Greetings from the ChairmanScaled back budget adopted

With little over a hundred members, Pax River has held an impressive number of professional development programs as well as social events supporting member camaraderie this year. In addition, it has raised significant funds for commu-nity activities and to support the Foundation’s Scholarship program. Pax River has also aggressively pursued a presence in social media to help get the word out to its members, with a Facebook page including video clips of Chapter activities. Powe added that “Pax River professionals have been hard at work living up to the Foundation’s mission to facilitate camaraderie, commemoration and financial support.”

On October 11th of this year, we had a great meeting in Philadelphia with 23 of our 27 Chapters represented at the annual Presidents’ meeting. Many of them stayed for the annual Board meeting on the 12th where we elected our two newest Distinguished Alumni….Mr. Victor Trione and CAPT (Ret.) Jim Kelly…both outstanding selectees! These meetings provide a great forum for sharing ideas from around the world and help the Foundation better serve each of you. As you will recall, we reported last year that the Board had adopted a five-year strategic plan called “Blueprint for the Future.” Many of the programs in that plan were predicated on receiving a large pledge from CAPT (Ret.) Bill Scott and his wife Frances. Unfortunately, Bill has suffered several serious health problems this past year including five-way bypass surgery with serious side effects to several other major organs. The Scott’s priorities, rightfully so, are on their health and personal lives and we wish them all the best and a speedy recovery. The bottom line for the Foundation is that we have not received Bill and Frances’ pledge to date and that requires our throttling back on some of our plans. Fortunately, many of you have continued to contribute generously and, coupled with the efforts of your Investment Advisory Committee, the Foundation corpus exceeds $5.2M after funding over $266,000 in scholarships this year. The Board adopted a scaled back budget for 2013, and we will revisit our five-year plan soon assuming we will not receive the Scott’s donation. I had the opportunity to visit many of you this past year with Chapter visits and participation in the Junior Officer Training Symposia. We have several new Chapters coming on line and I am excited about what 2013 will provide. Thanks for all that you do to “take care of our own”.

Victor Trione and CAPT (Ret.) James Kelly are the new-est Distinguished Alumni to be named by the Navy Supply Corps Foundation. Trione and Kelly join the nearly four dozen retired and former Navy Supply Corps officers who have distinguished themselves by obtaining significant suc-cess in the public or private sector. Trione currently serves as co-proprietor of Trione Winery, Chairman of the Board of Luther Burbank Savings and Loan in Santa Rosa, Calif., and President of Vimark, Inc, a vine-yard development and management company. A graduate of Stanford University, he served as a Navy Supply Corps officer from 1971 to 1972 and currently serves as a director of the Navy Supply Corps Foundation, among numerous other community activities. Kelly served as assistant Secretary of State for East Asian and Pacific Affairs from 2001 to 2005. A 1959 graduate of the U. S. Naval Academy, he retired as a Supply Corps captain in 1989. In his subsequent career of government service he held positions as Deputy Assistant Secretary of Defense for International Security Affairs (East Asia and Pacific) and Special Assistant to the President for National Security Af-fairs. He is currently a Senior Adviser and Distinguished Alumni at the Center for Strategic and International Studies in Honolulu, Senior Fellow to the Center for Naval Analyses, a Trustee of the Asia Foundation, and adviser to Marvin and Palmer, a Delaware based international investment manage-ment firm. Southern France river cruise targeted for July 2014 By RADM (Ret.) Smoke Hickman

In the last issue of The Oakleaf we asked members and friends who might be interested in signing up for a Foundation sponsored European river cruise to let us know. The response has been terrific and we are in final negotiations with a top level cruise line for a mid to late July 2014 cruise in France. The route will be from Lyon to Arles or Arles to Lyon, depending upon final negotiations and ship availability. The average cost per person appears to be about $3,200 (including all transfers and gratuities). These estimates assume we fill the entire ship with 118 passengers. Optional extensions on either end of the cruise will be available. This cruise is being arranged on a revenue neutral basis with no costs to the Foundation. Once all negotiations are complete, information including the name of the company, the exact schedule, ship/cabin configuration, exact costs, payment schedule, extension costs, insurance option, flight options, etc. will be posted to the Foundation website at www.usnscf.com. At that time, reservation procedures will

be posted and reservations will be taken on a first come first served basis. The cruise is open to all Foundation members and friends.

We are making progress on several fronts to preserve and advance the history of the Supply Corps. First, as you recall from the last issue of The Oakleaf, we have contracted with a company called The Write Stuff to produce a comprehensive history of the Supply Corps and the Navy Supply System. This new book will build on and expand the fine work done by the late RADM (Ret.) Frank Allston in the 1995 book “Ready for Sea.” We met with key players in this effort in late September and I am happy to report that we are making good progress on achieving our goal. We have discovered many interesting aspects of the history of the Navy Supply Corps and Navy Supply System. In addition we have developed a design for the cover of the book and it is now being refined. When the final outline and book cover design is complete, we will begin advanced sales of the book. The intent is for this book to be revenue neutral for the Foundation. Watch the Foundation website at www.usnscf.com for more information on the book publication schedule as well as the date for the book launch-ing and signing. Second, our project to showcase the role of the Supply

Corps in the Vietnam conflict with a display is slowly coming to fruition. We have wanted to execute this effort in the most cost effective way possible and have spent considerable time researching the options. We were able to find a simple, inexpensive way to dis-play the Supply Corps involvement in Vietnam and are now working the details of each display panel. Several Founda-tion members have provided input to this project and we are thankful to each. Some panels should be completed by the end of the year, and all panels should be completed shortly thereafter. These panels will be very portable and can be

mixed and matched at any Foundation event. The informa-tion on these display panels will also play a significant part in the Vietnam conflict section of our history book. Watch the Foundation website at www.usnscf.com for more information on this effort.

In 2005, a group of Supply Corps officers from in and around Salt Lake City, Utah, hosted the annual Navy Reserve Supply Corps Workshop. That group has now come together again to formally establish the Great Salt Lake Chapter of the Navy Supply Corps Foundation. Chapter President CAPT (Ret.) Rich Guernsey is excited about the opportunity. “We expect great things in the future out of this group!” he says. The chapter covers the states of Utah and Idaho and many of the reserve members are af-filiated with the Salt Lake City Navy Operational Support Center. Guernsey credits Foundation Chairman CAPT (Ret.) John Kizer and Chapter Relations Chair CAPT (Ret.) Tom Billings with igniting the charge that brought the chapter to life. “It was a great initiative for them to travel to the Denver and Utah areas,” he says, referring to the visits made by Kizer and Billings this summer. “We would not have reached out on our own and this opens us to a whole lot of members who may not have been aware that we were here.” Once the chapter was formalized in June, Guernsey requested a list of all members residing in Utah and Idaho from Foundation Chief Staff Officer CDR (Ret.) Jack Evans. “There were 91 names on the list and I was blown away!” says Guernsey. “I thought there might be a dozen of us…I really had no idea it was that many!” Using the Foundation mailing list of Utah and Idaho members, Guernsey and his fellow chapter officers CAPT (Ret.) Reid Chambers, Vice-President and CAPT (Ret.) Greg Johnson, Secretary/Treasurer, got to work mailing out 91 letters inviting the community to get involved with the new chapter. GSLC plans to have two events a year; an annual meeting in June and a social event with spouses in December. “We’ll stay in contact via e-mail and have “virtual” meetings peri-odically to stay in touch,” he added.

Guernsey is enthusiastic about the new chapter. “It doesn’t matter whether you served for 30 years or one tour,” he says. “Serving in the Supply Corps has a major impact on your life. After we go on to other things, we are always referring back to the time we spent in the Navy.” He added, “We look forward to the camaraderie that will come from renewing old friendships and making new ones.” With the Foundation’s ongoing support, potential chapters continue to be identified and Guernsey has some advice. “If there are others in the same boat as we were, why not make it official? The Foundation is a great organization to be as-sociated with and we look forward to full participation and moving forward to accomplish great things!” Members and friends who want to get involved in the Great Salt Lake Chapter may contact CAPT (Ret.) Chapters to compete for “Spirit Award”By RADM (Ret.) Linda Bird, Board Member

“Spirit Award” ... the best outcome will be to those “lost” members who will now be reconnected with the Supply Corps and share in the spirit of camaraderie, heritage

and service.

One of the ongoing goals of our Foundation is to ensure that every Supply Corps Officer … current, retired and former … has the opportunity to share the spirit of camaraderie and tradition of service that active members enjoy. To do this, we need to have accurate contact information for everyone who has ever served as a Navy Supply Corps officer. As a result, the Board of Directors recently approved the establishment of a Navy Supply Corps Foundation “Spirit Award.” The “Spirit Award” will be awarded to the Chapter(s) that adds the most new members to the Foundation online membership database . Over a six month period, from October 12, 2012 through April 12, 2013, Chapters are encouraged to reach out to current, retired and former Supply Corps officers who are not currently signed up in the membership database. The easiest and most effective way to capture their contact information will be through the use of the USNSCF on line registration found on the website (www.usnscf.com). They will just need to click on “New Member” in the Login box on the lower left of the screen and complete the form that appears. New members should be sure to select their local chapter so that award credit can be given to them for the “Spirit Award.”After discussion and endorsement by the Chapter Presidents,

the Board approved segregating the Chapters into two cat-egories and providing an award for each category … Large Chapters (Norfolk, San Diego, Philadelphia, Mechanicsburg and Washington Area) and all others. For the Chapter in each category that adds the most new names to the master database, the Foundation will provide funds to host an event

of the Chapter’s choosing. The Large Chapter will receive $2,500 and the other Chapter will receive $1,500. While the “Spirit Award” will provide a positive reward to the Chapters, the best outcome will be to those “lost” mem-bers who will now be reconnected with the Supply Corps and share in the spirit of camaraderie, heritage, and service that the Navy Supply Corps Foundation provides.

Now a sophomore, Clark is major-ing in actuarial science and is joining the Actuarial Club to help prepare for future exams and interviews. The youngest of three children, Clark knew that the financial burden of a college education would be heavy, “both to my family and myself.” When his high school guidance counselor pointed out to him that he was eligible for a Foundation scholarship due to his grandfather’s service in the Navy Supply Corps, he jumped at the chance to apply. Upon learning that had been select-ed for a four-year recurring scholarship, “I was very thankful. It’s a tremendous scholarship and greatly reduced the financial pressure,” he says. “Knowing I won’t be in debt is very comforting and I can focus on my stud-ies.” Clark also had the chance to thank

Sam Clark is the winner of a Foun-dation recurring scholarship named for RADM (Ret.) Don St. Angelo and his wife Elizabeth. Clark, who grew up on the Snowshoe Valley Christmas Tree Farm in Cumberland, Wis., was eligible for the scholarship through the service of his grandfather, LT (Ret.) Larry Sibly. Clark graduated first in his class from Cumberland High School in 2011. In addition, he captained the football, baseball, and track teams, was a mem-ber of the basketball team, played the trombone in the state champion march-ing band, and was named to the Na-tional Honor Society. Clark was accepted at every col-lege he applied to and chose the Uni-versity of Wisconsin-Milwaukee both for its location and for the excellence of its courses. “I wanted to get the big city experience,” he says. As a fresh-man, he played intramural sports and took advantage of the university’s

The Oakleaf is moving to a quarterly publication sched-ule – that’s up from the current three times a year, effective with this issue. The move is just one of a number of changes you can expect to see over the next year in the Foundation’s flagship publication. Last spring a survey of Oakleaf readers was conducted on line. More than 700 members responded and while the overwhelming response to The Oakleaf was positive, nearly a quarter of members surveyed said they would like to see The Oakleaf more frequently; the move to quarterly reflects that. In addition, more than half of the readers of The Oakleaf, in all demographics including active duty, retired, reserve, and former members, said they read The Oak-leaf online, making it more important than ever that members sign in to the website at www.usnscf.com and provide their e-mail address so that the Foundation can e-mail The Oakleaf link to them when it comes out. Over a third still enjoy the mailed hardcopy, however, so the Foundation expects to continue to make that available to members who request it. Readers want to see more news about members, as well as chapter activities and the history of the Supply Corps. News tips from and about members and chapters are always wel-come at [email protected]. Expect to see more people stories in upcoming issues. In addition, there is still some confusion about the vari-ous Supply Corps publications. To help clarify, The Oakleaf is

the publication of the Navy Supply Corps Foundation and is available without charge to all active, retired, reserve, and former members of the Supply Corps. The Oakleaf focuses on the people in the Supply Corps family and on the many Foundation activities such as the scholarship program as well as heritage and camaraderie activities and events. The Supply Corps Newsletter is published by the Naval Supply Systems Command and is targeted primarily to the active duty community. It is a professional journal that includes a wealth of detailed information about the opera-

tion of today’s Supply Corps. Retirees and others may receive a hard copy of the Newsletter at their home address by subscrib-ing through the Government

RDML Jonathan A. Yuen, Commander, NAVSUP Global Logistics Support, served as guest speaker. ENS Emily Hawkins was 3rd Battalion’s Honor Graduate based upon her overall grade point average. He will soon report to Navy Reserve Fleet Logistics Center Fort Worth, Texas. “The BQC-NR course has provided a solid introduction and education regarding the types of knowledge and respon-sibilities where we as Supply Corps officers will be expected to display expertise and leadership.” Hogan emphasized. “What makes this setting great as a reservist are the two facets of learning – from those standing in front of the class, and also from fellow classmates.” The Basic Qualification Course-Naval Reserve (BQC-NR) is a 13-month, comprehensive course of instruction, which provides reserve Direct Commissioning Program (DCP) of-ficers and Supply Corps Limited Duty and Chief Warrant Officers with the fundamental, technical and managerial knowledge necessary to function effectively as Supply Corps officers within the Navy Reserve. The students completing the BQC-NR program serve on reserve billets across the country.

One of the primary goals of the Foundation’s strategic plan, Blueprint for the Future, was to upgrade the Foun-dation’s communications infrastructure. Bringing the website up to date is one of the most significant goals of this plan. Specifically the Foundation must develop a more user-friendly site, in-corporate social media, encourage more use of the Foundation and Chapter sites, and present a professional image of the organization. Building and deploying a robust com-munications infrastructure including so-cial media is a major undertaking. To help accomplish this task, the Foundation has brought Tim Vanas, an experienced IT professional, onboard. Vanas has strong ties to the Supply Corps, having served as

a SC officer from 1992 through 2000. Mar-ried to CAPT (Sel) Kristen Fabry, Vanas is a graduate of University of Michigan (BA Economics) with an MBA from Indiana University. His background includes em-ployment as a project manager with both Microsoft and Emerson. As a first step to upgrading the Foun-dation website, an online survey was conducted of website users and web administrators. Those taking the survey had a chance to provide feedback on a proposed redesign of the homepage as well as providing feedback on their use of the website. The new website rough design was very well received with 92 percent rating it excellent or good. In addition, the site was reviewed with Chapter Presidents and the Foundation

Whenever the title is used, of-ficers should be sure to stipulate that they are retired by using “(Ret.)” after their rank. At Foundation and chapter social activities, accordingly, retired officers may use their rank as above if they wish. If a member is being introduced in a speech or a script they may be addressed with their rank. At an official Founda-tion function such as an auction or ball, the use of rank is often preferred. Since the Foundation includes active, retired, reserve, and former members, it may not be obvious to all who the retirees are. For those writing such remarks or scripts for these occasions, then, it is im-portant to know who the retired officers
