With the continuous rapid slide of VicePresident Jejomar Binay in satisfactionand trust ratings and in presidentialsurveys, it can now be ascertained that itwill be another open race in 2016, just asit had been in all four presidential electionsunder the 1987 Constitution .

All those presidential elections failed toproduce a majority president, meaning thewinner got more than 50% of the votes, forthe simple reason that there were at leastfive major candidates instead of just two,as was the case in all pre-martial elections.

President Benigno S. Aquino III had42.08% of the votes in 2010 againstheavyweights former president JosephEstrada (26.25%), former SenatePresident Manny Villar (15.42%), andformer Defense Secretary GilbertTeodoro’s 11.33%.

Gloria Macapagal Arroyo supposedly got39.99% in 2004 against actor FernandoPoe Jr.’s 36.51% and former Sen. PingLacson’s 10.88%.

Estrada himself got 39.86% in 1998against former Speaker Joe de Venecia’s15.8%, former Sen. Raul Roco’s 13.38%and former Cebu Gov. Lito Osmena’s12.44%.

Former Defense Secretary Fidel V. Ramosbecame the first president elected underthe 1987 Constitution in 1992 with a mere23.58% of the vote against Sen. MiriamDefensor Santiago (19.72%),businessman Danding Cojuangco(18.17%), former Speaker Ramon Mitra(14.64%), former First Lady ImeldaRomualdez Marcos (10.32%), formerSenate President Jovito Salonga (10.16%)and former Vice President Doy Laurel(3.4%).

Until the last few months, it appeared thatfor the first time, there would be a majority

president with Binay expected to win by alandslide over any rival based on hisconsistent performance in popularityratings. Binay was a shoo-in as the nextpresident of the Philippines until the graftcharges against him and his wife, formerMakati Mayor Elenita Binay, were revivedand allegations of corruption, bribery, unexplained wealth and other claimsstarted emerging a few months ago.

His presidential bubble burst and unableto defend himself satisfactorily against thecorruption claims, Binay is nowdesperately hanging on to what is left ofhis presidential dreams. Will he survive theonslaught that was rumored long before itexploded? Or will he just wilt andsurrender his hopes to fate?

At this point, Binay can still salvage hisvanishing presidential aspirations. Afterall, he remains on top of presidentialsurveys although the gap between himand reluctant second-placer Sen. GracePoe is closing fast. His first option is towoo Poe into agreeing to be his runningmate, but that would be next to impossibleto accomplish. His other option is to goahead with his candidacy, ignore all the

charges against him and hope that thevoters are too dumb to recognize rightfrom wrong. After all, winning despitedamning allegations does not lackprecedence in Philippine politics.

The best option, of course, is to disproveall allegations of corruption andunexplained wealth against him, but hehas refused to do that because, accordingto him, the charges are “politicallymotivated” and that he would not stoopdown to the level of his accusers. Besidessaying that the charges are “baseless,” hehas not done much to disprove theallegations.

At this point, it seems Binay is nearing theend of the rope. Failure to satisfactorilydisprove the allegations could only meanfurther decline in his ratings and then he

can say goodbye to his presidentialdreams. Financiers and other majorsupporters are definitely reconsidering atthis point. Even his good friend andsupporter Estrada categorically statedthat he would have no recourse but tosupport Poe, the daughter of his bestfriend the late Fernando Poe Jr., if shedecided to run for president.

Binay’s loss is clearly becoming everypresidential wannabe’s gain. Despiterepeatedly saying she was not eyeinghigher position, Grace Poe’s numberscontinued to surge in the latestpresidential survey while Binay’s droppedsome more. Binay now has just 26% ofvoter preference while Poe has 18%.

Poe will continue to dilly-dally whileweighing her options. An inexperiencedpolitician but a wise woman, she wouldsee who would support her if she decidedto run and wait for an invitation from amajor party to be its candidate. In anycase, financiers and endorsers wouldgravitate to her and push her to run as herratings continue to surge. In the end, shewould probably decide to run with Sen.Chiz Escudero as her running mate underDanding Cojuangco’s Nationalist People’sCoalition (NPC) or, believe it or not, underAquino’s Liberal Party coalition.

As of this writing, there are reports that theLP is seriously considering Poe as itscandidate. Poor Mar Roxas, about to bedropped again by the party he and hisfather have led loyally during theirrespective times.

Suddenly it’s an open race

Once Aquino decides on Poe and thelatter agrees, which is not far-fetched,expect the President to drop Binay, too, like hot potato. I wouldn’t be surprised ifBinay, an Aquino family friend, gets evenmore pounding and perhaps even jailed,as he warned just last Monday. Welcometo Philippine politics!

Santiago, who placed third with 12percent, said she would definitely run ifshe still had the health and strength by latenext year. Estrada, who was fourth with10%, said she would probably just retireafter his term as mayor, but would be animportant endorser. Escudero, who wasfifth with 5%, remains silent on his plansbut would probably consider a run if Poewouldn’t, or settle as running mate of Poeif the latter does run.

Roxas, like Binay is dropping fast – fromsecond to sixth place with 6%, is stillsupposedly the Liberal Party’s candidatebut he would most certainly be droppedlike hot potato if his rating do not improveby the first quarter next year.

Others possibly considering a presidentialrun in 2016 and their latest surveynumbers are Sen. Bongbong Marcos Jr., 4percent, (4%), Sen. Alan Peter Cayetano(3%), former Ping Lacson, (2%), Sen.Franklin Drilon (2%), Sen. Bong Revilla(1%), former Sen. Dick” Gordon (1%),Speaker Sonny Belmonte (0.4%), andmaybe Sen. Antonio Trillanes.

Suddenly, the presidential aspirations ofmany of these politicians have come alive. The following are the most probablecandidates for president in 2016 – Binay(UNA), Poe or Escudero (NPC), Roxas(LP), Santiago (PRP), Revilla (Lakas),Marcos (KBL) and possibly Lacson(Independent, or possibly LP).

So, who will it be? Or rather, who should itbe?

MANILA, Philippines – Vice PresidentJejomar Binay will still pursue hispresidential bid even if he has to facea potential running mate, Sen. GracePoe.

In an interview over radio dzRH onMonday, Binay said he will run againstthe neophyte senator if the LiberalParty fields her as its standard-bearerin the presidential election.

“I will definitely push my candidacywhoever is my opponent,” state-runPhilippine News Agency (PNA)quoted Binay as saying.

Binay admitted that Poe is among thepersonalities being eyed as hisrunning mate.

“That is possible. It needs carefulstudy and the question is, can Iconvince her?” Binay told dzRH, asquoted by PNA.

Binay was the campaign manager ofthe senator’s father, the late FernandoPoe Jr., during the 2004 presidentialpoll.

After being the first one to announceplans to run for president, Binaycontinues to top the surveys on voter

preferences despite a decline in hisvarious ratings amid the corruptionallegations against him.

The younger Poe, on the other hand, has been a reluctant favorite andstrong performer in the surveys. Shehas landed on second place behindBinay after a surge in her rating.

Poe had said that she’s not ready forthe presidency and she remained coyon whether she would run in the 2016elections.

She was also non-committal whenasked if she would be Binay’s runningmate.

“Right now, I’m not considering anyparticular commitment except that Ithink that whatever the President hasstarted, whoever will be thecandidate, should be able to continuethat,” Poe said. – Louis Bacani

Binay on Tuesday has filed graft andplunder charges against him and 30others in connection with the allegedoverpricing of the construction of theP1.33-billion Makati Science HighSchool.

In an 11-page complaint filed beforethe Office of the Ombudsman, lawyerRenato Bondal said the construction ofthe building was overpriced by P862million.

Bondal said Binay, who was thenMakati mayor, conspired with his sonMakati City Mayor Erwin Jejomar“Junjun” Binay Jr., some former andcurrent Makati officials, and 10executives of Hilmarc’s ConstructionCorp.

Bondal said the construction of thehigh school building was“implemented using the same modusoperandi employed in the constructionof the overpriced Makati ParkingBuilding.”

He noted that the construction wasdivided into six phases, with simulatedbidding for each piece, which he said isprohibited under Republic Act 9184 orthe Government Procurement Act of2003.

Bondal also pointed out that during theocular visit of the Senate blue ribbonsubcommittee, which is investigatingthe alleged overpricing in theconstruction of the Makati City Hall

Dear EarthTalk: Do you have any tips forhelping me get my kids involved inenvironmental protection advocacy? --Jeanine Black, Charlotte, NC

There’s no time like the present to teachkids to respect their environment and bewilling to stand up to protect it. Ofcourse, any good environmentaleducation starts at home: parentsshould always keep in mind that theyare role models for their kids, andshould act responsibly. And mostschools today incorporate issues ofsustainability into their curricula. Butkids who want to do more can sync upwith one of any number of nonprofitsfocused on getting young peopleinvolved with volunteering andadvocacy on behalf of the environment.

One of the best places to start is Youthfor Environmental Sanity (YES!), anonprofit that runs a nationalspeakers’ and workshop tour aroundthe U.S. and beyond as well as summercamps devoted to teaching kids how totake action on behalf of theenvironment. The group also runs JAMs,bringing together “youngchangemakers” from local communitiesto brainstorm ideas for solutions to local,

national and international environmental problems. The YES!website features information on a widerange of environmental topicsas well as videos focusing on organizingand coalition building around sharedenvironmental goals.Another great resource is the Center for

Biological Diversity’s Generation Wildprogram, designed to helpkids learn aboutand help protect local wildlife. Theprogram’s website offers kids tips onthings like how to write an effective andcompelling “letter to the editor” forpublication in a local newspaper, creatinga backyard wildlife sanctuary, encouragingteachers and schools to undertakeprojects that help local wildlife, andspreading the word via socialmedia.Meanwhile, Earthforce, Inc. helpskids ages 10-14 develop citizenship skills

and address both local andnationalenvironmental problems. Participants gethands-on, real-world opportunities to learnabout the issues and develop skills thatcan help them become lifelong leaders inaddressing them. Another leadingyouth environmental group is TreeMusketeers, which empowers kids to use

innovative approaches inlaunching theirown environmental campaigns where theylive. Through its Young Executiveprogram, the group provides resources tohelp kids learn the practical, logistical andpersonal skills to lead environmentalactions and spread the word about theneed to live more sustainable lifestyles.

Yet another nonprofit vehicle that helpskids get active is SustainUS, whichfocuses on sustainable development. ItsAgents of Change program sends youth

delegations to United Nations conferenceson climate change, sustainabledevelopment, women’s issues andbiological diversity—and its Lead NowFellowship trains and supports youngpeople in becoming leaders in advancingsustainable development.

Last but not least, TakingItGlobal is aninternational network of young peopleworking to tackle global environmentalchallenges. Its Digital Youth Engagement,Global Education and Social Innovationprograms focus on creating the nextgeneration of environmental leadersaround the world.

Young people can also get involved inenvironmental protection efforts right intheir own backyards even without thesupport of a non-profit. Examples includeorganizing a local e-waste recycling drive, asking schools and businesses in the areato refrain from using noxious chemicals forlandscaping, and coordinating carpools toreduce traffic-related greenhouse gasemissions. Likewise, kids can learn a lotby finding a local green group andvolunteering to help canvass for funds,clean-up a beach or waterway, orlobby local officials to take sustainabilityinto account. Indeed, our common futuremay well depend on it.

I'ts more fun in thePhilippines. Siguro tama iyon.

It's more fun in the Philippines nga ba?

May conflict of interest na.

Liberal domnation in the riding withincredible candidates that precededme. I just have to knock on every dorand go to every associatiion andorganization in the riding to earn theirtheir trust. "

Housefather has approached theFilipino organizations, many of theirmembers are his staunch supporters. Some of the Filipinos who served asvolunteers at Shad Academy in VanHorne last Nov. 30 for theHousefather team were James andRose de la Paz, Nida Quirapas, ElvieMaximo, Mercy Sia, Josefa NicolasGerry Dansil, Glenda Lasatin, JimmyQuiblan.

Mercado had accused the vicepresident of involvement in irregularitiesand of having hidden wealth.

Tiangco also said that in 2013, Mercadoran against the younger Binay in themayoral race.

by W. G. Quiambao Instead of singing Blue

Christmas, Edwina Cedilla is singing I'llbe home for Christmas this yuletideseason. After all, she hasn't spentChristmas in the Philippines for thirtythree years.

At a very young age, shecame here in August 1981 from Spainto work as a nanny for a French family. As months went by, she found theprospect of spending Christmas alonefor the first time in Canada depressing. But It didn't take long for her to find aboyfriend. Unfortunately, it didn't takelong for her boyfriend too to leave herand go back to his native Bangladesh. She was heartbroken.

To cure her Christmas blues, she would think of the Christmastraditions she did in the Philippines -spending time with her family andfriends, attending Simbang Gabi(midnight mass) and hanging a lanternand decorating a Christmas tree.

"In the Philippines, you feel thespirit of Christmas as early asOctober," said Cedilla with nostalgia"You see people shopping, you hearChiristmas songs everywhere. Richand poor, you see their happy faces."

Instead of celebrating on herfirst Christmas day here, she ended upsleeping in bed with her employer'sone year old baby and a St. Bernarddog. Her employers went skiing in St.Agathe, a town in the province ofQuebec.

"I can't forget that," said

Cedilla. " I was crying all day. For thirtythree years, I've been been prayingand asking myself when I could spendChristmas again in the Philippines,".

But this year is different. Shefinally received an immigrant visawhich allows her to go outside Canadawithout any problem. Moreover, shemet a nice and generous man fromPakistan who boosted her confidenceand gave her unconditional love. Theytied the knot last summer with a fewclose friends in attendance. Most of all,her prayers were answered. She willspend her Christmas in the Philippineswith family and friends.

"My husband paid for myplane ticket going to the Philippinesand gave me pocket money," gushedCedilla. "There's nothing else that Ican ask for. “

After almost 33 years, Cedilla isgoing home for Christmas

ZWhen I first saw Kylie Padilla onTV, I thought, “Ah, anak ni RobinPadilla…”

I saw more of her merits when Iaccidentally met her in a fast-foodrestaurant recently. I realized,“Maganda’t sexy pala ang batang ito.”

Kylie evokes a certain aura thatboys are sure to notice (ako nga ’dimasyadong boy, nabighani!).

Even director Jose Javier Reyeshas good words for the young actresswhom he has worked with in severalprojects.

“With Kylie, what you see is whatyou get. She is down-to-earth,unpretentious, and straightforward. She doesn’t have the trappings of

a self-conscious celebrity. Sheisn’t even aware of how beautiful sheis. And that makes her lovelier as aperson,” Direk Joey says.

That said, Kylie has to exert extraeffort to prove she’s more than just theBad Boy’s daughter.

“May advantage talaga ’yungpagiging anak ni Robin Padilla. Madaliakong nakapasok sa showbiz. Perokailangan kong patunayan nadeserving ako. Dun nanggagaling’yung hunger ko. I want to provemyself capable,” Kylie shares.

The young actress was not sparedfrom showbiz intrigues especiallyinvolving her past relationship withhunk actor Aljur Abrenica; but shedoesn’t want to comment on that issueanymore.

If anything, she’d rather talk aboutRayver Cruz, whom she worked withrecently. “Okay kami. Magkaibigan parin. Siyempre may pinagsamahankami. Gusto ko siya. Napakabait natao.” (Ayan na may Rayver na ’ata!Akin na lang si Aljur ateng!)

Aside from acting, Kylie hasventured into music. She has justreleased her album, “Seasons. “ (StarFor All Seasons ba ito? Ayaw ni Ate Vi!)

So, does she really see herself as

a singer?“I’m getting there… (laughs) I

really love music lang po talaga. ’Pagtinatanong ako kung acting osinging… (ang sinasabi ko) I can’t livewithout both. ’Di ko kayang pumili,”Kylie says.

“Seasons” features Kylie’s veryown compositions. “May mga songsabout goodbyes, about new love, maymga recalling the past… lahat tayo

dumadaan sa seasons of life…seasons of love.

Butdon’t ask about Aljur na ha!)

For Kylie, releasing an album isanother way of making her supportershappy. She believes her purpose inshowbiz is not just to entertain but alsoto inspire. (hanapan mo nga rin ako ngpurpose girl!)

“I just want to give my best inwhatever I do. I hope I can touchpeople’s hearts. ’Yun lang namanimportante sa akin.” (ay gusto ko pongmagpa-touch! Push!). a
