INVC NEWS New Delhi, A two-days training programme conducted by the Committee for the Purpose of Control and Supervision of Experiments on Animals (CPCSEA) to ensure that animals are not subjected to unnecessary pains or suffering before, during, or after experiments are performed on them, concluded here today. CPCSEA is a statutory Committee of the Ministry of Environment, Forest and Climate Change and has been constituted under Prevention of Cruelty to Animals Act, 1960. There are 1675 establishments/research institutions registered with the CPCSEA, which conduct experiments and research on various small and large animals. CPCSEA nominates its nominees in Institutional Animal Experimentation Committee (IAEC) of each establishment and this programme was conducted to train these nominees.The training programme was attended by 170 nominees of CPCSEA from 25 states all over the country, including from North-eastern States such as Assam, Sikkim and Tripura which had not been represented earlier. Among those who disseminated information during the training programme included – Director, Professor & Head, Department of Pharmacology, Lady Hardinge Medical College, Dr. Harmeet Singh Rehan and Member, CPCSEA & Director, National Animal Resource Facility for Biomedical Research Hyderabad, Dr. Suresh Pothani. Vice-Chairperson, CPCSEA, & Joint Secretary (AW) Smt. Manju Pandey appreciated the efforts made by the participants for their efforts for the welfare of laboratory animals. Member Secretary (CPCSEA) and Deputy Secretary (AW) Shri S. Gowri Shankar suggested that all Nominees of CPCSEA are expected to be more effective, productive, rational and well informed about the all guidelines on “experimentation on animals”. Additional Secretary, MoEF&CC and Chairman, CPCSEA, Shri Anil Kumar Jain had inaugurated the event yesterday.

Dr. Sachin Deshmukh of the Center for Neuroscience, Indian Institute of Science,

delivered a lecture in the Department of Zoology, Bangalore University, Jnana
Bharathi
Campus, Bangalore, on the topic
"2014 Nobel Prize in Physiology or Medicine : Mapping the Map Makers in the
Brain"
Dr. Sachin Deshmukh M.Sc. in Biotechnology from MS University, Baroda. Ph.D.
in Neuroscience from National Centre for Biological Sciences (NCBS), Bangalore.
Post-doctoral work at University of California, Berkeley, University of Texas
Health Sciences Centre at Houston, and Johns Hopkins University, Baltimore.
Joined the Centre for Neuroscience, Indian Institute of Science in 2014. His
Postdoctoral work involved characterizing entorhinal cortex inputs to the
hippocampus by recording single neuron activity in awake, behaving rats. His
research interests are in understanding spatial information processing and memory
in hippocampal formation.
Summary of his talk :
“ O'Keefe and Drostrovsky's (1971) landmark discovery that individual neurons in
rat hippocampus create a map of space spurred an intense study of representation
of space in the rat brain. In humans, hippocampal damage leads to a profound loss
of memory. O'Keefe, together with Nadel (1976) proposed a theory to reconcile
this seemingly disparate processing in the hippocampus of rats and humans. They
adopted Tolman's cognitive map hypothesis to propose that the autobiographical
memories of items and events in an individual's life are stored in the

context of a spatial framework in the hippocampus, creating a "map of memories".
During the course of research to understand how the hippocampal spatial map is
assembled, a number of other related cellular correlates were discovered, like the
head direction cells which encode the direction a rat faces in. The most striking of
these cellular correlates was the discovery of the "graph paper" in the brain: the
grid cells discovered by the Moser lab. We will map the course of mapping the
regions of the brain involved in making, maintaining, and using these maps.”
The lecture was well attended by four post-graduate departments with about 250
students, research fellows and professors from 4 life sciences departments, viz.,
Zoology, Biotechnology and Microbiology, Biochemistry, and Biological
Sciences. The lecture was stimulating, very interactive and lasted for 3 hours. Prof.
N, Ramachandra Swamy, Dean, Faculty Science & Dept. of Biochemistry,
presided over the function. The Vice- Chancellor (who could not attend the lecture
due to preoccupation) hosted a lunch for all the dignitaries who attended the
lecture.
Lecture Competition for Students
A special feature of the programme was that a lecture competition was held among
the students in their respective departments so that they get more familiar with the
Nobel lecture to follow. 23 students participated and received certificates signed by
Prof. B. Thimme Gowda, Vice-Chancellor (VC) of Bangalore University. The
prize winners received “The Professor B.A. Razi Memorial Prize” awarded by the
Karnataka Association.

Members' Assembly outcomes About the Members' Assembly The Members’ Assembly, the highest decision-making body of IUCN, brings together IUCN Members to debate and establish environmental policy, to approve the IUCN Programme and to elect the IUCN Council. Resolutions and Recommendations on important conservation issues are adopted every four years by this unique global environmental parliament of governments and NGOs, guiding IUCN’s policy and programme of work as well as influencing many other organizations around the world. All Members in good standing can propose motions (draft decisions) to the IUCN World Conservation Congress. At the Members’ Assembly, Members vote on IUCN’s programme of work for the following four years and also elect the IUCN President and Council, and manage the business affairs of the Union. The 2012 Members' Assembly was held during the IUCN World Conservation Congess in Jeju, Republic of Korea. For the first time, morning sessions were held during each day of the Forum starting from 8 September. This allowed to connect the Congress themes and main messages of the Forum to the IUCN Programmes for 2013-2016 and results from 2009-2012. The last three days of the Assembly were dedicated to: the reports from the different IUCN constituents the elections of the IUCN Council, President, and Treasurer, and the adoption of additional motions.
