Funds Allocation Funds are allocated to each category based on a distribution guideline. The adjudicators have some latitude to redistribute from one category to another as deemed appropriate. Arts and/or Cultural Not-For-Profit Organizations

Maximum of 45% of funds Arts and/or Cultural Not-For-Profit Organizations Operating a Facility

Maximum of 25% of funds Arts and/or Cultural Not-For-Profit Organizations Producing a Special Event or Festival

Maximum of 22% of funds New and Emerging Arts and Cultural Activities

Maximum of 8% of funds

Deadline for application is the first Friday of December

each year.

Successful applicants will be informed

by March 31 each year.

What’s it all about?

The Culture Fee for Service program was developed by The City of Red Deer to provide financial support to not-for-profit arts and heritage organizations in Red Deer.

The program enables The City to assist those arts and heritage organizations that clearly demonstrate a financial need.

This financial support will help build their capacity to: provide a service;

manage an arts facility;

provide facility management services to the citizens of Red Deer;

act as an umbrella organization for arts or cultural organizations; or

provide seed funding for those groups and organizations that are developing new programming services for arts and culture.

It is expected these funds will be used to leverage access

to other funding sources.

The Fee for Service program is divided into four categories. Organizations may submit under one or more category provided they meet the eligibility criteria specified under the category in which they are applying.

A. Cultural Not-For-Profit Organizations

This category is to assist not-for-profit arts or heritage organizations that provide services to the general public and enhance the quality of life for the Red Deer community.

The organization should identify target markets, how its services are marketed, and audience participation and/or appreciation. B. Cultural Not-For-Profit Organizations Operating a Facility

Category B of the Fee for Service program is intended to help offset those costs associated with day-to-day facility operations.

Costs such as electrical, mechanical, power and regular maintenance may be eligible under this category of the Fee for Service program.

Special requests for assistance with major facility renovations and/or repairs may be considered under Category B of the Fee for Service program.

C. Cultural Not-For-Profit Organizations producing a Special Event or Festival

This category provides funding to assist the operational functions of not-for-profit organizations that produce a multi-faceted arts and/or heritage event on one or more days with significant community participation. D. New and Emerging Cultural Activities

Category D provides seed funding for a portion of the initial start-up costs, on a one-time only basis, for a maximum of a two-year period, for new and emerging arts and heritage activities.

Eligibility Criteria The organization must be a registered not-

for-profit arts or heritage organization or fall under the umbrella of an organization that is registered.

Organizations already receiving operational funding from The City, or tax-based support from other levels of government, are not eligible for funding under this Fee for Service program except for those organizations applying for funding under Category D: New and Emerging Arts and Cultural Activities.

The organization should be financially stable and/or be able to clearly demonstrate that it is moving toward financial stability. The organization will provide its financial records, which may include income statements, balance sheets, and past/present/future budgeting.

The organization should be governed by a board of directors in good standing.

The organization should be able to demonstrate organizational effectiveness by way of purpose, long term goals, and its mission/mandate statements.

The organization should be able to justify that the service provided is for the betterment of the Red Deer community and is available to all citizens without prejudice.

The organization should be able to demonstrate that a minimum of 75% of the organization is Red Deer based. The organization should demonstrate an open-door policy in programs, services and membership.

The organization must have fulfilled all of the requirements of their applicant agreement for previous years before being eligible to receive new funding.
