Ms. Dorothy Johnson – District 1 Appointee
Dorothy “Dottie” Johnson, ODP, GCDF, FSCM
Dorothy “Dottie” Johnson is a retired federal government
employee. She implemented, administered, and monitored
district-wide EEO/Diversity policies for the United States Postal
Service and ensured compliance of Title VII of the Civil Rights.
She attended Miami Northwestern Senior High School where she
graduated with several honors and awards. In order to further her
education, she attended Miami Dade Community College
majoring in Criminology, and Postal Management. She was
trained and certified as a Federal Mediator. Dottie completed
several business courses at the University of Michigan. She is
trained and certified as a Global Career Development Facilitator
as well as an Organizational Development Practitioner. Subsequently in order to further her
education she was trained as a Florida Supreme Court Certified County Mediator. She graduated
from the Interdenominational Theological Center with a Certificate of Theology in Atlanta, GA.
She is a member of the Jesus People Ministries Church.
Dottie is active in numerous community organizations, and is the recipient of numerous awards
and honors. She serves as the Chairperson, The Historic Hampton House Community Trust, Inc.
2007-2015); Lifetime Member/Former President, South Florida Chapter of Blacks In
Government; Founding Member, Dr. Martin Luther King, Jr. Parade and Festivities Committee,
Inc.; Credit Committee Member, North Dade Federal Community Development Credit Union;
Member, UP-PAC; Member, former PASS Executive, North Dade Middle School; former Vice-
President, St. Thomas University Campus Community Alliances; former 1st Vice President,
Women Elected Municipal Government in Florida; Secretary, North Dade Youth & Family
Coalition; Secretary and Interim Chairperson, Florida Black Caucus, Local Elected Officials;
former Region V Director, Florida After-school Alliance (FASA); Board Director Miami-Dade
County Community Action Human Services (representing District 1 Commissioner Barbara J.
Jordan) Secretary/Treasurer, Miami Dade Black Caucus, Local Elected Officials, Miami Dade
County Public Schools Diversity, Equity, and Excellence Advisory Committee Member
(representing District 1 Dr. Steve Gallon III) and serves on several “Live Healthy Miami Gardens”
sub-committees.
In April of 2000, she founded and serves as CEO/Chairwoman for TPOE LLC and ENO Trust, a
not-for-profit community based organization. This organization is dedicated to enabling
individuals and families to become self-sufficient, which ultimately will improve the economic
development as well as the quality of life in the community-at-large. Ms. Johnson is a strong
advocate for civil rights and equality.
She was one of the key individuals in the planning of the nation’s second largest Employee
Development Conference among federal agencies with approximately 1,427 in attendance. She
received a Special Achievement Award for her accomplishments in the Hurricane Andrew Relief
coordination. She has been the recipient of numerous Exceptional Individual Performance
Awards. She was the recipient of the Federal Employee of the Year “Equal Employment
Opportunity Award”, as well as the recipient for the Vice President Partnership Award. She
served as the Chair of Federal Executive Board which represented all federal agencies in the South
Florida area. In addition, she was the recipient of the Florida Regional Minority Business Council
“Advocate of the Year Award”. Dottie was the recipient of the Federal Employee of the Year
“Chairman of Excellence Award”. She received the “Beyond the Bell Award. She was nominated
by the Miami Dade County Commission and her name was submitted to the State of Florida
Governor's office for consideration to serve as a Director for The Children’s Trust. . She was
selected as a candidate for International Executive Guild’s Registry. In addition, she was selected
as a candidate for the International WHO’S WHO’S of Professionals. In 2002, she was elected as
the Vice-Mayor for the City of Opa-locka, FL. In 2004, she served as the Interim Mayor for the
City of Opa-locka, FL. She served as a City Commissioner from 2002 until 2014. In 2014, she
unsuccessful in her candidacy as Mayor of the City of Opa-locka. Dottie has lectured to various
audiences and has served as an instructor, facilitator and motivational speaker on issues pertaining
to affirmative action, women’s issues, diversity awareness, community empowerment and
workforce development. In addition, she is very active in the community and is often called upon
to be a speaker and/or mediator by local schools, colleges, universities, churches, civil and
professional organizations; as well as private businesses.
She is married to Roy Johnson and is a devoted mother of two daughters: Roilanda, Tamika, and
proud grandmother of Joshua, Nisaiah and Omar. She is better known in the community as “Lady
Justice”
