Dear Mike, Attached are the example NETA Test Forms, per Spec Section 16080-1.4.D as applicable to Spec Section 16080-3.3 “TESTS REQUIRED TO BE PERFORMED BY TESTING ORGANIZATION”. The following notes are related to the Specification Review: Note 1: This testing plan includes an estimated schedule/duration and sequencing of the testing, as previously reviewed with OCSD. As discussed in the 4/7/16 pre-submittal review meeting with OCSD, tests performed by the Contractor, including Circuit and Cable Testing (600V and below) and Low-Voltage Motor Testing will be submitted separately. Note 2: As discussed in the 4/7/16 pre-submittal review meeting with OCSD, the VFD’s, UPS System, and Motors (above 20HP) will be submitted separately, as there is overlap between the Vendor Startup procedures and the steps outlined in the NETA Standards. Section 16080 ELECTRICAL TESTING

PART 1 - GENERAL

1.1 THE REQUIREMENT

A. This Specification defines electrical equipment testing responsibilities for the CONTRACTOR.

B. The CONTRACTOR shall provide an independent, third-party InterNational Electrical Testing Association (NETA) testing organization to perform electrical testing described herein based on the 2009 Edition of the InterNational Electrical Testing Association Standard for Acceptance Testing Specifications for Electrical Power Distribution Equipment and Systems.

C. The CONTRACTOR is responsible for performing all tests listed herein that does not require the use of the testing organization.

D. The CONTRACTOR shall furnish all tools, equipment, material, and supplies and perform all labor required to perform electrical tests as indicated on the Contact Documents and specified herein.

E. The CONTRACTOR shall include electrical testing in the construction schedule.

1.2 RELATED WORK SPECIFIED ELSEWHERE

A. The requirements of the following sections and divisions apply to the Work of this section. Other sections and divisions, not referenced below, shall also apply to the extent required for proper performance of this Work.

C. Comply with the applicable reference Specifications as directed in the General Requirements and Additional General Requirements.

1.4 SUBMITTALS

A. Submittals shall be made in accordance with the General Requirements, Additional General Requirements and as specified herein.

B. Testing Organization Qualifications

C. The CONTRACTOR shall submit for ENGINEER’s acceptance the qualifications of the testing organization and testing personnel to demonstrate that they comply with the requirements as described above.

D. Testing Plan:

1. The CONTRACTOR shall submit for ENGINEER’s acceptance a testing plan for each electrical item. Equipment tested by the testing organization and equipment tested by the CONTRACTOR’s testing personnel shall be included in Testing Plan.

2. The testing plan shall detail the type, schedule and duration of each test. The testing plan shall, as a minimum, include a description of test, identify tools required, construction power required, the state of installation of the equipment to be tested, and any safety issues.

E. Test Reports:

1. Three bound copies of the certified test reports shall be submitted to the ENGINEER at the completion each test. The final report shall be signed and shall include the following information:

a. Summary of the project

b. Description of equipment tested and OCSD Tag Number

c. Visual inspection report

d. Description of tests

e. Test results

f. Conclusions and recommendations

g. Appendix including appropriate test forms

F. Protective Device Setpoint and Arc Flash Request:

1. The CONTRACTOR shall request from the ENGINEER the adjustable/programmable protective device settings and available arc flash hazard information after all applicable electrical equipment submittals have been accepted.

2. The submittal shall request all adjustable/programmable settings for each piece of equipment including settings for time, current, voltage, frequency, power factor, ground detection, transformer tap, etc.

3. The submittal shall be in each respective equipment manufacturer’s format and each set point shall be included.

1.5 QUALITY ASSURANCE

A. General:

1. Comply with the requirements specified herein and the applicable reference Specifications of the General Requirements and Additional General Requirements.

B. Test Instrumentation:

1. The testing organization and CONTRACTOR shall have a calibration program that ensures that all applicable test instruments are maintained within rated accuracy. The accuracy shall be directly traceable to NIST Standards. Dated calibration labels shall be visible on all test equipment, and up to date records and calibration instructions shall be maintained for each test instrument. The calibrating standard shall be of a higher accuracy than that of the instrument tested.

2. All testing shall be done using the proper test equipment. Megohmmeters, ohmmeters, and dc high-potential test sets from such manufacturers as Biddle, Associated Research, Hipotronics, and AEMC, Or Equal shall be acceptable for use in performing insulation resistance and high-potential tests.

C. Testing Organization:

1. The testing organization shall be an independent, third party entity which shall function as an unbiased testing authority, professionally independent of the manufacturers, suppliers, and installers of equipment or systems being evaluated.

2. The testing organization shall be regularly engaged in testing of electrical equipment devices, installations, and systems.

3. The testing organization shall use technicians who are NETA-certified and regularly employed for testing services.

4. The testing organization shall be a current NETA-accredited company.

5. Technicians performing electrical tests and inspections shall be trained and experienced concerning the apparatus and systems being evaluated.

6. Technicians shall be certified in accordance with NETA Standard for Certification of Electrical Testing Technicians. Each on-site crew leader shall hold a current certification, Level III or higher in electrical testing.

PART 3 - EXECUTION

3.1 GENERAL

A. Prior to testing equipment including cable, the equipment shall be installed and secured per the manufacturer’s recommendations, the Contract Documents. A minimum of ten days in advance, the CONTRACTOR shall provide a notice to the ENGINEER for inspection of installation. ENGINEER's acceptance of installation shall be obtained prior to the commencement of any testing.

B. The CONTRACTOR shall update the testing schedule showing daily work projected a minimum of three weeks into the future.

C. The CONTRACTOR shall provide a minimum of seven days notice to the ENGINEER for the scheduling of any testing.

D. The CONTRACTOR shall provide the testing organization-approved manufacturers’ documentation of all equipment.

E. The CONTRACTOR, in the event a retest is required due to failure of equipment, adverse testing conditions, or method of installation, shall schedule the retest. Any impact to schedule shall be borne by the CONTRACTOR.

F. All tests that are required to be performed, whether done by the CONTRACTOR or by the testing organization shall be in accordance with NETA Standard for Acceptance Testing Specifications.

G. High-potential tests shall not be repeated without authorization by the ENGINEER.

H. Test and inspection records shall be submitted to the ENGINEER no later than thirty days after completion of the individual test and prior to energizing of equipment.

I. All tests shall be performed with the equipment or material de-energized, except where otherwise specifically required by the nature of the test.

J. All items not in conformance with the requirements of this Specification shall be noted on an Electrical Punchlist Record for correction by the CONTRACTOR.

K. The ENGINEER may, during start-up and check-out of electrical equipment, perform additional testing functions, wiring check-out, operational compliance certification, etc. to satisfy that the equipment meets the Contract requirements. The CONTRACTOR shall be responsible for correcting deficiencies revealed by the testing.

3.2 TESTS NOT REQUIRED TO BE PERFORMED BY THE TESTING ORGANIZATION

A. Tests listed herein are to be performed by the testing organization or the CONTRACTOR’s staff. The tests are not substitutions for tests required to be performed by the testing organization but are additional or complimentary tests.

B. Upon completion of various phases of the project, electrical equipment and wiring and cabling systems shall be inspected and tested in accordance with this Specification. All testing shall be in accordance with the applicable ANSI, IEEE, NETA, NEMA, or other national standard, and in accordance with the specific manufacturer's instruction bulletins or other literature supplied with the equipment to be tested, and the test equipment manufacturer's operating instructions.

C. The CONTRACTOR shall check all equipment for proper mechanical adjustment and freedom of operation. All electrical equipment, both pre-wired and field-wired shall be field-tested for functional operation, including all intended modes and sequences of operation. This shall include switches, relays, non-adjustable circuit breakers, contactors, etc., including control interlock and sequence circuits. All necessary adjustments shall be made on apparatus in accordance with the manufacturer's instructions and design requirements. Alarm systems and circuits shall be tested by manually operating the initiating devices. Relays and control components that may prove to be functioning incorrectly or otherwise appear to be unreliable shall be repaired or replaced as necessary. An electrical system will not be accepted until it is tested in its entirety and the results reported to and accepted by the ENGINEER.

D. Circuit and Cable Testing:

1. Power, Control and Lighting Circuits - 600 V and Below. The CONTRACTOR shall perform continuity checks of all power, control and lighting cables and wires, including each conductor of multiconductor and multipair cables. Continuity checks shall be done prior to termination of cables and any testing organization tests.

a. The CONTRACTOR shall visually check all wire and cable connections, verify wire numbers, and verify that the actual wiring conforms to the Drawings.

b. Each power cable shall be tested to ensure proper phase identification.

c. The conductor ends shall be cleaned and guarded for personnel safety during testing. Circuits in the immediate vicinity that are not under test shall be grounded.

d. Prior to performing insulation resistance tests on cables, the CONTRACTOR shall verify that they are not connected to any solid state devices, transformers, or capacitors.

e. The CONTRACTOR shall perform insulation resistance tests on all 600 V power and control cables. Each conductor in a multiconductor or multipair cable or conduit shall be tested against ground with the conduit and/or all others conductors connected to ground. Motor feeder circuits shall be tested with motors disconnected and the controller open. Motor control circuits shall be tested with control stations and overcurrent devices connected. Lighting panelboard main feeder circuits, including lighting panelboard and transformer, shall be tested with the branch circuit breakers open. Testing shall be for one minute using 1000 V dc. Values of insulation resistance less than 50 megohms shall not be acceptable.

f. Branch lighting circuits containing lamp holders and receptacles do not require an insulation resistance test. Lighting branch circuits require only functional tests; any insulation problems should be revealed by this test.

g. The CONTRACTOR shall check all ac and dc control circuits for short circuits and extraneous grounds.

h. The CONTRACTOR shall perform functional tests of all power, control and lighting circuits. Alarm conditions shall be simulated for each alarm and control point, and alarm indicators shall be checked for proper operation. All control circuits shall function as intended by the Contract Documents. Metering and indication lights for motors shall be checked for proper operation. All lighting panels, circuits and fixtures, power panels, circuits, and receptacles shall be tested for proper operation.

i. The ENGINEER shall be notified if minimum insulation resistance values are not obtained.

2. Instrumentation, Signal and Alarm Circuits - 300 V and Below:

a. The CONTRACTOR shall perform continuity checks of all instrumentation, signal and alarm cables and wires, including each conductor of multiconductor and multipair cables. Continuity checks shall be done prior to termination of cables.

b. The CONTRACTOR shall visually check all wire and cable connections, verify wire numbers, and verify that actual wiring conforms to the Drawings.

c. Prior to performing insulation resistance tests on cables, verify that they are not connected to any solid-state devices.

d. The CONTRACTOR shall perform insulation resistance tests on all instrumentation, signaling and alarm cables. Each conductor in a multiconductor or multipair cable or conduit shall be tested against ground with the conduit, shield and/or all other conductors connected to ground. Testing shall be for one minute using 500 V dc. Values of insulation resistance less than 50 megohms shall not be acceptable.

e. Alarm conditions shall be simulated for each alarm and control point, and alarm indicators checked for proper operation.

f. The CONTRACTOR shall check all ac and dc instrumentation, signaling and alarm circuits for short circuits and extraneous grounds.

g. The ENGINEER shall be notified if minimum insulation resistance values are not obtained.

h. The CONTRACTOR shall perform a functional test of all electrical signaling and alarm systems.

E. Low-Voltage Motor Testing:

1. Motor Tests Prior to Energization:

a. The following tests shall be conducted prior to starting motors for all motors 3 horsepower and larger but smaller than 20 horsepower:

1) Compare equipment nameplate with the Contract Documents.

2) Inspect physical and mechanical condition.

3) Inspect anchorage, alignment, and grounding.

4) Perform insulation resistance tests in accordance with IEEE 43 of all motor windings before connecting power cables to motors. Test duration shall be one minute. Insulation resistance shall be a minimum of 50 megohms at 20 degrees C at test voltage of 1000 V dc.

5) Inspect bolted electrical connections for high-resistance using the calibrated torque-wrench method in accordance with manufacturer’s published data.

6) Check all bearings to see if they are properly filled with oil or grease.

7) Check coupling alignment and shaft end play.

8) Rotate the motor shaft by hand or bar to ensure it is free to rotate.

2. Uncoupled Run Tests:

a. In addition to the NETA motor tests described in this Specification, the CONTRACTOR shall conduct the following test on all motors 20 horsepower and larger:

1) All motors shall be run uncoupled for a minimum period of 2 (two) hours for motors above 100 horsepower and 30 minutes for motors 100 horsepower and below before the driven equipment is placed in service. While running, motors shall be observed for any unusual conditions, such as vibration, noise, and excessive winding or bearing temperature rise.

2) During or immediately after starting motors, the following shall be checked:

a) Shaft rotation (care shall be taken to ensure proper rotation on all equipment).

b) Bearing lubrication and temperature.

c) Excessive vibration. Vibration shall be checked with a vibrometer before mechanical connection to the driven machine. One reading shall be taken on the motor drive end shaft adjacent to the bearing housing or on the bearing housing. Vibration displacement in mils (peak-to-peak) and velocity in inches per second shall be measured and recorded. Maximum velocity shall not exceed those shown in NETA and deflection shall not exceed the readings shown in the following table:

3.3 TESTS REQUIRED TO BE PERFORMED BY TESTING ORGANIZATION

A. Prior to testing equipment including cable, the equipment shall be installed and secured per the manufacturer’s recommendations and the Contract Documents. All terminations required for NETA testing shall be complete. A minimum of ten days in advance, the CONTRACTOR shall provide a notice to the ENGINEER for inspection of installation. ENGINEER’s acceptance of installation shall be obtained prior to the commencement of any testing.

B. Subsequent to acceptance of installation by the ENGINEER, the CONTRACTOR shall provide a minimum of ten days notice of third party testing. Energizing of tested equipment is at the discretion of the “OCSD” (ENGINEER) and will not take place until passed and documented by the testing organization and reviewed by the ENGINEER. The entire electrical system shall be tested before energization. If functional testing requires power, the CONTRACTOR shall provide temporary power for that purpose. All testing shall be completed prior to equipment start up.

C. All references to NETA in this Specification section are referring to NETA Standard for Acceptance Testing Specifications.

D. The following tests shall be performed by the testing organization and witnessed by the ENGINEER:

1. Switchgear and Switchboard Assemblies: Perform all inspection and tests, including all optional tests, listed in Section 7.1 of NETA on all Medium-Voltage Switchgear, and Low-Voltage Switchgear

For item 7.16.1.1.6 “Perform operational tests by initiating control devices,” the starter control devices (selector switches, pushbuttons, relays, pilot lights, etc.) and motor control wiring shall be tested by simulating field device controls or signals at starter terminal blocks to simulate actual control functionality. 17. Adjustable Speed Drives: Perform all inspection and tests, including all optional tests, listed in Section 7.17 of NETA on all Variable Frequency Drives except for Section 7.17.2.7 which shall be performed by the manufacturer. For item 7.17.2.8 “Perform operational tests by initiating control devices, the VFD control devices (selector switches, pushbuttons, relays, pilot lights, etc.) and motor control wiring shall be tested by simulating field device controls or signals at starter terminal blocks to simulate actual control functionality.” Control functionality is again checked during ORT testing as described in Section 01810, Commissioning, utilizing actual field devices.

18. Direct Current Systems, Batteries: Perform all inspection and tests, listed in applicable subsection of Section 7.18.1.1 of NETA on all batteries for UPS systems, Engine-generators and switchgear systems.

19. Direct Current Systems, Battery Chargers: Perform all inspection and tests, including all optional tests, listed in Section 7.18.2 of NETA on all battery chargers UPS systems, and switchgear systems.

20. Surge Arrestors, Low-Voltage: Perform all inspection and tests listed in Section 7.19.1 of NETA on all low-voltage surge protection devices.]

23. Emergency Systems, Automatic Transfer Switches: Perform all inspection and tests listed in Section 7.22.3 of NETA on all ATS’s and Manual Bypass Switches.

3.4 SETTING and TESTING OF ADJUSTABLE/PROGRAMMABLE PROTECTIVE DEVICES

A. The ENGINEER will provide settings within thirty days after CONTRACTOR’s “Protective Device Setpoint and Arc Flash Request” and all protective device data/manual submittal.

B. The testing organization shall set/program and test the adjustable/programmable protective devices in the field according to applicable NETA and manufacturer’s requirements.

C. CONTRACTOR shall provide all software and hardware required to set or program devices.

D. The protective devices shall be tested for operation after setting and programming.

3.5 ARC FLASH

A. The ENGINEER will provide arc flash levels within thirty days after CONTRACTOR’s “Protective Device Setpoint and Arc Flash Request” submittal.

B. The CONTRACTOR shall provide and install labels on the project electrical equipment for personnel protective clothing requirements to comply with arc flash hazard sign installation requirements as specified in NEC Article 110.16 “Flash Protection’ and NFPA 70E.

C. Arc flash labels shall be installed at all the locations specified below:

1. One on the front near the main equipment nameplate.

2. One at the back in the middle section of the lineup (if rear is accessible)

3. One at each end of the equipment lineup (if the ends are accessible).
