1. WELCOME AND INTRODUCTIONS
Fernand Marquis welcomed the PRICM-8 International Organizing Committee (IOC) and
personal introductions were made. Attachment A.
2. PRICM-8 MEETING DETAILS
Marquis provided a vision for the meeting. Attachment B. It was noted that PRICM was a 20
year tradition with an interesting history. It is held every three years with sponsorship rotating
between TMS, CSM, JIM, KIM, and Materials Australia. The conference began in 1992 with
only 250 attendees. PRICM-7, in 2010, hosted 1,056 attendees. Although there is no formal
documentation governing or directing this conference there is a long history of culture and
tradition. However, setting formal structure would be advantageous.
PRICM-8 is planned for August 4-9, 2013 at the Hilton Waikoloa Village, HI. The lead
organizer will be Fernand Marquis. The conference logistics will be managed by TMS staff.

Marquis requested that committee members review the previous set of OIC Minutes from
August 4, 2010. Attachment C.
Tim Diller moved that the August 4, 2010 Organizing Committee Minutes be accepted.
All in were in favor.
3. IDENTIFICATION OF PRELIMINARY LIST OF TOPICS AND INVITED SPEAKERS
There is a desire to base PRICM-8 on PRICM-7 but with additional symposia. That number
needs to be determined while considering time constraints. Marquis asked that each delegation
determine a small number of symposia of interest.
It was agreed that the program might include the following topics:

Advanced High Temperature Structural Materials
Light Metals and Alloys
Materials and Processes for Enhanced Performance
Bulk Metallic Glasses and Nanomaterials
Solidification, Deformation and Related Processing
Modeling and Simulation of Processes, Microstructures, and Behavior
Thin Films and Surface Engineering
Biomaterials, Smart Materials and Structures
Materials Characterization and Evaluation
Composites and Hybrid Materials
Materials for Energy
Materials for the Environment
3D Characterization and Simulation of Advanced Materials Behavior
Advanced Neutron and Synchrotron Studies of Materials
The number of symposia should be based on anticipated attendance with a preference of 50
people per room with more content in each symposia. Identification and initial invitation of
potential speakers was also encouraged.
All members of the international organizing committee were encouraged to consider if the
above list of topics is appropriate for the meeting and if other topics should be included.
4. REVIEW OF ABSTRACT AND MANUSCRIPT EVALUATION PROCESS
Marquis then provided a summary of the management and interaction protocols that he
recommend. All committee members should consider the plan and provide feedback by the fall
2011 teleconference:

Symposia Organizers
o Each country appoints one symposia organizer for each symposia in consultation
with Advisory Board
o Each organizer will work as a team to establish nature of symposia. Election of
a lead organizer may be beneficial.
o Organizers cannot appoint themselves keynote or invited speakers but may be
recommended under special circumstances by a member of the PRICM8
leadership.
Session Co-Chairs
o Each session shall have two co-chairs to allow co-chairs to give presentations
within their own symposium
Plenary Speakers
o Each Society will appoint one plenary speaker with input from the Society in
consultation with appropriate members of the PRICM8 In Country Team
Review and Acceptance of Abstracts and Papers
o Leadership of the specific country will review submitted abstracts and will have
power of accepting or rejecting the abstract.
o Once accepted, the papers are submitted into a symposia and reviewed jointly by
the five organizers in consultation with appointed session co-chairs.
o The organizer appointed by a specific country may veto a decision of rejection
of the other 4 co-organizers on a paper originating in his/her country.
5. PROCEEDINGS PLAN
During discussion, it was noted that proceedings could be produced on a CD-ROM that would
have no limitation on the amount of submissions. The TMS contract with Wiley would allow
for international distribution. If inclusion of papers in the proceedings were to be made
mandatory, there might be less attendance as some people might prefer to publish in an archival
journal rather than a CD. The consensus was to publish in journals and CDs.
6. KEY DATES
James Robinson said that the website go live in spring. Once topics are identified, a formal call
for papers could begin. Until then, a “Save-the-Date” flyer would be produced and distribute to
the members of the International Organizing Committee for them to e-mail to their lists.
Marquis moved that the Organizing Committee have four face-to-faces meetings:
1. The one that occurred this day
2. One that occurs during the TMS 2012 Annual Meeting (good opportunity to review
submitted abstracts)
3. One that occurs later in 2012, possible at the conference site
4. One that occurs during the TMS 2013 Annual Meeting

Conference calls may also be employed to conduct business that cannot wait until the face-to-
face meetings (e.g., finalization of the technical program). It was decided that each delegation
would speak with their respective societies for guidance before approving this motion.
7. COMMENTS FROM CONFERENCE HONORARY CHAIR
Honorary Chair Elizabeth Holm was required to leave prior to the conclusion of the meeting,
but Jim Robinson, on her behalf, stated that she looks forward to the continuation of
internationally recognized value of the conference.
8. COMMENTS FROM CONFERENCE ORGANIZING CHAIR
Marquis expressed his enthusiasm over what he believes will be an excellent meeting and is
honored to chair and share in the organization of same.
9. COMMENTS FROM TMS STAFF
Robinson reported that TMS recognizes the tradition and importance of PRICM in global
community and is pleased to support it as described in the conference plan. Attachment D.
10. OTHER MATTERS
TMS has not developed a plan for announcements and advertising but plans to do so within the
next six months. Once a plan is developed, it will be distributed to each Society.
It was suggested that TMS and the TMS committee members should take a wide responsibility
for the meeting, including the selection of abstract.
It was observed that there are problems obtaining visas for Korea. TMS staff suggested that
attendees apply for visas as soon as is possible to avoid delays.
12. PLANS FOR NEXT FACE-TO-FACE PLANNING MEETING
The next meeting is planned for Sunday afternoon during the TMS 2012 Annual Meeting in
Orlando, FL from 4:00 – 6:00 p.m. A teleconference on finalizing the technical session topics
will be help prior to this date.

Vision and Plan for the Eighth Pacific Rim International Conference on Advanced
Materials and Processing (PRICM-8) by Fernand Marquis
Introduction
This conference is held every 3 years. Sponsorship rotates between TMS, the Chinese Society for Metals, the Japan Institute of Metals, the Korean Institute of Metals and Materials, and Materials Australia. There is no formal document that governs this rotation. There is little that has been written concerning the format, protocols and/or by-laws of this conference. However there is a very long and well established culture and tradition that has guided all the leaders and participants in an atmosphere of great mutual respect and trust that has been most beneficial to all concerned. The development of a more formal structure may be beneficial to all concerned. TMS Conference Type: TMS-sponsored specialty meeting (an event conducted entirely by TMS staff and volunteers with TMS having all associated risk and reward)

History PRICM-7 was held in Cairns, Australia, August 1-5, 2010. 1,456 abstracts were submitted and 723 papers accepted for publication. They had a total of 1,056 registrants. Of these 63 were representing USA. The complete PRICM attendance history is the following: PRICM-1 Hangzhou, China (1992) 250 attendees PRICM-2 Gyeongju, Korea (1995) 570 attendees PRICM-3 Honolulu, Hawaii (1998) 490 attendees PRICM-4 Japan (2001-canceled as a result of 9/11) PRICM-5 Beijing, China (2004) 1,160 attendees PRICM-6 Jeju Island, Korea (2007) 1,181 attendees (23 represented USA) PRICM-7 Cairns, Australia (2010) 1,056 attendees (63 represented USA) Scope and Topics
The purpose of the PRICM series of conferences is to provide an attractive forum for the exchange of
scientific and technological information on advanced materials and processing. As evident from the
data presented above, this is a very well attended and highly visible specialty conference in the
materials community. It covers an extremely broad range of topical areas in materials science, and
obviously brings together scientists and engineers from four continents: Americas, Asia, Australia and
Europe.
The program may include but will not be limited to the following topics:

Fernand Marquis announced in his welcome address in Cairns during the presentation of the venue and
of the program for PRICM-8 that the scope of PRICM-8 would be based primarily on the scope of
PRICM-7 with about the same number of Symposia (limited by the time available) but approximately
½ of the topics were expected to be new. It was then kindly requested by him from all delegations and
all participants to provide input on the topics most desired in order to better reflect both the
innovations and needs of their societies and their countries. This input should be provided initially to
the in-country delegation through their in-country representative. A selection would then be made with
input by all their country members of the IOC and IAB, and the result of these selections made by all
countries would then be presented and discussed at the various International Organizing Meetings
(IOCMs) in order to better serve the interests of all the constituents.
The additional topics provided for consideration by Fernand Marquis at the time of his original
proposal (July 2010) were:

Energy Efficient Materials in the Transportation Industry
Materials and Processes Enhanced Performance and Energy Efficiency

Other topics have come up during PRICM-7 such as:

It is expected that each delegation will be presenting and recommending a significant number of
interesting symposia and that lively, cordial and very open and candied discussions will take place
during the three IOCMs prior to PRICM-8 and during many telephone conversations, emails,
conference calls and other exchanges in order to better serve the interests of all concerned.
Attendance, Format and Program
The lead organizer and author of this vision has originally projected a total number of attendees of 900,
comprising researchers and other individuals actively engaged or interested in advanced materials and
processing. This was then a conservative number (assuming an intermediate scenario for the purposes
of celebrating the contract with the venue hosting PRICM-8) that can easily be surpassed. However
assuming that we all pull together and work hard and freely for the common good we can easily reach

a scenario where: China, Japan and Korea could bring close to 300 each, Australia 200, USA 100 and
other countries 150 for a total of 1,350.
The program will begin Monday morning with featured plenary lectures. A total of more than 100 sessions are planned to begin Monday afternoon with 6-10 parallel sessions occurring through noon on Friday. Wednesday will be an open day for tours and social activities.

A tour of the Natural Energy Laboratory at Keahole Point is being considered as an offering on the open day planned for Wednesday. Additional optional tours and activities will be offered as well on a purchased-ticket basis. A concurrent CD-ROM proceeding will be included in the registration fee for all paid attendees and distributed on-site to registrants. TMS will coordinate with its book publishing partner, Wiley-Blackwell, to make the conference proceedings available to the broader global materials community via a variety of distribution channels. Since this is truly an international conference and that it is targeted directly toward all of the Pacific Rim countries, it creates a unique opportunity to solicit funds from the foreign offices of US agencies. Based on past experience, two agencies to target are ONR (Office of Naval Research)-Global and AFOSR’s (Air Force Office of Scientific Research) AOARD (Asian Office of Aerospace Research and Development). Both of these organizations have offices in Tokyo, Japan, and typically have significant budgets for international conferences. Additionally, there is some past precedent of ONR-global sponsoring PRICM-7. Other potential sponsors that are under preliminary consideration are the US Department of Energy, the US Army Research Office and the National Science Foundation. Some of these eventual funds could be eventually used to grant some limited registration waivers to important and interested participants that otherwise would find difficult to attend. It is also expected that the members of the IOC and IAB of each society will actively seek funds in their Countries in other to facilitate the participation of their scientists and engineers and to assure the highest level on the intrinsic nature and quality of the PRICM-8 Program. It is expected that accordingly to the long PRICM tradition the members of the US/International Organizing Committee will bear most of the extensive hard work, assuming primarily the responsibility for the failure or success of PRICM-8, where the members of the US/International Advisory Board would function in a more advisory, overseeing and guardian role. However it is expected that we all individually and together working as a team will represent our Society and our Country and would play not only the role of scientists but also the role of “unofficial diplomats” building and strengthening bridges and establishing relationships that hopefully will endure the challenges of time.
Management and Interaction Protocols
Symposia Organizers
The members of the Organizing Committee of each Country in consultation with the members of their Advisory Board and the members of their Society will select and appoint one Symposium Organizer for each Symposium and for each Country.

For each symposium the five symposium organizers will work together as an effective and functional team in order to establish the intrinsic nature of each symposium: the contents and the format. In addition the Symposium Organizers will work together to selected the keynote speakers, the invited speakers and the participant speakers to be integrated and/or associated with that specific symposium.
Symposia Organizers will not appoint themselves as keynote and or invited speakers but under special circumstances they can be recommended as Keynote or Invited speakers by any Member of the PRICM-8 leadership within and/or outside their own country. The organizer of a specific symposium can be recommended and/or invited as Keynote speaker or invited speaker to any other symposium. This is not only allowed but also expected.
Session Co-chairs
Each session in each symposium shall have two co-chairs in order to allow co-chairs to give presentations within their own symposium.
Plenary Speakers
Each Society will select and appoint one plenary speaker with primary input from the Society in consultation with the appropriate members of the PRICM-8 In-Country Team.
Review and Acceptance of Abstracts and Papers
The abstracts submitted will be primarily reviewed by the leadership of the specific country that will exercise the power of accepting or rejecting the abstract. Consequently and once the abstracts are accepted the papers submitted and/or integrated in a specific symposium will be reviewed jointly by all the five organizers of each symposium in consultation with all the appointed session Co-chairs. However the symposium organizer appointed by a specific country will have the power to veto a decision of the other 4 co-organizers of that specific symposium made on the rejection of a paper originating in his/her country of representation. This veto power is expected to be exercised with wisdom and only when deemed of considerable merit and or Society/Country interest.

Owing to the expected international attendance from Asia as well as the experience of Materials
Australia in managing PRICM-7, a limited set of translation services may be available in the
registration area to help, especially, attendees from China, Japan, and South Korea.

Notes taken at the PRICM-7 Organizing Committee Meeting

Minutes accepted subject to revision of attendees list which was in correct
2) Report on PRICM-7 Conference:
J.-F. Nie outlined the attendance and presentation figures for PRICM-7 with over abstracts and
attendance figures well above those originally envisaged. He thanked the five organizing societies for
their efforts in attracting conference participants, particularly during the current economic
environment. We expect about 1060 as the final total of registrants.
Nie indicated that 721 papers will be published by Trans Tech
Nie also indicated that there some difficult issues arose due to cancellations and re-arrangement of the
program, in particular a Keynote Speaker from Japan was unable to change travel arrangements to fit
in with the program changes and the conference will refund his registration fee. The difficulty with
program changes was made more of an issue because although the changes were sent to TMS, they
would not notify all attendees.
At this point various Committee members made the point that there had been little use made of the In-
Country Representatives to screen and assemble the papers from each country as had been the case in
the previous PRICMs and this would have lightened the enormous work load that Nie, in particular,
had taken upon himself. This was a lesson to be learnt for PRICM-8.
Nie commented that part of the difficulty that he had encountered was due to the Materials Australia
team having relatively little conference organizing experience.
However, at this point, Enrique Barrera commented that he wished to applaud Katherine Webber, in
particular, for her performance and helpfulness as part of the registration team.
At this stage the senior CSM representative stated that CSM thought that the conference was going
very well indeed and he thanked J.-F. Nie, for his achievement in organizing a successful meeting.
However, the point about making better use of the In-Country Representatives should be remembered
for future PRICMs. There was general agreement to these comments.
Nie provided a brief analysis of the papers/ abstracts submitted to PRICM-7.
PRICM-8
LOCATION: Two possible locations for PRICM-8 had been suggested, Hawaii and San Diego. There
was a strong preference among the five societies that Hawaii be selected and Fernand Marquis

indicated that, on that basis, PRICM-8 would be held at the Hilton Waikoloa Village Resort on the
main island of Hawaii, 4-9 August with the 7th
August set aside for recreational activities.
SCOPE: Fernand Marquis put to the Committee to consider what the scope of PRICM-8 should be
based on the scope of PRICM7, but with approximately half of new symposia. An analysis of the
attendance at the 12 symposia at PRICM-7 should be done and he asked the Committee members to
bring suggested changes to symposia to the next meeting in February 2011 at the San Diego TMS
Meeting. Suggested timing is the Sunday before the TMS meeting starts.
It was noted that for chairmanship of symposia sessions there should be two co-chairs. This simplifies
schedules since it is then possible for a chairman to make a presentation while handing over to the co-
chair.

BACKGROUND This conference is held approximately every 3 years. Sponsorship rotates between TMS, the
Chinese Society for Metals, the Japan Institute of Metals, the Korean Institute of Metals and
Materials, and Materials Australia. PRICM-7 was held in Cairns, Australia, August 1-5, 2010.
1,456 abstracts were submitted and 723 papers accepted. They had a total of 1,056
registrants.
TECHNICAL SCOPE The purpose of the PRICM series of conferences is to provide an attractive forum for the
exchange of scientific and technological information on advanced materials and processing.

COMMITTEE RESPONSIBILITIES
The International Organizing Committee will develop a high-quality technical program and
proceedings, inclusive of the solicitation and review of abstracts, identification and
solicitation of speakers, and session organization. They will also
Provide input as to grant acquisition opportunities
Provide input on potential exhibitors and conference sponsors
Provide input on potential audiences to which the conference can be marketed
Collaborate with TMS staff to support the business goals of the conference
TMS STAFF RESPONSIBILITIES
In support of the conference, TMS staff responsibilities include but are not limited to:
Set-up and administration of the ProgramMaster conference management system.
Facilitation of the work of the International Organizing Committee and International
Advisory Board
Attendee registration and communication
Housing management
Conference marketing and promotion
Development and maintenance of the conference website

PROGRAM FORMAT AND
SCHEDULE
The program will begin Monday morning with featured plenary lectures. A total of more than
100 sessions are planned to begin Monday afternoon with 6-10 parallel sessions occurring
through noon on Friday. Wednesday will be an open day for tours and social activities.

Sponsorship packages and tabletop exhibition spaces will be sold.
PROCEEDINGS A concurrent CD-ROM proceedings will be included in the registration fee for all paid
attendees and distributed on-site to registrants. TMS will coordinate with its book publishing
partner, Wiley-Blackwell, to make the conference proceedings available to the broader global
materials community via a variety of distribution channels.
