If I had some money to pump into an investment property on the Coast right now, I’d be seriously looking at buying in Kawana. As this week’s cover story showcases, Kawana is earmarked for some large-scale development in the next fi ve years, namely with the construction of the Sunshine Coast University Hospital. I would assume that property surrounding this new hospital will be in high demand as thousands move to the region for health reasons and to work, both during and aft er the construction phase. Th e plans for upgraded roads and public transport surrounding the hospital are also in the pipeline, as Kawana emerges as the medical hub on the Sunshine Coast. What will the project involve?Th e Sunshine Coast University Hospital will be built on a 20-hectare greenfi eld site on the corner of Kawana Way and Lake Kawana Boulevard (see page 8). Th at’s about 30 football fi elds, explained Paul Lucas at the business lunch. Th e public hospital is planned to open towards the end of 2016 with 450 in-patient beds, expanding to 738 beds fi ve years later.

However, a co-located private hospital will be the fi rst built on this Kawana health campus. Th e Government expects to announce the successful private owner-operator mid-next year and see the fi rst sod turned soon aft er (see page 8). Two companies have been shortlisted, Ramsay Health Care and Healthscope. It’s due to open in 2013 – the same year that construction starts on the public hospital. About 110 of the private hospital’s 200 beds will cater for public patients while the bigger hospital is being built.

Other on-site developments will include a health-related innovation park for private and non-government sectors (such as child-minding businesses and pharmacies), an academic and research centre, parkland, more than 3000 car spaces, roads and utilities infrastructure.

A community reference group has been set up to participate in the process. Th e 15 local residents, health users and health professionals met for the fi rst time on Monday (20 Sept) at the Lake Kawana Community Centre.

“We welcome the Deputy Premier’s ironclad commitment that the public hospital will be operational in 2016 regardless of whether a private sector partner can be found,” says Debra Robinson, the Sunshine Coast chair of the Property Council. However, the council is still hopeful the public hospital may be delivered ahead of 2016, given a recent government decision to fast-track a rail line at Springfi eld to cater for growth.

just in the construction phase. “It will have the longer-term impact of growing and diversifying the local economy,” she says. “From fl orists to pharmacists, there will be greater demand for services provided by local businesses.”

Queensland Health estimates 2000 construction workers will be on site at the peak of the public hospital job, with another 300 needed for the private hospital construction.

How many will work there?“We’ll need to recruit 3500 health staff for the Sunshine Coast University Hospital,” says Paul Lucas, describing the diversity of doctors, nurses and allied health professionals, hospital workers and administration staff . “You’ll have highly-paid people making lifestyle decisions in terms of where they live and you’ll have young trainees interested in rental properties while they’re doing qualifi cations. No doubt the private sector will be seeking to invest in doctors’ rooms and ancillary services that sit around any major hospital. Th is will bring a broad variety of opportunities and create signifi cant demand for the property market.”

Th e Deputy Premier says it’s reasonable to expect the majority of new staff will want to live on the Coast. “You’ve got a good internal road network and I hope many people will want to walk or cycle to work,” he says. He adds the rollout of public transport services will continue.

Th e State Government recently released its integrated regional transport plan, Connecting SEQ 2031. It proposes improved bus services on the Coast and the construction of a new UrbanLink passenger rail line “in the longer term” for high-frequency trains from Beerwah station through Caloundra south and Kawana to Maroochydore. The primary benefi ts of building a new public hospital on the Coast have never been in doubt: healing the sick and injured,

caring for the health of residents, easing waiting lists at other regional hospitals, particularly at Nambour, and cutting some of the patient traffi c to the capital, Brisbane. Th e doubts about the project have been in the details: location, time line, funding, partnerships and size.

Not any more, according to the State Government. Deputy Premier Paul Lucas, who took on the health ministry when Anna Bligh became Premier in March last year, clarifi ed almost all these details during a visit to Maroochydore this month to address a Property Council of Australia lunch. On the critical issues of funding and time lines, he acknowledged the eff ects of the global fi nancial crisis on the planned public-private-partnership (known as a PPP) but was adamant the Sunshine Coast University Hospital would start construction in 2013 regardless.

“One can’t overestimate the signifi cance of a tertiary hospital for this region,” he tells MPP. “It’s a $1.97 billion investment, a massive undertaking that will generate more than 12,000 visits a day … and it will create signifi cant demand for the property market.”

Local developers and analysts say the opportunities are eagerly awaited by the property industry, from potential home buyers to commercial investors. “Th is is the biggest infrastructure project ever on the Coast and it will be a major stimulus to the regional economy including residential and commercial property,” says University of the Sunshine Coast Professor of Property and Development

more viable,” he says. “And the jobs are sustainable long-term, which is of fundamental importance given our current volatile, cyclical employment sectors.”

Debra Robinson says property owners and investors across the Coast can take heart that the new hospitals will underpin future capital growth. She says, “History has shown that investment in infrastructure such as hospitals delivers real increases in property values and local economic development opportunities.”

Paul Lucas raises the wider implications of the Coast’s ageing demographic. “Australia has the second longest life expectancy on earth of

81.5 years, and by 2050 our population over 85 will quadruple,” he told the business lunch. “Of the Sunshine Coast’s 300,000 people, 16.5 per cent are over 65 years old compared to the state average of 12.5 per cent. And the Coast is forecast to have half a million people by 2031.”

Th e Minister predicts this will create opportunities as well as challenges for sectors such as property “and not just in traditional retirement villages”. Older people with superannuation will want to choose from a variety of housing options according to needs such as proximity to family and health services, he says.

How will it affect Kawana? For examples of current prices in surrounding suburbs, RP Data shows the median sale price for houses in Parrearra/Kawana Island is $535,000, Buddina $570,000 and Minyama $901,500. Th e median asking rent for houses in Wurtulla and Bokarina is $380 a week.

Stockland, as the major landowner and master developer of the Kawana area, is well-prepared for the residential and commercial growth expected around the new hospital. Land releases are already selling at Birtinya Island and a vacant 30-hectare block between Bokarina Beach and Nicklin Way is expected to accommodate a signifi cant number of people in houses, townhouses and units, along with a new surf club and tourism uses. Th at approval process is expected to begin before the hospital opens in 2016.

Stockland Sunshine Coast regional manager Troy Wainwright says the latest release at Birtinya Island, Headland Drive, has 17 home sites from 300 to 689 square metres and priced from $270,000 (see next page).

Sunshine Coast Regional Council last month approved a new $100 million retirement community and aged persons home to be built on six hectares at the corner of Nicklin Way and Lake Kawana Boulevard. Councillor Keryn Jones says the 340 units will be close to bus routes, the beach, the future Kawana Town Centre, a bowls club, Lake Kawana and the future hospital.

Tony Long, a key player in multi-award-winning Kawana developments since the early 1990s, expects the new hospital to become a national health icon. “Having had a hand in developing the private hospital complex in Innovation Parkway, I see this new project as having an enormously positive economic and social impact on the region,” he says.

Tony, who’s now director of PlaceMakers Communications & Marketing, says the Coast should celebrate this government move. “Th e level of expenditure required to deliver this major regional facility will lift investment confi dence on the Coast,” he says. “Health professionals of all disciplines will gravitate to Kawana and the multiplier eff ect will deliver further job creation. All these employees will need to live somewhere, buy cars, send kids to school and buy local goods and services.”

He says higher-density living close to the hospital will encourage the walk-to-work principle. When asked about prices, Tony says

they will be driven by supply and demand. “Kawana is already a great location to live and work and having state-of-the-art health services at your front door will only add value to that experience,” he says. “For commercial, land availability and speed-to-market will be the most important infl uences on the market.”

Real Estate Institute of Queensland Sunshine Coast chair Brett Graham says universities and hospitals are the two major pieces of infrastructure that assist property markets. “Th ey create a lot of professional and offi ce space and attract a lot of students and staff ,” he says. “People like to live close to their

workplaces and you’ll have specialists, investors, nursing staff … I can see this will be very positive for the growth and identity of the Kawana area, commercially and residentially.”

Brett expects the market to react “as soon as the button is pressed”, initially with activity in existing houses and units. “It should also be a catalyst to start releasing land,” he says.

He describes the current market as returning to the steadiness of three years ago.

Steve Kealey, director of Platinum Properties Sunshine Coast, says the market has been waiting a long time for confi rmation of the hospital’s time line. “I’d expect to see a lift along the prime beachside strip from Currimundi Lake to the Mooloolah River, on Birtinya and Kawana islands, even Kawana Forest,” Steve says. “Hospital staff with a range of incomes can pick from a mix of absolute beachfront, beachside, lakefront and water access. Kawana has been holding its own on prices – we’ve been selling everything from a $300,000 duplex to multimillion-dollar properties.”

Palmview approval a step closerOwners of the Palmview greenfi eld site

have guaranteed $600 million worth of infrastructure will be rolled out to

support the planned residential community, as part of a landmark agreement signed last Sunday night.

Th e infrastructure agreement was reached following rigorous negotiations between Sunshine Coast Regional Council and the three landowners, and was signed by all parties and Unitywater.

Council’s structure plan and the agreement have now been forwarded to Planning and Infrastructure Minister Stirling Hinchliff e for a second state interest check.

Th e minister has 15 days to respond to the documents, signalling the fi nal phase in the lengthy master-planning process.

Th e council’s planning portfolio spokesman Russell Green says some compromises were required from all parties during negotiations, but the outcome is positive for Sunshine Coast ratepayers.

“It will deliver aff ordable housing with 12.5 per cent of dwellings on the site set aside for that purpose, and incorporates water- and energy-effi cient urban design.

“It includes a ‘greenlink’ – a dedicated public and active transport link – connecting Palmview to Sippy Downs and to Kawana. Council has fought hard for the best outcomes for community amenity and environmental sustainability.”

Sunshine Coast Mayor Bob Abbot says fi nalisation of the structure plan and infrastructure agreement demonstrates that the council is up to the task of planning for signifi cant greenfi eld sites in the region.

He says if the council’s plans are supported by the minister, 800 ‘shovel-ready’ lots at Palmview could be approved immediately.

“Th is is further evidence that we are genuine about moving this project along,” the mayor says.

“We have participated in the process set down by the State Government in good faith and our staff have worked tirelessly to meet the requirements and deadlines.

“Th e plan for Palmview is consistent with council’s goals for the provision of public transport, aff ordable living, environmental protection, and well-designed communities.

“Some compromises have been made in an eff ort to balance a wide range of interests and views on how this development should proceed.

“However, we believe the result is fair and reasonable, provides a range of community and infrastructure benefi ts and supports our vision for a sustainable future.”

Steve became famous around the world as the passionate personality running through the bush grappling with dangerous creatures. But he was simply doing what he had always done. Auctioneer wins coveted titleJason Andrew has become the fi rst Queenslander and the youngest auctioneer to take out the Australasian Auctioneering Championships. Jason, from Jason Andrew Auctioneers, competed in the annual event in New Zealand last Wednesday and broke a three-year winning streak by the Kiwis to secure the coveted trophy for Queensland this year.

Th e 25-year-old was one of two auctioneers representing the Real Estate Institute of Queensland (REIQ) at the event.

“Th e Australasian championship is always very tough and this year was no exception,” REIQ chair Pamela Bennett says. “Auctioneers were required to perform in the highest pressure situation of their careers and Jason’s skill, style and professionalism saw him named Australasia’s best.

“Jason has been honing his skills and building a name for himself as one of Queensland’s fi nest

auctioneers over the past fi ve years and winning this event is testament to his dedication to the real estate profession.”

Jason was the 2009 REIQ Auctioneer of the Year, and runner-up in 2008 and 2010. He has previously represented Queensland in the Australasian event, reaching the fi nals in 2008.

Jason – who calls auctions from Northern NSW to Noosa – says winning the championship is the highlight of his auctioneering career. “I’ve been working extremely hard to be the best auctioneer I can be and being named Australasia’s best makes me realise that all that hard work was worth it,” he says.

“All the competitors were highly skilled auctioneers, so to even make the fi nals was a big ask.

“Th e competition is very diffi cult, so I am proud that all my years of training and countless hours of calling auctions across the state have helped me bring the trophy home for Queensland.”

First National charity successFirst National Coastal teamed up with 4 Paws charity to raise money for homeless animals. Around 300 people gathered at Double Bay Park on Sunday September 19 to embark on a walk around Kawana Island with their dogs to raise money for the charity. Julie Coff ey from First National came up with the fundraising idea, which was a huge success. Many local businesses donated prizes, which were auctioned off by First National’s Darren Lockwood. Th ere was a sausage sizzle on the day plus a number of competitions including ‘Best Dressed Dog’. Th e success of the day means this will now become an annual charity event.

Hinterland happeningsPalmwoods team awardedMike Burns of Elders Palmwoods took out four major awards at the recent Elders’ national and state awards annual event.

Leading the state in both sales and marketing, Mike’s “little old” Palmwoods’ agency took out three state awards and, to his extreme delight, one national award.

Mike is well known in the industry for his dedication to client service and has increased the Palmwoods’ offi ce staff from two to 10 since taking over the licence nearly two years ago.

He has extended the service to include client access to an in-house broker to advise on fi nancing, and has a close connection with a solicitor who specialises in real estate legislation.

He also has immediate access to a town planner. All these services he off ers to clients free of charge. Mike says, “We surround ourselves and therefore our clients, with people who can answer the questions.

“Financing is so important, and when we have a buyer looking to sign a contract we give them a chance to chat to our fi nance broker to make sure they are in a position to purchase.

“Occasionally one will say, ‘well I spoke to the bank about a year ago’.

“Th ings have changed dramatically, and while a bank will off er their best product, a mortgage broker will off er up to 30 diff erent fi nancing institutions.”

Mike believes it is equally important to stay on top of changes to legislation, which can have a major eff ect on property sales and purchases. “Th ere are new laws coming up [from October 1], which have an impact on contracts.

“Local and state government planning laws are demanding, and you have to be able

to advise a client on what they can expect.”Mike gives a recent example of a client

wanting to purchase a property with the intention of removing many trees.

“I checked and they were all heritage listed,” he says.

Mike joined Elders Palmwoods six years ago, taking over as principal and licensee on January 1, 2009. He lives and breathes the industry and has a simple philosophy. “Do the best for your vendor.”

Memorable momentsMalcolm Brown from Palmwoods First National recalls the day he made his fi rst visit to a new listing. “I arrived, walked up the stairs and knocked on the door, and as the lady answered with a glass of wine in her hand the stairs collapsed and I fell about 3.5 metres.

I was fi ne and from there brushed myself down and proceeded to walk around the house with the owner. All was going fi ne until I went to leave and found my car was bogged on her lawn.

I had to go back to her and ask for her assistance to somehow pull my car out of the bog. She had by then had a few red wines and agreed to help, but she had no rope and I had to use an old piece of power cable we found in the scrub.

We attached it to my car and to hers, she on my instruction proceeded to ‘fl oor it’, ripping the bumper off my car but at least getting me out of the bog.”

I turned up with the buyers for the building and pest inspection and

during it the police arrived and carried out a drug raid on the property

Prices bounce backRP Data fi gures indicate property sellers are coming out of winter hibernation and the Real Estate Institute of Queensland June quarter fi gures show prices are back to where they were two years ago.

If your backyard is less than inspiring and you haven’t got a wad of cash to throw at it, there are ways to rejuvenate your outdoor space on a budget. We show you how.

Big and smallIf your yard is small, the fi rst thing to do is have a good tidy up. Remove the clutter such as tools, toys and old furniture you no longer use. Incorporate some storage to tidy away the things you need. Trimming back overgrown bushes, pulling out the weeds and mulching the garden will make the world of diff erence and bring space to a small yard. If you have a large block, it can be daunting to know where to start and many home owners give up before they’ve even begun. Th e trick here is to start small. Pick a section of the home – such as the area closest to the back door or up against the garage wall – or an element – such as a large tree – and build on that. Improving a small area is easier and cheaper than transforming the entire half-acre block.

Creating privacyIf you are lacking a patio, deck or verandah to transform and don’t know what to do, the easiest place to start is against a wall not far from the back door. Give the wall a fresh coat of paint and use it as a backdrop – pop up an awning or an umbrella and a table and chairs. Put up a trellis or lattice at right angles to the edge of the wall to create a little privacy. Inexpensive trellis can be bought from the local hardware shop. Encourage creepers such as jasmine – these grow quickly and provide privacy as well as pretty fl owers and scent. Long posts driven into the dirt at intervals can support vegetables such as beans and these look great, and provide

privacy and food. Underfoot, you can defi ne this area by removing any lawn that is there and replacing with gravel, bark or inexpensive pavers. Try to get your hands on off -cuts or end-of-line varieties.

FurnitureHit the garage sales and op shops for your outdoor furniture. If you are having a clean-out inside the home, before throwing out the coff ee table or old chairs consider how you give them new life

rain. On the table, a plastic tablecloth from the cheap shop is all you need.

Lighting and pavingSmall solar lights on metal stakes placed along a path or clustered around the trunk of a large tree are much cheaper than lights that need to be wired in. Tea lights and candles grouped on tables or in holders hung from the patio ceiling look beautiful – just make sure the fl ames are sheltered so they can’t become a fi re hazard. If you want to add some interest to a bare stretch of lawn, it’s easy to create meandering paths. Cut out a circle of the lawn and pop down some pavers or fl at stones – they will link areas of the garden and separate and defi ne other elements. End the path at a raised rock garden fi lled with easy-care succulents.

PlantsBuy plants or seedlings from the local markets – they are oft en cheaper than those from the nursery. When purchasing your plants, buy ones that thrive in our Coastal environment. It doesn’t matter how cheap a plant is, if it dies a week aft er planting it is a waste of money. Th e cheapest way to get new plants, though, is to take cuttings from friends. Frangipanis and pandanus are tough Coastal species that do well from cuttings. Other varieties that start well from cuttings include dracaena, bromeliads, heliconia and ginger that love our climate. On the lawn, rather than relaying turf, fertilise and thicken what you have – it’s the cheaper option. Place pots around the yard and fi ll with herbs – they grow easily and quickly, smell and look great and you can use them for cooking.

The little thingsYour fi nishing touches are probably the easiest thing to do on the cheap – old terracottapots, mini metal buckets, chipped glasses and jars can be transformed into tealight holders and vases. Terracotta saucers are great candle holders or use them to hold some shells or smooth rocks for a pretty table setting. A small fi sh pond or water feature created from old bath tubs, kids pools or vanities is recycling at its best. Pick up some inexpensive polar fl eece from the fabric store, tidy up by blanket stitching around the edge with heavy cotton and you have a cheap picnic blanket.

Superannuation is a great way to save up for your retirement. By having money in a super fund,

you receive tax concessions and other benefi ts and your super fund may also include life insurance and other cover as part of your policy.

By law, if you are an employee eligible to receive compulsory contributions to a super fund, your employer must pay nine per cent of the amount you earn into the fund. Generally, to be eligible, you have to be younger than 70 years and earning more that $450 a month before tax.

Th ere are a few diff erent types of funds, including public sector funds for government employees, industry funds for those in a particular industry and retail funds that are open to any employee. Trustees run your fund and they are required to act honestly and make decisions in your best interests. But

Super basicsif you have any concerns about how your hard-earned cash is being managed, be assured that the government has plenty of rules and regulations in place to protect you. Th e Australian Securities & Investments Commission, the Australian Prudential Authority and the Australian Tax Offi ce all keep an eye on super funds.

If you are self-employed, you can set up a self-managed super fund (SMSF). Generally, members of an SMSF are also the trustees. Th ey have control over their own investment, which obviously has its

advantages because it means they can decide where their money is invested, but there are many requirements the fund must meet.

SMSFs is the fastest-growing segment of the super industry, but there are a huge number of laws that govern this type of fund and even if you use other tax and fi nancial professionals to help

set up and manage the fund, as a trustee the responsibility for running the fund is yours. Th e ATO has a lot of services to help you comply with the rules and audits these funds to make sure they are running smoothly.

By law you can access your super only when you retire from the workforce and when you reach what is known as the ‘preservation age’. Th is age varies, depending on when you were born. Th e preservation age goes from about 55 (if you were born before July 1, 1960) and up to 60 (if you were born aft er June 1964).

If you need to access your super earlier than this, you can, but only in very limited circumstances. If you suff er permanent incapacity or severe fi nancial hardship, or wish to access the super on compassionate grounds, contact your super fund to see if you can. Anyone who has come to Australia on a temporary resident visa and who is permanently leaving the country can also be paid any super they’ve accumulated in the time they have been here.

A superannuation strategy that more and more Australians are employing is using their super as leverage to buy investment property. PAYG employees and trustees of SMSFs alike can do this and it’s not a diffi cult process, though it’s not advisable to go out and do it on your own. Always get advice from experts like local company Investor Property. Th is is not an area of property investment that mums and dad investors can do on their own.

Th e ATO warns that using SMSFs to gain “improper early access to super is illegal”. Large penalties apply if you get caught up in doing this. Always contact the ATO if you need help or advice on superannuation matters.
