ANNUAL PROGRESS REPORT TO THE COMMUNITY SCHOOL YEAR 2010-11

The mission of the Morning Sun Community School District, in cooperation with the community it serves, is to educate all students and prepare them to be contributing members of a changing society. We are pleased to present you with Morning Sun Community School District's annual report to the community for the 2010-2011 school year. This year's annual report contains considerable information about Morning Sun student achievement and school improvement efforts. Our school district is committed to improving learning for all of our students. The federal No Child Left Behind initiative requires all children to be proficient in reading and math by the year 2013. The state of Iowa has developed a set of trajectories for reading and math to meet the guidelines of this Federal initiative. The State requires us to report third through sixth grade achievement in the areas of reading and math to demonstrate district progress toward meeting these trajectories. We have provided statistics for grades three through six in this report to demonstrate our progress for meeting the goals of No Child Left Behind. Additional data demonstrating the Morning Sun School District's efforts for meeting the guidelines of No Child Left Behind can be found on the Iowa Department of Education's web site. (www.iowa.gov/educate) Morning Sun Community School District teachers use a wide variety of methods to assess student progress on a daily and ongoing basis. These continuous assessments give a better picture of what and how our students are learning and how our district can improve learning for all of our students. This report includes the long range and annual improvement goals our school has implemented (page 9) and the new goals developed for the 2011-12 school year (page 10). These goals address improvement in the areas of reading, math, science, technology, and character education. The district staff, the School Improvement Advisory Committee, and the Morning Sun Community School District Board of Directors developed the goals cooperatively. Progress toward the annual goals is demonstrated in the report by various charts and graphs of student achievement collected during the 2010-11 school year. I hope the information contained in our annual report will help you get a better picture of our district. I would also like to invite you to learn more about our district by visiting, volunteering, or attending a meeting of the Board of Education. Attendance

• Student attendance is a valuable indicator of success in school. Research indicates that effective schools have consistently high attendance rates.

• The average attendance for the 2010-11 school year was 96%. For the 2009-10 school year, the Morning Sun students attended school on an average of 96%.

• The federal governmentʼs “No Child Left Behind” Act requires us to maintain a 95% rate of attendance for our students.

In this case, the average is treated like a score for a school building. The average standard score is compared with the averages of other schools from around the nation. Fourth Grade Reading Comprehension Results

This data shows 3 years of 4th grade reading comprehension ITBS results at Morning Sun Elementary. Due to our small number of students, we will have greater fluctuations in data from year to year. 2011 testing data was based on spring norms and in previous years on winter norms. This year’s average percent of students proficient decreased from 88% to 83%. Morning Sun fourth grade students scored above State and National averages.

TECHNOLOGY

Technology facts: Each classroom in our district has three Apple computers and all have Internet access through the building network. We have a computer lab containing 23 computers with wireless Internet access. In 2010, a second lab was equipped with 20 iMacs. All k-6 classrooms have Promethean boards to enhance instruction. Four classrooms utilize the Classroom Performance System to assess students. In 2009, a classroom set of 20 iPod touches was purchased to enhance student learning through technology. Long-Range Goal #4:

Annual Improvement Goal for 2010-2011:

Increase the number of technological strategies in the curriculum.

Report: A technology skills survey was developed in grades 3-6 to assist the district in tracking the number of technology skills and applications being used in the third through sixth grade classrooms. The following data shows the number of technology skills and applications used out of a total of 36 at each grade level: Grade 3-29 Grade 4-21, Grade 5-29 and Grade 6-22.

SCHOOL CLIMATE Long-Range Goal #4: Increase student enjoyment of learning and achievement by building student and community assets through a safe, caring, and respectful environment. Annual Improvement Goal for 2010-2011: Reduce the number of students receiving multiple discipline tickets. Report: Our goal for this year was to reduce the number of students who received multiple discipline tickets. In 2010, 11 students received multiple discipline tickets. In 2011, 10 students received multiple discipline tickets. Our school has adopted the Olweus Bully Prevention Program to reduce bullying behaviors in our school. Last year’s survey indicated 27% of our 3-6 students reported being bullied 2 or more times per month. This year’s survey indicated 25% of our students in 3-6 reported being bullied 2 or more times per month. The Olweus Program has 4 rules which have been taught to our K-6 students. 1. We will not bully others. 2. We will try to help students who are being bullied. 3. We will try to include students who are being left out. 4. If we know that somebody is being bullied, we will tell an adult at school and an adult at home 

SCIENCE Long-Range Goal #5: To increase student performance in science skills. Annual Improvement Goal for 2010-2011: Decrease the student achievement gap between low SES and not low SES students as measured by ITBS. Report: The percent of low SES students proficient in 2010 was 89% and not low SES was 97% proficient. For 2011 79% of low SES students were proficient and not low SES was 87% proficient. The gap between low SES and not low SES in 2010 was 8% and in 2011 was also 8%. The achievement gap did not change. Grades 3-6 will continue implementing hands-on science activities, using the scientific inquiry method. Increased use of the science lab will provide students in grade K-6 more opportunity to experiment using the scientific method emphasized by ITBS.

EARLY INTERVENTION Goals: • To reduce class size ratios to approximately 1:17 • To improve student achievement in reading at grades K-3 Class size was maintained at a 1:17 teacher-student ratio through the use of an at-risk and title teacher who assisted individual and small groups of students. Students in Kindergarten were tested in the fall, winter and spring using the Dynamic Indicators of Basic Early Literacy Skills (DIBELS). If a student tests below proficiency on the assessments, he/she is pulled out for additional assistance. Students in grades 1-3 were tested in the fall and the spring using the Basic Reading Inventory (BRI) assessment. In the fall, 26% of students were at or above grade level on the BRI. 75% of these students scored at or above grade level on the BRI assessment administered in the spring.  

MULTIPLE ASSESSMENT DATA

The multiple assessment tests administered to the third through sixth grade students for the 2010-2011 school year were Thinking about Reading and Thinking about Math. These are content area assessments that are part of the Constructed-Response Supplement to the Iowa Tests. The CRS assessments are designed to measure important learning outcomes of students in reading and math. This year 17 Morning Sun fifth graders were tested and the following are the results of the CRS testing: Thinking about Reading; Fifth Grade: 88 percent of the students were proficient in 2010-2011. Thinking about Math: Fifth Grade: 82 percent of the students were proficient in 2010-2011. (Proficiency level is 41-100%)
