While there are so many loose ends on Capitol Hill, one thing is certai n: Change is coming.Farm bill. Optimism is waning that the House and Senate will reach a reasonable agreement on afive-year farm bill. Without a compromise, farm policy reverts back t o 1949 permanent law or yetanother costly extension goes into eff ect. According to Sara Wyant, editor of Agri-Pulse, the big-gest hindrances to the real deal include:Food stamp reform and the work requirements in the House bill.How to compromise on the commodity title. The House bill includes a choice of pr ice-based andrevenue-based subsidies and bases calculations on planted acres. The Senate bill focuses on revenuesupports and historic base acres.Whether or not conservation compliance should be linked to crop insurance.How to make dairy policy more market oriented.If a new farm bill does indeed pass, USDA will need at least six months to tackle the back-endwork before the new programs reach the farm, Wyant adds. The working lands conservationprograms should be straightforward to continue.Renewable Fuel Standard . Maybe more vital than the farm bill, Wyant says, is the RenewableFuel Standard (RFS). For 2014, the Environmental Protection Agency (EPA) is proposing to lowerthe RFS from 18.15 billion gallons to 15.21 billion gallons of ethanol and biodiesel for blending intofuel. The proposal will go to a 60-day comment period before becoming final.Final is a long ways of f, though. Its pretty clear that biofuel groups will sue EPA over the newrules, says Scott Irwin, University of Illinois agricultural economist. Where we ultimately comeout will probably rest in the hands of a D.C. judge.Regulatory hurdles . From the Food Safety Modernization Act and labeling genetically modifiedfoods to the 2008 Gulf Hypoxia Action Plan and Clean Water Act, the push to regulate modern-dayproduction agriculture is real. As 2014 arrives, 12 states along the Mississippi River are finalizingtheir Gulf hypoxia action plans to help reduce the amount of nitrogen and phosphorus flowing intothe Gulf. While there wont be runof f police, there will be press ure for farmers to adopt BMPs[best management practices], says John Dillard, Farm Journal legal columnist. If the BMPsarent sufficient to meet thegoals, we are stepping intounknown territory as far asEPAs authority to mandatechanges in productionpractices.In 2014, keep a close eyeon the ChesapeakeBays approach to
reducing total maximumdaily loads because it is theblueprint for how EPA plansto address all other majorwatersheds.

ICE RINK OPEN- This winter, the Town of Wilton Recre-ation at Gavin Park is offering the public another opportunity forwinter fun. The Parks brand new ice skating rink is now open,and all are invited to bring their skates and head out onto the ice.Gavin Parksice skating rink is approximately 100 long by 70wide. It is available for use by skaters of any age and level of experience; however, children twelve years old or younger mustbe under the direct supervision of a parent or guardian at alltimes. Since the facility is intended for pleasure skating only, nohockey sticks, pucks, or games of any kind are allowed on theice. No Nordic speed skates are allowed. The rink is open week-days from 1 8 p.m., Saturdays from 12 noon 8:00 p.m., andSundays from 12 noon 6:00 p.m., depending on weather con-ditions. There is outdoor lighting, so skating after sundown canbe accommodated, although all skaters and visitors must be off the ice and ready to leave the Park when the lights go off at theclose of skating hours. BIRDHOUSE WORKSHOP - It's that time of year again to thinkabout CARING FOR THE BIRDS IN YOUR BACKYARD! BEGINNER TAI CHI - Seventy Main of Greenwich, NY is of-fering a new Beginners Introduction to Tai Chi & Qi Gong class inconjunction with The Tai Chi Center of Saratoga. The introductoryclass will start on January 20 and will run for ten weeks. Classesare 55 minutes long and start at 6:15 PM. A follow-up class tocontinue learning the tai chi form will be scheduled if there is inter-est. The beginners course is designed to get you started. In thiscourse you will learn basic Qi Gong postures, movements and breathwork. These techniques have many benefits for health and wellbeing, including flexibility, stress reduction and balance. In thiscourse, you will also begin learning the first movements of the Yangstyle Tai Chi form. The class will be taught by Chris Lincoln. Chrishas been certified as a tai chi instructor by Master William C.C.Chen. Chris has studied and practiced tai chi, and other internal

HERITAGE HUNTERS MEETING - Heritage Hunters of Sa-ratoga County will meet on Saturday, January 18th , at 1pm atthe Town of Saratoga Town Hall, corner of Rt. 4 and Rt. 29 inSchuylerville. The speaker will be Tricia Shaw, Education Coor-dinator for the Schoharie Crossing State Historic Site, locatedalong the Erie Canal in Fort Hunter. In 2011, flooding from Hur-ricane Irene devastated the area, but unearthed a centuries-oldblockhouse and remains from a Mohawk Indian settlement. Ar-chaeologists spent months exposing foundations and collecting18th century artifacts.
