The Technology Park NCSR “D”, starts its operation creating know-how in the mentoring of spin-off companies (spin-off) and providing “incubator” services.

Can Demokritos lay the path for becoming the “Greek Silicon valley” and thereby Greece “the start up nation” of Southeastern Europe?
In order to answer the question we compare Greece with Israel, which is considered to be the “start up nation” and has more start-ups than anywhere else outside Silicon Valley’.
•Israel is a country of only 7.1 million people and produces more start-up companies than such large nations as Japan, China, India, Korea, Canada and the United Kingdom, whereas Greece produces an extremely small number of start-ups and spin-offs.
•The start-ups in Israel have been able to receive more than 2.5 times venture capital per capita than the US and 30 times as much as Europe, whereas in Greece there is a lack of venture capital and foreign investment. •In Israel there is a very strong cooperation with the diasporas' scientists, whereas Greece has a very weak interaction with the 10,000 Greek Scientists abroad.

Main SWOT findingsStrengths for the Greek research centers becoming “growth engines” are:
The competitiveness of the Greek researchers is considered to be the main competitive advantage,
it is demonstrated by the fact that the Greek researchers in the past years succeeded into receiving three times higher funding than the European average.

Main SWOT findingsWeaknesses for the Greek research centers becoming “growth engines” are:
• Lack of an effective exploitation of innovation and technology transfer policy
• Lack of venture capital• High cost of starting, running and in case of
failure, closing a spin-off• Lack of financial support: less than 1% of GDP
on R&D• Prevailing prejudice against the Researcher-
Businessman• Geographical fragmentation

we propose an effective regional integration of Research Centers
Virtual Integration
Two of the major benefits of the proposed establishment of the virtual Integration Demokritos are:
(a)The increase of synergies and the reduction of overlapping of the activities of the fragmented research activities
and
(b) the establishment of critical mass of infrastructure and expertise accessible to all the scientists from research centers, Universities and industry..

Proposal to fund “Techno polis” initiatives in FP8
The goal is to bring together industry and academia and achieve critical mass of both human and infrastructure resources following the international trend of establishing high cost “Technology parks” . The Demokritos location is ideal (proximity to highway, metro and airport) This proximity is very important for instance bio- and nano- research activities, which require the same relatively large facilities, e.g. TEM, SEM, NMR etc. These facilities should be readily accessible in one location, instead of being scattered in different sites.
SISPARK, building area of 1.57 million square meters and investment of more than RMB 4 billion Yuan

Can the virtual Metropolitan Innovation Campus at Demokritos become a “Greek Silicon valley”
The answer is YES, the proposed Metropolitan Innovation Campus if we apply the right technology transfer policy can become a growth engine of the Greek economy attracting foreign investment and sustaining knowledge based jobs in Greece.
