Role Functions

·Secretary-General: May make oral & written statements

·Chair: 1. Takes Roll2.Declares open & closure of meeting 3. Direct discussions (Accord right to speak)4. Put Questions to vote & announce decisions5. May rule any points or motions out of order6. Enforce order/Oversee proceedings

Roll Call

Chair calls name of each country in English alphabetical order, if delegate is present, he/she shall answer either "Present" or "Present and Voting"

·Present-Able to abstain during voting

·Present and Voting- Not able to abstain during voting

Speakers' List

Ex: "Motion to open Speakers' List for purpose of setting the agenda with 30 second speaking time."

·Requires motion & majority vote

·Requires topic & time limitation (1-2minutes per Speaker)

·Speakers may: -comment on topic

-introduce any approved draft resolution-propose amendment to any draft resolution-be added to the list (if not closed) by

submitting request through writing

·Yields:-"I yield my time to the Chair" (remaining time

unused)-"I yield my time to questions" (no back-and-

forth dialogue between delegates!)-"I yield my time to country name" (Country

must accept yield. No double yields, so negotiate prehand first.)

Caucusing

Moderated:

Ex: "Motion for a 10 minute moderated caucus with 30 second speaking times discussing topic."

·Time limitation (less than 15 min total, 1 minute per delegate)·Topic·Chair calls on countries·Raise placard to signal desire to speak·Remain in seats unless speaking

Unmoderated:

Ex: "Motion for a 10 minute unmoderated caucus."

·Time limitation (same as above)·Delegates may leave seats, discuss freely·Ideal time to draft resolutions and develop relationships

Resolutions

-requires 5 delegates to sign as either-requires at least 2 sponsors

·Signatories: would like to see draft debated, but do not necessarily support

-unlimited-does not have to vote in favor

·Sponsors: agree with and will support/vote in favor of draft

·Presenting:-submitted to Chair in writing-sponsors read resolution to committee-5 minute Q & A (Substantive=meaning &

intention; Nonsubstantive=grammar, spelling, punctuation, or clarification

Proposals

Submission·working papers, draft resolutions, and amendments must be submitted to Chair in writing.

Withdrawal·Sponsorship may be withdrawn anytime (must be submitted in writing to Chair)·A proposal withdrawn may be introduced again by any other sponsor·If sponsorship falls below requirement => proposal is withdrawn from debate (announced by Chair :( )

Reconsideration·Rejected proposals may not be reconsidered at same session·Permission to speak on motion to reconsider granted to only 2 speakers opposing motion, then immediately put to vote···

Amendments

-adds/deletes/revises a proposal-may be submitted in writing to Chair anytime-Preambulatory clauses cannot be amended-require approval of Chair

·Friendly-approved by all sponsors-automatically adopted into proposal

·Unfriendly: -not approved by all sponsors => put to vote-requires signature of Chair & 5

sponsors/signatories

4 Points

-Regards administrative matters unrelated to substance of committee

1. Point of Order-correct error in procedure

2. Point of Parliamentary Inquiry-request clarification of present procedural status

3. Point of Personal Priviledge-requests unrelated to meeting

4. Point of Reply-submit to Chair in writing & grantedby Chair

7 Motions

1. Open & Close Speakers' List-No speakers in list/Closed list reopened

2. Set Speakers' Time

3. Suspension of meeting- Moderated or Unmoderated Caucus

4. Adjourn meeting- end meeting

5. Divide the Question- vote on separate parts of a resolution

6. Reconsider a Proposal-readdress failed proposal

7. Roll Call Vote- vote by roll call, not by placard

Voting

"Motion to close debate" enters voting procedure

Straw Poll: Non-binding poll vote to get a feel for popularity of an issue

Roll Call Vote: May vote In favor; In favor with rights; Against; Against with rights; Abstain; Pass

-With rights: May be permitted speech to explain vote after voting but before decision is made.

-Pass: No vote, but will be called on again after all other countries have voted

·Resolutions voted upon order received by Chair·No one may leave or enter during voting procedure·Any veto by France, China, Russia, UK, USA defeats resolution

Tips Beforehand

·Compromise, not promise (no absolute victory)

·What matters is not who you are but what you represent

·Accomodate & Amend (be likable!)

·Speeches-Poise-Projection-Articulation-Confidence (because if you don't believe in it, how

will others?)*Write key points of what you're about to say to be prepared

·Take notes, pass notes

·Big 5: Your best friend or worst enemy (THERE IS NO IN BETWEEN)
