1. EXECUTIVE SUMMARY

The purpose of this initiative is to evaluate ways in which optimisation of ANSP related training in NEFAB can be achieved through harmonised or common training requirements and activities as well as joint procurement of training.

This initiative is an enabler for other initiatives, such as ATS Routes and Sectorisation, Optimisation of ATS, Optimisation of ASM and ATFCM and the Systems initiatives in part facilitating cross border operations.

In the Vision 2015 training is envisaged to be characterised by:

• Initial training:

• Coordination of ANSP requirements for initial training;

• Common training plans for operational staff based on EUROCONTROL Common Core Content and ESARR5;

• Common ATSEP ATM basic training;

• Initial training is performed in English.

• Common development of additional ATM – related training:

• Refresher training;

• Technical training for new systems;

• TRM (team resource management).

• Common function for developing NEFAB training requirements and procedures is established and “operational”.

• Coordinated training requirements for ATCO, ATSEP, AFIS officers, FDO/Assistants and Briefing officers are developed and best practices are used based on coordinated documents and procedures.

• Teachers/instructors are increasingly shared across NEFAB.

• Common procedures to support procurement of initial training are set.

• Joint procurement requirements and procedures for initial training are developed.

The future training concepts beyond 2015 are described in a minimum scenario and a performance scenario The minimum scenario mainly entails implementation of common procedures and working methods.

This includes:

• Harmonisation of ANSP specific initial training is based on harmonised rules and procedures, where applicable;

• Harmonisation of NEFAB-wide development training for operational staff based on harmonised rules and procedures;

• Common procurement procedures to support procurement of ANSP specific initial training and development training are developed and implemented;

• Joint procurement of ANSP specific initial training and NEFAB wide development training for operational staff;

• Common virtual unit for the development of NEFAB training procedures and requirements is established and “operational”;

• Teachers/instructors are shared across NEFAB to enhance the quality of training and enable a more efficient use of human resources.

The performance scenario for 2020 is a more ambitious scenario for NEFAB and it is characterised by the following aspects:

• Common development training is based on common rules and procedures;

• Common procedures to support the procurement of initial training and NEFAB-wide development training for operational staff are developed and implemented;

• Joint procurement of initial training and NEFAB-wide development training for operational staff;

• Common physical unit for developing NEFAB training procedures, requirements and plans is established and “operational”;

• Training is provided according to a common NEFAB-wide human resource strategy;

• Teachers/instructors are shared across NEFAB to enhance the quality of training and enable a more efficient use of human resources.

Within the context of this working paper “harmonised rules and procedures” will be applied as described in Initiative 06, Harmonisation of Operational Rules and Procedures.

A high level time line for the implementation of the different elements in the initiative is described in chapter 9.

Implementing a FAB that requires the cooperation of 4 different states and service providers entails several risks. This document identifies implementation risks that can

be expected, and assesses them for their potential impact, including risk mitigation. Such risks include political, technological and social issues. The calculated costs and benefits of this initiative are described in a separate CBA for NEFAB.

2. DESCRIPTION OF THE INITIATIVE

This initiative describes the principles for the optimisation of training services, development of common/harmonised training procedures and the establishment of joint procurement of training in the NEFAB area. The organisation of the training services has an impact on safety, quality and harmonisation of the ATM – services provided within NEFAB area.

Common training principles enable an enhanced use of both technical resources (common use of training facilities and simulator equipment, common development and use of e-learning systems and modules etc.), as well as human resources (mobility of staff/experts) within the NEFAB area. Together with safety assessment procedures and harmonised operational rules and procedures, this initiative contributes to the achievement of community-wide performance targets (in human performance area), and enables improved safety levels. Safety improvement will be achieved by using best practices and best available resources of the participating ANSPs. Common training procedures enable implementation and use of common ATS procedures and through that enable cross-border sectorisation, improve sector capacity and help to minimise local differences in ATCO performance.

2.1 Scope

Initial training of ATCO, ATSEP, AFIS officers FDO/Assistant and Briefing officers:

Initial training principles and requirements are described in Eurocontrol Common Core Content documents (CCC), guidelines for ATSEP basic and rating training1, guidelines for ATSEP competence assessment2 and EU Directive3. Within NEFAB area the ANSPs and training institutions still have some different interpretations of the CCC guidelines. Common standards and requirements can be implemented in NEFAB area through this initiative.

Refreshment and emergency training for ATCO, AFIS officers, FDO/Assistant and Briefing officers:

Refreshment and emergency training requirements for ATCOs and AFIS officers are set by EU Directive. However, there are no standards on what must be included in those courses. This will be possible through the development and implementation of common training procedures to harmonise the services provided.

Refreshment training for non-operational staff (e.g. ATSEP):

There are currently no requirements for refreshment training of non-operational staff. However, as their tasks are considered to be safety related4, there is a need for such training and common procedures must be developed and implemented for NEFAB. Common training procedures will enable the harmonisation of the services provided and therefore mandatory core content for those courses should be described.

2.1.1 Out of scope

The areas of Safety Culture, TRM and CISM (Critical Incident Stress Management) based on specific ANSPs requirements for promoting safety reporting, organisational development and overall ANSP performance are considered out of scope.

Additional training such as management training, procedure design courses, incident investigation training and supervisor training, are considered to be out of scope.

3. RATIONALE AND PURPOSE OF THE INITIATIVE

Currently training services are organised in a way which might place limitations on the efficient use of airspace and human resources in a dynamic cross border environment. This chapter describes the reasoning behind this NEFAB initiative enabling improvements in this area of operations. The initiative is primarily an enabler for ATS Routes and sectorisation, Optimisation of ATS, Optimisation of ASM and ATFCM and the system related initiatives. The benefits are therefore to a great extent achieved through these initiatives.

The purpose of the initiative is to harmonise the training procedures applied in the provision of ATM–services (both operational and some support functions) within NEFAB. The rationale behind this is that harmonised training procedures in NEFAB will enable more efficient cross-border operations and ease NSAs’ approval processes prior to implementation. This can contribute to improved efficiency and safety and ultimately give positive financial effects.

The initiative endeavours to create the necessary prerequisites for increased cooperation and to unify training related processes and reduce workload. Common procedures can significantly improve the quality of the training provided, and through this have a direct positive impact on ANSP performance.

Basic training principles procedures are based on the same EC Requirements. However, ESARR5 covers only competency schemes for ATCO and ATSEPs. Requirements for the other safety related staff, e.g. Flight Data Operators, supervisors, briefing and AIS personnel are not defined. This means that common competency schemes and training requirements for this type of staff must be defined. The goal is to increase the consistency of training across NEFAB, thereby enabling increased cooperation, facilitating an efficient use of human resources within NEFAB. Common procedures and requirements will also enable a more cost efficient use of resources. This may be achieved via common procurement of different training courses and the possibility of using professionals/experts in training over national boundaries is considered to be of an added value.

Common training procedures have an impact on performance, safety and quality of the services provided within NEFAB area. Common procedures also enable unification of the services provided (which is one of the objectives of SES), enable cross-border operations and improve capacity. Common procedures and requirements make it possible to efficiently use resources by common procurement of different training courses. Professionals and experts within specific areas may also be utilised by more than one ANSP. This can allow the use of unique experts such as procedure designers, CISM peers and instructors for OJTIs in different NEFAB units.

In addition, common procedures used for air traffic controller training and competency assessment may reduce additional training (OJT) time and the utilisation of resources.

4. DESCRIPTION OF CURRENT STATE

In order to describe the development path of the NEFAB initiatives, the current situation needs to be described. This chapter aims to clarify how training is currently organised in the context of the five participating NEFAB states.

During the NEAP pre-feasibility study the possibility of establishing a joint harmonised training concept was studied. The focus in this study was on the initial training of air traffic controllers.

Training plans for initial training and unit training are mainly developed locally. Initial training is carried out at different academies across NEFAB. Initial training, even though based on the Common Core Content, may include some differences, as it may be adjusted to the individual needs of the customers of the academies. In some cases the initial training is performed by independently certified facilities, with no links to an ANSP.

Development training is currently provided by ANSPs training units or through courses arranged by different training institutions, including external training institutions such as EUROCONTROL IANS. Development training courses may vary due to local operational requirements. All ANSP training units have access to the different technology for training such as simulators, e-learning modules etc.

E-Learning modules are available but not used to a very large extent as the development and maintenance of such tools are expensive and require a significant use of resources.

Competency assessment is provided by LCA (Local Competence Assessors). Current competency assessment procedures are not defined in detail by EC and differ substantially.

5. ONGOING DEVELOPMENT

This chapter summarises the ongoing development within the NEFAB states that can contribute to the goals of NEFAB.

There have been a variety of collaborative training projects between different ANSPs and training institutions in the NEFAB area. Examples of such projects are FIESTA, project training provided by FINAVIA, the joint EANS/Finavia Eurocat training initiative and the provision of ab-initio courses in the Finnish ANS Institute for LFV.

Among the NEFAB states, Norway is a part owner in the Entry Point North Academy together with two external states.

5.1 Baseline Assumptions

When establishing the timeline for activities within the NEFAB program it is necessary to make certain assumptions and to rely on activities within other initiatives. Such preconditions and assumptions include:

• Cooperation between NSAs is established for approval of common rules and procedures;

• Internal resources, time and costs are not limiting factor for the high level time estimate;

• Basis for the training procedures and competence assessment procedures are the same (EC requirements) in all ANSPs (including non-EU states), taking into account that the specific training requirements related to operations in the North Atlantic Region will be considered separately as required;

• Language requirements are settled by NSA;

• The initiative is harmonised and supported by HR development plans.

6. FUTURE SERVICE CONCEPT

The NEFAB initiative is built around a vision or concept of how training can be harmonised in a future ATM environment. The future service concept describes a minimum and a performance scenario for the year 2020 as well as harmonisation requirements to reach an interim Vision 2015.

6.1 Vision 2015

Within the training domain coordination is required to increase the consistency of training within NEFAB. This will enable increased cooperation, facilitate the mobility of staff and potentially reduce training costs. Coordinated development of training plans are a part of this concept and can be seen as the foundation for increased harmonisation in NEFAB.

It is assumed that by 2015 this initiative has reached the following progress:

• Initial training:

• Common initial training based on EUROCONTROL Common Core Content and ESARR5;

• Coordination of ANSP specific initial training;

• Unit training is not subject to coordination.

• Coordination of NEFAB-wide development training for operational staff (ATCO, ATSEP and FDOs):

• Refresher training;

• Technical training for new systems;

• TRM (team resource management).

• Common procurement procedures to support procurement of initial training are set;

• Joint procurement (internal training – conducted in an institute/academy within NEFAB – as well as external training) of initial training;

• Initial training is performed in English. The use of common language is inevitable in order to reach closer cooperation between ANSPs. In addition it helps to improve language skills of staff and supports ICAO principles to use aviation English as much as possible;

• Teachers / instructors are increasingly shared across NEFAB for improved quality of training and enhanced resource utilisation;

• Common function for developing NEFAB training procedures and requirement is established and “operational”.

• Coordinated training requirements for ATCO, ATSEP, AFIS-officers, FDO/Assistants and Briefing officers are worked out and best practices are used based on coordinated documents and procedures, e.g.:

• Unit training plan (UTP) for operational units, which includes basic training principles, requirements for OJT, regularity and content of refreshment courses, validation or assessment principles, template training documents. (Due to differences in the traffic environment resulting from specific geographical and/or system requirements within NEFAB area there may be a need for adaptations to the UTPs).

• General part which is common for all ANSPs

• Emergency training

• Local rules, methods and procedures

• Training plan for ATSEP units, which includes initial training principles, regularity and content of refresher training courses, validation or assessment principles, template training documents.

6.2 Minimum Scenario 2020

In the minimum scenario training is harmonised to further increase the consistency of training across NEFAB. Harmonised training plans are a part of this concept and are considered to be the foundation for increased harmonisation in NEFAB.

• Harmonisation of ANSP specific initial training, including procurement processes, is based on harmonised rules and procedures;

• Harmonisation of NEFAB-wide development training for operational staff based on harmonised rules and procedures;

• Common procurement procedures to support procurement of ANSP specific initial training and development training are set;

• Common virtual unit for developing NEFAB training procedures and requirements is established and “operational”;

• Teachers/instructors are shared across NEFAB for improved quality of training and enhanced resource utilisation.

6.3 Performance Scenario 2020

In the performance scenario NEFAB has established common initial training based on common rules and procedures. The common rules and procedures and operational handbooks constitute the foundation for common training plans in the NEFAB area, except those parts of unit training where local adaptations are required.

• Common NEFAB-wide development training for operational staff is based on common rules and procedures;

• Common procurement procedures to support the procurement of initial training and NEFAB-wide development training for operational staff are developed and implemented;

• Joint procurement of initial training and NEFAB-wide development training for operational staff;

• Common physical unit for developing NEFAB training procedures, requirements and plans is established and “operational”;

• Training is provided according to a common NEFAB-wide human resource strategy;

• Teachers and instructors are shared across NEFAB for improved quality of training and enhanced resource utilisation.

7. DESCRIPTION OF EXPECTED BENEFITS

The underlying driver and objective for the creation of NEFAB is the requirement to provide more efficient ATM. In order to determine improvements attributable to NEFAB the following Key Performance Areas (KPAs) are used:

• Cost efficient operations for the ANSP;

• Cost reductions for the airspace user;

• Capacity;

• Level of Safety;

• Environmental effects.

This chapter describes the expected benefits that airspace users and participating service providers can expect as a result of the formation of NEFAB in relation to harmonisation of training procedures and joint procurement of training. It is also important to note that this initiative is primarily an enabler for the ATS Routes and Sectorisation (Initiative 01), Optimisation of ATS (Initiative 03) and Optimisation of ASM and ATFCM (Initiative 04).

The benefits are described considering both the minimum and the performance scenarios. The risks associated with the scenarios are addressed separately in chapter 10 – Implementation Risks.

The benefits from this initiative are derived mainly from centralisation and harmonisation of training procedures and joint procurement. Additional benefits are related to improved quality and safety levels, since the ATCOs within the different ANSPs will apply the common working methods and procedures relevant to the actual type of operation. The initiative is also an enabler for cross-border sectorisation and increased capacity.

Environmental benefits from this initiative are realised in ATS routes and sectorisation (Initiative 01), Optimisation of ATS (Initiative 03) and Optimisation of ASM and ATFCM (Initiative 04).

8. IMPLEMENTATION COSTS FOR BENEFIT REALISATION

Achievement of the NEFAB scenarios relies on a comprehensive foundation of enablers. This chapter describes the required activities that must be undertaken to achieve the benefits discussed in chapter 7.

When establishing the timeline for activities within the NEFAB program it is necessary to make certain assumptions and to rely on activities within other initiatives. Such preconditions and assumptions include:

• Cooperation between the NSAs is established for approval of common rules and procedures;

• Internal resources, time and costs are not limiting factors for the high level time estimate;

• Foundation for the training procedures and competency assessment procedures are the same (EC requirements) in all ANSPs (including non-EU states), taking into account that the specific training requirements related to operations in the North Atlantic Region will be considered separately as required

• Language requirements are agreed by the NSAs;

• The initiative is harmonised and supported by HR development plans.

8.1 Vision, 2015

The foreseen implementation cost drivers required to reach the vision for 2015 are listed below. All estimates and assumptions are further detailed in the CBA report.

9.2 Dependencies to Other Initiatives

This initiative is primarily an enabler for other initiatives such as Initiative 01 ATS Routes and Sectorisation, Initiative 03 Optimisation of ATS, Initiative 04 Optimisation of ASM and ATFCM and the systems initiatives (Initiatives 08-11). Optimisation of Training Services is an enabler for cross border sectors and cross border ATS provision and will help to improve safety and quality of services provided.

10. IMPLEMENTATION RISKS

The implementation of optimised training services requires widespread coordination and cooperation. This chapter describes risks associated with the implementation of this initiative. Relevant risks have been identified and their potential impact is classified.

The risks are mostly legal and/or political and as such they need to be further detailed and processed during NEFAB development. Risks regarding the implementation of NEFAB wide optimisation of training services include at least the following items:
