Economic Security Field Officers
For the Micro-Economic Initiatives Project
Number of positions: 2
The field Officers will be based in Kirkuk and one works on
Hawijan projects and the other Daquq projects
Duties and Responsibilities - Contributes to the delegation's
general understanding of the economic security situation of the
target
populations (female headed households and disable people)
including general and specific economic trends, local market and
agro-productions in the assigned areas;
- Carries out problem and situation analysis including technical
and institutional challenges to identify pertinent issues and needs
that would require Economic Security (EcoSec) response
- Assesses the livelihoods of the target populations, their
specific needs and capacities at the Household level,
project/business plans proposed by potential beneficiaries and
functioning of local markets
- Supports the target populations in identifying and starting
the most appropriate income generating activities in accordance
with the set program criteria
- Supports the beneficiary Households in maintaining and
developing their micro-economic activities initiated through the
ICRC Micro-Economic Initiative (MEI) program
- Implement projects and monitor under supervision. -
Participates and conducts the impact evaluation of the MEI
initiatives and participate in proposing and
introducing necessary adjustments in programme. - Liaises with
supervises the "focal point" persons involved in the MEI program at
the local level on a
regular basis under supervision; - Disseminates the MEI
programme to the target populations and various interlocutors under
supervision; - Establishes and maintains a network of contacts with
the relevant local authorities, local associations,
(inter)national NGOs independently - Collaborates closely with
administration and logistic department to ensure that the
established
Admin/Log procedures are followed at all times - Participate
actively in formulation of implementation and dissemination plans
for the assigned
geographical areas - Provides regular and ad hoc reports as
required. - Translate and - do interpretations as required.
Minimum Required Qualifications- High school degree - 2 years
work experience in community development, economics, business
management and other
similar fields - Good command of written and spoken English and
Arabic. - Good analytical skills and good computer skills (MS Word
and MS Excel) - Good knowledge of geographically assigned
environment

The International Committee of the Red Cross (ICRC) is an

Duties and Responsibilities- Is implementing the Primary Health
Care (PHC) on site support programme by field visit to
PHCCs, working with counterparts of different services according
to Results Based Management (RBM) methodology; Specific objectives,
follow up of indicators, regular analysis of stakeholders and
patient's accessibility to health services
- Analyses the health system in place in his/her concerned area
and in general, analyses the humanitarian environment linked to the
medical field and provides his superiors with regular reports
- Proposes activities and realistic projects in the frame of the
on-site support strategy - Develops and maintains a network of
contacts in the field of health and maintains a list of
interlocutors- Organizes meetings with interlocutors and reports
back to his superior. - Exchanges information with the other
assistant departments and is always searching for an
integrated approach among assistance departments. - Introduces
the ICRC, its activities and health program to the beneficiaries -
Conducts assessments when required - Is in charge for implementing
the agreed health objectives under supervision; participates to
the
regular health meetings; keeps accurate records - Monitors
health projects making regular monitoring visits and related
reports, evaluates their
impact and making recommendations - Liaises with Health
authorities, Health facilities and Humanitarian Organization.
