The meeng was aended by Joint Secretary (NE), MHA, Chief Secretary, Manipur, Principal Secretary (Home), Govt. of Manipur & other officials and the representaves of the UNC. 5. In the meeng held on 30 th August, 2013 at New Delhi, it was agreed that Suspension of Operaon (SoO) agreement, with the United People Front (UPF) may be extended for a period of one year upto 21 st August, 2014. 6. In the meeng held on 30 th August, 2013 at New Delhi, it was agreed that the Suspension of Operaon (SoO) agreement with the Kuki Naonal Organisaon (KNO) may be extended upto 21 st August, 2014. 1. A meeting was held on 8.8.2013 at New Delhi under the Chairmanship of Joint Secretary (NE) to discuss the demands of 4 (UGs) Manipur outfits namely Kuki Revolution Army (KRA), Kuki Liberation Organization (KLO), Humar Peoples Convention Democratic (HPCD) and United Kukigam Defence Army (UKDA).

14. Training for NCC Cadets. 40-Assam Rifles organisedtrainingfor140NCCcadetsandalsogaveinsightinformationon the security forces at Imphal, Manipur on 11th August, 2013.

15. Provision of computer to Ao Students Conference (AKM). 31-Assam Rifles provided computers withperipherals and a shamiyana to Ao Student Conference (AKM) located at Dilong ward, Mokokchung town, district Mokokchung, Nagaland.

16. Go Green Fortnight. 19-Assam Rifles organised ‘GoGreen Fortnight’ in Kohima, Nagaland. 3000 saplings were planted in Kohima town, AssamRifles Ridge, AssamRiflesHigh School, Indira Gandhi Stadium, Government Primary School, Merrima and Henumbe villages of Kohima district, Nagaland during the event.

17. Interactive session with villagers. 16-Assam Riflesconducted an interactive session with local village elderson 24th August, 2013 at Battalion Headquarter, Shangshakdistrict Ukhrul, Manipur to foster friendly relation withlocals and address their problems. About 105 villagers and membersofthevillageauthoritiesofdifferentvillagesintheAORoftheBattalionattendedthemeeting.

18. Raksha Bandhan. 12-Assam Rifles celebrated RakshaBandhan with students of Dev Vidhya Niketan, Biswanath Chariali, district Sonitpur (Assam) on 20th August, 2013. About 46 students and 10 teachers participated in thecelebration.

19. Cultural Programme. 41-Assam Rifles organised acultural programme on 20th August, 2013 at Samsai, district Ukhrul,Maniour.Theschoolsthatparticipatedintheeventare Assam Rifles High School, Somsai, Blesso MontesoriSchool, Ukhrul, Marignmi Memorial School, Ukhrul, St Joseph Higher Secondary School, Tolloi, New GenerationEnglish School, Tolloi, Govt High School, Kharasom, Holy Spirit High School, Awangkasom and Jawahar Navodaya

School, Shakpao.

20. Distribution of syntex tank and plastic chairs. 31-Assam Riflesdonatedone500litresyntextank,twentyplasticchairsand a shamiana to Mongtikang Village, district Longleng,Nagaland for day to day use.

21. Construction of multi-purpose hall. 20-Assam Riflesconstructed a multi- purpose hall for the villagers andhanded it over to the president of Anal Sinnu Ruwl (Anal Women’s Union) at Panchai village, district Chandel, Manipur on 16th August, 2013.

(B) Programmes undertaken by Border Security Force (BSF)

1. Campaign at Meghalaya FTR

“My Earth My Duty-2013”, a climate awareness programme was launched by Meghalaya Frontier Headquarter,BSF Shillong and all BSF Sector Headquarters and Unitsdeployed on India-Bangladesh border in Meghalaya from 17th August, 2013 to 21st August, 2013. Massive tree plantationwasorganisedatBSFFtrHqrs,Umpling,SectorHqrs BSF and the Units in which all officers, men andmembers of their families actively participated and planted saplings. On 17th August, 2013, various programmes were organised by the BSF Senior Secondary School, Shillong, which included debate, painting and sketch, essay writing (Hindi and English) fancy dress competition and a cultural programme. The young school children participated in the competitions with full exuberance, portraying their concern for the changing environment and its aftermath.

2. Ftr HQ TRA

BSF organised blood donation camp. On 12th August, 2013, BSF, Wives Welfare Association (BWWA) of BSF Frontier HQ Salbagan, Agartala (Tripura) organised a blood donation camp at BSF composite hospital Agartala to mark the celebration of ‘Youth day’. 35 officers including Shri R. K. Mishra, Inspector General and other senior officers donated blood for the noble cause. On this occasion, 5 members of BWWA also donated blood.

(C) Programmes undertaken by Central Industrial Security Force (CISF)

1. CISF unit OIL Duliajan. CISF NER Sector Level Duty Meet (Assam based units) – 2013 was organised from 7th August,

2013 and 8th August, 2013 at CISF unit OIL Duliajan. DIG, CISF unit of Duliajan inaugurated the meet. He encouraged the participants to put in their best efforts in variouscompetitions during the meet. Number of events, likescientific aids in investigation, computer awareness, antisabotagecheck,policephotography,dogcompetitionwereconducted. A panel of experts from Assam Police, BCPL DibrugarhandArmywererequestedtoconducttheeventsandtheyalsoactedasjudges.Certificateswerealsogivento the winners of various events.

2. CISF unit IOCL Digboi. A friendy volley ball match was organised between CISF and CRPF teams at CRPF camp ground on 18.8.2013, which was won by CISF team.

3. CISF Unit OPS Noonmati. CISF unit OPS Noonmaticelebrated 67th Independence Day on 15th August, 2013 at CISF camp and Shashtri maidan OIL township (Pipeline HandQuarter),Noonmati.ShriRahulChaudhary,GeneralManager of OIL Pipeline services, OIL PHQ GuwahatihoistedtheNationalFlagfollowedbyrecitationofnationalanthem. A cultural program was also organised by the wards of CISF personnel on the occasion of Independence Day.OfficersandotheremployeesofOILmanagementaswell as families/wards of CISF personnel witnessed the program.Thereafter,afriendlyfootballmatchwasplayedatShastrimaidanofOILtownship,Noonmati.

4. ONGC Nazira

(i) On 14th August, 2013, 58th ONGC day was celebrated at ONGC Assam. Asset and wreath laying ceremony took place.

(ii) On 15th August, 2013, CISF Unit ONGC Nazira celebrated 67th Independence Day. DIG CISF unit Nazira and ED Assam, Asset and other officers ofCISF and ONGC management were present on this occasion. VIP security demonstration was displayedby CISF commando on the occasion.

(iii) On 20th August, 2013, Sadbhavana Diwas was observed in CISF unit ONGC Nazira and all its sectors, DIG CISF UnitNazirabriefedaboutthesignificanceofthedayfollowed by pledge taking ceremony.

5. ONGC Jorhat.CISFcontingentconsistingof1SOand20OR’sparticipatedintheIndependenceDayParade-2013atCourtFieldDistt.HqrsJorhatandsecured1stposition(forBest Marching Contingent). Certificate and trophy wereawarded to CISF contingent by Dy. Commissioner, Jorhatdistrict.

6. BTPP Bongaigaon. Prizeandcertificatesweredistributedto the winners of General Knowledge and Games competition by NTPC Management on 15.8.2013 on the eve of 67thIndependenceDaycelebration.

ACTIVITIES UNDERTAKEN BY MINISTRY OF COMMUNICATIONS AND INFORMATION TECHNOLOGY, DEPARTMENT OF ELECTRONICS AND INFORMATION TECHNOLOGY

ACTIVITIES UNDERTAKEN BY MINISTRY OF PETROLEUM & NATURAL GAS

Northeast Region of India has a significant amountof coal reserves estimatedtobearound1.6billiontones,of which 55% is in Meghalaya, 35% in Assam and the rest is in Arunachal Pradesh, Nagaland and Sikkim. The general characteristics of this coal are sub-bituminous in naturehaving low moisture (1.1-18.2%), low ash (1.3-42.7%), high calorific value (5290-8635 Kcal/kg), high volatile matter(30.9-54.0%) and high sulphur (0.8-10.5%) contents.

Due to very difficult geo-mining and environmentalconditionsalongwiththemarketingconstraintsforNorthEastern Coalfields (NEC), the coal consumption withinthe region is limited. The underground coal gasification(NEC) process thus can emerge as a promising technology in the termsofworker's safety, lowpollution, larger coalresourceexploitationandlowmethaneemissionwhichwillultimately help the socio-economic development of theNorth Eastern region and secure energy demands from the rest of India.

Department of Electronics and IT (DeitY) have funded a project entitled ‘Development of feasibility assessmentmodel for adaptation of underground coal gasificationtechnology in the North-East Region of India’, to be jointly executed by the organisations such a CIMFR- Dhanbad,NEIST- Jorhat and IIT- Kharagpur.

Status of the projects in the area of Medical Electronics & Health Informatics, DeitY

Design & Development of cost-effective Bio-Singnals Controlled Prosthetic Hand- implemented by Tezpur University, Assam.

The prototype of the prosthetic hand has beendeveloped and was demonstrated to the Progress Review

I. Progress report (July, 2013) on exploration and production (E&P) activities in North East under the Production Sharing Contract (PSC) Regime

(i) Under the PSC regime, 31 exploratory blocks have been awarded in the North Eastern states (Arunachal Pradesh-1, Assam-19, Manipur-2, Mizoram-3, Nagaland-2, Tripura-4.) coveringanareaof43785squarekilometre.Outofthese,7 blocks have been relinquished (Arunachal Pradesh-1,Assam- 5, Tripura- 1). In addition there are 2 discoveredfields inoperationunderPSC regimenamelyKharsang inArunachal Pradesh and Amguri in Assam.

(ii)Intheaboveblocks/fields,followingexplorationactivitieshave been carried out during the month of July, 2013:

& Steering Group (PRSG) of the project. DeitY has approved enhancingthescopeoftheprojecttoincludefabricationofthree more prototypes and subject them to clinical trials. Enhancement of outlay of the project from Rs. 27.36 lakhs toRs.37.68 lakhs to carryoutactivitiesasperenhancedscope, has also been approved byDeitY. The duration ofthe project has been extended from December, 2012 to 31st March, 2014.

Ø Augmentation for setting up Medical Electronics Lab and Training of Medical and Para-Medical Personnel- being implemented by NIELIT (Formerly DOEACC Centre), Aizawl with a total outlay of Rs. 65.00 lakhs andDeitYcontributionofRs.50.00lakhs.

Ø Medicalelectronicsequipmentwereprocuredandoneweek training program on ‘preventive maintenanceof bio-medical equipment’ was conducted for 15paramedical personnel from various hospitals and health centres of Mizoram Government.

Ø Setting up of Medical Electronics Lab for repair and maintenance of hospital equipment being implemented by NIELIT (formerly DOEACC Centre), Agartala, Tripura with a total outlay of Rs. 92.00 lakhs andDeitYcontributionofRs.65.00lakhs.

Ø Medical Electronics Laboratory for repair and maintenance of electro- medical equipments hasbeen established at NIELIT centre Agartala (formerly DOEACC) and all the necessary diagnostic tools/equipment and instrumentation to undertake themaintenanceofhospitalequipmentand for trainingof man power have been procured. The faculty of the centre has already been trained in the maintenance andrepairofmedicalequipment.

a) 3D seismic (SKM): InKharsang,3Dacquisition (87 sqkmcumulative)wascompletedon4th June, 2013 and data processing is presently underway.

b) Exploratory wells: In block AA-ONN-2001/1 in Tripura, drilling of 2 appraisal wells completed and testingis tobetaken. Inaddition,drillingof1appraisalwellis in progress. In block AA-ONN-2001/2 in Mizoram, operator has entered Phase III and firming up ofexploratorylocationfordrillingisinprogress.

c) Developmentwells:InKharsang,infillwellKPL#3E#1ispresently under drilling.

(iii) Exploration activities havebeen stopped/not allowedto commence by the state government of Nagaland in

2 blocks. Further, in 7 blocks (Assam- 5, Manipur-2), environmental clearance/ forest clearance is yet to be grantedbyMoEF/StateGovernments.Inaddition,2blocks(AA-ONN-2010/2&AA-ONN-2010/3)inAssamareawaitinggrantofPetroleumExplorationLicence(PEL)fromtheStateGovernment and work in another block in Assam is held up due to border dispute with Nagaland.

(iv)OilandGasProduction:

a) Kharsang:Averageproductionofcrudeoil is1871.77barrels per day (261.22 TPD) and gas is 71105.58 standard cubic metres per day during July, 2013.

b) Auguri: Field has been closed w.e.f. December, 2011

duetoshutdownofthelastflowingwell.Thecontractof one of the joint venture partners viz. Canoro Resources Ltd. in Amguri was terminated on 29.8.2010 due to contractual issues.Effortsarebeingmadetore-startthefieldoperations.

II. Corporate Social Responsibility (CSR) Activities

ONGC Assam Asset extends financial assistance from time to time to different organisations on their request forsponsorship towards their activities for socio-economic development in and around the operational areas of ONGC. LPG infrastructure projects launched at LPG Bottling plants in the North Eastern States

LPGinfrastructureprojectslaunchedatLPGbottling&plantsin the North Eastern States are as detailed below:-

1. Manipur:SekmaiLPGBottlingPlant

Fabrication and installation of additional 2 x 600 MT mounded storage vessels at Sekmai LPG BP, Sekmai, Manipur at an estimated cost of Rs. 34.70 crore, is in progress. About 60% work has been completed. The project is targeted for completion by March, 2014. On completion of the work, the total LPG storage capacity of the plant would be 1800 MT as against present capacity of 600 MT.

2. Nagaland: Dimapur LPG Bottling Plant

Fabrication and installationof additional 2 x 150MTmounded storage vessels at Dimapur LPG BP, Dimapur, Nagaland at an estimated cost of Rs. 17.97 crore is inprogress. About 58% work has been completed. The project isexpectedtobecompletedbyMarch,2014.Oncompletionof the works, the total LPG storage capacity of the plant would be 400 MT as against present capacity of 100 MT.

3. Assam: Borkhola LPG Bottling Plant BP, Cachar

Fabricationandinstallationofadditional3x600MTmounded storage vessels at Borkhola LPG BP, Cachar, Assam

atanestimatedcostofRs.37.39CroresisinprogressandistargetedforcompletionbyDecember,2014.Oncompletionof the same, the total LPG storage capacity at the plant would be augmented to 2300 MT as against present LPG storage capacity of 500 MT.

4. Assam: North Guwahati LPG Bottling Plant

It is proposed to augment LPG storage capacity at the North Guwahati LPG Bottling Plant by installing additional 2 x 600 MT mounded storage vessels, at an estimated cost of Rs. 28.48 crores. The project was scheduled for completion in March, 2014 but due to inordinate delay in environment clearance, the project is likely to be delayed by more than a year, as of now. On completion of project, the LPG capacity of the plant would be 2520 MT as against present LPG storage capacity of 1320 MT.

5. Tripura: Bishalgarh LPG Bottling Plant

It is proposed to augment LPG storage capacity at Bishalgarh LPG Bottling Plant by installing additional 3 x150MTmoundedstoragevesselsatanestimatedcostofRs.28.54crores.Theprojectwasscheduledforcompletionin March, 2014 but due to inordinate delay in obtaining environment clearance, the project is likely to be delayed bymorethanayear,asofnow.Oncompletionofprojectthe LPG storage capacity of the plant would be 450 MT as against present LPG storage capacity of 83 MT.

PROGRAMMES UNDERTAKEN BY MINISTRY OF LABOUR & EMPLOYMENT

During the month of July, 2013, the Regional Directorates of North East Zone i.e. Guwahati, Tinsukia, Imphal and Siliguri conducted 49 programmes benefiting 1840 work-ers.

1) CBWE Regional Directorate: Guwahati

(i) A two-day joint educational programme conducted at the Directorate of Printing and Stationery, Shillong, Meghalaya on 25th and 26th July, 2013 was attended by 45 participants. The programme was inaugurated by Shri Salgira R. Marak, Director, Printing & Stationery, Shillong, Meghalaya. In his inaugural speech, he expressed that such a programme is a must for development and desired to have more programmes in future. The participants expressed gratitude for making them aware of various aspects of self development and organizational development.

(ii) A two-day joint educational programme was conducted at the Training Institute of Assam Power Distribution Corporation Ltd., Narengi, Guwahati on 29th and 30th July, 2013. 15 participants attended the programme. The programme was inaugurated by

Shri B. K. Duari, Chief General Manager (Pers.), ASEB, Guwahati. The participants who were of the level of senior managers, asstt. general managers etc. expressed that the topics discussed would go a long way in helping them to manage their subordinates and run their offices smoothly. They also said that the programme would help them to have self development to a large extent and wished that all the employees are exposed to such programmes in a phased manner.

2) CBWE, Regional Dirctorate: Tinsukia

(i) A 2-day joint educational programme conducted at recreation hall, Assam Gas Company Limited (AGCL), Duliajan, District- Dibrugarh, Assam on 18th and 19th July, 2013 was attended by 16 employees and officials of the organization. Deputy Manager (HR & A), Assam Gas Company Limited, Duliajan inaugurated the programme. Participants found the training programme very useful for their self development as well as for organizational development and learnt about productivity, work culture, motivation and morale. They also expressed their willingness to

The NE monthly Newsletter is published in English, Assamese, Bengali and Manipuri and has a circulation of 40,000 copies. Ministry of Home Affairs brings out the publication incorporating important information/developments concerning North Eastern States.

Ministry of Home Affairs, through the Newsletter, requests for inputs for the Newsletter from the StateGovernments, agencies, institutions and individuals highlighting the area specific issues, problems, special features, potential for tourism, environmental protection or special efforts/achievement in various fields etc. Views and write-ups from general public are also solicited on specific issues/problems including on measures for resolution thereto in the North East.

Articles should be sent in a hard copy format accompanied by floppy/CD version along with photographs. Articles should be accompanied by an abstract of maximum of 150-200 words. Readers are encouraged to send comments and suggestions (upto 300-400 words) on published articles. All letters should have writer’s full name and postal address.

3) CBWE, Regional Directorate: Imphal

Trainees of a two-day special programme for women workers conducted at MIM Coaching Centre, Khori Leikai, Nambol, Bishnupur dist- Manipur on 10 11/7/2013 formed an association i.e. “the UnitedWomen Development Association” Khori Leikai,Nambol, Bishnupur, district, Manipur with 40 members.
