    1. GeneralThe river training works on the SWAT River have been provided in three stagesFirstly the Flood Protection Bunds which are aimed at controlling the river flowagainst medium to high floods and to protect the Towns and Villages spreadastride the River. Secondly the River Training Works have been provided tocontrol the flow of various streams of river in the low and medium floods in orderto ensure the safety of important river training structures built within the river bedof the Swat River and to divert the excessive flow of water from the AT Worksand Amandara Headworks during the medium and high floods.. Thirdly thetraining work that are in the shape of marginal and guide bunds which serve toprovide the minimum required flow in the Upper Swat Canal in the low flowperiods.

    The unprecedented intense monsoon rains of the year 2010 have caused heavydamages to the Protective Works and Additional Training Works of the UpperSwat Canal. Almost all the training and other protective works have been washedaway either wholly or partially. The Upper Swat Canal is an extremely important

    vessel which carries all the required water for running four Hydal Power Plantswhich produce about 121 Mega Watts electricity and whose demand is at itspeak for the last couple of years. Besides this water is utilized for irrigationpurposes by the huge masses of the command areas of this canal and itsdistributaries which in fact is the primary function of this canal.

    The monsoon rains are a recurring phenomenon, however, their intensity variesbut for the last few years a considerably abrupt rise and fall in the intensity of themonsoon precipitation has been noticed. The Metrological Department ofPakistan has also announced the continuation of the phenomenal behavior andconsequent abrupt and intense rains in the coming monsoons.

    There are two permanent structures which are situated within the main bed of theSwat River and these have been provided protection by means of TemporaryProtective Works built within the Swat River Bed. Whatever damages haveoccurred to the temporary or permanent works have to be rectified immediatelyotherwise far greater damage may be caused to these structures by any floods ofthe upcoming monsoons.

    The Flood Damages Restoration Directorate (FDRD) of the Irrigation DepartmentPeshawar has reacted swiftly and promptly and the damages restoration works inthe entire Swat River System have been launched and most of these works areat an advance stage now. The Client, The Flood Damages Restoration

    Consultants and all the contractors are making an all out effort to put up at leastthe critical structures in such a shape that the upcoming monsoon floods maypass through this system without causing much damage to the Swat RiverTraining Works.The most technical, laborious and critical work was the repair of the AmandaraHeadworks, Comprising of the increasing the height of spillway gates fortemporary diversion of water from the stilling Basin, Dismantling of huge quantity

    of RCC work, reconstruction of Wing Walls of the Stilling Basin involving massPlum Concrete etc.

    The Steel Structure work was done very efficiently and skillfully. The width of theSpillway gates was increased which stopped the Flow of water into the stillingBasin despite the rise in the level of the River, thus all the repair works inside thestilling Basin could be undertaken simultaneously. Top priority was assigned tothe concreting work of the Stilling Basin and it was completed successfully asplanned.

    The Work on other sites is proceeding smoothly despite the tremendous increasein the flow of water in the Swat River. Most of the contractors have succeeded inproviding minimal flow control however they did need to increase their manpowerand speed in order to ensure achieving maximum height as the monsoons wereabout to set in. However with the Grace of Almighty Allah no huge flood has beengenerated so far and all the contractors have succeeded in providing theessentially required minimum flood protection. Presently it appears as if no huge

    flood may develop and the monsoons may pass unnoticed without causing muchdamage this time at least in the Swat and Malakand Districts.

    The Design of the Flood Protection Bund and Guide Bund has been modified inorder to make them effective against the medium and high floods which includesthe raising of the height and width of the embankments and provision of stonepitching encased in concrete profiles in the Flood Protection Bund. In certainCases where the design height of the Guide Bund was not sufficient the designhas been modified and sufficient height has been ensured for the Guide Bund aswell..

    Out of a total of nine contracts eight are already more than halfway throughhowever the 9th contractor namely Haji Pasham Khan who has been awardedContract No. FDRD MK-3 has also reported to the site for commencing the work.The site has been allocated to him and he has also started the work.

    6.1 Survey and Setting out Activities:

    The FDR Consultants Contract Agreement was signed on 20 January 2011 and the

    Consultants mobilized immediately. The Consultants established their Field Office on 20

    January 2011 and started the setting out work simultaneously. The contractors were

    handed over the work site as per their capacity to work so that they could fully utilize

    their entire manpower and equipment. Presently the sites of only a few items of work

    are yet to be handed over only to those contractors who have started their work recently

    or an odd one who is yet to start his work. However all the contractors are being

    advised to arrange more manpower and equipment so that the work speed could be

    enhanced on all sites.

    The Contractors M/s Haji Pasham khan and Co has still not started work and due to his

    late start he is likely to face problems as the flow in the river is increasing day by day

    and to avoid further hardship the said Contractor must start his work as soon as

    possible.

    6.2 Construction Progress & Activities :

    The work was commenced as per schedule by all the contractors excepting a few.

    Nevertheless those who took timely start their work is proceeding smoothly although

    some heavy rain right at the outset caused medium level floods in the Swat River which

    continued for about 3 days and even thereafter the work could not be restarted for

    almost 10 days. Besides the floods caused damage and also washed away some of the

    work done by the contractors.

    6.3 Visits / Meetings : High Officials of the Client Department have been visiting

    the work site quite frequently and they have been rendering useful instructions on the

    site for enhancing the work progress and to facilitate the contractors as well the

    Consultants to ensure proper execution of all the contract agreements.

    7.1 Field Laboratory Activities:Following Tests have been performed so far:-

    7.3 G I Wire Test :Test carried out by the PCSIR Laboratories Peshawar

    7.4 Mild Steel : Tests carried out by the Material Testing Laboratory of

    Strength Tests theUET Peshawar

    7.5 Concrete Compressive : Tests carried out by the Material Testing Laboratory of

    Strength Tests the UET Peshawar

    7.6 Materials Approved : A number of Sample of GI Wire have been approved

    : Coarse and Fine Aggregates have been approved

    8.1 Engineers Facilities : JV of BAK, NDC and AGES Consultants and theirentire staff is actively involved in the Project to ensure timely and quality execution of allthe contracts by the respective contractors

    8.2 Variation Orders : Six Variation Orders have been submitted by thecontractors and the same have been processed and approved by the Client.

    9. Constraint s /Matters Requiring Attention

    The Contractors were caught Off Guards by the Unexpected IntermittentHeavy Rains just a few weeks after starting the work

    These Heavy Rains caused Medium Floods in the River and also Washedaway some initial Work Done by the Contractors.

    The Contractors emphasis is on the Construction of the Guide Bund

    however now they have started Stone Pitching to protect the Guide Bund which is

    a critical activity for Protecting the Embankments. They are being pursued to

    Complete this work on top priority basis as this is a Critical Activity.

    The Contractors skilled/unskilled manpower at site is insufficient and they

    have been advised time and again to increase their manpower so that their work

    progress may come upto the required minimum level.

    The Work Schedule has still not been submitted by any contractor because

    of which proper monitoring of the progress is not possible

    IPCs submitted by the contractors are scrutinised by the Consultants and

    the same are forwarded to the Client on priority for payment and all IPCs

    submitted so far have been paid to the respective contractors.
