WHATDOWeDONeXT?As I write this, the sting of defeat still feels fresh. I, as I’m sure many of you, felt a wide range of emotions on August 5th, from eagerness and anticipation to optimism and hope and finally, to disappointment. In the days that followed the election, I talked with several members. Each of these conversations started with questioning what went wrong in the campaign but remarkably, ended with the same question, “What do we do next?” This was not the response I expected in the face of a bitter defeat; however, it reinforces the resiliency of our industry. While we may have lost the battle, we are not ready to concede defeat. On that note, I would like to recognize the hard work that was put forth by the industry. If it had not been for the effort put forth through lobbying elected officials, grass roots efforts and financial support, Amendment 7 would have never made it through the legislature, much less to the ballot box. That in and of itself was a victory.

So, “What do we do next?” I wish I could say we have a clear path forward, but we don’t. In the coming weeks and months we need to step back and dissect the campaign and election results. The one thing that is evident at this point is that Missourians, by an overwhelming majority, do not support a sales tax as a means to fund transportation. However, even the opponents of Amendment 7 acknowledged that we have a transportation funding problem. They just didn’t agree with this solution. As we move forward with the “next phase”, it will be important to not only involve the stakeholders as we did with Amendment 7, it will be important to engage the opponents as well so that we can find a viable solution to funding Missouri’s transportation system.

Networking FunMAPA’SFIRSTANNuAlSuMMeRSOCIAlWASANINCReDIBleSuCCeSS!Held on July 17-18, 2014, at Chateau on the Lake in Branson, the MAPA Summer Social was a blast! With over 60 attendees from 27 companies, the event was more than we ever could have hoped for. Company representatives, spouses, and children attended making this a fun-filled experience.

The Social was planned as a networking opportunity for our members. With a relaxed theme and agenda, the entire goal was to promote networking and relationships among supplier and producer members. The event kicked off Thursday afternoon with boat rides around Tablerock Lake. Unseasonably cool temperatures did not dampen spirits as attendees enjoyed the leisurely cruises around the lake. As evening rolled in, the festivities were moved inside due to the threat of rain. Even though we weren’t able to enjoy the summer evening outside, everyone made the best of it indoors. Social hour and dinner was followed by great entertainment provided by Gary Welch. The dance floor was full as Gary played an incredible variety of music while other attendees mingled around the room.

Friday morning began with breakfast and a brief update on the ‘Yes on 7’ Campaign by former Highway Commissioner, Rudy Farber. A day of golf followed with over 30 golfers playing at the beautiful Buffalo Ridge Golf Course. A huge thank you to all who embraced the Summer Social concept, attended, and supported the event. With great attendance from our members and their spouses, the First Annual Summer Social was a great time. We look forward to doing it all again next summer!

AnnouncementCMW Equipment, a St. Louis construction equipment dealer that services Illinois and Eastern Missouri, has been appointed the distributor for the Stewart-Amos line of street sweepers. Stewart-Amos manufactures a heavy duty line of sweepers including brush and regenerative air vacuum types. Street sweeping is becoming a more important way of keeping our waterways clean.

Operational Excellence Award RecipientMAPAReCeIVeSNATIONAlAWARDS

The National Asphalt Pavement Association (NAPA) recently announced that Missouri Asphalt Pavement Association of Jefferson City, Mo., was a winner of a 2013 Outstanding Brochure and Outstanding Website awards. The Association was recognized July 14, at a ceremony recognizing the Operational Excellence Award recipients during the NAPA Midyear Meeting in Nashville.

OutstandingBrochure“Through the creation of five Operational Excellence Award categories: Asphalt Operations Safety Innovation, Community Involvement, Ecological, Outstanding Brochure, and Outstanding Website; the Awards Committee established a blueprint for excellence — detailing the aspects that make for successful businesses,” stated Jim Mitchell, Chairman of the Awards Committee.

The Outstanding Brochure Award recognizes brochures published to promote the asphalt pavement industry. Brochures are judged on content, writing effectiveness, articulation of customer benefits, and industry promotion.

The Missouri Asphalt Pavement Association developed a series of five double sided tri-fold brochures which highlight key asphalt industry messages including an overview on asphalt pavements, Perpetual Pavement, sustainability, and benefits of joining MAPA. The brochures are packaged as a group and display high-quality photos, graphics, and facts about the asphalt paving industry in Missouri. Printed on cover stock paper with a glossy finish, the z-folded brochures measure 8.5 by 3.75 inches. The brochures are distributed to engineers, elected officials, potential members, and consultants.

Given the wide audience and the differing levels of understanding regarding asphalt pavements, Missouri Asphalt Pavement Association used publications from the Asphalt Pavement Alliance as a starting point. After selecting the talking points, they weaved in technical information written in a clear, concise format, and data on asphalt paving projects, usage, and facts from Missouri. “Effective marketing pieces need to be both eye catching as well as easy to understand. The brochures are not too text heavy and are written in a highly readable format. We utilized design elements to help move readers through the piece while directing them to the most important information,” said Assistant Director of the Missouri Asphalt Pavement Association Alissa Wagner-Marchant.

Utilizing technology innovations, each Missouri Asphalt Pavement Association brochure has a QR code —a machine-readable optical label that directs interested readers to MAPA’s award winning website www.moasphalt.org for additional information.

Missouri Asphalt Pavement Association developed its website, www.moasphalt.org, about one year ago to provide an interface for the Association’s membership communications and a place to distribute easy-to-digest educational material, all while providing dynamic materials in an easy-to-navigate, vibrant website.

Missouri Asphalt Pavement Association took steps to address the questions of a wide-ranging audience

— road builders, road owners, and the general public. For contractors, the site provides information on Missouri Department of Transportation news, upcoming meetings, and industry events. Education materials on technical information serve both the contractors and the MoDOT/public works officials seeking to learn more about asphalt pavements. Finally, the Our Members page highlights the association’s membership and gives information seekers access to quality contractors in their community.

The site also incorporates social media channels — Facebook, Twitter, and YouTube to allow interested parties a variety of ways to interface with the Association. “Social media are an integral part of marketing today. They offer an informal connection to our audiences and allow for participation

and interaction among users which our website does not allow. Ultimately social media keep us in front of our audience. People will check Facebook and Twitter far more than they will log on to our website — we had to take advantage of that,” said Wagner-Marchant.

They are extremely happy with their new website, touting it as informative and appealing, and a valuable resource for the asphalt industry.

Company ProfileDelTACOMPANIeS,INC.

Delta Companies Inc., based in Cape Girardeau, Missouri, is a well-known highway contractor and materials supplier. Comprised of ten operating companies, Delta provides asphalt paving; site development; aggregate materials; asphalt, including hot, cold, and warm; ready mix concrete; and liquid asphalt and emulsions. The Company strives to set the pace in the construction industry through safety, innovation, sustainability, and cost effectiveness.

Delta has worked to serve as a leader in infrastructure construction for over 90 years. The company, founded in 1920 by Edward F. Regenhardt and brothers Bob, Charles and Arthur Harrison, began humbly, constructing roads in Missouri, Illinois, and Kentucky. Over the years, the Company, helmed by descendants of the founders, grew dramatically. Delta continually sought to grow and diversify as it expanded into coal mines, highway construction, levee building, aggregate supply, and vertical construction.

Under the leadership of Donald L. Harrison and the Regenhardt brothers, Delta recognized asphalt

as a diversification opportunity and entered into the asphalt business in the 1960s. The Company first purchased land in southern Cape Girardeau, forming Southeast Missouri Stone Company. Donald L. Harrison then placed an asphalt plant in the Cape Girardeau quarry and established Delta Asphalt, Inc., while brothers William Jr. and Tom Regenhardt began Southern Illinois Asphalt Company in Illinois. The Company worked throughout the region, paving everything from commercial projects to major Interstates. While successful, the owners sought even greater expansion to withstand the changing market. This came in the form of relocating to tackle major construction projects.

Delta began operations in South America in the late 1960s and constructed five sections of the Pan American Highway in Guatemala and El Salvador. Several years later, Delta paved the streets of Louisiana’s famous French Quarter in New Orleans prior to the 1984 World’s Fair. Such incredible projects are a testament to Delta’s desire to set itself apart and establish itself as a force within the construction industry.

The strong reputation fostered over the years did not go unnoticed by others in the industry. In 1992, Delta Companies, Inc. and Southern Illinois Stone Company became a part of COLAS, Inc. The COLAS Group, a worldwide company, is active in transportation construction and maintenance. Since becoming a part of the Colas Group, Delta has continued its long history of growth and diversification. Delta expanded into Arkansas with the purchase of existing asphalt and aggregate companies and furthered its operations in Missouri with the purchase of ready-mix and sand and gravel operations. Today, Delta employs approximately 350 people with 190 based in Missouri, and services over 24,000 square miles in southeast Missouri, northeast Arkansas, and southern Illinois.

Delta has not taken its leadership role without accord. As a leader, the Company actively participates in a number of organizations to promote quality and industry advancement. Delta Companies is a proud member of the National Asphalt Pavement Association; National Stone, Sand, and Gravel Association; National Ready Mix Concrete Association;

Delta’s leadership role extends beyond the industry as the company strives to serve the communities in which it works. Community involvement and association are paramount. Each year, Delta hosts open houses to educate the community and community leaders about the construction process. These tours give residents a chance to see how Delta Companies works to be a good neighbor. The Company provides local schools with educational resources related to the industry, as well as tours, classroom learning sessions, and assistance in career planning for those interested in the construction fields. They
