Notice Inviting Tender for hiring of vehicles

This is a Notice Inviting Tender for hiring of operational vehicles for office use for aper iod of 2 years fell' Range I , l. udhiana. Tender is invited from interested parties as perfollowing terms and conditions:

The terms and conditions are as below:

I. The vendor (or 2"d party) should have prior experience of providing vehicles to theDepartment. Any vendor having less than a !leet of 3 vehicles need not apply.

2. The vehicle would be exclu sively for the usc of the Department and the vendor shouldnot use it for any other nurposc.

3. The quotations should be inclusive of all expenses such as salary of drivers/ repairs andmaintenance of vehicles, insurance, RTO related levies/duties/taxes, diesel expenses andany other incidental charges such as penalty, fine, etc. The quotes should be inclusive ofall taxes other than service tax which should be mentioned separately.

4. The vehicle should be in brand new condition having safety features such as ASS.EBD/ESC, Alloy Wheels, Powered windows, power steering/braking etc. The vehicleshould fulfill all conditions specified in the Motor Vehicles Act.

5. The condit ion of the vehicle should be maintained by the vendor including interiors,freshene rs, upholstery, etc.

6. All papers related to the vehicle should he in the vehicle at all times.7. Department reserves the rights to select a particular vehicle over other out of the tenders

based on the condition of the vehicle. Preference would be given to vehicles which arebrand new and have more advanced features.

•8. The car needs to be provided within two wee ks of award of contract failing which it

would be awarded to the next suitable bidder.9. The vendor will provide the new vehicle and it will e their responsibility to make

alternate arrangements if for some reason vehicle/drive r is not available (includ ing breakdown of the vehicle, rnr intenance of the vehicle etc .) at no extra cost to first party .

•10. The vendor shall ensure that the vehicle is ins ured pro perly and all other statutory dues

are paid in time and it shall comply with motor vehicle Act/R ules/Other statutoryrequirements. The LT. Department shall not be responsible for the same. Any lapse onpart of 2nd party will be duly compensated to the user of the vehicle as per theirentitlement.

11. The driver employed by vendor should be a person of integrity and he must possess va liddriving license and three years experience and carry all the necessary docu ments withhim. He shou ld be dressed properly and free from infectious diseases

12. If the driver's behavior is found objectionable, 2nd party shall replace him with a newdriver with in 24 hours. If 2nd party is unable to do the same they will be penalized Rs.200/- each day.

13. The agreement is revocable by either part y at a notice of30 days in advance.14. If for any reasons such as maintenance or repa irs, the vehicle is not avai lable to the

department on any part icular day. the department wi ll be at liberty to hire a veh icle fromthe market and the charges would be debi ted to the bill of the 2nd party. However,paym ent will be dedu cted from 2nd party at the approved rate for the kilometers for whichthe substit ute vehicle is TIm.

15. The month ly mi leage limit of the hired vehicles is 2000 Kms. For any use of vehiclebeyond the specified limit the expenses on extra fuel will be borne by the user.

CODE OF CONDUCT OF DRIVERS

I. The driver will be neat and clean \ ith proper tu rnout.2. He will report for duty at the specifie time given by the offic er.3. He will keep the car neat & clean before the commencement of the duty and carry out

daily inspection of the same.4. The driver will be provided a mobile phone with two way convers ation lacility ava ilable.

But he will not use the phone while driving and in the presence of the officer unless he isinstructed to do so . .. .

5. He wi ll open/close the door of the car when officer is getti ng in/out of the car.6 . He wi ll maintain repair/defect register lo r the car.7. He will take permission from the office r to take the car to m kshop, if requ ired .8. The driver will not leave the vehicle unattended in public places.9. He will not remai n absen t from duty without prior permission of the office r.10. He will be responsible lo r maint aining all the necessary documents required by the

Registering/Traffic Police in the vehicle.11. He shall strictly follow all th traffic rules and regulat ions and never over speed, besides

the car will be parked in the area earmarked lor the same.

.The technical and linan :ial bids are enclosed herewith. The vendor has to submit both the

documents. The Department reserves the right to rej ect the bid if the terms and conditions are notsatisfied irrespective of the fi nancial bid.

The bids must reach this office by 2 1.04.2016 in sea led cove rs.
