RESUMEN

Este es un informe del estado de arte de las redes de cooperación relacionadas con MOOC (tanto en Europa, como en Latinoamérica), identificando las redes actuales que vienen implementando esta estrategia en la perspectiva de aumentar el interés y participación para opciones de sinergias y colaboración. Se identifica qué áreas ya se cubren, qué aspectos no se están tratando y oportunidades para aportar nuevos conocimientos.

Se hace un análisis de las principales áreas temáticas que cubren las redes actuales y se plantea cuáles son las áreas potenciales que la Red MOOC Maker pudiere estar abordando

Este documento destaca la importancia que tiene en el diseño y gestión de MOOC el trabajo colaborativo, en red, con alcances internacionales, lo que permite no solo un impacto en la calidad de los contenidos, sino también en la internacionalización y en la interculturalidad de los equipos gestores y sus instituciones.

1. La importancia de las redes en los procesos mediados por la virtualidad

Los procesos de globalización han impactado de manera significativa los sistemas de educación. Hoy en día, aparte de necesario, es indispensable que las instituciones de educación superior estén inmersas en escenarios que les permitan compartir y aprender de las experiencias de sus pares en otras regiones, más allá de sus ámbitos geográficos tradicionales. En este sentido, las mediaciones virtuales son un acelerador de las posibilidades que se tienen no solo en materia académico-investigativa sino también de extensión y proyección social para dar una respuesta pertinente a las demandas del entorno. En el caso de los MOOC, los cuales buscan compartir conocimientos, independientemente de las barreras geográficas, se hace indispensable que los mismos respondan a las necesidades y expectativas del entorno local, regional e internacional, para lo que es indispensable un trabajo colaborativo desde diferentes miradas. Si bien la tendencia actual sea la oferta de MOOC en plataformas con reconocimiento internacional (edX, Coursera, MiríadaX por citar solo algunas) y que estas pueden interpretarse como una red de instituciones que ofertan MOOC, es necesario plantear escenarios de colaboración para el diseño, intercambio de experiencias, economías de escala, abordajes transdisciplinarios, solo para mencionar algunos de los principales aspectos que posibilita el trabajo en red y mediante los cuales las Instituciones de Educación Superior (IES) ganan en calidad y reconocimiento. La Conferencia Mundial de Educación Superior realizada en París, en el 2009 (CMES-2009), por su parte, destacó la importancia fundamental de la cooperación internacional solidaria como vía para mejorar la calidad de la Educación Superior, así como su contribución a la reducción de la brecha en materia de desarrollo, mediante el aumento de la transferencia de conocimientos. En este proceso se destaca el papel de las redes internacionales de universidades y sus iniciativas conjuntas de investigación y los intercambios estudiantes y personal docente (Torres, 2010). El trabajo en red en los ámbitos de la educación superior, es importante también de cara al cumplimiento de los Objetivos de Desarrollo Sostenible a 2030-ODS, no solo por lo que tiene que ver con las metas en educación, en cuanto a accesibilidad, calidad, mayor incorporación de las TIC, sino también en promover las alianzas internacionales que permitan mejorar la cooperación y la transferencia de conocimientos para mejorar los sistemas de ciencia, tecnología e innovación. Jiménez (2014, p.4) manifiesta que la virtualización de la educación podría contribuir con la atención educativa a millones de estudiantes que desde los países en desarrollo aspiran a formarse y que a través de las vías tradicionales requerirían de costosas infraestructuras físicas, que posiblemente los países no están en condiciones de proporcionar a los jóvenes y personas adultas que se incorporan a la Educación Superior. La tendencia creciente es que los profesores y estudiantes contribuirán y se apoyarán en contenidos de libre acceso que circulan en las redes, y ahí los Cursos Abiertos Masivos y En Línea-CAMEL (forma en que la autora se refiere a los MOOC) van a contribuir porque son el conocimiento

compartido, son el cambio a la relación estudiante-profesor, en el aprendizaje y en la producción de conocimiento. El consorcio para la colaboración en la educación superior en América del Norte, expresa que a medida que el mundo se vuelve cada vez más en red, las instituciones de educación superior buscan formas de preparar mejor a los estudiantes para prosperar en ambientes académicos y profesionales interculturales. Pensando la educación como un fenómeno en red, el aprendizaje Colaborativo en línea (COIL por sus siglas en inglés) ha surgido como una respuesta innovadora a esta necesidad. En estos cursos, los profesores de otros países crean ambientes de aprendizaje en los que los estudiantes adquieren una valiosa competencia tecnológica e intercultural, así como una experiencia práctica de colaboración con colegas internacionales. Con la continua expansión de la práctica y el crecimiento de la investigación sobre dicho modelo se buscan caminos a través de los cuales COIL llegue a nuevos públicos, nuevas regiones y nuevas redes.

2. Principales redes de cooperación identificadas

En los últimos años ha habido un notable incremento tanto de la oferta de cursos MOOC y de las instituciones que los impulsan, de manera individual o colaborativa; en Europa muchas universidades han impulsado iniciativas propias o simplemente se han sumado a otras plataformas (la mayoría norteamericanas). De acuerdo a los datos arrojados por la plataforma Erasmus+ Project results (http://ec.europa.eu/programmes/erasmus-plus/projects/#search/keyword=mooc) se tiene que cerca de 154 proyectos en ejecución (a febrero de 2017) abordan los MOOC como parte de sus estrategias para el logro de los resultados previstos, lo que evidencia un enorme interés y posibilidades de apropiación desde las instituciones que participan en dichos proyectos, como a los públicos que llegan. Cada proyecto está relacionado con alguna categoría como educación, comunicación, deporte entre otros, y se muestran los países que están colaborando en cada uno de ellos.

En el anexo 1 se presenta el listado de los proyectos en ejecución a febrero de 2017, co-financiados por la Comisión Europea en el marco del programa Erasmus + y que abordan la temática MOOC como una forma de cooperación académica. De dicho listado se destaca la preponderancia que tiene la participación de universidades españolas, seguidas por italianas, francesas, griegas y británicas. Esta situación puede entenderse en parte como una interpretación de las universidades a la estrategia ‘Opening up education' planteada por la Comisión Europea, la cual busca proveer más tecnologías y ambientes abiertos de aprendizaje, de manera que la educación y el conocimiento puedan viajar más fácil entre las fronteras e incrementar la cooperación internacional. Continuando con el análisis de las redes existentes, a febrero de 2017 algunas de las plataformas que pueden ser catalogadas como redes de cooperación en MOOC, son las siguientes:

2.1 Globales

Coursera (https://coursera.org) Esta plataforma fue fundada en 2012 por docentes de Stanford Computer Science en Norteamérica, que buscaban poder compartir sus conocimientos con un mayor número de estudiantes en diferentes partes del mundo. Cuenta con cerca de 24 millones de estudiantes, 149 universidades socias y alrededor de 2000 cursos (COURSERA, 2017). Ofrece una amplia gama de cursos con temáticas relacionadas con artes, negocios, ciencias de la computación, ciencias biológicas, matemáticas, desarrollo personal, ciencias físicas e ingeniería, ciencias sociales e idiomas.

FutureLearn (https://www.futurelearn.com) Es una empresa privada de propiedad de The Open University originada en Reino Unido, la cual cuenta con más de 40 años de experiencia en educación a distancia y educación en línea. Cuenta con 113 socios de todo el mundo, incluyendo universidades del Reino Unido e internacionales, e instituciones que poseen gran cantidad de material cultural y educativo, como el British Council, la British Library, el British Museum y la Escuela Nacional de Cine y Televisión (FUTURELEARN, 2017). Los primeros cursos iniciaron en el 2013 y desde entonces mas de 5 millones de personas se han unido a la plataforma. Las temáticas que incluyen sus cursos están relacionadas con negocios, arte, salud, historia, lenguaje, cultura, leyes, literatura, naturaleza y medio ambiente, computación, política, ciencias y tecnología, deportes y educación.

ALISON (http://alison.com) Significa Advance Learning Interactive Systems Online (Sistemas interactivos en línea de Aprendizaje avanzado) la cual es una iniciativa irlandesa que plantea ser la primera plataforma MOOC a nivel mundial; fue fundada en el año 2007 y menciona que cerca de 3 millones de personas han participado en al menos uno de sus cursos, los cuales son impartidos de manera propia o en asocio con un gran número de compañías, incluida Google, Microsoft y MacMillan.

OER universitas (http://oeru.org) Es una red global de más de 30 universidades, colegios y politécnicos que colaboran para desarrollar cursos gratuitos en línea y proveer un camino único para cualificaciones académicas formales. La iniciativa es apoyada entre otros por la UNESCO y la Comunidad de Aprendizaje. Se describe a sí misma como una forma de extensión y servicio comunitario y tiene la misión de proveer vías de aprendizajes libres para estudiantes sin acceso a las universidades tradicionales como sucede en los países en vía de desarrollo.

edX (https://www.edx.org) Fue fundada por la Universidad de Harvard y el MIT en 2012 en Norteamérica, es un proveedor de cursos MOOC que cuenta con más de 90 socios globales. Varias de las universidades que hacen parte de este están a la cabeza del QS World University Rankings®. Open edX es la plataforma que potencia los cursos de edX y está libremente disponible (edX, 2017). Los cursos ofrecidos por esta red abarcan temas relacionados con las ciencias de la computación, humanidades, ciencias biológicas y de la tierra, ingeniería, entre otras. Algunos de los temas de los cursos ofertados son: Arquitectura, arte, negocios, química, comunicaciones, análisis de datos, diseño, economía y finanzas, educación, estudios ambientales, ética, nutrición, salud, historia, humanidades, lenguaje, derecho, literatura, matemáticas, medicina, música y filosofía.

NovoEd (http://novoed.com) Fue previamente conocida como Stanford Venture Labs. Se caracteriza por enfocarse en la colaboración online y el trabajo en equipo. Muchos de sus cursos son sobre innovación y emprendimiento. Es originaria de Norteamérica.

Open Learning Campus-OLC (https://olc.worldbank.org) Es un ecosistema de aprendizaje que es abierto, interactivo y en red, promovido por al Banco Mundial y enfocado principalmente en temáticas relacionadas con el desarrollo.

2.2 Europeas European Multiple Mooc Aggregator-EMMA (https://platform.europeanmoocs.eu) Es una acción piloto financiada por la Unión Europea que inicio hace más de dos años. Tiene como objetivo mostrar la excelencia en metodologías y prácticas educativas a través de experiencias pilotos basadas en el uso de MOOC en varias temáticas. EMMA ofrece un sistema que permite la distribución de cursos online gratuitos en diferentes idiomas. De la puesta en marcha de este hacen parte once universidades europeas que participan con la idea de contribuir a preservar la riqueza cultural, educativa y lingüística europea y como medio para promover el aprendizaje transcultural y multilingüe (EMMA, 2017). El proyecto es coordinado por la Universidad Federico II de Nápoles, y cuenta con socios fundadores de España (ATOS, Universidad Abierta de Cataluña, Universidad Politécnica de

Valencia), Italia (IPSOS srl, CSP), Holanda (Universidad Abierta de Holanda), Portugal (Universidad Abierta de Portugal), Francia (Universidad de Bourgogne), Estonia (Universidad Tallinn) y Belgica (ATiT), los cuales contribuyen a la creación de los MOOC, tecnologías de traducción innovadoras, implementación de la plataforma, análisis del mercado, usuarios y contribuyentes y/o difusión (EMMA, 2017). Actualmente oferta alrededor de cincuenta MOOC en temáticas relacionadas con ciencias de la computación, educación, economía, arquitectura, diseño, negocios, cultura, historia, ambiente, ciencias sociales, filosofía, tecnología, salud, entre otros.

Elearning Communication Open-Data-ECO (https://ecolearning.eu) Es un proyecto financiado por la Unión Europea (Acuerdo N°621127) con una duración de tres años. Se centra en ampliar las experiencias más exitosas con MOOC en Europa a escala paneuropea. Se lleva a cabo a través de proyectos piloto y demostraciones de las mejores prácticas implementadas en los centros regionales de excelencia en toda Europa, y también con las evaluaciones de resultados y lecciones aprendidas de ellos en un contexto de aprendizaje abierto y móvil. No sólo incluye varias lenguas que forman parte de la UE en su oferta de MOOC, sino que también tiene características especiales: E-learning y aprendizaje móvil (ECO, 2014). El impacto esperado de ECO se incrementará mediante la formación de profesores que podrán crear sus propios cursos en línea y otros recursos educativos y distribuirlos a través de la plataforma de aprendizaje. Esto hará que el proyecto se amplíe a las comunidades respectivas de los profesores y, por lo tanto, prestará especial atención a la formación de profesores europeos (ECO, 2014). En el proyecto participan universidades, centros especializados de educación superior, pequeñas y medianas empresas, de seis diferentes países. Entre ellos están Microsoft, Universidad Nacional de Educación a Distancia (UNED), Riverthia (Marketing y comunicaciones), Humance, Asociación Europea de Universidades Tecnológicas a Distancia (EADTU), Instituto Superior de Ciencias de la Información y Administración (ISCIA), Tabarca Consulting, Universidad Sorbonne Nouvelle, Universidad Loyola Andalucía, Sunne Eichler, Reimer ITsolutions, Universidad de Cantabria, entre otros. Actualmente cuenta con MOOC en las áreas de ciencias de la educación, ciencias sociales, humanidades, ciencias naturales y matemáticas, biomedicina y tecnología. Con una oferta de alrededor de 70 cursos.

OpenUpEd (http://www.openuped.eu/es/) Iniciativa de cursos MOOC presentada en abril de 2013 por la Asociación Europea de Universidades Técnicas a Distancia (EADTU) y anunciada por la Comisión Europea. La conforman once instituciones colaboradoras que tienen su sede en países de la Unión Europea (Eslovaquia, España, Francia, Holanda, Italia, Lituania, Portugal y Reino Unido), así como en tres países extracomunitarios (Rusia, Turquía e Israel). Han colaborado en el desarrollo de iniciativas similares en África y Asia (OPENUPED, 2015). Inicio con 40 cursos de temática variada. Desde el inicio, cada institución colaboradora ha ofrecido sus propios cursos a través de sus plataformas de aprendizaje, en su lengua oficial

o en otros idiomas. Actualmente, los estudiantes pueden elegir entre más de 200 cursos en los 13 idiomas de las instituciones colaboradoras, y también en árabe. Ofrece dos tipos de cursos: cursos de ritmo flexible y cursos planificados (OPENUPED, 2015).

France Université Numérique-FUN (https://www.fun-mooc.fr) La plataforma Francia Universidad Digital fue creada en el 2013 por el Ministerio de Enseñanza Superior e Investigación. Es la primera plataforma francesa de cursos en línea MOOC. FUN pone a disposición de un amplio público numerosos cursos gratuitos en todas las disciplinas, además es una herramienta de cooperación eficaz, por lo que se presta una atención particular a las necesidades de los países en desarrollo principalmente franco hablantes (FRANCE DIPLOMATIE, s.f). De la red participan más de 70 asociados entre los cuales están Université Hesam, Université Paris-Saclay, Research University Paris, Université de Versailles, Le cnam, Université Sorbonne Paris Cité, Université de Lyon, Groupe INSA, Université de Lille, Université de Bordeaux, Montpellier SupAgro, Université Libre de Bruxelles, entre otros. La plataforma inició con una oferta de diez cursos. Actualmente tienen una amplia cobertura de temas y ofrecen alrededor de 150 cursos. Los cursos ofrecidos abarcan temáticas relacionadas con creación, arte y diseño, cultura y civilizaciones, economía, educación y formación, emprendimiento, medio ambiente, innovación, legal, idiomas, administración, tecnología, relaciones internacionales, salud, ciencias, ciencias aplicadas y ciencias humanas. En general los cursos son impartidos en francés.

IVERSITY (https://iversity.org) Es la plataforma alemana MOOC más grande. La mayoría de los cursos son ofrecidos por las Universidades Europeas de Ciencias Aplicadas. Fue fundada en 2011 buscando inicialmente mejorar el aprendizaje mixto en las instituciones de educación superior. Con la aparición de Massive Open Online Courses en 2012, Iversity se convirtió en la primera plataforma europea para tales MOOC (IVERSITY, 2015).

2.3 Iberoamericanas

MiríadaX (https://miriadax.net/home) Es una red de cooperación, surgida en el 2013, que impulsa el conocimiento abierto en el ámbito iberoamericano de Educación superior. Esta es promovida a través de Telefónica Educación Digital y Universia, que es la mayor red de universidades de habla hispana y portuguesa. Cuenta con alrededor de tres millones de estudiantes, 2300 profesores y 95 universidades socias (MIRIADAX, 2017). Ha ofrecido alrededor de 580 cursos en temáticas como antropología, astronomía, castellano, política, ciencias de la tierra, salud y tecnológicas, economía, filosofía, física, geografía, historia, humanidades, inglés, lingüística, matemáticas, pedagogía, portugués, psicología, química, sociología y ética.

UNIMOOC (https://unimooc.com) Es una plataforma de cursos MOOC, la cual tiene una clara orientación hacia la formación para emprendedores. Los cursos los acompañan emprendedores de éxito que comparten su experiencia. Este es un proyecto colaborativo impulsado originariamente desde el Instituto de Economía Internacional de la Universidad de Alicante con participación de las siguientes organizaciones y empresas: Santander Universidades, Google, Conferencia de Rectores de Universidades Españolas, Universidad Internacional Menéndez Pelayo, Red Emprendia, Orbyt, Escuela de Organización Industrial, UNED-Csev, Universia, Fundación de la Biblioteca Virtual Miguel de Cervantes, UNIA, Universidad de Murcia, Universidad de Cantabria, CISE, Universidad de Alicante, CertiUNI (UNIMOOC, 2017). En la plataforma se ofrecen alrededor de 20 cursos de temas relacionados principalmente con emprendimiento y en menor proporción de medicina, estrategias de búsqueda bibliográfica y conocimiento transversal de distintas materias.

2.4 Latinoamericanas A nivel de Latinoamérica la creación de MOOC se ha dado más al interior de cada una de las universidades, algunas de las cuales han creado sus propias páginas o plataformas para ofertar los cursos. Las iniciativas de redes de cooperación identificadas son:

Cátedra UNESCO de Educación Digital Escalable para Todos (http://educate.gast.it.uc3m.es) Tiene la misión de crear y mantener una red de buenas prácticas para promover una cultura de MOOC en las comunidades de habla hispana de todo el mundo. Algunos de sus objetivos a corto plazo están relacionados con crear un entorno virtual para la formación docente en la producción de MOOC, creación de una red de universidades de España y América latina interesadas en la promoción de la cultura MOOC y ampliar la cooperación con las Cátedras UNESCO existentes sobre la educación a distancia y e-learning (Catedra UNESCO, s.f). Esta es apoyada por 18 entidades, entre instituciones y universidades, entre las que se encuentran la Universidad Autónoma de Barcelona, Universidad de Puerto Rico, Universidad Autónoma de Bucaramanga, Universidad Federal de Rio Grande de Sul, Universidad de la Sabana, Fundación Universitaria Católica del Norte, entre otras.

MéxicoX (http://mexicox.gob.mx) Inicio su primera fase en junio de 2015, es una plataforma de cursos abiertos gratuitos masivos en línea creada por la Secretaria de Educación Pública (SEP) de México, en coordinación con la Estrategia Digital Nacional de Presidencia de la República y operada por la Dirección General de Televisión Educativa. Dentro de las líneas estratégicas de trabajo están: Capacidades académicas fundamentales, capacitación a profesores, capacitación especializada, retos nacionales y apoyo al cumplimiento de los objetivos de las instituciones de la Administración Pública Federal (MEXICOX, 2016). Para el año 2016 contaba con alrededor de 23 instituciones aliadas, una oferta educativa de 58 cursos, 105 maestros y 600.958 estudiantes inscritos. Entre los temas tratados en

sus cursos están artes y humanidades, negocios, ciencias biológicas, matemáticas y lógica, ciencias físicas e ingeniería y ciencias sociales. La red hace uso de la plataforma OpenedX.

CAMPUS RIED (https://www.campusriediten.org) El CAMPUS RIED es una iniciativa de la Red Interamericana de Educación Docente del Departamento de Desarrollo Humano y Educación de la Organización de los Estados Americanos OEA. Este proyecto se lleva a cabo con la ayuda financiera de la Misión Permanente de Estados Unidos ante la OEA. La Plataforma está dirigida a maestros en formación o en ejercicio de Latinoamérica y el Caribe que deseen adquirir destrezas y habilidades para el ejercicio de la docencia en el contexto del Siglo XXI, quiere decir esto, docentes que quieran transformar las prácticas tradicionales de enseñanza de contenidos al desarrollo de habilidades del siglo XXI (CAMPUS RIED, 2017).

VEDUCA (www.veduca.com.br/) Es definida como un negocio social, con el objetivo de volver la educación más accesible y descentralizada, a partir de compartir cursos certificados y campañas de financiamiento colectivo para la creación de nuevos contenidos. Cuenta con más de 200 cursos en 21 áreas del conocimiento y generados por más de 20 instituciones de educación. Es originaria de Brasil.

Telescopio (http://telescopio.galileo.edu/) Ha sido un proyecto desarrollado por la Universidad Galileo de Guatemala y definida como una herramienta para el aprendizaje, donde se encuentran una gran variedad de cursos preuniversitarios, de refuerzo, libres y recursos de apoyo que van desde Matemática hasta cómo hacer Aplicaciones para Dispositivos Móviles. En la actualidad la Universidad Galileo ha ingresado como Contributor Member de edX, por lo que plantean que Telescopio Galileo migrará a Open edX.

MOOCs CEDIA (https://www.cedia.org.ec/respositorios/plataforma-para-mooc) La Red Nacional de Educación e Investigación de Ecuador (CEDIA) cuenta con una plataforma MOOC Open edX, que pone a disposición de todas las universidades que forman parte de su red, para que cada una de las instituciones puedan desplegar sus MOOCs.

REUNA-STUDIA (http://www.studia.cl) Red Universitaria Nacional, REUNA, es una corporación integrada por universidades, centros de investigación de excelencia y grupos astronómicos internacionales. Es la Red Nacional para Investigación y Educación Chilena (NREN por su sigla en inglés), y actualmente, está conformada por 34 instituciones. La plataforma digital de REUNA tiene cobertura en doce regiones de Chile, además se encuentra interconectada a sus pares Internacionales: en América Latina (RedCLARA), América del Norte (Internet2 y Canarie), Europa (GÉANT), Asia (APAN) y Oceanía (AARNET) (REUNA, 2016). La red creó Studia que es una plataforma de cursos abiertos y masivos en línea nacido en 2015. Es una plataforma de código abierto, que alberga cursos en línea de diversas temáticas, gratuitos y en modalidad 100% virtual (STUDIA, 2015).

COLOMBIA APRENDE (www.colombiaaprende.edu.co/) Es una comunidad de aprendizaje impulsada por el Ministerio de Educación de Colombia, que pone a disposición recursos educativos abiertos para reforzar el aprendizaje en áreas como ciencias, matemáticas, lenguaje e inglés. El portal cuenta con más de 9.000 videos educativos, 3.000 ejercicios interactivos y actividades digitales para estudiantes, docentes y padres de familia.

ANTIOQUIA DIGITAL (http://mp.antioquiatic.edu.co/mooc) Iniciativa de la Gobernación de Antioquia en Colombia, y que consiste en una plataforma de cursos MOOC dirigidos a docentes de educación básica y media del departamento como estrategia de apoyo en sus procesos de enseñanza. Esta fue una estrategia pensada también para complementar el programa Parques educativos, que construyó dichas infraestructuras en cerca del 75% de los municipios del departamento.

3. Redes a las que pertenecen las IES del proyecto MOOC-Maker

En un sondeo realizado entre las universidades integrantes del proyecto MOOC Maker, las redes, que se identificaron, fueron:

3.1 Redes potenciales que pueden hacer parte de la Red MOOC-Maker

Red de Cooperación sobre Accesibilidad en la Educación y Sociedad Virtual- ESVIAL (http://www.esvial.org/?page_id=1266) Esta red se forma con el objetivo de dar sostenibilidad al proyecto Educación Superior Virtual Inclusiva de América Latina (ESVI-AL), está formada por organizaciones de personas con discapacidad y otras instituciones y empresas de América latina y la Unión Europea (UE) relacionadas con educación virtual accesible y la discapacidad. La red busca fomentar la investigación sobre accesibilidad y la mejora de la inclusión de las personas con

discapacidad en la educación superior y en otros ámbitos de la sociedad. Dentro de los ejes temáticos de la Red ESVI-AL, a nivel de educación se encuentra la realización de Talleres en formato MOOC, abiertos a todos (ESVIAL, 2011).

RECITIC (http://recitic.frre.utn.edu.ar) Recitic es la Red de Cooperación Interuniversitaria en TICs del Mercosur, es un convenio que está en vigencia desde diciembre de 2013 y tiene renovación automática cada cuatro años. Está integrada por la Universidad Tecnológica Nacional – Facultad Regional Resistencia (Argentina), la Universidad Gastón Dachary (Argentina), la Universidade Estadual do Oeste do Paraná (Brasil), la Universidad Nacional del Este (Paraguay) y la Fundación Universitaria Católica del Norte (Colombia) (RECITIC; 2016). La ReCITic ha realizado tareas de cooperación interuniversitaria en áreas académicas y de investigación, por lo que puede ser una potencial red para articular dentro de los MOOC.

RED CUED: (http://redcued.ning.com) La red CUED es el espacio de la Cátedra UNESCO de Educación a Distancia (CUED) cuyo objetivo es la promoción de la investigación, formación, información y documentación en el campo de la educación a distancia.

AIESAD: Asociación Iberoamericana de educación superior a distancia (http://www.aiesad.org/principal/) Conformada por cerca de 30 instituciones de educación superior de 13 países de Iberoamérica, tiene el objetivo de impulsar, promover, e integrar la educación superior a distancia, por medio de diferentes proyectos de democratización de la información, la calidad de la educación a distancia y el intercambio de experiencias

RED ILUMNO (http://ilumno.com) La Red Ilumno, es una asociación conformada por trece instituciones universitarias privadas en América Latina que trabajan para el acceso masivo a una educación superior de calidad

RIF-ET La Red Interamericana de Formación en Educación y Telemática (RIF-ET) es una red académica de instituciones de educación superior miembro de la Organización Universitaria Interamericana (OUI) cuyo principal objetivo es la formación de recursos humanos, tanto del ámbito académico como de los sectores público, privado y de organizaciones de la sociedad civil, para la utilización de la educación a distancia y de las Tecnologías de la Información y de la Comunicación (TICs) aplicadas a la educación.

4. Áreas de trabajo de las redes identificadas

4.1 Áreas más atendidas Después de realizar una revisión y análisis en algunas plataformas que agrupan cursos MOOC, se extrajo la información de los cursos ofertados, tanto los que están actualmente disponibles como los que no. Estos se clasificaron según categorías para identificar las temáticas tratadas, se partió de la categorización dada por la plataforma Coursera que los agrupa en las áreas de:

Artes y Humanidades

Negocios

Ciencias de la computación

Ciencias biológicas

Desarrollo personal

Ciencias físicas e ingeniería

Ciencias sociales

Idiomas

Es importante tener en cuenta que gran parte de los cursos están clasificados en dos o más categorías y fueron contabilizados en cada una de estas. Además, la búsqueda se llevó a cabo principalmente en plataformas que agrupan MOOC de diferentes instituciones, no estando incluidas muchas de las plataformas que son de manejo exclusivo de las universidades u otras entidades. A continuación, se muestra el porcentaje de cursos por temáticas que se tiene en la totalidad de plataformas analizadas:

El porcentaje mayor, de un 21%, corresponde a cursos relacionados con Ciencias físicas e ingeniería, donde se abarcan temas como ingeniería, ciencias, matemáticas, tecnología, energía, ciencias de la tierra, electrónica, química, ciencias agrarias, ciencias medioambientales y sostenibilidad, física y astronomía. Estando relacionados la mayor proporción de los cursos, alrededor de un 39%, con el tema de ciencias, matemáticas y tecnología. Los cursos relacionados con las áreas de Negocios, Ciencias sociales y Ciencias de la computación representan cada uno entre un 17 a 18% del total. En el área de negocios prevalecen los cursos de negocios, liderazgo y gestión seguidos por los relacionados con economía y finanzas y en un menor porcentaje con los de emprendimiento. A nivel de las ciencias sociales predominan los temas de educación tanto para la formación de docentes como estudiantes seguido por temáticas sociales. Y en Ciencias de la computación prevalecen los temas relacionados con sistemas y análisis de datos. Con un porcentaje del 12% y 10% se encuentran los cursos del área de Artes y humanidades y Ciencias biológicas respectivamente. A nivel de Artes y Humanidades los cursos más ofertados corresponden a temas como humanidades, arte, cultura, historia y música, y con un menor porcentaje los cursos de literatura, diseño y arquitectura. En cuanto a las Ciencias biológicas la mayoría de los cursos se relacionan con temas de medicina y biología y representando menos de un 20% del total de cursos de esta área se encuentran temas como ciencias veterinarias y animales, bioinformática, seguridad en la salud, nutrición y ciencias clínicas. En un menor porcentaje, del 2% cada uno, están los cursos de las áreas de Idiomas y desarrollo personal. A nivel de idiomas se ofertan aproximadamente 54% de los cursos para aprender inglés y el porcentaje restante para otros idiomas como español, alemán, francés, italiano, entre otros. Adicionalmente se identificaron cuantos cursos estaban disponibles en inglés y español, encontrándose que alrededor del 80% de estos son impartidos en inglés solo el 20% corresponden a cursos en español. Los cursos restantes no contabilizados se encontraban en idiomas como francés, chino, ruso, turco, danés, alemán, entre otros. En la siguiente gráfica se puede observar la cantidad de cursos en cada de las áreas según sean impartidos en inglés o español:

El área de las Ciencias sociales es la que cuenta con un mayor número de cursos impartidos en español (31%), seguida por ciencias biológicas, negocios y ciencias físicas e ingeniería con porcentajes entre el 21 al 22%. Los cursos de artes y humanidades y desarrollo personal. entre un 14 y 12% respectivamente, son impartidos en español. Y finalmente el área de las Ciencias de la computación es la que contiene una menor proporción de cursos en español, representados solamente en un 11% del total de cursos del área.

De las plataformas analizadas se encontró que las que ofertaban un mayor porcentaje de cursos en español son MéxicoX, UNIMOOC, STUDIA, UNED Abierta, MiriadaX y Ecolearning. Por lo contrario, en las plataformas FutureLearn, Coursera, edX, IVERSITY, EMMA, FUN y Udacity, prevalecen los cursos en inglés u otros idiomas sobre los de español. Es

importante tener en cuenta que las plataformas que tienen un mayor porcentaje de cursos en español solo ofertan el 8% de los cursos contabilizadas en este análisis, mientras el 96% restante corresponden a plataformas donde predominan los cursos en inglés, siendo Coursera y edX las que tienen un mayor porcentaje de estos (76%).

4.2 Áreas desatendidas Partiendo del análisis realizado y cursos identificados en cada una de las plataformas se puede decir que las áreas más desatendidas son Desarrollo personal, Idiomas, Ciencias biológicas y Artes y Humanidades, cada una de las cuales muestra una oferta entre el 2% y el 12% del total de los cursos. En cuanto a los temas en que se subdividió cada área se encuentra que algunos poseen porcentajes muy bajos de cursos ofertados, por lo que se podrían ver como áreas desatendidas, pero es necesario constatar comparando estas en relación con la demanda, necesidades o posible número de personas interesadas en dichas temáticas. Se muestran los temas dentro de cada una de las áreas que tuvieron una oferta menor al 10%. Estos se listan de las áreas menos a más ofertadas:

Desarrollo personal: deportes y ocio.

Idiomas

Ciencias biológicas: ciencias veterinarias y animales, ciencias clínicas (Laboratorio), bioinformática, nutrición.

Artes y Humanidades: arquitectura y diseño

Ciencias de la computación: probabilidad y estadística, aprendizaje automático, seguridad informática y de redes, algoritmos, diseño y producto, desarrollo web y móvil.

Ciencias sociales: geografía, ética, filosofía, psicología, comunicaciones, derecho.

Negocios: finanzas, estrategias de negocios, comercialización, fundamentos empresariales.

Ciencias físicas e ingeniería: ciencias agrarias, energía y ciencias de la tierra, métodos de investigación, química.

Adicionalmente se debe tener en cuenta que gran parte de los cursos son dictados en inglés por lo que áreas que cuentan con un alto número de cursos como lo son Ciencias físicas e ingeniería, Negocios, Ciencias sociales y Ciencias de la computación pueden requerir una mayor oferta de estos para población hispano hablante.

4.3 Oportunidades identificadas para MOOC-

Maker Uno de los aspectos que puede ser novedoso se refiere a la oferta de MOOC orientados al diseño/construcción de MOOC, sin duda el interés que se ha generado en la región Iberoamericana permitiría involucrar personas e instituciones con un alto interés por adquirir competencias y ofertar MOOC desde sus espacios. A la fecha se conoce que solo la UNED ha estado ofertando este tipo de estrategia en el marco del proyecto ECO.

De otro lado una reciente investigación de la Universidad del Magdalena (2016) en el marco del proyecto ACAI-LA encontró que en la región latinoamericana unas 173 universidades ofrecen educación en línea, sin duda un importante número de instituciones con las cuales potencialmente se pueden generar alianzas y acercamientos desde la plataforma MOOC-Maker. Se identifican así mismo oportunidades para MOOC-Maker tanto a nivel de redes de cooperación como de áreas desatendidas para la generación de nuevos MOOC. A nivel de redes pueden ser potenciales para articular al proyecto RECITIC, UxTIC y REUNA. A nivel de áreas desatendidas se tienen los temas relacionados con desarrollo personal, idiomas, ciencias biológicas y artes y humanidades. Además del hecho de la baja proporción de cursos en español en todas las áreas.

5. CONCLUSIONES

La pertenencia y participación activa en redes de cooperación, adicional al impacto en los sistemas académico investigativos, permite incorporar elementos y contenidos innovativos de acuerdo a las tendencias regionales y mundiales en las áreas de conocimiento y formación. Para el caso específico de los MOOC, las redes han sido y seguirán siendo un vehículo para una mayor difusión y apropiamiento de los mismos.

Los MOOC se constituyen en un espacio virtual de conocimiento que da apertura a nuevos escenarios, donde las redes no solo determinan diferentes alcances educativos, sino que permiten orientar acciones hacia la reflexión sobre estos nuevos retos en materia de educación. Es así como este modelo organizativo favorece la innovación, la incorporación y circulación de nuevos conocimientos, desarrollo de tecnologías disruptivas y la internacionalización curricular, entre otros.

El ejercicio planteado en este documento acerca del análisis de algunas de las plataformas y redes de cooperación en MOOC con reconocimiento a nivel internacional, encontró que la mayor parte de ellos corresponde a cursos del área de Ciencias físicas e ingeniería, mientras que los MOOC de idiomas y desarrollo personal (deportes y ocio) son las de menor oferta.

Esta última consideración se convierte en una oportunidad para ampliar la oferta de cursos que apunten a la formación profesional integral, tanto desde el aprendizaje de una segunda lengua que amplíe el panorama mundial y facilite procesos de internacionalización e interculturalidad, como de formaciones tendientes al fortalecimiento de habilidades de conocimiento, actitudinales, aptitudinales y recreativas, cuya finalidad última es la propia motivación para aprender.

Un dato importante que se desprende de esta revisión es que sólo el 20% de los MOOC disponibles en las plataformas analizadas y referidas, muestran una oferta de cursos en idioma español, lo que se debe a que el origen de las grandes plataformas como edX y Coursera fue en EE.UU, pudiendo ser una barrera para consolidar la masificación de estos cursos a nivel de Latinoamérica y una oportunidad para ofertar MOOC en este idioma.

La conformación de redes de cooperación relativas a los MOOC en Europa y Latinoamérica cobran valor toda vez que su misión es la de propiciar opciones de sinergia, colaboración, integración y articulación entre las instituciones de educación superior y sus comunidades académicas, que logran potenciar fortalezas individuales y que en general permiten que el conocimiento circule.

Se han mencionado solo algunas de las redes de cooperación potenciales con las cuales el proyecto MOOC Maker puede generar alianzas a fin de difundir el movimiento MOOC en América latina; un ejercicio interesante puede constituir identificar con un mayor nivel de detalle otras redes de alcance nacional y territorial que posibiliten una mayor diseminación sea de los resultados de MOOC Maker como de la incorporación a la red.
