Further to References A and B, on behalf of the Chair of the NATO Committee on Gender Perspectives (NCGP), Colonel Linda Sheimo (USAAR), I am pleased to invite all national Delegates and Observers to participate in the NCGP 2015 Annual Conference to be held at NATO HQ in Brussels from 1 to 5 Jun 15. The theme for this year's Conference is ' the 15th Anniversary of the UNSCR 1325 and its impact on Recruitment and Retention in the Armed Forces'. Due to the very specific topic, the invitation this year is also addressed to Human Resource experts. You would wish to be aware that participants from the Partnership for Peace, Mediterranean Dialogue, Istanbul Cooperation Initiative as well as Partners Across the Globe are also invited to attend. 2. Programme. The detailed Programme is at Annex A. The Syndicate work will focus on Recruitment, Retention, Military Culture and Gender Integration.
3. Welcome Reception. The NCGP Chair will open the event with a Welcome Reception on Mon 2 Jun from 1800 hrs onwards at the NATO HQ Staff Centre. 3. Conference Fee. You should be aware that the Conference Fee for all attendees is €25 and for the participants of the formal dinner €70 per person in total (cash only). The Fee will be collected on Mon 1 Jun 15 between 1730 and 1800 hrs before the Welcome Reception in the NATO HQ Staff Centre. 4. Accommodation. The IMS Office of the Gender Advisor recommends the MERCURE Airport Hotel very close to the NATO HQ. For booking, please use the Code SC375328226 to get the NATO rate. 5. Basic Language. The Conference will be conducted in English, with an interpretation service in French and English. All interpreters are security cleared.

4. Administration. It would be appreciated if you could return a completed Registration Form (at Annex B) by E-Mail to the IMS Office of the Gender Advisor at your earliest convenience but certainly no later than 18 May 15. 5. NATO HQ Access Passes. The passes are to be requested by participants through their respective Delegations at NATO HQ. Only Non-NATO National Experts and NATO & Non-NATO Experts with no NATO Security Clearance will have to return a completed Pass Application Form (Annex C) by E-Mail to the IMS Office of the Gender Advisor no later than 18 May 15. In addition, every participant has to carry a national ID card whilst inside NATO HQ. 6. Participant Preparation: Annex D contains questions that each syndicate will use in preparation for the product that the NCGP will present to the Military Committee (in Permanent Session) on 4 Jun 15. Please ensure all participants have reviewed the questions for each syndicate and have prepared answers based on their experiences in their countries. This will enable the syndicates to begin discussion at their first session. Participants may request a specific syndicate when returning the Registration Form. 7. Other events at the NATO HQ Brussels. The presentation of the Science for Peace and Security (SPS) Project on “UNSCR 1325 Reload: Reviewing Allied Policies and Implementation” (Reference C) will take place in the morning of 1 Jun 15. In accordance with Reference C, the Annual Gender in Military Operations Discipline Conference will take place in the afternoon of 1 Jun 15. 8. Contact. NCGP Annual Conference 2015 Syndicate Questions 1. Are there disqualifiers for recruitment into military services?
a. What are the national strategies to enhancing public perception of the Armed Forces and ensuring quality men and women join?
b. What are the national strategies to allow the Armed Forces to improve the quality of the forces that can support internal change (for example, allow the Armed Forces to only accept individuals with minimum physical capabilities that include vision, hearing, manual dexterity)
2. Retention – Causes for early separation from service.
a. What are the main reasons why military are separated from service at an early stage? Please provide figures if possible in a percentage basis. b. Are any of the following a consideration for direct cause of separation or negative impact on a career, regardless of the criminal charges:
(1) A sentence because of sexual assault. (2) A sentence because of sexual harassment.
(3) A sentence because of gender-based violence.
(4) If the answer is yes to any of the above, is it regulated by law?
3. Impact of military culture on recruitment & retention
a. What are the positive and negative aspects of military culture from a gender perspective? b. What military values (and standards) support recruitment and retention?
4. Actions to increase operational effectiveness through gender integration
a. Why are gender perspectives important for NATO-led missions and operations?
