I, Darwyn R. Apple, respectfully state as follows:

I am a resident of st. Louis County, Missouri, 7839 WilliamsAvenue, Maplewood, Missouri 63143.

My professional background includes concertizing extensivelythroughout the U.S., Virgin Islands, and Europe; many years ofexperience as an educator at the elementary, middle, and highschool levels; private individual coaching and teaching plusmembership on the faculties of the following institutions:Webster University, university of Missouri-st. Louis, Lewis &Clark community College, Principia College, and Wayne Stateuniversity in Detroit, Michigan; and employment as a professionalviolinist in the orchestras of Rochester, New York, Toledo, Ohio,New Orleans, Louisiana, and st. Louis, Missouri.

My educational background includes a Bachelor's and Master'sdegree in Violin Performance from the University of Michigan inAnn Arbor, Michigan, and one year of post graduate study as aFUlbright scholar in Rome and Siena, Italy.

I find it ludicrous and inSUlting on the part of any radiostation management in st. Louis to make a claim that there are noeligible blacks to fill a position of disc jockey or announcerfor their classical listening audience. Among some of thelocally qualified people for such positions are Eugene Haynes,internationally renowned concert pianist and composer; RobertRay, pianist and composer; Roberta Reese, pianist, organist,vocalist and currently employed as a producer at Channel 2 TV inst. Louis; Darwin White, counselor (LCSW)i Adrian Walker,violinist; Harvi Griffin, internationally renowned classical/jazzharpist and vocalist, to name a few.

Since his debut with the Detroit Symphony at an early age,Darwyn Apple has been steadily gaining recognition as asoloist/recitalist in this country and abroad. He has enjoyedmaking numerous radio and television appearances whileplaying engagements all across the continental United Statesand the Virgin Islands. He has had the pleasure ofperformingbefore European audiences in Rome, Florence,and Paris. Allthis in addition to solo appearances he has made with manyAmerican orchestras including New Orleans, Toledo, S1.Louis, and, repeatedly, Detroit.

Most recently, he hasbeen appointed Distinguished VisitingProfessor of Violin at Wayne StateUniversity in Detroit, Michigan.

I, Robel-t J. Ray, respectfully state as follows.

1. I am a resident of St. Louis, in St. Louis County,

Missouri. I am a native of St. Louis, MissoLll-i, and

returned in 1979.

2. As Associate Professor of Music at the Univel-sity of

MissoUl-i-St. Louis, I sel-ve as instructor of piano and

dil-ector of the Univel-sity Chm-us at University of

Missouri-St. Louis. I pl-eviously pel-formed the duties of

chOl-al dil-ector, piano instructOl- and Professor of African­

American Music at Forest F'al-k Community College. My

professional university e}:pel-ience also includes Associate

Professorship, with tenUl-e at the University of IllinDis at

Urbana-Champaign. I have been a choral director for such

institutions as Washington Univel-sity, St. Louis College of

Pharmacy and the St. Louis Symphony. I have served as

accompanist for such great perfm-mers as William Wai-field

and Robert McFen-in, as well as performing as a soloist with

the Seoul Korea Philharmonic and the Champaign-Urbana

Symphony.

3. I am a 1963 graduate of Beaumont High Schoc,l in St.

Louis, MissoLwi. I attended NOl-thwesten1 University in

Evanston, Illinois and gl-aduated in 1968 with a Bachelor of

Music degl-ee. I late1- I-eturned to NOI-thwestern in 1979, and

furthered my education by pursuing a master's degree.

4. I personally know the following pel-sons with classical

music expertise which would allow them to serve in

upper-level management positions at KFUO:

5. KFUO has blatantly ignol-ed the minohty community, both

in it's programming and in it's hil-ing policies. As a

fl-equent listenel-, I have noticed a conspicuous absence of

minority pl-ogl-amming on the FM station. Numerous quality

wert-ks by Afl-ican-American composers and other minorities are

flagrantly ignored to display often obscure and

uninteresting works by unknown European composers. Works by

composers such as Ollie Wilson, T.J. Andel-sen, Ulysses Kay,

Undine MIK,re and othel- ~..,ell known African-Amel-ican composel-s

are a major part of a vibrant and new repertoire destined to

make music history.

6. The absence of announcel-S and other upper level

administrative personnel is just a fUl-ther example of the

station's insensitivity to the Greater St. Louis minority

community and represents a real embarrassment to the St.

Louis community.

ROBERT RAY, a native of St. Louis, holds degrees fromNorthwestern University. He is currently AssociateProfessor of Music at the University of Missouri-St. Louisand Lecturer/Choral Director for the St. Louis College ofPharmacy and Washington University. As a former AssociateProfessor at the University of Illinois, Urbana, Mr. Ray'schoruses appeared in concert with Ossie Davis, Max Roach,the late James Cleveland, Edwin Hawkins and many otherAfrican-American artists. Ray has appeared as a lecturerand clinician at numerous universities and colleges, as wellas MENC, ACDA and NAJE conventions. DECLARATION OF DR. DORIS JONES WILSON

I, Doris Jones Wl1son, respectfully state as follows:

I have l1ved In St. Louis, Mo for fifty 53 years.1 presently reside at 1727

Carolyn Park Drive, in Vinita Park, MO, (St. Louis County) and have done so

since 1967. I am married with two children. Both of whom have a college

education. This household Is very famlliar with radfo statton KFUO. As

a pfano student at an early age KFUO was required lfstenfng for me and has

remained so all of my adult life.

Professionally, I am an Associate Professor of Music at Harris-Stowe

State College, St. Louis, MO, where I also serve as dIrector of the College

Choir - the Concert Chorale. Additionally, my teaching responslbllfttes

Include that of teaching courses In music fundamentals and mus1c

methods. I have also taught courses fn musfc hfstory, music theory, voice

and class plano. I have been on the faCUlty for eighteen years. I have

lIfetime certifIcation to teach music Kindergarten thru grade twelve for

the state of MissourI. For over thfrty years I have served as the Minister of

Mus1c at the Uberty Baptist Church, Span1sh Lake, Mo. In addition, I serve

as a choral clfnlcfan 1n St. Louis and other midwestern clt1es. I also

direct several commun1ty cho~rs. I am on the Board of Directors of the

Legend Sfngers, Gospel Mus1c Workshop Of Amer1ca, St. Louis Chapter, and

a member of the St. LouIs Symphony Outreach Committee. My professfonal

membershIps Include Music Educators Nattonal Conference and The

AmerIcan Choral DIrectors Assocfation.

I am aproduct of the St. Loufs Publfc Schools. I studied pfano wfth

Alleda WArd Wells from age 5 to 18. I earned the Bachelor of Musfc

Education degree from LIncoln Unfverslty, (MO); Master of Arts fn Teaching

and the Doctor of EducatIon Degree wIth amajor In musIc education from

Wash1ngton Un1verslty, St. Lou1s. I have extensIve choral education from

many of the Country's major unlverslt1es, 1ncludlng, Westm1nster Choir

College, Princeton, New Jersey.

My classical music background is extensive. As apiano student I've

stud1ed music of all styles and have performed In numerous recitals and

music contests. My high school years were fl1led with classical music

experiences. I was the plano accompanist for the Sumner High Choir, and

for many students studying classical music. The opera star, Grace Bumbry,

was one of the many students I accompanied. This resulted In my earning a

full scholarship to Lincoln University and the position of plano

accompanist for the University and Concert Choir under Dr. O. Anderson

Fuller. After graduat10n I accepted my f1rst teaching position at Central

High Schoo11n Hayti, MO. I taught music appreciation, general music and

d1rected both the band and choir. I returned to St. Louis to teach In the St.

Louis Publlc Schools and subseQuently to Harris-Stowe State College.

In all of my years of experience, I have met and worked with many

African-American music educators and students who have education,

background, and performance experiences siml1ar to mine. In fact, when I

was working on my Doctorate degree at Washington University, there were

six other Afr1can-Amerlcan students working on the degree. Six out of the

seven completed the degree.. Furthermore, In the St. Lou1s Publlc School

and the St. Louis County system there are music educators who have

stUdied "Classical Music" and are teaching some form of It, whether It be

history, or music appreciation, music theory or some form of

performance. Some of these educators I have taught personally. To name a

few: Marlon Morgan, Dr.Curtls Duncan ,Dello Thedford, Donald Gl1l Robert

Edwards, Noland Jones, Willie Brown, Kem Williams, Dr. John Batchman,

Ml1dred HYlton, Dewayne Buggs, Malcolm Speed, Deborah Shipps, June

Bosley Dabney, Lionel Hopper, Delores Greathouse, Robert Ray.. The List

could go on an on. Moreover, the above named educators have colleagues

Who work and perform With them who are musically very knowledgeable.

Needless to say, we have Influenced countless numbers of students to

listen to / study/ and perform mus1c of all per1ods.

The number of African-Americans with mus1c degrees and extens1ve

classical music background is astonishingly large. They can be found 1n

the St. Lou1s Symphony Orchestra and Chorus;var1ous commun1ty choruses/

orchestras/ and bands; all educational Institutions -colleges/ high school/

elementary; pr1vate music stud1os- plano/ voice and 1nstrumental. It 1s

not difficult to locate African-Americans w1th classical music expertise

If one exerts a little effort.
