    Tele-counseling: The COVID-19 pandemic halted �eld implementation across the 64 districts where Prottasha project is being implemented. However, the project continued using innovative ways to support the returning migrants and project participants. Tele-counseling was provided to 102 migrants returned from EU Member States due to the COVID-19 pandemic and the existing project bene�ciaries instead of in person psycho-social counseling. This innovative approach was well received by the bene�ciaries, as information on COVID-19 was shared with them during the tele-counselling sessions.

    Returnee Identi�cation:The country is facing an unprecedented time as the COVID-19 pandemic has extremely disrupted the labour market. Hundreds of thousands of labour migrants returned to Bangladesh since March 2020 and the Prottasha project has taken the initiative to identify migrants and provide support accordingly. During the month, 725 migrants who returned from European countries were identi�ed by para counselors, �eld organizers, coordinating with government o�cials and migration forum members, through telephone communication.

    Impact Story: Return to Reintegration: A Pathway of Sustainable Reintegration into the Society

    Coming from a �nancially unstable family, Kamal Miah (42) (�ctitious name), the eldest son among three, went abroad with the dream of a better livelihood. While using multiple routes to reach Germany, he discovered danger and uncertainty at each step straining his own life at stake. Initially Kamal �ewv to Dubai from Bangladesh for work in May 2012 with his poor educational quali�cations. However, he could not get any job in Dubai. He then went to Germany through middlemen which cost him BTD 1,600,000 BDT (18,876 USD). After a four-months of a journey, Kamal arrived there by crossing the borders of Iran and Turkey. Moreover, he was badly in debt as he had borrowed to �nance his migration cost from multiple sources such as from friends, relatives as well as selling o� land and jewelry. He started working there as a carpenter but failed to settle down in Germany because of being an irregular migrant. Under Standard Operating Procedures (SoP) agreed between the Government of Bangladesh and the European Union (EU), Kamal was returned to Bangladesh on 4 September 2019. Upon arrival in Bangladesh, Kamal received immediate assistance[1] from the Prottasha project, which is being implemented by the International Organization for Migration (IOM) in partnership with BRAC with funding from the EU. Later, Kamal was assessed by the Prottasha project �eld sta� to identify his needs and vulnerability status. At that time, Kamal was mentally frustrated due to the huge amount of debt on his shoulders, as a result, he con�ned himself in his house and stopped socializing with others in the community. After the need assessment, Kamal received counseling support from trained professional counselors under the Prottasha project which helped him to recover his mental illness and inspired him to work for getting out of his �nancial crisis. During the reintegration planning process, the possibilities of developing a local small enterprise for him came into light. The �eld sta� critically reviewed the entire process. A local purchase committee was formed under the Prottasha project to critically review and follow up on the purchase process before the handover of in-kind assistance to Kamal. In November 2019, he received BDT 90,000 (1,061 USD) to purchase lubricant to set up a motorcycle accessories shop. He was continuously monitored and supported by the project sta� to make the business venture pro�table and sustainable. Kamal also received �nancial literacy training to prepare monthly budgeting, a basic understanding of investment, and managing small enterprises as an entrepreneur, which helped him to build up his business. Within the �rst month, he gained a net pro�t of BDT 27,523 BDT (USD 324) and gradually his business grew up to a pro�t of BDT 41,567 (USD 490 USD) by March 2020. Kamal’s wife also received handicrafts training through referral linkage services under the project and she has been planning to start a home-craft venture. Now Kamal can foresee the prosperity of his life. Considering the growth of his business, he wants to join community enterprises of the Prottasha project which is an upcoming activity to establish enterprisves in project areas. Kamal says, “The economic in-kind assistance from Prottasha Project worked like magic, like Aladdin’s lamp in my life. The �nancial literacy training assisted me to grow into a successful entrepreneur and my story also motivates the other returnees to become economically self-su�cient. The Prottasha project has contributed to develop entrepreneurs like me in Bangladesh, and this has a signi�cant impact on the economy of Bangladesh in the long run. In my heart, I am always deeply thankful to the project.”

    [1]Returnees are receiving 50 USD as on-arrival assistance to reach their hometown, food, temporary accommodation, and information on the Prottasha project.

    Awareness Raising

    Monthly Update April 2020

    Digital Content Development for Awareness Raising during COVID-19To raise mass awareness among the overseas migrants, aspirant migrants, returning migrants, their families and community, IEC materials (1 poster and 2 digital content) for social media dissemination on the COVID-19 pandemic were developed. The content will be disseminated in May.

    Development of Module of Awareness Raising on Safe Migration in BengaliThe project developed an awareness-raising module on safe migration, reintegration, and remittance management issues for strengthening the capacity of local-level government and communities. It was necessary to translate the module into Bengali to communicate the message better. The development of the Bangla version of the module was completed in April.

    Inception Report on Strengthening Mobile Court Was FinalizedBased on the recommendation of the stock-taking exercise conducted to review the implementation status of the OEMA 2013 and PSHTA 2012, IOM Bangladesh is supporting the GoB to strengthen the interventions of the M&E Wing of the MoEWOE. The support is given through an assessment of existing laws focusing on enhancing operation of mobile courts and strengthening the capacity of executive magistrates appointed in the VTF particularly through the mobile courts introducing e�ective measures for addressing challenges. This was prioritized by the GoB to instill ethical recruitment practices interventions and curb irregular practices. The inception report of the assignment was �nalized during the month of April.

    Report on Migration Related Training Was FinalizedIOM Bangladesh in close coordination with the Government of Bangladesh has enhanced the level of understanding of migration-related policies and legal frameworks among key stakeholders as part of strengthening migration governance. Under this initiative, IOM Bangladesh provided training to total 669 stakeholders across 64 districts of Bangladesh and the training report was �nalized during the month of April.

    Inception Report Was Finalized on the Study “Enhancing Financial Support Services for Migrant Workers”IOM Bangladesh is supporting the GoB to assess �nancial services for migrant workers and propose way forward for e�ective and e�cient ways to strengthen the �nancial services of Probashi Kallyan Bank (PKB). In April, the inception report of the study was �nalized.

    Development of Returning Migrants Management Information System (ReMiMIS)IOM Bangladesh is supporting the Government of Bangladesh Returning Migrants Management Information System (ReMiMIS) to collect, collate, analyze and store data of returning migrants to Bangladesh. ReMiMIS is an app and web-based platform to collect the data of returnee migrants and the beta version for the web platform was completed by the developer. The MIS review and �nalization by IOM Bangladesh, BMET and developer will be completed in May 2020.

    Sustainable Reintegration Scores for Bene�ciaries Uploaded into MiMOSA SystemIOM Bangladesh collected individual Sustainable Reintegration Scores through the project’s Midterm review (MTR) and the data of 137 project bene�ciaries was uploaded into MiMOSA system for monitoring. MiMOSA is a global hub standardize the recording, secure storage and monitoring data for migrants who receive services from IOM.

    Prottasha Project Management Information System (ProMIS) ManualsProMIS is an app and web-based platform which successfully automated the MIS system of the Prottasha project. The user manual for ProMIS system was developed for better understanding of how to use the system. During the month, the Manual was reviewed and �nalized in both English and Bengali and will be distributed to all users.

    Migration Governance

    District Advocacy Workshop on Reintegration services and Safe Migration: A district advocacy workshop was held in Noakhali on the 3rd of March 2020. The objective of the workshop was to bring together all the relevant stakeholders including government, non-government organizations, CSOs, returnees and their families to sensitize them on reintegration services, safe migration issues including remittance management and strengthening cooperation and collaboration among the stakeholders who provide sustainable reintegration assistance to the returnees. ADC Noakhali, District coordination committee members in the district including local government ocials, ocers from IOM , BRAC HO, RSC (Reintegration Service Center) attended the workshop and discussed the service delivery system for reintegration of the returnees, safe migration and remittance management related issues under the project ‘Prottasha’. The stakeholders (government ocials, CSO representatives, private sectors) provided recommendations and showed commitment to increase support to facilitate sustainable reintegration of the returnees and to disseminate safe migration information including remittance management at the local level.

    First District Coordination Committee (DCC) Meeting in Sylhet on 5th March 2020The rst District Coordination Committee (DCC) meeting in Sylhet District was held on 5th of March 2020. DCCs have been formed comprising of district social development ocers, teachers, BRAC sta, DEMO sta, forum representatives and other relevant government ocials to monitor capacity building and provide support to the DEMO operation. There are ten DCCs, one in each of the ten districts with Prottasha supported Reintegration Service Centres (RSCs) and DCC meetings are held quarterly.

    Training of Trainers (ToT) on “Community Level Business advisory group capacity building” organized on 10th -12th of March 2020A ToT on “Community Level Business advisory group capacity building” was held from 10 -12 March 2020 for the capacity building of RSC ocers and BRAC HO. This ToT aimed to provide training to the business advisory group members on mediation, nancial literacy, roles and responsibilities of Business advisory group members and how to provide advisory support for small business development and income generating activities (IGA). A total of 60 community level business advisory groups have been formed in 60 upazila to support businesses and provide linkage with key nancial stakeholders, including community level consultations to link returned migrants with banks and nancial service providers

    Report and Policy Brief published on “Migration-related Indicators: Tracking progress towards the Sustainable Development Goals and the Seventh National Five-Year Plan”: IOM, in close coordination with the Government of Bangladesh, supported the development of migration-related indicators to track progress towards migration-related Sustainable Development Goals (SDGs) and the Seventh Five-Year Plan (SFYP). Based on consultations with key government agencies, international agencies, development partners and think tanks, as well as a review of national documents on the SDGs and the 7FYP, a list of national indicators was developed to improve national monitoring and performance in the migration sector, aligning the indicators already in the 7FYP with the corresponding SDG indicators. The report and Policy Brief have been published and disseminated.
