1. PROJECT OVERVIEW
1.1. INTRODUCTION
The Ministry of Road Transport and Highway (MORT&H) has taken a strategic decision to develop the
North-South corridor connecting Srinagar (J&K) to Kanya Kumari (Tamilnadu). The National Highways
Authority of India (NHAI) has been appointed by MORT&H, to implement this development.
NHAI have appointed the Louis Berger Group, Inc., USA, in Joint Ventures with LRP Consultants, India
and in association with L&T Ramboll, India, and D2 Consultant for Tunnel as consultants to carry out the
detailed design, for the Patnitop Tunnel of the NH-1A, between Udhampur and Banihal (Km 66 to Km.
188) in the state of Jammu and Kashmir.
1.2. THE PROJECT ROAD
The NH-1A National Highway will be upgraded from its present two-lane layout, to a four-lane divided
carriageway configuration. The design of the road between Udhampur and Banihal, Km 67 to Km. 188 is
being carried out in five separate packages. The project will require the construction of numerous
structures, including one approx. 9 Km. long Tunnel (Patnitop Tunnel) and six short Tunnels (Tunnels with
length below 1 km).
1.3. THE PROJECT ROAD CONSTRAINTS
The existing road alignment of the NH-1A between Km 67 and Km 188 is typified by sub-standard, and
often steep curves and gradients, in the horizontal and vertical planes. The proposed improvement will
entail widening towards the valley side along most of the road, which will also involve the construction of
many new structures, including viaducts, bridges, retaining walls and Tunnels.
The project road area is within a region that is prone to frequent earthquakes of sizeable magnitude. Much
of the rock in the area is well jointed and highly fragmented. Combining seismic activity, with the extreme
prevailing weather conditions, also means the area experiences constant landslides.
The Kashmir region, with its exceptional scenic landscapes, abundant wildlife, culture diversity and
profuse number of historic and religion building, is a ‘Mecca’ for tourists from every corner of the globe.
The NH-1A being the main route between the principal cities of Jammu and Srinagar carries most of the
tourist for the entire area. Tourism peaks during the summer months of July and August, but spring and
autumn, can also be busy.

1.4. PROPOSED PATNITOP TUNNEL ALIGNMENT
In previous design stages different alternatives have been investigated for Tunnel, crossing of the Patnitop
range in approx. station Km 90 to Km 130 of the existing NH-1A. Five Tunnel alternatives varying from 1.2
Km length have been assessed and presented in earlier design stages. As the optimum alternative, the
longest one, a base Tunnel at elevation of approx. 1220 m a.s.l. was approved for further investigation and
elaboration of the Tunnel civil tender design documents.
Concerned section Km. 67 to Km. 188 is being carried out in five separate packages 1 – 5.
Patnitop Tunnel is designed as a base Tunnel. Passing under the Patnitop mountain range with
overburden more than 1 Km and belongs to NHDP Phase- II. This contract package start at existing road
starts from Km 89 and ends at Km 130 of existing road. Tunnel mined portals are located at approx. start
of Km 90 (southern portal) close to village of Chenani and Km 130 (northern portal) close to township of
Batote of existing road at elevations 1230 m and 1210 m respectively. Tunnel profile grade is of a roof
character with 0.5 % longitudinal profile grade. Tunnel horizontal alignment starts and ends with curves of
300 m radius, and the rest of mid-section is straight. Main Tunnel direction is South to North. Travel
distance will be reduced for more than 30 Km and climbing and descending of approx. 1000 m shall be
avoided. Tunnel shall be 2-lane, bidirectional tunnel with parallel escape Tunnel and cross connections
into escape Tunnel for emergency exit.
The Existing road (2-lane, bidirectional) will be utilized to accommodate the local traffic in the area as well
as over-sized and other vehicles non-suitable for tunnel operation. The existing carriageway will be
upgraded with minor improvement to both the horizontal and vertical alignment.

2. PROJECT ASSIGNMENT
2.1. BACKGROUND
NHAI have appointed the Louis Berger Group, Inc., USA, in Joint Venture with LRP Consultants, India and
in association with L&T Ramboll, India, as consultant to carry out the Feasibility Study and DPR for 4-
Laning of the section Udhampur to Banihal, Km. 66 to Km 188 of NH-1A in the State of Jammu and
Kashmir. The Complete project length is divided into 5 packages.
3. MOBILIZATION OF AGENCIES
3.1 INDEPENDENT ENGINEER
It was decided that Independent Engineer may be invited to participate for project management so as to
have proper management and quality assurance. Accordingly Bids were invited from pre-qualified and
shortly listed consultants and the work was allotted to M/s Euroestudios.S.L. in Association with M/s
Segmental Consulting and Infrastructure Advisory (P) Ltd. In an agreement for Independent Engineer,
services were entered into between National Highways Authority of India, Plot No. G-5 and G-6 , Sector
No.10, Dwarka, New Delhi- 110045 and M/s M/S Euroestudios.S.L., Castelló, 128, E-28006 MADRID,
ESPAÑA in Association whit M/s Segmental Consulting and Infrastructure Advisory (P) Ltd., Unit No.
419A-421, Spaze I Tech Park, Tower B-4.Sector 49, Sohna Road Gurgaon-122002– India, by Letter No.
NHAI/12015/GM (N-1)/CS-88-92/JK/2010/512 dated 05th April 2011 for commencement of service and
accordingly mobilization of Key/ Sub Key Personnel was done.
M/S Euroestudios, S.L. in Association with M/s Segmental Consulting and Infrastructure Advisory (P) Ltd.,
as Independent Engineer in accordance with the terms of the agreement in MOU, have deployed
personnel to look after the project.
Office Building for Team has been hired at Ekta Vihar, Near M.H. Hospital, Udhampur (J&K) and office is
fully operational.

Agreement was drawn by NATIONAL HIGHWAY AUTHORITY OF INDIA (NHAI) with Chenani Nashri
Tunnel way Limited. (CNTL) on 28th June 2010. For this project IL&FS Transportation Networks Ltd has
formed a Special Purpose Vehicle (SPV) by the name of Chenani Nashri Tunnel way Limited (CNTL)
(hereinafter referred as the “Concessionaire”).

8. STATUS OF WORKS
Contractor has mobilized the resources for the work. Access roads for South & North Portal have been
completed on both Portals.
Progress of Main & Escape Tunnel at both Portals was less than targeted progress, especially in final lining
works.
Bridge B1 – Deck Slab casted, Arrangement for stressing in progress.
Bridge B2 – Construction of Crash Barrier completed, Expansion joint Pending.
Slope Protection Portal Completed for both South and North Portal.

Toll Plaza slope Stabilization: In South Toll Plaza location, up to date they have completed
excavation cross section no 3&4 and cross section no.1, 2 is in progress. According to modified
design for full stabilization. Instability in lower part created a bulging and displacement of present
road, and diversion of road to accommodate 1 lane per direction has been completed. Geo
investigation of slide area is completed, drilling of boreholes with core recovery.

16. BRIEF COMMENTS FROM ALL KEY PROFESSIONALS REGARDING CRUCIAL ISSUES AND
PROGRESS OF WORK.
Geological:
From geological point of view the excavation behavior of rocks in tunnels is smooth & favorable inspite of
variation in compressive strength of interbebbed sequence of hard sandstone, medium siltstone and soft
claystone exposed on the Tunnel face. The expected ground water conditions were also not encountered
during the excavations of all Tunnels (Main, Escape & Cross Passages). Such favorable tunneling
conditions may continue further also till we trigger the last blast in the tunnels.
Tunnel Lining and Tunnel Excavation:
Final lining in Main Tunnel is lagging behind the schedule. The issue has been discussed in several
meeting but still no progress has been achieved expect bring one formwork for final lining Gantry in North
Portal.
Finishing of lining is not satisfactory. This issue was also discussed in last monthly meeting but still finish of
surface is not up to the mark.
Progress of fixing \geotextile water proofing membrane is also very slow
Undercut removal which is hampering the progress of lining
Health and Safety:
Miscellaneous issues regarding Health & Safety which effect progress of work are as following:
Muck dump inside tunnel at both portals is being removed on regular basis for better movement of traffic &
avoid any incident.
Housekeeping is little bit improved and also choked drains cleaned for proper drainage at North Portal.
Fire hydrants at various location of both tunnels at North portal was found without hose reels and water
connections and also provide very less quantity of signal/flag man’s inside tunnel for proper direction &
movement of vehicles.
Modify ventilation system to exhaust the gases from Tunnel mainly at North Portal
Mainly at North Portal, dumper used for disposed of muck was working without tarpoline cover which create
unhealthy environment.
Highway:
Existing Highway:
Repairing of all Patches has been done and repairing of potholes in progress.

Approach Road:
South: Alignment drawing of South approach road a gradient of 7 % is given which is more than required
5% as per IRC and needs to be revised and advised to submit it along with cross section at every 10 m.
North: Alignment drawing reviewed by I.E. with some comments, revised drawing after incorporation by
Concessionaire has not been received till date
Dump Area:
South: Construction of R.C.C wall at South dump area is in progress.
60+000-210+000: R.C.C wall up to 4.0 m height completed.
Slope stabilization is in progress with a sloping angle of 35 degree and height 8 to 10 m
North: Gabion wall at North Portal Dumping yard collapsed for 24.0 m approx. from Ch. 533+000 –
557+000. Revised design submitted and reviewed by IE with some comments.
0-60 m: R.C.C wall up to 4.0 m height completed
Structure works:
Bridge B1 – Deck slab casted, Arrangement for stressing in progress
Bridge B2 – Construction of Crash Barrier completed, Expansion joint Pending
Base slab for Ventilation Building have been completed and column & walls in progress at south
and north portal
Reinforcement for base slab of Technical Building is in progress at North Portal .
Quality:
Energy absorption test for current/ ongoing shotcrete mix designs yet to be carried out. Concessionaire
is looking alternative lab other than IIT, Chenani to conduct energy absorption test.
Concessionaire is also looking alternative lab for testing of PVC membrane in India

Geotechnical:
Main Tunnel South Portal:
Between MS-TM 1702 to MS-TM 2448 up to 06-08-2014, 25% convergence is within the limits.
This stretch is considered critical as high level of deformation is continuing for long time, therefore it
is proposed to take special consideration and apply new countermeasures.
Between MS-TM 2477 to MS-TM 3150, 80% convergence is within the limits.
Between MS-TM 3178 to MS-TM 3469, 40% convergence is within the limits. This stretch is
considered critical for high level of deformation.
Rectification activity is Completed Up to Ch 1850. Additonal IBO Rock Bolts is completed up to
1960. Placing of Additonal IBO Rock Bolts is been carried out carried out From Ch. 2000
iaccording to Geodata Countermeasures Plan.
Escape Tunnel South Portal:
Between ES-TM 1804 to ES-TM 2370 up to 07-08-2014, near 70% convergence is within the
limits. This stretch we considered critical for high level of deformation. Therefore it is proposed to
apply countermeasures immediately.
Between ES-TM 2345 to ES-TM 4545 Up to 24-06-2014 near 95% convergence is within the
limits, now seems to be stabilizing.
Rectification activity is completed from CP 6 to CP 7. Rectification is in progress from CP 7 to CP
8 Consisting mainly removal of undercut, placing of lattice girders and Rock Bolts.
In North Portal need to support in CP 18, 19 and 22.
In Main tunnel North Portal need only smoothing and trimming and fill the shotcrete.

ESCROW ACCOUNT
Escrow account statement, Concurrent audit report of Chenani Nashri Tunnel way limited for the period
December 2013 to March 2014. It is clear from the report that borrowing cost to construction of road has
been treated as a part of capital work in progress and interest earned on temporary investment of borrowing
has been reduced from borrowing cost. We want to draw your kind attention that extra interest charged as
reported by the concurrent auditors should also be reduced from the borrowing cost after recovery so that
actual cost of Fixed Assets may be recognized at the time of capitalization.
We also want to comment on the Bank balance which has increased almost by 7 times as compared to last
year (i.e. from Rs. 2,77,35,048/- to Rs. 19,80,33,273/-) whereas it is clear from Note 8 of Fixed Assets that
the volume of work done in terms of value is less as compared to last year (i.e. from Rs. 8,29,70,39,973/- to
Rs. 6,38,24,90,296/-). Trade Payable has also reduced to half as compared to last year .
