NATIONAL CONFERENCE ON COMMUNITY BASED MONITORING SYSTEM

GOOD MORNING. IT IS MY HONOR AND PRIVILEGE TO GIVE A PRESENTATION
ON THE EXPERIENCE OF MY PROVINCE AS FAR AS THE COMMUNITY BASED
MONITORING SYSTEM IS CONCERNED. WE ARE PROUD TO SAY THAT WE ARE
THE FIRST PROVINCE IN THE COUNTRY TO IMPLEMENT THE CBMS
PROVINCEWIDE. TODAY, I WILL BE SHARING WITH YOU HOW THE CBMS
STARTED IN PALAWAN BACK IN 1999; THE BENEFITS DERIVED FROM ITS
IMPLEMENTATION AND THE MANNER BY WHICH THE CBMS IS HELPING THE
PROVINCIAL GOVERNMENT OF PALAWAN IN MAKING AN HONEST APPRAISAL
OF OUR HUMAN DEVELOPMENT INDEX, THE MAIN STRATEGIES WE HAVE
ADOPTED FOR THE CBMS IMPLEMENTATION. FINALLY, I WILL ALSO SHARE
WITH YOU THE LESSONS GAINED AFTER FIVE YEARS OF CBMS.
I WAS STILL A VICE GOVERNOR IN PARTNERSHIP WITH THEN GOV. SALVADOR
P. SOCRATES, WHEN I POSED A CHALLENGE TO THE PROVINCIAL PLANNING
AND DEVELOPMENT OFFICE TO COME UP WITH A SYSTEM FOR MONITORING
THE IMPACT OF GOVERNMENT INTERVENTIONS IN OUR BARANGAYS AND
MUNICIPALITIES; AND TO BE ABLE TO PROVIDE DECISION-MAKERS WITH A
TOOL TO MAKE A SCIENTIFIC AND SYSTEMATIC APPRAISAL OF PALAWAN’S
DEVELOPMENT. “ IN OTHER WORDS, WE NEED A TOOL THAT WILL SHOW US
WHERE WE ARE NOW AS FAR AS PALAWAN’S DEVELOPMENT IS CONCERNED “.
IN MARCH 1999, SOCRATES ENTERED INTO AN AGREEMENT WITH THE POLICY
DEVELOPMENT FOUNDATION INC. THROUGH MIMAP-PHILIPPINES (NOW THE
CBMS NETWORK) FOR THE IMPLEMENTATION OF THE SYSTEM IN PALAWAN. IN
SEPTEMBER 1999, THE CBMS PROJECT TEAM WAS CREATED AND COMPOSED
OF STAFF FROM MIMAP-PHILIPPINES LED BY ITS EXECUTIVE DIRECTOR, DR.
CELIA M. REYES, THE PROVINCIAL PLANNING AND DEVELOPMENT OFFICE AND
MR. DIRK HEINRICHS, WHO WAS THEN CONNECTED WITH THE PROVINCIAL
GOVERNMENT THROUGH THE INTEGRATED EXPERT PROGRAM OF THE
CENTER OF INTERNATIONAL MIGRATION AND DEVELOPMENT (CIM).
TWO MONTHS LATER, THE CBMS WAS PILOTED IN 2 BARANGAYS IN THE
MUNICIPALITY OF TAYTAY IN THE NORTH, IN ORDER TO TEST AND VALIDATE
OUR SURVEY METHODOLOGY AND INSTRUMENTS. THE PROVINCEWIDE
IMPLEMENTATION OF THE PROJECT WAS FORMALLY LAUNCHED THE
FOLLOWING YEAR THROUGH EXECUTIVE ORDER NO. 15. FULL
IMPLEMENTATION OF THE PROJECT IN JANUARY 2000 WAS MARKED WITH A
CBMS FORUM ATTENDED BY LOCAL CHIEF EXECUTIVES AND MUNICIPAL
PLANNING AND DEVELOPMENT COORDINATORS.
WHAT IS CBMS?
THE SYSTEM IS A TOOL FOR COLLECTING AND PROCESSING OF LOCATION
SPECIFIC INFORMATION ABOUT HUMAN DEVELOPMENT (IN SHARED
RESPONSIBILITY WITH LOCAL GOVERNMENT UNITS IN PALAWAN) ON A
REGULAR BASIS. IT IS NOT ONLY A MECHANISM FOR SOCIAL MONITORING BUT
IT IS ALSO A TOOL FOR GAUGING EFFECTIVENESS OF PROGRAMS AND
PROJECTS.
HOW IS CBMS IMPLEMENTED?
THE IMPLEMENTATION OF CBMS INVOLVES ORGANIZATIONS AND
PARTICIPANTS IN THE LOCAL DEVELOPMENT ARENA WHICH INCLUDE THE
FOLLOWING: AT THE BARANGAY / COMMUNITY LEVEL: THE BARANGAY
OFFICIALS AND ENUMERATORS, MOSTLY BARANGAY HEALTH WORKERS,
BARANGAY NUTRITION SCHOLARS AND MEMBERS OF THE SANGGUNIANG
KABATAAN, SCHOOL TEACHERS, AND STUDENTS ( i.e. COLLEGE STUDENTS
WHO AVAIL OF STUDENT PRIVILEGE EMPLOYMENT SERVICE). AT THE
MUNICIPAL LEVEL: THE MUNICIPAL MAYORS, THE MUNICIPAL PLANNING AND
DEVELOPMENT COORDINATORS, MUNICIPAL LOCAL GOVERNMENT
OPERATIONS OFFICERS, AND THE MUNICIPAL SOCIAL WELFARE OFFICERS.
INVOLVEMENT AT THE PROVINCIAL LEVEL INCLUDES THE GOVERNOR AND THE
PROVINCIAL PLANNING AND DEVELOPMENT OFFICE. NEW KEY PLAYERS TO
THE SYSTEM ARE THE NGO’S LIKE THE PALAWAN NGO’S NETWORK INC.
(PNNI), CONSERVATION INTERNATIONAL (CI).
IN THE FIRST QUARTER OF THE YEAR 2000, 4 TRAINING TEAMS OF THE PPDO
RESEARCH WERE DEPLOYED WHEREBY 24 ORIENTATION SEMINARS WERE
CONDUCTED. TRAININGS WERE ALSO CONDUCTED IN 354 BARANGAYS IN 21
MUNICIPALITIES.
NOW, BETWEEN MARCH AND SEPTEMBER OF THE SAME YEAR, SURVEYS
WERE CONDUCTED UNDER THE LEAD COORDINATION OF THE MUNICIPALITIES.
PPDO PROVIDED ASSISTANCE TO THE MUNICIPALITIES AND BARANGAYS
THROUGH FIELD VISITS UNTIL THE COMPLETION OF THE SURVEYS AND
PROCESSING OF THE RESULTS, BOTH AT THE PUROK, BARANGAY AND
MUNICIPALITY LEVEL.
THE SURVEY RESULTS WERE CONSOLIDATED AND VALIDATED AT THE
PROVINCIAL PLANNING AND DEVELOPMENT OFFICE AND IN THE COMMUNITIES
AND PRESENTED DURING THE PROVINCIAL DEVELOPMENT COUNCIL IN
SEPTEMBER 2000.
THROUGH THE CBMS WE WERE ABLE TO MEASURE THE HUMAN
DEVELOPMENT INDEX (HDI) AS IT RELATES TO THE PALAWAN EXPERIENCE.
CBMS FINDINGS SHOW THAT HUMAN DEVELOPMENT IN PALAWAN IS
SIGNIFICANTLY IMPROVING. THE PROVINCIAL HDI STOOD AT ABOUT 0.491 IN
1994, 0.590 IN 1997, 0.698 IN 2000 TO 0.721 IN 2002. “ THESE FIGURES SHOW AN
UPWARD TREND IN THE PROVINCIAL HDI “ (ADLIB).
THE SURVEY RESULTS ALSO SHOW THAT THE DEVELOPMENT LEVELS VARY
SIGNIFICANTLY ACROSS MUNICIPALITIES. CBMS POINTS OUT TO US WHERE
DEVELOPMENT IS HIGHEST, LOWEST OR THOSE OCCUPYING THE MEDIAN
LEVEL. CUYO, AN ISLAND MUNICIPALITY LOCATED IN THE NORTH SECTION OF
PALAWAN, REGISTERED THE HIGHEST HUMAN DEVELOPMENT INDEX AT 0.786.
ITS HIGH HDI COULD BE ATTRIBUTED TO THE HIGH LITERACY INDEX AND THE
INHABITANT’S HIGH REGARD / VALUE FOR EDUCATION.
HUMAN DEVELOPMENT IS FOUND LOWEST IN THE MUNICIPALITY OF ESPANOLA
AT 0.619. LOCATED IN THE SOUTH SECTION OF MAINLAND PALAWAN,
ESPANOLA’S LOW HDI COULD BE DUE TO ETHNIC AND CULTURAL BELIEFS
AND CUSTOMS AS WELL AS MIGRATION WHEREBY MANY OF THE INDIGENOUS
PEOPLE AND MIGRANTS IN THIS MUNICIPALITY DO NOT CONSIDER FORMAL
EDUCATION IMPORTANT. THEIR PRIMARY CONSIDERATION IS ECONOMIC
SURVIVAL AND NOT EDUCATION NOR HIGH PRODUCTIVITY.
IN TERMS OF LIFE EXPECTANCY, DATA GATHERED BETWEEN 1994 TO 2002
SHOWS AN IMPROVEMENT IN LIFE EXPECTANCY. THE ESTIMATED LIFE
EXPECTANCY FOR THE PROVINCE IN 2002 WAS 67 YEARS, AN INCREASE OF
ALMOST 7 YEARS OVER THE ESTIMATED LIFE EXPECTANCY OF 60 YEARS IN
1994.
THE INCREASE IN LIFE EXPECTANCY COULD BE ATTRIBUTED TO THE
REDUCED INFANT AND CHILD MORTALITY RATES OR THE HIGH SURVIVAL
RATIO AMONG INFANTS AND CHILD MORTALITY RATES (0-6) BETWEEN 2000 TO
2002. INFANT MORTALITY RATE DECLINED FROM 30.5 IN 1980, TO 27.6 IN 2000,
AND TO 27.3 IN 2002.
THE FURTHER RISE IN LIFE EXPECTANCY INDICATES SOCIAL AND ECONOMIC
IMPROVEMENTS IN THE LIVING CONDITIONS OF THE PALAWENOS. IT
SUGGESTS THE SUCCESS OF OUR HEALTH PROGRAMS IN RESPONDING TO
THE CHALLENGE OF ADDRESSING THE MORTALITY CONDITION OF THE
PROVINCE. ONE OF THE FLAGSHIP PROGRAMS OF MY ADMINISTRATION IS
THE LAKBAYAN, ACRONYM FOR LAKBAY BAYANIHAN. IT IS BASICALLY A MULTI-
AGENCY PARTICIPATORY APPROACH IN BASIC SERVICES DELIVERY IN THE
COMMUNITIES. WHEN LAKBAYAN GOES TO REMOTE BARANGAYS IT BRINGS
MEDICAL AND DENTAL, HEALTH SERVICES AND CIVIC WORKS. IT ALSO
PROVIDES LIVELIHOOD TRAININGS, JOBS FAIR AND OTHER GOVERNMENT
SERVICES IN COOPERATION WITH NATIONAL AGENCIES BASED IN PUERTO
PRINCESA CITY. LAKBAYAN RESPONDS TO SHORT TERM NEEDS AND
SERVICES WHILE LONG TERM PROJECTS ARE UNDERWAY.
IN THE FIELD OF EDUCATION, THE COMBINED ENROLMENT RATE IN 2002 OF
75% IS A SIGNIFICANT IMPROVEMENT OVER THE 2000 RATIO OF 69%. OUR
HIGH SCHOOL ENROLMENT RATE GREW BY 3% FROM 63% IN 2000 TO 66% IN
2002. THERE IS A SLIGHT DECLINE IN ELEMENTARY ENROLMENT IN 2002 AT
83.06% FROM 84.74% IN 2000.
THIS MEANS THAT THE PROVINCE HAS AT LEAST COPED UP WITH GROWTH OF
ENROLMENT. EDUCATION IS ONE OF MY ANTI-POVERTY MEASURES AND WE
TRY TO ADDRESS THE NEED FOR MORE TEACHERS THROUGH THE
PROVINCIAL TEACHER'S POOL PROGRAM WHEREBY WE HIRED QUALIFIED
TEACHERS AND DEPLOYED THEM TO AREAS WHERE THERE IS A GREAT
DEMAND FOR TEACHERS USING CBMS AS BASIS OF IDENTIFICATION OF THESE
AREAS, AND PROVIDING COLLEGE EDUCATION TO POOR BUT DESERVING
STUDENTS UNDER THE JTR SCHOLARSHIP PROGRAM, TO MENTION A FEW.
THROUGH THE CBMS, WE HAVE ALSO GAUGED THE PROPORTION OF OUR
HOUSEHOLDS WITH GREATER THAN THE POVERTY THRESHOLD. CBMS
FINDINGS SHOWED INCOME AS THE WEAKEST ASPECT OF HUMAN
DEVELOPMENT INDEX. THIS WAS REFLECTED IN A HIGH POVERTY INCIDENCE
OF THE PROVINCE. THE SITUATION IS A LITTLE WORSE THAN IT WAS IN 2000 –
THIS IS THE REASON WHY POVERTY ALLEVIATION REMAINS OUR MAJOR
CONCERN IN THE PROVINCE.
HOW HAS PALAWAN BENEFITED FROM THE CBMS?
FIRST, THE CBMS PROVIDES RELIABLE, RELEVANT AND COMPREHENSIVE
DATA ON THE WELFARE CONDITIONS AND DEVELOPMENT STATUS ACROSS
THE PROVINCE FROM THE BARANGAYS TO THE MUNICIPALITIES. WITH CBMS,
WE WERE ABLE TO PINPOINT AREAS WHERE THERE IS A NEED FOR WATER
AND ENERGY. WE USED CBMS IN DETERMINING BENEFECIARIES OF
BARANGAY ENVIRONMENT AND SANITATION PROJECT (BESP), FOR INSTANCE.
SECONDLY, IT GIVES DIRECTION AND GUIDANCE IN CRAFTING OUR
DEVELOPMENT AGENDA. GUIDED BY THIS AGENDA, WE SAW THE NEED TO
RESTRUCTURE AND STREAMLINE THE ORGANIZATIONAL SET-UP OF THE
PROVINCIAL GOVERNMENT. BY DEVIATING FROM THE COMPARTMENTALIZED
STRUCTURE, WE APPLIED THE CLUSTER CONCEPT, WHEREBY OFFICES WITH
ALLIED FUNCTIONS ARE GROUPED TOGETHER FOR AN INTEGRATED,
SYNCHRONIZED AND CONVERGENT DELIVERY OF SERVICES AND PROGRAM
IMPLEMENTATION.
THIRDLY, THE CBMS HAS ENHANCED RECOGNITION AND CREDIBILITY OF
LOCAL GOVERNANCE AND POLITICAL LEADERSHIP. BEFORE THE DILG
RECOGNIZED THE CBMS AS A LOCAL INITIATIVE FOR DEVELOPMENT AND
POVERTY MONITORING AT THE NATIONAL LEVEL, WITH THE ISSUANCE OF
CIRCULAR NOS. 2001-109 AND 2003-92, CBMS WAS ALREADY BEING USED AS A
POVERTY MONITORING TOOL IN THE PROVINCE. IN FACT, WE WERE INVITED
IN VARIOUS NATIONAL AND REGIONAL CONFERENCES IN MANILA, DAVAO AND
LEYTE TO PRESENT OUR CBMS EXPERIENCE TO LOCAL POVERTY REDUCTION
ACTION OFFICERS AND PLANNERS. IN 2001, I ALSO SENT VICE GOVERNOR
DAVID PONCE DE LEON TO MOROCCO TO REPRESENT ME IN THE CBMS
INTERNATIONAL CONFERENCE.
FOURTH, IT GUIDES LGU AND PROJECT IMPLEMENTORS, IN SETTING PROJECT
TARGETS. SINCE IT PROVIDES INPUTS IN IDENTIFYING THE RIGHT PROJECT
LOCATION, THE RIGHT PROJECT BENEFICIARIES AND THE TYPE OF
INTERVENTION SCHEME NEEDED MOST IN A SPECIFIC AREA. FOR EXAMPLE,
AS SHOWN IN THIS MAP, PHIL HEALTH WOULD FIND CBMS VERY USEFUL IN
THE IDENTIFICATION OF BENEFICIARIES TO ITS PROGRAM, IN THIS CASE, IN
BARANGAY KEMDENG IN SAN VICENTE, A CIDSS AREA.
FIFTH, THE CBMS MONITORS DEVELOPMENT TRENDS. IT SHOWS THE DEGREE
TO WHICH PEOPLE GET HEALTHIER, WHERE ACCESS TO WATER SERVICES
AND SANITATION FACILITIES, IS NEEDED. FURTHERMORE, IT SHOWS WHERE
CHANGES / IMPROVEMENTS HAVE TAKEN PLACE. FOR INSTANCE, THE
HOUSEHOLDS OF BARANGAY KEMDENG IN THE MUNICIPALITY OF SAN
VICENTE AS SHOWN IN THIS MAP, SHOWS HOW THEIR ACCESS TO SANITARY
TOILET FACILITIES IMPROVED BY 21%, FROM 60% IN 2000 TO 80% IN 2002.
SIXTH, IT IS A READY TO USE SOURCE OR REFERENCE FOR THE PREPARATION
OF COMPREHENSIVE LAND USE PLANS (CLUP) AND SOCIO-ECONOMIC
PROFILES WHICH TRANSLATES TO SAVINGS TO THE LGU ON OTHER
EXPENSES SUCH AS DATA COLLECTION, SURVEYS, AND PRE-DEVELOPMENTAL
ACTIVITIES.
LASTLY, IT HELPS IN MOBILIZING INVESTMENTS. EXPERIENCE SHOWS THAT
GOOD AND RELEVANT DATA HELP STREAMLINE LOCAL INVESTMENTS
TOWARDS THE COMMON GOALS OF THE LOCAL GOVERNMENT UNITS.
EXTERNAL SUPPORT ORGANIZATIONS VALUE THE SYSTEM BECAUSE IT GIVES
THEM THE PROPER BASIS FOR PROJECT ALLOCATION, POINTS OF
INTERVENTIONS, PARTICIPATION AND/OR FUND CONTRIBUTION. PLEASE
ALLOW ME TO CITE A FEW EXAMPLES ON THIS REGARD: THE BESP PROJECT
OF WORLD BANK, THE PALAWAN TROPICAL FORESTRY PROTECTION
PROGRAM OF THE EUROPEAN UNION, PALAWAN CORRIDOR OF THE
CONSERVATION INTERNATIONAL, AND THE ENERGY DEVELOPMENT PROGRAM
OF THE PROVINCIAL GOVERNMENT OF PALAWAN.
WHAT ARE THE MAJOR STRATEGIES USED IN CBMS IMPLEMENTATION?
PROBABLY THE MOST IMPORTANT STRATEGY IS ACTIVE DATA DISSEMINATION
WHICH REFERS TO INTENSIVE INFORMATION AND DIALOGUE WITH POTENTIAL
USERS.
SECONDLY, DATA IS OPENLY SHARED AND MADE ACCESSIBLE ACROSS ALL
LGU LEVELS, CIVIL SOCIETY/PRIVATE SECTOR AND NGO’S.
INTENSIVE NETWORKING REFERS TO THE INVOLVEMENT OF THE LGU AND
PARTNER AGENCIES IN THE PROCESS OF DATA GENERATION,
INTERPRETATION AND UTILIZATION.
FINALLY, INTEGRATION OF CBMS DATA INTO THE REGULAR PLANNING
OPERATION WITHIN THE PROVINCE AS A REGULAR AND CONTINOUS ANNUAL
LGU ACTIVITY.
DATA DISSEMINATION
ACTIVE DATA DISSEMINATION IS ACHIEVED THROUGH THE PALAWAN HUMAN
DEVELOPMENT REPORT, PALAWAN BEING THE FIRST AT THE PROVINCIAL
LEVEL IN THE ENTIRE PHILIPPINES. THIS REPORT DOCUMENTS THE CBMS
DATA OF THE YEAR 2000 AND IT ALSO PROVIDES ANALYSIS AND
INTERPRETATION OF INFORMATION. FURTHERMORE, IT GIVES
RECOMMENDATIONS BY DEVELOPMENT SECTOR AND LOCATION. THE REPORT
CONTAINS MAPS TO VISUALIZE DEMOGRAPHIC TREND AND SPATIAL
DIFFERENCES IN HOUSEHOLD ACCESS TO BASIC SERVICES, UTILITIES, ETC.
A COMPUTER-BASED INFORMATION SYSTEM – THE NATURAL RESOURCES AND
HUMAN DEVELOPMENT DATABASE (NRDB) MAKES THE CBMS DATA OF
PALAWAN ACCESSIBLE TO USERS, PLANNERS AND DECISION MAKERS. THE
DATABASE INTRODUCTION HAS BEEN JUSTIFIED ON THE GROUNDS THAT IT
IMPROVES THE TASKS OF LOCAL DATA MANAGEMENT, PLANNING,
RESOURCES ALLOCATION AND DECISION-MAKING.
NETWORKING TO ENHANCE AND EXPAND CBMS DATA IMPLIES TWO THINGS:
FIRST, THE EXPANSION OF CBMS DATABASE IS DONE IN ORDER TO KEEP IT
RELEVANT FOR OTHER DATA USERS. AN EXAMPLE OF THIS IS THE INCLUSION
OF ENVIRONMENTAL INDICATORS AND TRENDS, ANOTHER IS THE UTILIZATION
OF THE DATABASE PROGRAM FOR THE TAX MAPPING PROCESSES.
SECONDLY, THE IMPLEMENTATION SAW AN INCREASING NUMBER OF
PARTNER AGENCIES, BOTH AS PART OF DATA GENERATION AND UTILIZATION.
INTEGRATION INTO THE REGULAR PLANNING PROCESS IS ANOTHER
STRATEGY TO ENHANCE UTILIZATION AND RELEVANCE OF THE CBMS
INFORMATION. CBMS DATA AND FINDINGS ARE FREQUENTLY PRESENTED AND
DISCUSSED WITH STAKEHOLDERS LIKE THE LOCAL DEVELOPMENT COUNCILS,
SECTORAL AGENCIES, LOCAL LEGISLATIVE BODIES.
HOWEVER, MERE PRESENTATION IS NOT ENOUGH. IN PALAWAN, WE ARE
TRYING TO MAXIMIZE THE BENEFITS OF CBMS BY MAKING IT PART OF THE
ENTIRE PLANNING PROCESS. FOR INSTANCE, TO COMPLEMENT THE PRESENT
DEVELOPMENT APPROACH WHERE MUNICIPALITIES WITH COMMON
DEVELOPMENT PRIORITIES WERE CLUSTERED BY ZONES, THE CBMS DATA
WAS ARRANGED BY ZONE, AND BY CLUSTER, SHOWING THE FLEXIBILITY AND
UTILITY OF THE DATABASE. THE INTEGRATION OF CBMS IN THE PLANNING,
MONITORING AND ASSESSMENT OF THE PERFORMANCE OF EACH CLUSTER
LEADS TO A MORE EFFICIENT GOVERNANCE.
CBMS IS USED TO SET TARGETS FOR ACHIEVEMENTS. AT THE LOCAL LEVEL,
CBMS IS USEFUL FOR PROJECT TARGETING AND SELECTION. IT ALSO GUIDES
IN THE IDENTIFICATION OF PROJECTS AND POLICIES AND PRIORITIZATION OF
INTEGRATED STRATEGIC OPTIONS. FOLLOWING IS A MAP PRESENTATION OF
HUMAN DEVELOPMENT INDEX BY ZONE TO SHOW AND ILLUSTRATE HOW THE
SYSTEM WORKED.
IT HELPS IN MONITORING CHANGES IN THE WELFARE CONDITIONS OF

THE NAME SUGGESTS, K4 FOCUSES ON ENHANCEMENT OF HEALTH
PROGRAMS AND SERVICES FOR THE PURPOSE OF IMPROVING THE HEALTH
CONDITIONS OF OUR PEOPLE; STRENGTHENING THE EDUCATION SECTOR TO
IMPROVE ACCESSIBILITY OF OUR SCHOOLS FROM DAY CARE CENTERS TO
ELEMENTARY AND SECONDARY SCHOOLS AND THRU THE JTR SCHOLARSHIP
PROGRAM AND THE KABUHAYAN ASPECT ADDRESSES MANPOWER
DEVELOPMENT TO MAKE OUR LABOR FORCE SELF-RELIANT.
IMPLEMENTING INFORMATION SYSTEM – LESSON FROM PALAWAN
WE WOULD LIKE TO SHARE SOME LESSONS WE LEARNED FROM THE CBMS-
PALAWAN EXPERIENCE.
1. BUILD A BROAD PARTNERSHIP ACROSS LGU, CIVIL SOCIETY AND
PRIVATE SECTOR. CBMS CANNOT BE IMPLEMENTED BY JUST ONE
AGENCY.
2. DELINEATE CLEARLY THE RESPONSIBILITIES ACROSS LGU LEVELS:
BARANGAYS, MUNICIPALITIES AND PROVINCE AND THE PARTNER
AGENCIES FROM CIVIL SOCIETY FOR GREATER MULTI-SECTORAL
PARTICIPATION.
3. HAVE A STRONG COORDINATING AND INTEGRATING AGENCY (LIKE THE
PROVINCIAL GOVERNMENT) TO AVOID DISINTEGRATION OF EFFORTS
AND DATA (KANYA-KANYA SYSTEM).
4. LOCALIZE YOUR APPROACH TO DATA GATHERING, COLLECTION AND
PROCESSING. THIS MUST BE DONE IN THE BARANGAYS AND AT THE
MUNICIPAL LEVELS TO AVOID CLOGGING UP OF DATA AT THE
PROVINCIAL PLANNING BODY, IN OUR CASE, AT THE PPDO.
5. SHARE RESOURCES ACROSS ALL LEVELS.
6. BE CREATIVE IN TAPPING SUPPORT AND ASSISTANCE. A FIRM
COMMITMENT WILL GENERATE ASSISTANCE AND COOPERATION AT ALL
LEVELS.
7. BE PATIENT: CBMS DATA WILL NOT BE AVAILABLE OVERNIGHT;
PERSEVERANCE WILL LEAD TO ENDURANCE.
FUTURE PLAN
SUSTAINING THE IMPLEMENTATION OF THE CBMS IN THE PROVINCE IS
ONE OF MY PRIORITIES. WE HAVE EARMARKED THE UPDATING OF CBMS
INDICATORS BI-ANNUALLY. FOR THE NEXT YEAR, WE HAVE PLANS OF
CONDUCTING OUR THIRD ROUND OF SURVEY WHICH WILL COVER ALL
HOUSEHOLDS OF THE PROVINCE.
