Assessment / Anti-Bullying Bill of Right - Code of Conduct presentation ● Mrs. Anne Flynn, Mrs. Deniese Guinan and Mr. Troy Henderson gave presentations of

their Wildly Important Goals (WIGS)

9. REPORT OF THE SUPERINTENDENT Dr. McCooley stated she is pleased to announce that students from the Frog Pond Elementary School will have the opportunity again this year to participate in a DEA After School Dance Program. This is sponsored through the DEA (Drug Enforcement Agency with funds which were forfeited through drug busts). An assembly for students will take place on November 2nd at 1:30 p.m. Information will be coming home after details are finalized. This year they will be doing Hip Hop. It is open to all students - girls and boys. Special thanks to Mr. Joseph Coronato, former Ocean County Prosecutor for getting us connected with this program.

A Special Sit with the Sup will be held on Monday, November 5th. This is open to all parents and members of the community. This edition of Sit With the Sup with be discussing HIB vs Conflict. What constitutes a HIB? How do I report a HIB? What is the investigation process like? What are the consequences for HIB?

The district will be closed for NJEA Convention on Thursday and Friday, November 8th & 9th.

The Student Government from the Frog Pond School will be celebrating Veterans Day on Monday, November 12th. An assembly will be held at 1:30pm. We have invited local veterans, as well as family members who have been in the military. The students will be creating a display with memorabilia and artifacts. The students will have the opportunity to ask our Veterans some questions. It is a wonderful way to celebrate our Veterans and for our students to learn from these remarkable people. We hope that you will be able to attend.

Don’t forget - The PTO is having a Vendor Fair this Friday, October 19th at the GJM School from 6:00pm - 9:00pm. Please come out and support our PTO. You can start your holiday shopping early!

The Board of Education recognizes the value of public comment on educational issues and the importance of allowing members of the public to express with each statement made by a participant limited to three minutes as cited in Policy No. 0167. The Board Members attended a NJSBA Meeting on Tuesday, October 9, 2018 - The Little Egg Harbor Board of Education was recognized for reaching Master Board status. Mr. Daleo thanked all the board members and read the plaque to the public. School Boards Association Convention is week of October 22nd.

REMINDERS: Next meeting of the Little Egg Harbor Board of Education will be held on Monday, November 12, 2018

Tuition Contract Agreements H. To approve the Tuition Contract Agreement for the outgoing GJM student A.R., Grade 1

at Tinton Falls School District for educational services effective September 11, 2018 through June 30, 2019 for $15,239.00.

I. To approve the Tuition Contract Agreement for the outgoing GJM student D.R., Grade K, MD Class at Tinton Falls School District for educational services effective September 11, 2018 through June 30, 2019 for $23,868.00.

Donations J. To accept the following donations made to the Little Egg Harbor School District:

a. To accept the donation from Long Beach Island Elementary School of an Adaptive Bike in the amount of $3,060.00.

b. To accept the donation of school supplies given to both George Mitchell Elementary School and Frog Pond Elementary Schools from the Walmart SuperStore of Little Egg Harbor. The donation amount was $1000.00 given to each school.

c. To accept the donation of LED lights from Lowes of Manahawkin by James LaMontagne. A value of approx. $4,000.00 worth of lighting. Through this donation we have been able to convert all hallway lighting at the George J. Mitchell School and Early Childhood Center to led lights.

d. To accept the donation of 25 backpacks with school supplies from Fullfill of Ocean & Monmouth County for the Frog Pond Elementary School.

e. To request to amend the Donor’s Choose funds donated to Sara Dreher for the purchase of ukuleles from the amount of $369.99 to $1,109.97.

Atlantic City School District K. To approve the contract in the amount of $900.00 between the Atlantic City School

District and the Little Egg Harbor School District. This contract is for on-going training for the Reading Recovery Teacher, Marie Cittadino. (Attachment 12-K)

Cops in School L. To approve the Cops in School Amendment to the Memorandum of Understanding

related to the 2018-2019 school year for a total cost of $115,739.62.(Attachment 12-L)

Nora Maloney implored the Board of Education to consider the impact of the LEH Education Associations contract negotiations. Marc Sink and Carla Baker shared their hardship as a LEH Education Association Member. Jamey Carnes spoke about how frustrating it is to have a contract impasse. Madge Rosenberg spoke as an employee of the district and stated that she has been paying the Tier 4 benefits amount since day 1 and think it’s fair if the teachers pay their share. Katrina Reigelman, Energy Manager, stated there are two new programs for the district:

(1) Trex Company - plastic bag collection- if the schools win the competition the schools will receive a bench made for them. Ms. Reigelman and Mr. Brown stated they would purchase the bench if the schools do not win. (2) Crayola recycle program - collection of old used markers are being made into fuel and recycled.

MINUTES Kathleen Krawiec, Questioned how does the board approve new positions if there is no money available for the teachers contract? Dr. McCooley stated the new positions are still within the budget and there have been resignations and terminations on the agenda this evening. The safety position is through the township. MaryEllen Dippolito, Questioned the approval of the shared night custodian position. Dr. McCooley stated the job description has to be approved in order for the position to be posted. The position is for the coverage of the Junior High School, the TCU’s and the 3 schools at Little Egg Harbor. Ms. Dippolito asked why that position is needed when it hasn’t been in the past. Dr. McCooley stated there’s been breakage in the maintenance and custodial departments. She stated it would more effective to have someone with the the certifications rather than outsourcing for that and can oversee the night staff to be sure they are running effectively. Ms. Dippolito continued to ask questions regarding the maintenance/custodian position. Dr. McCooley asked for clarification several times on the questions being asked. Mr. Brown stated this is a public comment session limited to three minutes not a question and answer session. Dr. McCooley stated to Ms. Dippolito that it is still within the facilities budget and has nothing to do with the teachers. Statement from Mr. Nicholas Brown, School Business Administrator

The Little Egg Harbor Township Board of Education (“Board”) and the Little Egg Township Education Association (“Association”) are currently bargaining a successor Agreement to the current Collective Bargaining Agreement (“CBA”), which expired on June 30, 2018. To date, the parties have been unable to reach an agreement on a successor CBA.

Up to this point, the Board refrained from public comment in order to allow the negotiations process to continue unimpeded by external factors. The perception that the Board has acted in any way other than in good faith and ethically is factually and legally inaccurate. The Board feels that there is no choice but to respond and address any misconceptions potentially held by the public.

The Board recognizes and appreciates its teachers. The Board will continue to negotiate with its teachers in good-faith to foster mutual and continuous respect.

The Association represents over 140 teachers employed by the Board. Association members’ salaries and health insurance cost the Board more than $13 million dollars. Currently, Little Egg Harbor Township teacher salaries rank 1st among the seven similarly sized and economically equivalent districts throughout the State, and exceed the salaries of those districts by $4,500 per year in each category compared. The Board salaries also exceed the average salaries of Ocean County districts by $3,400 per year. Little Egg Harbor Township salaries are so exceptional that even absent an increase, the 2017-2018 teacher salaries exceed the average 2018-2019 salary of the seven similarly sized and economically equivalent districts by at least $3,400 in all categories of comparison.

MINUTES Currently, 88% of school districts in the state continue to utilize Chapter 78 to calculate employee health benefit payments. The current CBA contained language which froze employee payments at the amounts which were paid on June 30, 2016. As a result, the Board was solely responsible for all increases in health insurance costs since this date, which is a sum of approximately $135,000. Since beginning negotiations, the Board has taken the position that it, and thereby the Little Egg Harbor Township residents, cannot and should not be solely responsible for the growth in health insurance premiums.

The Board faces a significant loss of state funding in the next six years. Over that period, the State will cut approximately $2.2 Million from the Little Egg Township budget. This amount represents approximately 10% of the overall General Fund Budget.

In 2018-2019 alone, the Board will lose approximately $243,000 in state aid and anticipates losing an additional $161,000 in 2019-2020. As a result of these decreases in state funding, the Board cannot agree to the proposals made by the Association which continue to both shift sole responsibility for the cost of health insurance to the Board, and disproportionately increase employee salaries.

If the Board of Education agrees to an above-average salary proposal, when paired with the anticipated loss of state funding and a continued freeze in employee health benefit insurance payments, will require Reductions in Force (“RIFs”) of staff members and RIFs may need to occur in numerous budget cycles in order to ensure compliance with the statutory 2% cap. This will require significant increases in class sizes, which are currently below 23 students for every 1 teacher.

The Board is working diligently to enhance the quality of education while agreeing to terms and conditions consistent with the present economic climate and in the best interests of our children and the taxpayers. The Board is optimistic that a settlement will ultimately be reached on a successor agreement.

After meeting with a state-appointed Mediator, the parties agreed to proceed to the next stage: Fact-Finding. Similar to mediation, a State-appointed Fact-Finder has met with the parties. The Board anticipates a second meeting with the Fact-Finder in the next month. In the event that no Agreement is reached, the Fact-Finder shall issue a recommendation for settlement after considering the information presented by both the Board and the Association.

The Board is aware of the economic impact that the school budget will have upon the taxpayers. As such, the Board seeks a new contract which is mutually beneficial and fiscally responsible.

21. BOARD FORUM J. Palan thought it was very refreshing to listen to the children’s reports of the various activities in the school. She thinks there will be good public speakers and maybe even board members in the future.

MINUTES D. Gross thanked for everyone for their reports and liked hearing all the good things going on in classroom, especially the third grader presentation. J. Becker congratulated the student for their reports, students of the month and thought the HIB presentation was great. He also thanked Ms. Reigelmann for her efforts on energy conservation. M. Maleski congratulated the students of the month and the volunteer of the month. A. Daleo congratulated the presenters and the students of the month.
