's
Oakdene subdivision roads was asking for a letter stating village
approval of the roads in that subdivision. The Trustees advised

the Glen: to inform the company that the village has waived bond
requirements for these roads. The Clerk also advised that Mr.
Herbert walbaum had requested a letter advising that the village
accepts the roads in Dorvillee Hills ﬕubdivision, since it was
his understanding that at the meeting of December 17th, 1962,
this
was agreed upon, providing no snow plowing was expected for
any but Caesar Drive until residential construction should begin on
the other roads;The ¢lerk reported she told Mr. Walbaum she
thought
he had incorrectly interpreted the resolution adopted by the Board
regarding thifl matter, and she asked for clarification as to whether or not bond for Dorvillee Subdivision roads had to be renewed.
After discussion, the Board advised that the bond should be
renewed for

for all roads except Caesar Drive.
The Trustees asked Mr. Fepper to work with the police officers
as to whom to call in an emergency for icy rusnowy roads. 17..-
The Treasurer's report was then disﬕiibuted, copy of which is
attached to and made a part of these minutes. After discussion,
motion to approve the report unanimously was adopted.
Mr. Olson, uhairman of the Finance Committee, then presented
the following bills for approval:

absent. The Chair then brought up the matter of a financial time
table on which Mr. Glson and Mr. welsh have been working, and
copies of which they plan to send to each Trustee. The Chair ad{;

that each committee shoulé be planning for and budgeting expenses far

the upcoming fiscal year.
The Health Committee had no report.
The Chairman of the Law Committee asked the Attorney to advise
what steps have to be taken to get increased motor fuel tax allot“
ment because of having annexed Middlebury. The Clerk was directed
to contact the Chicago Association of Commerce to find out who
we
can hire to take a census and what the-approximate cost would be. The Trustees expressed the belief that a new census would be definitely
advisable at this time. ‘ Mr. Truninger, Village Attorney, reported that he is going
to ah
a 4?:into court January 29th about the Hoffman Estates;that he
would suggest Mr. John McLaughlin be given authority to make written
ob» Jections to suggested revisions to the Lake County Zoning Ordinance
because it was found that many permitted uses have been suggested
which
we would classify as special uses. After discussion, and on motion
made and seconded that Mr. McLaughlin be given such authority,
the motion was adopted unanimously.
Mr. Shaw, Qhairman of the Zoning and Planning Committee,
then presented a Declaration of Vacation of part of Oakdene Subdivision.
He reported that althought the minimum legal requirements had
been met in filing this declaration,there was no copy of the plat
as recorded and no copy of the proposed vacation plat. On motion
duly made and seconded, the Trustees adopted a Resolution referring
the Declaration of Vacation of parts of Oakdene Subdivision to the
Plan Commission with a request for study and recommendation, but with

attorney who had filed the Declaration.
Mr. Neal of G—Neal Real Estate Company of Palatine, then was
introduced to the Board. He advised that he had written a letter to
Mr. Truninger regarding the possibility of annexing part of
the
Gilley farm on Bradwell Road to Barringten Hills, and that it was
suggested that he and his customer attend the Board meeting. He then
introduced Mr. Verne Johnson who told the Board he is interested in
purchasing ten acres or the Gilley property, annexing to Barrington
Hills, and seeking then to obtain a special use zoning to establish
a day camp for boys and girls. The Trustees questioned him about his
background and experience as well as any projected plans he might have
for his proposed camp. During the discussion,it was learned that
the actual property in which he is interested is not contiguous to
the village and could not at present be annexed. Mr. Zimmerman
explained that a public hearing is hing held February 21, 1965,to
consider a comprehensive amendment to the zoning ordinance of
the
village, and it would be advisable to wait upon the results of
the
hearing before considering this matter. Mr. Smith felt also that
Mr. Johnson should take a canvass of'fle immediate neighbors
to determine how they would feel about such a special use or this property.
Regarding the Kuranz airstrip, the Chair advised that if
it is still being used, a letter should be written Mr. Kuranz advising
him that he is in violation of village ordinance.
' The Attorney reported no decision on the Roake property, ad
no further action on the case of Road Materials Corporation. There being
no other or further business, meeting adjourned.
