Abstract
The city governance has recently become a distinct trait of the evolution of european urban policies, thus some structural changes in power distribution have been induced. Due to this, the important real estate groups, free-raiders and industrial groups have encountered less difficulties while projecting, directing and executing big projects capable of transforming radically the urban space. The execution of Big Urban Progects, caused by the progressive growth of the real estate market, and maintained by the financial market, has reached its peak before the financial crack of 2007/2008. Though the crack has had heavy consequences in most of the developed countries, the developing countries whose financial systems haven’t been modified by european and Northamerican influence, seem to be almost immune to the crisis. A considerable number of european and northamerican cities have dealt with BUP, and some cities of the developing countries (Pekin, Shanghai, San Paolo, Mexico City, ecc.) did so, too, trying to keep un with the trend. Even smaller cities took the challenge of the renewal of the urban design and city economy. To do so, they used to commission projects to the so-called “archistars” or construction firms specialized in ecological buildings and energy saving. The essay treats a case of particular interest. This case is described by some processes, that seem to be own of the post-socialist countries, and considers the city of Dnipropetrovsk (Nipropetrovsk), the capital of the omonymous region, that is known to be one of the most important cities of the Ukraine for its economi-cal, political and cultural aspects.
