SARVA SHIKSHA ABHIYAAN

Ministry of Human Resource Development.

Aimed at universalisation of elementary education “in a time bound manner”.

The 86th Amendment to the Constitution of India made free and compulsory education to

children between the ages of 6 to 14(estimated to be 205 million children in 2001)

a fundamental right.

The programme was pioneered by former Indian Prime Minister Atal Bihari Vajpayee.

"School Chalen Hum" Poem was created to make the Sarva Shiksha Abhiyan (SSA) program

successful.

Sarva Shiksha Abhiyan is implemented as a Centrally Sponsored Scheme in partnership with

State Governments for universalizing elementary education across the country. Its overall goals

include universal access and retention, bridging of gender and social category gaps in

education and enhancement of learning levels of children.

SSA provides for a variety of interventions, including inter alia, opening of new schools,

construction of schools and additional classrooms, toilets and drinking water, provisioning for

teachers, periodic teacher training and academic resource support, textbooks and support for

learning achievement.

These provisions are made in accordance with norms and standards and free entitlements as

mandated by the Right of Children to Free and Compulsory Education (RTE) Act, 2009.

Padhe Bharat Badhe Bharat is a nationwide sub-programme of Sarva Shiksha Abhiyan.

Children who fail to read in early education lag behind in other subjects.

The programme is designed to improve comprehensive early reading, writing and early

mathematics programme for children in Classes I and II.

The programme will not only provide print rich environment, timely distribution of books but

will also include new teacher mentoring and appraisal system.

Rashtriya Madhyamik Shiksha Abhiyan

Ministry of Human resources Development.

To raise the minimum level of education to class X and universalize access to secondary

education;

To ensure good-quality secondary education with focus on Science, Mathematics and English;

and

To reduce the gender, social and regional gaps in enrolments, dropouts and improving retention

To make sure that the secondary schools conform to prescribed norms, removing gender,

socio-economic and disability barriers, etc.

Important physical facilities are provided which include,

o additional class rooms,

o laboratories,

o libraries,

o art and crafts room,

o toilet blocks,

o drinking water provisions,

o electricity / telephone/internet connectivity and

o disabled friendly provisions.

Improvement in quality through,

o appointment of additional teachers to improve PTR

o in-service training of teachers,

o ICT enabled education,

o curriculum reforms and

o teaching learning reforms.

Equity aspects addressed through

o special focus in micro planning,

o preference to areas with concentration of SC/ST/minority for opening of schools,

o special enrolment drive for the weaker section,

o more female teachers in schools and

o separate toilet blocks for girls.

ATAL TINKERING LABORATORIES

NITI Aayog

With a vision to „Cultivate one Million children in India as Neoteric Innovators‟, Atal

Innovation Mission has established Atal Tinkering Laboratories (ATLs) in schools across

India.

The objective of this scheme is to foster curiosity, creativity and imagination in young minds;

and inculcate skills such as design mindset, computational thinking, adaptive learning, physical

computing etc.

ATL is a work space where young minds can give shape to their ideas through hands on do-it-

yourself mode; and learn innovation skills.

Young children will get a chance to work with tools and equipment to understand the concepts

of STEM (Science, Technology, Engineering and Math).

electronics, robotics, open source microcontroller boards, sensors and 3D printers and

computers.

Holistic scheme of development for higher education in India initiated in 2013 .

The centrally sponsored scheme aims at providing strategic funding to higher educational

institutions throughout the country.

RUSA aims to provide equal development to all higher institutions and rectify weaknesses in

the higher education system.

It‟s objectives are:

o improve the overall quality of existing state institutions by ensuring that all institutions

conform to prescribed norms and standards and adopt accreditation as a mandatory

quality assurance framework.

o usher transformative reforms in the state higher education system by creating a

facilitating institutional structure for planning and monitoring at the state level,

promoting autonomy in state universities and improving governance in institutions.

o ensure academic and examination reforms in the higher educational institutions.

o enable conversion of some of the universities into research universities at par with the

best in the world.

o create opportunities for states to undertake reforms in the affiliation system in order to

ensure that the reforms and resource requirements of affiliated colleges are adequately

met.

o ensure adequate availability of quality faculty in all higher educational institutions and

ensure capacity building at all levels of employment.

o create an enabling atmosphere in the higher educational institutions to devote

themselves to research and innovations.

o expand the institutional base by creating additional capacity in existing institutions and

establishing new institutions, in order to achieve enrolment targets.

o correct regional imbalances in access to higher education by facilitating access to high

quality institutions in urban and semi-urban areas, creating opportunities for students

from rural areas to get access to better quality institutions and setting up institutions in

un-served and underserved areas.

o improve equity in higher education by providing adequate opportunities of higher

education to SC/STs and socially and educationally backward classes; promote

inclusion of women, minorities, and differently abled persons.

UCCHATAR AVISHKAR YOJANA

Ministry of Human Resource Development.

The objectives of UAY scheme are

o to promote innovation in IITs

o addressing issues of manufacturing industries; to spur innovative mindset

o to co-ordinate action between academia & industry and

o to strengthen labs & research facilities.

The UAY scheme is handled by the Department of Higher Education and is the sole

administrator of the scheme.

UNNAT BHARAT ABHIYAAN

Ministry of Human Resource Development (MHRD)

Aim is to connect institutions of higher education, including Indian Institutes of Technology

(IITs), National Institutes of Technology (NITs) and Indian Institutes of Science Education &

Research (IISERs) etc. with local communities to address the development challenges through

appropriate technologies.

The objectives of Unnat Bharat Abhiyan are broadly two-fold:

o Building institutional capacity in Institutes of higher education in research & training

relevant to the needs of rural India.

o Provide rural India with professional resource support from institutes of higher

education ,especially those which have acquired academic excellence in the field of

Science, Engineering & Technology and Management

The ministry aims to launch the service by 2015 academic session.

GLOBAL INITIATIVE OF ACADEMIC NETWORKS (GIAN)

Ministry of Human Resource Development

Aimed at tapping the talent pool of scientists and entrepreneurs, internationally to encourage

their engagement with the institutes of Higher Education in India.

To augment the country‟s existing academic resources, accelerate the pace of quality reform,

and elevate India‟s scientific and technological capacity to global excellence.

It enables interaction of students and faculty with the best academic and industry experts from

all over the world and also share their experiences and expertise to motivate people to work on

Indian problems.

It is a system of Guest Lectures by internationally and nationally renowned experts targeted

towards a comprehensive Faculty Development Programme not only for new IITs, IIMs,

IISERs but also other institutions in the country.

The scheme entailed the provision of Rs. 1,250 crore to each of the top seven IITs over a

period of five years to upgrade infrastructure, hire foreign faculty, and collaborate with foreign

institutions to break into the top league in global rankings

HIGHER EDUCATION FINANCE AGENCY (HEFA)

Ministry of HRD and identified promoter

The HEFA will be jointly promoted by the Union Ministry of Human Resource Development

(MHRD) and identified Promoter.

HEFA will have an authorised capital of 2,000 crore rupees and the government equity would

be 1,000 crore rupees

It will be formed as a Special Purpose Vehicle (SPV) within a PSU Bank or the Government-

owned-NBFC (Promoter)

It would leverage the equity to raise up to Rs. 20,000 crore for funding infrastructure and

development projects of world class Labs in IIMs/IITs/NITs and such other institutions.

The HEFA will also mobilise CSR funds from Corporates/PSUs which will in turn be released

for promoting research and innovation in these institutions on grant basis

The principal portion of the loan will be repaid through the „internal accruals‟ of the

institutions earned through the fee receipts, research earnings etc

All the Centrally Funded Higher Educational Institutions will be eligible to join as members of

the HEFA

For joining as members, the educational institution must agree to escrow a specific amount

from their internal accruals for a period of 10 years to the HEFA.

This escrow will secure the future flows that would be securitised by the HEFA for mobilising

the funds from the market.

Each member institution would be eligible for a credit limit based on the amount agreed to be

escrowed from the internal accruals as decided by HEFA.
