MOGSC Signs Strategic

PETRONAS Technical Training Sdn Bhd (PTTSB or INSTEP) signed a

Speaking at the event, Chandramohan M Saminathan,

CEO PTTSB, said "The value of this synergy was

evident to MOGSC and INSTEP right from the onset

when Ir Megat Zariman, Vice President MOGSC,

brought 26 of their members to visit INSTEP last

year. The industry players were impressed with

INSTEP's facilities and offerings, as "Seeing is

Believing".

Pn Sharifah Zaida Nurlisha, in her speech, added "This

Collaboration marks a starting point for development of

joint courses which I hope will be launched soon for the

benefit of the industry. It is MOGSC's objective to

promote the capabilities of our members and to develop

the competency of their workforce."

Pn Sharifah Zaida was an active participant in INSTEP

Experiential Business Networking event last October,

which was attended by 44 international delegates from

29 companies.

Both INSTEP and MOGSC expressed their confidence

that this alliance will be a catalyst for more training and

human capital development to support PETRONAS

unwavering efforts to produce a skilled workforce for

the local oil & gas industry.

The Act Safe Stay Safe committee held 2 free trainings on Leadership

Visit and Management Safety Walkthrough on 11th January and 20th

February 2018 at MITIN KL City Centre. The training was delivered by

John R. Christian, Vice President QHSES Asia Pacific, TechnipFMC.

A total of 32 participants attended the training. More trainings will be

rolled out from the committee in the coming year. Stay tuned!

On Monday, 15th January 2018, MOGSC and the

British Malaysian Chamber of Commerce (BMCC)

Energy Committee jointly organized the

Decommissioning Forum titled, “Understanding the

Journey to Decommissioning - Malaysia’s Roadmap to

Cost Efficient Solutions: Lessons from Global Industry

Leaders” at the Royal Selangor Golf Club (RSGC). The

forum was also supported by the Energy Industries

Council (EIC).

The Decommissioning of unused oil and gas

infrastructures is a complex process undertaken after the

asset’s ‘glory days,’ when ageing facilities can no

longer justify their intended or current purpose. While

some countries have been performing decommissioning

for many decades, Malaysia is just beginning to see the

need for a greater understanding for this procedure.

With over 300 fixed offshore platforms in the country of

which more than half are approaching the end of their

intended service life, reality is starting to sink in that

many of these platforms may have to be removed or

dealt with in the near future. To date, only a handful of

fixed offshore platforms in Malaysian waters have been

decommissioned.

The keynote address was delivered by H.E. Vicki

Treadell CMG, MVO, the British High Commissioner

to Malaysia where she invited Malaysian companies

with decommissioning expertise to export their

services to the United Kingdom.

The second keynote address was delivered by En.

Muhammad Zamri Jusoh, Vice President of Malaysia

Petroleum Management, PETRONAS. He shared the

planned decommissioning for Malaysia in the next 5

years.

The forum continued with six Industry Expert

1. Prasanth Kakaraparthi from Wood Mackenzie on

Decommissioning Demand in Asia Pacific;

2. Steve Gilbert from Lloyd’s Register on Late Life

Asset Management & Decommissioning;

3. Fam Mei Ling also from Lloyd’s Register on A

review of offshore decommissioning regulations

in three countries – strengths and weaknesses;

4. Jason Veerasingam from Boskalis on Journey

into the Decommissioning World;

5. Dr. Witsarut Thungsuntonkhun from Malaysia-

Thailand Joint Authority (MTJA) on Thailand

Decommissioning; and

6. Sakchai-Sae Seai from Chevron Thailand on

Asset Retirement Journey & Opportunity.

From the 23rd – 25th of January 2018, MOGSC participated in the International Energy Week 2018 held at the

Borneo Convention Centre in Kuching, Sarawak. We had a MOGSC Pavilion for members to participate in the

exhibition. The companies that were part of the MOGSC Pavilion were DSCAFF, DRB-HICOM, Foxboro,

Transwater and Schlumberger. We were also fortunate to receive a visit from the Yang di-Pertua Negeri

Sarawak, Tun Pehin Sri Haji Abdul Taib Mahmud and Sarawak Deputy Chief Minister, YB Datuk Amar

Awang Tengah Ali Hasan, who is also the Minister of Industrial and Entrepreneur Development and Second

Minister of Urban Development and Natural Resources to the MOGSC Pavilion.

On Thursday, 22nd February 2018, MOGSC organized

another Meet-the-Members with the topic, Overview

of the PETRONAS Technology Management System

and Introduction of OGProtect at Cornerstone, Wisma

Selangor Dredging in Kuala Lumpur. En. Husin

Albasri Mansor, Head of Technology Innovation,

Group Research & Technology, PETRONAS

presented on the Technology Readiness Level

Framework, which is used to measure the maturity of

internally developed and application of technologies

from external providers. He also gave an overview of

PETRONAS Open Innovation initiatives.

For the first phase, we will launch the online portal

where companies will be able to purchase your project

insurance from providers that understand the industry

and adhere to the terms & conditions of the contract.

The premium will be cheaper than what companies are

getting from their insurance providers currently.

The second session on Introduction of OGProtect was

presented by En Adlan Ahmad, MOGSC EXCO

member. OGProtect is a MOGSC and PETRONAS

CORAL 2.0 initiative to address issues with Project

Insurance. The end-goal is to implement the Industry

Mutual Hold Harmless (IMHH) where it will address

the issue of overlapping insurance which is

unnecessary additional costs to the project.

On Monday, 15th January 2018, Pn Sharifah Zaida,

MOGSC President presented at the 15th Offshore Asia

Pacific Conference 2018 in Shangri-La Hotel, Kuala

Lumpur on Catalysing Regional Growth in Oil & Gas.

On Thursday, 18th January 2018, MOGSC brought the

Chinese delegation attending the Offshore Asia

Pacific Conference to MIDA for a briefing on doing

business and investing in Malaysia.

Tuesday, 27th March 2018 – MOGSC EXCO was

given the privilege to tour the Regasification Terminal

Sungai Udang (RGTSU) facilities, including visit

onboard the Floating Storage Unit (FSU) in order for

MOGSC to understand the RGT and its operations.

En Rozali Khamis of Regas Terminal (Sg Udang) Sdn

Bhd delivered safety briefing prior boarding a boat to

the RGT jetty. The 30 minutes boat ride was bumpy as

the weather was not favorable, and the visit was almost

cancelled due to difficulty in disembarking due to

choppy seas.

We waited till the weather improved and finally

managed to disembark safely from the boat. En Rozali

then brought the delegates to visit the Jetty Regas Unit

(JRU) and gave a short presentation on the RGT

operations, followed by a tour onboard the FSU-2 (ex

Tenaga Empat).

Captain Suhaimi Salleh, the Master of FSU-2 greeted

the delegate and showed us around the FSU-2 facilities

including the Cargo Control Room (CCR) and the

navigation bridge, followed by a generous lunch

onboard.
