Dear Ms. Squire:Mt. Storm Wind Force, LLC (Mt. Storm) holds a certificate of convenience andnecessity (Certificate) to construct and operate a wind pow er generating facility in Tu cker andGrant Counties, West Virginia (Facility). The Commission entered an order granting theCertificate in Case No. 01-1664-E-CN on August 29,2 00 2 (Certification Order).Until recently, ninety-five percent of Mt. Storms membership interests were owned byUS Wind Force, LLC (U SWF), and the remaining five percent was owned by Edison M issionMid-Atlantic, Inc. (EMM A). On May 8,2 01 3, those membership interests were transferred asfollows:1. USWF transferred all of its membership interests in Mt. S torm to EHIDevelopmen t Fund, a C alifornia corporation (EHI).2. Immediately after that conveyance occurred, EHI and EMMA eachtransferred their membership interests in Mt. Storm to Laurel

Renewable Partners, LLC, a Delaware limited liability company(Laurel Renewable).3. As a result of those transactions, Laurel Renewab le now owns of100% of the membership interests in Mt. Storm .Under Laurel Renewables ow nership, Mt. S torm will continue to be bound by the termsof the Certificate. Because Siting Rule 7.1 requires notice in the event an owner of an EWG

EHI and Laurel Renewable have each completed the affidavit specified in Siting Rule7.1, but request a waiver of that rules thirty day notice requirement to whatever extent it may beapplicable.
