BarmerINTRODUCTION Barmer District is situated in the western part of Rajasthan. It is surrounded by

border with Pakistan in a length of 233 km in the western side. The total area of district is 28327 sq. km. Most part of this area is desert. The total

population of district according to 2001 census is 1964835 out of which 85% lives in rural areas.

This district comprises of 8 Blocks, 380 Gram panchayats and 2160 revenue villages.

The average annual rainfall of district. is 280 mm . Due to less rainfall the agricultural production is low, hence the residents migrates to nearby districts & states for jobs & survivals.

National Rural Employment Guarantee Scheme was initiated in the district from 2 nd May 2007.

People and CultureBarmer district is part of the Great Indian Desert or Thar Desert. Like all other

districts in the desert region, Barmer is known for its folk music and dance. The Bhopas (priest singers) are found in Barmer, who compose music in honour of the deities of the region and its war heroes. The other folk musicians come from a community called the Muslim Dholis (drummers) for most of whom this is the only means of livelihood. Langas and Manganiars are the some of these communities.

Barmer is famous for its carved wooden furniture and hand block printing industry. This area is best visited to gain an insight into the desert life and admire the decorative skills of the simple village folk. The villagers have some of the most beautiful mud huts that are decorated with delicate folk motifs.

Jasol, Juna Burmer, Khed, kiradu, Mallonath Fair (Cattle Fair), Meva Nagar (Nakoda, Kanana (sheetla fair) Neemari are the prime attractions of the district. Tilwara cattle fair is a popular fair visited by thousands of tourists every year.

People speak mostly Rajasthani Language, while Hindi is the official language here. English language also run here as an extra language and to help the tourists.

SCHEMENational Rural Employment Guarantee Scheme was introduced in the district from

2 nd May 2007. Intensive training to the public representatives as well as the officials related to the scheme was given at district as well as block level. Wide publicity about the scheme and Act was also done . For effective training display boards , vedio film and other resourses was used. Practical traing was given for maintainance of record.

Harit Rajasthan Campaign

The Harit Rajasthan Campaign was started in the district from 15 July 2009. The main aim of the campaign is to do plantation along road side , within school boundaries, within reserved forest area and plantation in available govt. barren land.

Wage Payment

In beginning of the scheme the average wage rate was below Rs. 50 per day as initially the labourer were under the influence of famine relief works. Efforts were made at all levels to provoke the labours for sufficient work for getting Rs. 100 per day. Now the labourer have understood the theme of the scheme ( Jitna dam Utana Kam ) and hence now average wage rate in the district is Rs. 86 per day.

Administration is still trying to provoke labourers for getting Rs. 100 per day.

New InitiativesSpeedy payment procedure Initially the mode of payment was in cash but now the payment are being made

through banks and post offices by opening personal labour accounts.To avoid delay in payments by banks & post offices a Lump-sum amount is

transferred in advance to main branches of banks & head post office. The money is transferred to the labour account directly from the main branch &

head post office on producing wage slip to the concern banks & post offices.

Training and Orientation

The effective& intensive training was given to the public representatives as well as the officials related to the scheme at district as well as block level at start of scheme. This year also the State Govt. has given training to 4 District Resource Persons at Indira Gandhi Panchayati raj . Instt. Jaipur . These DRP’s have trained the Block Level Resource Persons and then these BRP’s have given traing to all Mates at Panchayat Level.

Management of Information System• All informations related to NREGS are being computerised via internet. MIS manager is appointed at distt. hq. & 8 MIS managers are being appointed at block hq.

InspectionFor proper control on various parameters at worksite payment position and

effective control frequent & surprise inspections by DPC, ADPC, DLO’s, PO’s, BDO’s and also by mobile teams are being made.

Apart from the above inspections State Level Monitors are also inspecting the sites twice or thrice in a month

To control any discrepancies regarding payments , paid MR photo copy are being displayed at GP level.

Gram Sabha

To prepare annual action plan , to give information regarding assets developed in various schemes to public , gram sabhas are being organised. By arranging “Ratri Chopals” all type of problems related to the villagers are being sort out and all type of informations desired by them is made available by the officers of various deptt.

Vigilance and Monitoring committees.The Vigilance and Monitoring committees have been made up at revenue village

level to monitor the work sites and to provide suggestion for reform.The Vigilance and Monitoring committees are being trained time to time for their

effective working.These Vigilance and Monitoring committees are effectively working to stop

Social AuditVarious steps has been taken up for effective social audit under NREGS in the

district. All instructions issued by the govt. for effective social audit are being followed

and social audit is being done in the presence of distt. & block level officers by providing proper &complete training to the social audit members

At some places social audit has done in presence of NLM .To ensure the participation of various NGO’s and general public in the Social

audit wide publicity through news papers, information boards, wall painting is done before Social audit

Grievances Management and disposal of complaintsThe arrangement for quick disposal of complaints are being made through --

1. 4 Nos. mobile Teams 12 Nos.

3. Programme Officers 8 Nos.

4. Tehsildars 8 Nos.

5. B.D.O.’s 8 Nos.The complaints in news papers are being attended within 24 hours and defaulters

are being panelised.Help line at district level and at block level have established.

Convergence In convergence with other department Harit roads with P.W.D. , forest

Development with Forest deptt. & Watershed Management of IWMP ( Integrated Watershed Management Programme ) are being proposed in convergence with NREGS.

Outcomes90 % females have been engaged on various on going works of this scheme. This

employment has developed strength in females.Creation of jobs as well as permanent assests at local levelStopped migration of labour to nearby states.Eliminated drinking water problem by constructing tankas to collect rain water

under individual beneficiaries category –IVFinancial position of female in the district has been strengthen and increases the

number of self help group etc. Transparency in payment and knowledge of various developed scheme Number of Gravel road have been contracted in the scheme and hence Developed irrigation facilities.Drinking problems for animals have been sort out by renovation of traditional

ponds and developed new nadies.Due to sufficient network of gravel roads villagers are getting proper value of their

production.

The standard of livelihood has been rise up due to NREGS wages.No. of man days generated per house hold in the distt. is 66 days.Total 130.75 lac man days generated by female labourers.The labours used for farming is benefitted by getting twice the wages due to

NREGS.

PROUD OF DISTRICT

Prime Minister of India’s Visit the district on 29 th Aug. 2009It is a matter of proud for district Barmer that during the visit of Hon’ble Prime Minister Dr. Manmohan Singh for the first time in country inspected the ongoing work under NREGS Scheme at town Ramsar along with Hon’ble Minister of Rural Development Dr. C.P. Joshi , Hon’ble Minister of information & broadcasting Sh. Sachin Pilot and Hon’ble Minister of Petroleum & Natural gas Sh. Jatin Prasad.During inspection Hon’ble Prime Minister has appreciated the work & labour facilities provided site.

PROUD OF DISTRICTThe district is proud of constructing highest number 35628 tanka under category

IV of individual beneficiaries in the country.This way a capacity of 38.25 million cubic feet has been developed to store rain

water under the scheme.Similarly a additional capacity of 312.56 million cuft has also been developed to

store rain water by generating new ponds & traditional ponds , talabs , nadi etc.
