Knowledge Center Setting-up & Management

o Launching of the following FITS Centers:

1. City Agriculture and Fisheries Council FITS Center – June 14, 217 at CAFC, Office of the City Veterinarian, Slaughter House Compound, Sto. Niño, Baguio City

The establishment of the Baguio City FITS Center came about through the efforts of the Baguio City Agricultural and Fishery Council (CAFC). Ms. Balbina Ernesto, former Baguio CAFC chairperson and presently the Cordillera Administrative Region Regional AFC chairperson described the launching of the FITS Center as another momentous event for the Baguio CAFC. The Baguio CAFC FITS Center is the 61st FITS Center established in the Cordillera Administrative Region.

2. Pudtol, Apayao FITS Center – June 20, 2017

Municipal Agriculturist Marivic Lagmay said that the FITS Center is a big blessing for Pudtol, as this will serve as portal for technology dissemination like on the updates on farming that will eventually uplift the agricultural sector in the area. She urged the leaders to be their partners in disseminating the presence of the Center to fellow farmers. Further, she hopes that agencies like DA-ATI will always be pleased to provide interventions to them.

o Assessment of the Proposed FITS Centers:

1. Flora, Apayao 2. Sta. Marcela, Apayao

▪ Both for the two LGUs, the Office of the Municipal Agriculturist are wide enough to accommodate a FITS center. ▪ Their areas were already set as FITS centers for which IEC materials were arranged in the cabinet. Tables and chairs are also present. Both were recommended for launching as they gave their commitments to implement the area and were able to pass the requirements. The date/s however will still be set. Miss Sagpa-ey assured to coordinate with them for the final dates.

Knowledge Products Development and Dissemination

o Developed nine (9) IEC materials on: ▪ Legume Green Manuring ▪ SALT System ▪ SALT 1 ▪ Recipes Making Use of Carrot ▪ Hamburger and Corned Beef ▪ Fresh Native Sausage and Pure Tocino ▪ Climate Change

Training and Extension Support to Regular Programs and Commodities: RICE PROGRAM

o Technical Briefing on RCM with Deployment for Farmers for Farmers of Ifugao

▪ In support to the program of the Department of Agriculture in promoting the RCM to boost rice production in the country and contribute to rice self-sufficiency goal that this activity is being conducted. This woould be part of the regular services of the DA-RFOs and ATI-RTCs until 2018.

▪ The technical briefing covered nine (9) barangays of Ifugao namely: Ubao, Aguinaldo; Duit; Panubtuban, Asipulo; Haliap, Asipulo; Amduntog, Asipulo; Pula, Asipulo; Nangalisan, Tuba; Sta. Marcela, Apayao (Municipal wide); and Tabuk City, Kalinga (Municipal wide).

o Technical Briefing on Rice Crop Manager (RCM) for FITS Centers Enhancement/Revitalization – May 30-June 2, 2017 at ATI-CAR and Nangalisan, Tuba, Benguet

▪ To support the intensified promotion and use of RCM, FITS centers are tapped. This becomes of the

commitment that will further enhance the services of the FITS centers. With this, technical briefing on RCM use and operation to the FITS Staff of 10 identified FITS center is appropriate. They are obliged to interview at least 100 rice farmers per season using commercial inorganic fertilizer.

▪ Attended by 20 FITS Center staff ▪ They were able to generate 17 RCM recommendations during their hands-on activity. ▪ The 10 identified FITS centers for RCM

enhancement are the following: 1. FITSC Sablan-Benguet 2. FITSC Tublay - Benguet 3. FITSC Tuba-Benguet 4. FITSC Lamut - Ifugao 5. FITSC Besao – Mt. Province 6. FITSC Tadian – Mt. Province 7. o Launching of the CSFBS and Training on Disaster Risk reduction for Farmers – June 15-16, 2017 at Poblacion Hall,

Bakun, Benguet

o Preparatory Activities on the Conduct of the AgriDOC Training – June 14, 21-22, 2017

▪ Coordination on the venue wherein it will be in Abra Institute of Science and Technology (ASIST)Lagangilang, Abra.

▪ Arrangement and ocular visits on the training facilities, demontration fields and host farm families were already made.

Training and Extension Support to Regular Programs and Commodities: ORGANIC AGRICULTURE PROGRAM

o Organic Agriculture Farmers Field School (FFS) for Farmers of Pual and Naguey Atok, Benguet

▪ FFS on Organic Production for Farmers of Pual ▪ FFS on Animal Production for Farmers of Naguey ▪ Prior to the start of the two batches of (2) FFS for farmers of Atok, an orientation was made of June 16, 2017. ▪ Mr. Charlie Sagudan, OA focal, oriented the beneficiaries on the mechanics of the implementation,

arrangement, roles and the needed preparation for the FFS. ▪ As agreed, the FFS will be every thursday in Pual and every friday in Naguey. ▪ Facilitators will be Ms. Deling Betwag and Mr. Felix Pedro, both from DALGU-Atok.

o Training on Organic Agriculture for 4-H and RIC Members of Balbalan, Kalinga – June 14-16, 2017 at Balbalan-

Kalinga (LGU-Proposal)

▪ This was a proposal of LGU-Balbalan, Kalinga through their Municipal Agriculturist Anita Caldingon. ▪ "This training was organized so that you the youth who are the participants should learn sustainable

farming. Currently, most youth of today are leaving their homes seeking work in the urban areas, leaving the aging parents doing the farm works. If we want growth & prosperity in the countryside, we encouraged you to venture in organic farming, the farming system of the future. We hope that what you learned today will be utilized in your respective farms", an inspiring message shared by Ms. Caldingon to the participants.

▪ Completed by 60 4-Hers and 4 RICs. ▪ They were able to prepare organic fermented products as their training output. ▪ Utilized an amount of 65, 610.00 pesos.

o Seminar on Farm/Agri-Tourism and Orientation of the Organic Agriculture Local Technical Committee for the

Province of Abra – June 14-15, 2017 at Bangued, Abra

▪ The activity aimed to introduce agri-tourism initiatives/activities in the province of Abra to boost its agri-tourism growth & development. Further, it aimed to provide the participants wider understanding of the organic agriculture programs.

▪ Attended by 22 Extension Workers, 10 farmers, and 12 LGU representatives.

▪ 22 out of the 27 municipalities were represented ▪ Both activity and resource person from DOT-CAR were

rated very satisfactory. ▪ Utilized an amount of 82,000.00 pesos

o Training on Organic Agriculture for Farmer Leaders of Pasil, Kalinga – June 1-3, 2017 at Cagaluan, Pasil, Kalinga (LGU-Proposal)

▪ This was a proposal of LGU-Pasil through Ms. Rowena Gonnay. ▪ The training is in support to the programs of the NOAP and the implementation of the Municipal Ordinance

of the Local Government Unit (LGU) of prohibiting the use of synthetic fertilizer and pesticide in farms.

▪ Ms. Gonnay is very thankful to the fund support of ATI-CAR to this training. She hopes that the technologies

imparted to the participants will heartily be implemented in their respective farms especially that the technolgies shared are easy follow and the needed ingredients are locally available.

▪ Completed by 43 farmers. ▪ They were able to prepare organic fermented products as their training output. ▪ Utilized an amount of 85, 000.00 pesos.

o Training in support to OA-ICS (Phase 2) for Luna Apayao Organic Practitioners Association (LAOPA) – June 5-9, 2017

at Luna, Apayao

▪ Attended by three extension workers and 33 farmer-members of the LAOPA.

▪ The organization were able to draft their ICS manual that will later serve as their guide.

▪ Both training and resource person were rated excellent. ▪ Utilized an amount of 89, 000 pesos.

Training and Extension Support to Regular Programs and Commodities: HVCD PROGRAM

o Trainers' Training on the PNS: Code of Good Agricultural Practices for Coffee with Package of Technology (POT) for AEWs of CAR – June 28-30, 2017 at ATI-CAR

▪ Coffee is one of the priority commodities in the Cordillera region. The coffee varieties especially Arabica produced in Benguet and Mt. province is considered the best quality due to its aroma. The region is very conducive to coffee growing due to its terrain and weather, as it was ranked as a major coffee producer in the Philippines until the eighties.

▪ To help revitalize the coffee production in the region, expansion or production areas, increase the productivity and profit of farmers and entrepreneurs and most of all improve the cofee bean quality based on the standard has to be done. Thus, this training

▪ The SAVERS Group is one of the group identified by the Local Government Unit and assisted by ATI-CAR during GAP-ICS Phase 2 and 3. Currently, it has thirty (30) active members from Kibungan (MGAPA SAVERS) and Buguias (BJATA SAVERS) who had attended GAP-ICS Phase 2 last 2015 and Phase 3 last May 16-19, 2017. Their products are mainly highland vegetables with promising market and their area are somewhat clustered along the slopes of Halsema highway.

▪ Attended by 25 members. ▪ Utilized an amount of42, 300.00 pesos.

o Training in Support to the Installation of Internal Control System on GAP Coffee (Phase 1 and 2) for POLECAK Coffee

Growers of Naneng, Tabuk City – June 5-10, 2017 at Naneng, Tabuk City

▪ This was proposed by LGU-Tabuk City in behalf of the Polecak RIC who is among the organizations in Tabuk City who is engaged in Coffee Production. The organization has been requesting assistance for them to come up with acceptable and uniform or common practices in coffee production to be able to improve their product quality. The group recognized that they need to come up with strategies to improve the quality of their coffee beans, reduce cost of production, improve yield for better profit.

▪ The organization was able to prepare their ICS plan and draft their ICS manual on coffee. ▪ Attended by 29 members. ▪ Utilized a total amount of 108,000.00 pesos.

Training and Extension Support to Regular Programs and Commodities: CORN AND CASSAVA PROGRAM

o Training Course On Sustainable Corn Production In Sloping Areas (SCoPSA) With Gap For Aews And Farmer-Leaders Of Paracelis, Mt. Province

Batch 1- May 29-June 1, 2017 at Paracelis, Mt. Province Batch 2- June 26-29, 2017 at Buluan, Conner, Apayao ▪ The geographical features of the region are now under critical state to over exploitation. Hence, there is a

need to promote a sustainable corn production in slping areas most especially in the Cordillera Region where most of its topography is steep, where farms are prone to erosion, landslide, and surface run-off among others.

▪ Completed by 87 participants wherein they are expected to adopt the technologies required under SCoPSA and implement in their respective farms. Likewise, they shall serve as channel of information in the implementation of soil conservation and land management technologies in their respective farms.

▪ A SCoPSA Demo Farm in the area will also be funded by DA-RFO-CAR

Training and Extension Support to Regular Programs and Commodities: 4-H PROGRAM

o Adopt a Farm Youth (4-H) with NC II on Crop Production

▪ This intervention is giving life to the 4H slogan, “Learn by Doing”. ▪ The one-month course was successfully completed by the five (5) participants. Their host families were

Aquilina Saguilot’s Organic Farm, Villafuerte Camat’s Integrated Farm and Ivan Baguilat GAP Farm.

▪ They were able to pass their NC II on Agricultural Crop Production.

o Training on Pest and Disease Management and Crop Production with NC II on Crop Production for 4-H Club of CAR-

June 26-29, 2017 at Benguet Techno-Demonstration Center, Wangal, La Trinidad Benguet

▪ The 4-H Clubs in the Cordillera are mostly engaged in agri-and fishery projects. One of which is small-scale crop production. Farm operations are usually taught by parents and by experience.

▪ They were assessed against the competency on National Certificate II on Agricultural Crop Production that consists of competencies that a person must achieve to produce various agricultural crops which include performing nursery operations, planting, caring and maintaining of crops and carrying-out harvest and post-harvest operations.

▪ Completed by 31 4-Hers from the province of Benguet and Mt. Province. All of them were able to pass the assessment on Agricultural Crop Production NC II.

▪ Utilized an amount of 165, 000.00 pesos. o Training on Capability Building and Leadership for 4-H Club Members of the Governor Bado Dangwa Agro-Industrial

School (GBDAIS) Main 4-H Club – June 17-18, 2017 at GBDAIS Main, Balakbak, Kapangan, Benguet

▪ The training was proposed by the GBDAIS 4-H Club Adviser for the benefit of its members. ▪ The GBDAIS 4-H Club has been active in rendering community service like pathway clean drive, donation of

kitechen wares to a family who’s poverty was totally burned. The club has participated in various agricultural skills competition during the Adivay 2016. However, as a neophyte, the club is looking forward to be equipped with the substantial knowledge and skills to keep it dynamic and operational.

▪ With the initial involvement of the members in the community, the club is also aiming to expanding its

activities on agricultural based projects soon in the school. In this way, the club will further realize the essensce of 4-H Club Work.

Training and Extension Support to Regular Programs and Commodities: RBO PROGRAM

Training on Semi-Temperate (Highland) Vegetables Production with NCII on Crop Production for P4MP and MS Officers and Members of Benguet and Mountain Province – June 21-23, 2017 at ATI-CAR

▪ The production of semi-temperate (highland) vegetables in the country in mainly being produced in Benguet and in the upland municipalities of Mountain Province. They produce the crop almost throuhhout the year even during the wet season where off season production is done through greenhouse facilities.

▪ “The technologies learned are very relevant and the training was very timely for the farmers especially those who are applying for GAP or OA certification. The farmers will be more equipped in producing safe vegetables including harvesting and post harvest handling and transport until it reaches the BAPTC at La Trinidad or at any market . The need for the farmers to be strongly organized is very important especially if they are serious in fighting the possible effects of globalization on the vegetable industry in the Cordilleras. . Our national certification on Crop Production NC 2 which we all passed will give us more confidence to apply good agricultural practices further and to teach them to other farmers.” - Joaquin Depalog- Buguias, Benguet, Farmer, P4MP -CAR Regional President, Farmer organizations representative to BAPTC, La Trinidad, Benguet )

▪ Completed by 42 RBO members. All of them were able to

pass the assessment on Agricultural Crop Production NC II. ▪ Utilized an amount of 123, 250.00 pesos

▪ Output of the activity are the consolidated AFEN accomplishments for 1st Semester 2017,

AFEN Training & Extension Proposals & Listing

of PLGU-SUC Areas of Collaboration. Awards

and Recognition for Most Represented Province (MA/MAOs, PA, SUC)

▪ Participated by 29 LGU Representatives, 16

Government Agencies Representatives, one (1) Non-Government Org Representative; five (5) State, Universities and Colleges Representatives and 10 ATI-CAR Staff.

▪ Utilized an amount of 84, 000.00 pesos.

o Review and Assessment on Rice Machinery Operation (NC II) for AEWs in CAR – June 19-23, 2017 at Pampanga State Agricultural University, Magalang, Pampanga

▪ This training was the continuation of the Skills Training

Course on the Operation and Maintenance of Selected Agricultural Machineries for AEWs in CAR conducted on April 3-7, 2017.

▪ This aimed to provide necessary skills to Rice AEWs to be able to demonstrate technical skills on the operation and maintenance of selected agricultural machineries and postharvest facilities and be NC II certified on Rice Machinery Operation.

▪ The 21 participants were all NC II certified on Rice Machinery Operation

▪ Utilized 185,000.00 pesos.

o Gender Sensitivity Training and Comprehensive Gender Analysis for AEWs and GAD Focal Point System of CAR –

June 6-9, 2017

▪ The training aimed to develop awareness, knowledge and skills and to change perceptions, attitudes and behaviors in relation to gender.

▪ ATI being the lead in Extension takes responsibility in providing this capability for the Agricultural Extension Workers of CAR such that gender shall be mainstreamed in their Extension Programs.

▪ Data shows that out of the total AEWs of the region only 10% have undergone GS Training and no training has been offered to them by the Center on Gender Analysis and Gender Mainstreaming. ▪ "Gender and Development is not an UNCOMMON THING as others think. It's not only about women, it giving equal opportunity with women such that they will also be of equal beneficiaries of development." - Florida P. Faculo, Ph.D- PCW Independent Consultant ▪ Completed by 20 AEWs and 15 GAP Focal Point System members ▪ Utilized a total cost of 133,945.00 pesos

o Training for 4th-6th Class: Organic Pig Production for Farmers of Lagayan, Abra -May 30-June 1, 2017 at Lagayan

Municipal Hall, Lagayan, Abra

▪ A proposal of LGU- Lagayan through the OIC- Municipal Agricultural Officer, Ms. Rowena Martinez. She mentioned that she proposed this kind of training because she perceived that most of farmers in the locality are engage in hog raising. So, she motivated them to focus on what the topics that would be discussed by the resource person so that they will be aware of the technologies. Since organic farming is another way of abating the high cost of inputs (commercial feeds, biologics and drugs) livestock and poultry raisers should acquire knowledge from the successful organic practitioners nor from the trainings/seminars to be conducted by the government and non- government agencies and must be adopted in their own farms. And the trainings are one of the bases for whatever interventions to be given by the Department of Agriculture.

▪ Completed by 35 farmers ▪ Utilized an amount of 57, 000.00 pesos.

o Training for the 4th-6th Class Municipalities Batch 3: Skills Training on Cultured Mushroom Production-June 6-7,

2017 at Gomonot, Patiao, Penarrubia, Abra

Extension Support to the 22 Poorest Provinces in the Philippines: ES22PPP

o Transformational Leadership, Team Building and Values for Successful Agricultural Program/Project Implementation – June 26-27, 2017

▪ The achievement of the objectives and outputs of the “Extension Support for the Twenty-Two Provinces with Highest Poverty Incidence in the Philippines (ES-22PPP)” needs strong partnership and collaboration of ATI-CAR, the Technical Working Group and Program Implementers.

▪ The training aimed that through this training, the objective of the ES-22PPP will be attained.

▪ Part of the training was the finalization of the training curriculum and the presentation of guidelines in implementing the training programs for the farmers.

Scholarship

o Joint Closing Program of the Diploma in Agricultural Technology-Bachelor in Agricultural Technology (DAT-BAT) and Academic & Technology Integration (ATI) Education Program for Out of School Youth – June 12, 2017 at ATI-CAR - “Preparing the Youth as New Breed of Competent Farmers of the Next Generations”

▪ A total of 23 scholars composed of 10 DAT-BAT scholars & 13 ATI-EP scholars successfully completed their

scholarship program this 1st Semester of 2017. ▪ The Center initiated to have this activity to recognize their efforts and determination of completing their

▪ This is a regular activity of the Center for its LGU Managers to further strengthen the collaboration of ATI and the LGUs for a better implementation of quality extension services.

▪ Activities made were: Presentation of the DA Family Training and Extension Accomplishment Semester 1; Provision of updates on the LGU Training and Extension Proposals submitted to ATI-CAR; Provision of updates on the PLGU-SUC Extension Partnership; and Updating of AEWs’ database.

o SAFE Regional Strategic Planning Workshop – June 22-23, 2017 at Magsaysay Avenue, Baguio City

▪ Ms. Cherry Sinong attended as the Center’s Research Focal.

o Launching of the Farm Schools Program in Benguet – June 15, 2017 at Lily of the Valley, Wangal, La Trinidad, Benguet

▪ There are two Schools for Practical Agriculture and one Learning Site accredited by ATI-CAR in Benguet which were accredited as Farm Schools by TESDA. They are: Lily of the Valley Farm owned by Jefferson Laruan; Cosmic Farm owned by Rogel Marzan; and Master’s Garden owned by Pat Acosta.

o Workshop on Capacity Needs Assessment of Agricultural Advisory Services Providers in CAR and PhilEASNET

Meeting – June 5-6, 2017 at Igorot Lodge, Camp John Hay

▪ The activity is a joint undertaking of IFAD, SEARCA, DA-RFO CHARMP and DA-ATI Central Office and DA-ATI-CAR. At the regional level, the DA-ATI-CAR was assigned as among the members of the steering committee.

▪ The aim of the activity was to elicit the gaps in agriculture development as perceived by agricultural advisory

services providers in CAR so that the Project IFAD-SEARCA can determine how to help enhance such services.

▪ The activity was facilitated by Dr. Evelyn Aro-Esquejo, retired Deputy Director of ATI-CO. ▪ The organization of the PhilEASNet CAR Chapter was undertaken and the following officers were elected:

President-Dr. Arlene L. Flores; Vice-President – Virginia Tapat; Secretary- Cristino Balancio; Treasurer- Dr. Arlene Sagayo; PRO – PA Domingo Bakilan; Auditor – Ruben Dulagan; Board Members – Ceferino Oryan, Dr.Gloria Banganan, Dr. Rogelio Colting and Dr. Ralph Verzon.

Staff Development

o Feedbacking of Trainings Attended – June 12, 2017

▪ This is a regular activity of the Center as a way to enhance the knowledge and skills of the ATI-CAR staff on the different technical and soft skills as well as administrative skills.

▪ Staff who attended trainings on various for the previous months were given the opportunity to share their learnings.

▪ Attended by the Artist Illustrator Mr. Reynaldo Versoza and the Media Production Specialist II, Mr. Bongbong Buli-e.

▪ According to Mr. Buli-e, the training course is very relevant for the enhancement of the Center’s IEC materials and other relevant information output.
