This includes carbon stock and change mapping, as well as land use change and deforestation modeling. I spent over 30 years working on institutional and human technical capacity building for governments and NGOs in West, East and Central Africa. I believe that my work has influenced tropical forest policies and increased transparency in the forest sector in these regions. The technical training of young technicians and scientists in developing countries has been a central piece of my capacity building activities. As a scientist, I have led large research projects and raised more than 10 million US dollars in grants from donors such as Google, NASA and NSF. I developed forest monitoring systems such as the “Integrated Forest Monitoring System for Central Africa(INFORMS), combining fine satellite imagery information with field observations to improve forest management practices and promote forest conservation. I published my research in high profile journals such as Science, PLOS one, Nature Climate Change, and Environmental Research Letters. I received my Ph.D. in Tropical Biogeography in 1990 from University Paul Sabatier in Toulouse, France. I have been a consultant with the European Joint Research Centre (TREES project) in Italy, the Tropical Forest Assessment program of the Food and Agricultural Organization (FAO) in Rome, the World Research Institute (WRI), the Wildlife Conservation Society (WCS), the American Museum of Natural History (AMNH) in New York, the World Wildlife Fund (WWF), the USAID Biodiversity Support program in Washington DC, the Center for International Forestry Research (CIFOR) in Bogor, Indonesia, and most recently with the Clinton Climate Initiative in Nairobi, Kenya. POLICY ENGAGEMENT

My recent policy work is focused on REDD+ to better inform critical forest and climate policy at national and international level. The scientific results were presented at international policy conference and several educational materials were shared with stakeholders to foster discussions on the best practices for forest and carbon monitoring techniques in the tropics. Methods for estimating carbon flux have also been presented at various UNFCCC Conferences of the Parties (COPs) as part mechanisms to Reduce Emissions from Deforestation and forest Degradation (REDD+). I participated in COP13 (Bali), COP14 (Poznan), COP15 (Copenhagen) and COP16 (Cancun). At the national level, I organized, together with economist Dr. Andrea Cattaneo, the first Democratic Republic of the Congo (DRC) workshop and debate on REDD+, which included government and civil society representatives in Kinshasa (2008). I also helped to draft DRC’s Readiness Program Idea Note (R-PIN) that was later submitted by DRC’s government to the World Bank. In January 2009, I was asked by the Congolese government and the World Bank to participate as an expert with the first UN-REDD and World Bank joint REDD+ mission to assist the DRC government with the development of their REDD+ strategy and coordination team. I served as an expert on capacity building for the development of operational forest and carbon monitoring systems (MRV) that could generate the necessary information to support avoided deforestation policy mechanisms and “smart growth” development scenarios in the DRC. I was also invited to present historical carbon emission baseline (1990-2000) and future scenarios of CO2 emissions for the DRC at a January 2009 COMIFAC workshop in Kinshasa organized by ONFi (The International French Office of Forests). Then, using higher resolution imagery, future land cover and land-use change estimates for the DRC were developed under different policy scenario (conservation, business as usual and increased agriculture). The results of this analysis were published in 2015 and have been considered as part of the national plan for investment that was presented by the DRC government at the COP21 in Paris.I have been also working on better quantifying emissions from deforestation and degradation in East Africa to better inform REDD+ national policies in, Zambia and Kenya, a four year project funded by NASA ending in 2017 (Lead Science Pi).

(2000), Contribution to the design and implementation of a new Central African Network for the Observation of Tropical Forests (www.osfac.org) as part of the Global Observations of Forest Cover (GOFC) program. Trainings & Workshops I organized my first remote sensing training workshop in Kenya in 1992, sponsored by the FAO. Since that time I have participated in many other remote sensing training efforts. The most recent series of international workshops were focused on carbon mapping in Tanzania. I am currently assisting the Government of Kenya with technical workshops (November 2014 and May 2015). While based at the WHRC, the first workshop I organized took place in Uganda in 2008, with the goal of informing African technicians and decision-makers involved in environmental planning and natural resource management of new remote sensing tools for fire monitoring in protected areas, forest and carbon mapping to assist with conservation, and improved forest management. The workshop, entitled “New approaches for estimating carbon stocks in protected areas: Integrating remote sensing and field measurements in the Albertine Rift,” took place in the Budongo National Forest Reserve in western Uganda. The workshop sought to integrate remote sensing derived information with field measurements to improve carbon stock estimates, and was attended by over 40 individuals from 17 institutions from seven African countries (Uganda, Democratic Republic of Congo, Rwanda, Tanzania, Sudan, Kenya, and Mozambique). Since that first workshop, my group at the WHRC conducted another 10 capacity-building workshops on the use of remote sensing and field observations for REDD+ and MRV. More than 250 individuals have participated in the workshops to date, which have been held in Uganda, Democratic Republic of Congo, Bolivia, Ecuador, Colombia, Vietnam and Indonesia. WHRC has also convened eight workshops and consultations in developing countries on readiness for REDD, in which over 200 individuals have participated. More recently, I led a workshops in collaboration with the Jane Goodall Institute and the Clinton Foundation under my NASA Applied Sciences (SERVIR) grant, focusing on capacity building in Tanzania in November 2012, and in

Kenya in 2013 & 2014 at the Regional Centre for Mapping of Resources for Development (RCMRD). The workshops brought together African technicians from Forest Ministries, Universities as well as local and international NGOs to share knowledge on forest and carbon monitoring systems. Participants from more than 7 countries of Eastern Africa were present. Ned Horning from the American Museum of National History taught new techniques to map carbon contains in tropical forest trees. In 2012, Dave Thau from Google.com introduced the participants to new mapping tools developed by Google, including a prototype developed in collaboration with WHRC to help countries map their carbon at a lower transaction cost. I also initiated as part of my WHRC activities the Pan-tropical Scholars Program, which has brought together ten scholars from nine developing nations for in-residence training. The remote sensing tropical forests training program was initiated in 2004 and started with African visiting scientists from Uganda, the Democratic Republic of the Congo, Gabon, Cameroon and the Republic of Congo to learn about the applications of remote sensing to tropical forest monitoring. • I also developed proposals for NSF in collaboration with epidemiologists working in the DR Congo to develop

maps of malaria distribution and areas at risk of drug resistance. While widespread in most of the Congo, there are few studies on the relationship between deforestation, urbanization and the occurrence and distribution of the malaria vectors.
