The Ministry also administers implementation of the Aircraft Act, 1934, Aircraft Rules, 1937 and is administratively responsible for the Commission of Railways Safety. 5/20 rule The 5/20 rule is a norm of the Indian Aviation Ministry under which national carriers are required to have five years of operational experience and a fleet of minimum 20 aircraft to fly overseas. This is applicable to all commercial aviation organisations flying passengers. This rule has been set up by the Civil Aviation ministry. Bureau of Civil Aviation Security (BCAS) :-   The Bureau of Civil Aviation Security was initially set up as a Cell in the Directorate  
General of Civil Aviation (DGCA) in January 1978 on the recommendation of the   Pande Committee constituted in the wake of the hijacking of the Indian Airlines   flight on 10th September, 1976.   
The role of the Cell was to coordinate, monitor, inspect and train personnel in Civil   Aviation Security matters.  
The BCAS was reorganized into an independent department on 1st April, 1987 under   the Ministry of Civil Aviation as a sequel to the Kanishka Tragedy in June 1985.   
The main responsibility of BCAS are lay down standards and measures in respect of security of civil   flights at International and domestic airports in India. ORGANISATION BCAS is the regulatory   authority for civil aviation security in India. It is headed by an ocer of the rank of Director General of   Police and is designated as Director General (Bureau of Civil Aviation).  
  Directorate General of Civil Aviation (DGCA) :-  
Directorate General of Civil Aviation is an attached oce of the Ministry of Civil Aviation.   The Directorate General of Civil Aviation is the regulatory body in the field of Civil Aviation primarily  
dealing with safety issues.   It is responsible for regulation of air transport services to/from/within India and for enforcement of civil  
air regulations, air safety and airworthiness standards.   It also co-ordinates all regulatory functions with the International Civil Aviation Organisation.   HQ – New Delhi   Registration of civil aircraft Certification of airports Licensing of pilots, aircraft maintenance engineers,  
air trac controllers and flight engineers, and conducting examinations and checks for that purpose     The Aircraft Accident Investigation Bureau (AAIB) is a division of the Ministry of Civil Aviation,  
Government of India which investigates aircraft accidents and incidents in India.     The Commission of Railway Safety is a government commission of India. Subordinate to the Ministry of  
Civil Aviation, the commission is the rail safety authority in India, as directed by The Railways Act, 1989.   The agency investigates serious rail accidents. Its HQ is in Lucknow.  
  Pawan Hans Limited :-  
Pawan Hans Limited is a helicopter service company based in New Delhi, India.   Pawan Hans is a Mini Ratna-I category PSU. Government of India and ONGC, both have stake in Pawan  
Hans Limited.   Other than providing helicopter services to ONGC to its off-shore locations, this public sector company is  
often engaged for providing services to various state governments in India, particularly in North-east   India, Inter-island ferry services in Andaman & Nicobar Islands, for last 26 years service to Lakshadweep   Administration in ferrying people from Islands to Kochi Intl airport and inter-island services.    
Pawan Hans Limited is India's first ISO 9001: 2000 certified aviation company. Pawan Hans has played   an important role in the development of the helicopter industry in India.

Air India is the flag carrier airline of India, headquartered at New Delhi.   It is owned by Air India Limited, a government-owned enterprise, and operates a fleet  
of Airbus and Boeing aircrafts.   So, Air India Limited owns three companies 'Air India', 'Alliance Air' and 'Air India'  
Express'.    Founded - 15 October 1932 (as Tata Airlines)   Air India's mascot is the Maharajah (Emperor) and the logo consists of a flying swan  
         
Airports Council International (ACI) :-   Airports Council International (ACI) is the only global trade representative of the world's airport  
authorities.   Established – 1991.   HQ – Montreal.   ACI represents airports' interests with governments and international organizations, develops standards,  
policies and recommended practices for airports, and it provides information and training opportunities   to raise the standards around the world. It aims to provide the public a safe, secure, ecient and an   environmentally responsible air transport system.  
  Airports Economic Regulatory Authority (AERA)   
Airports Economic Regulatory Authority (AERA) is a regulatory agency under the Government of India to   regulate tariff and other expenditure & fees for major airports.   
It is a statutory body constituted under the Airports Economic Regulatory Authority of India Act (AERA),   2008.  
  International Air Transport Association (IATA)   
HQ – Montreal, Canada.    The International Air Transport Association (IATA) is the trade association for the  
world’s airlines, representing some 290 airlines or 82% of total air trac.     International Civil Aviation Organization (ICAO)   
HQ – Montreal, Canada.   The International Civil Aviation Organization (ICAO) is a UN specialized  
agency, established by States in 1944 to manage the administration and   governance of the Convention on International Civil Aviation (Chicago   Convention).  
ICAO works with the Convention’s 193 Member States and industry groups to reach consensus on   international civil aviation Standards and Recommended Practices (SARPs) and policies in support of a   safe, ecient, secure, economically sustainable and environmentally responsible civil aviation sector.  
  Civil Air Navigation Services Organization (CANSO)  
Civil Air Navigation Services Organisation is a representative body of companies that   provide air trac control. It represents the interests of Air Navigation Service Providers.  
Founded: 1996.   Headquarters: Amsterdam Airport, Netherlands.   
  There are five major manufacturers of civil transport aircraft these include :-

    Indira Gandhi Rashtriya Uran Akademi (IGRUA) is a pilot training institute located at Fursatganj  
Airfield, in Amethi district of Uttar Pradesh, India. Established in 1985, it was the first such institute in   India. It is an autonomous institution and comes under the Ministry of Civil Aviation, Government of India.  
  GATI (Government Aviation Training Institute) , Bhubaneswar. It was set up in 1946 for training of  
commercial pilots in the Country as Orissa Flying Club. It was merged with the Orissa government Aviation   Department in 1974 and Government Aviation Training Institute (GATI) came into being.   
  The Rajiv Gandhi National Aviation University (RGNAU) has been established by an Act of Parliament  
called the Rajiv Gandhi National Aviation University Act, 2013 at Fursatganj Raebareli, Dist. Amethi, Uttar   Pradesh.
