MINUTES OF THE BILATERAL MEETING

FRIM-FORDA

Kuala Lumpur, 5'h April2007

INTRODUCTION

The meeting was chaired by FRIM Director General, Dato' Dr. Abd. Razak Mohd. Aii

and attended by the delegation from the Forest Research Institute Malaysia (FRIM)

delegation and the Forest Research and Development Agency (FORDA), Indonesia at

2.00 pffi, 5th April 2001 at Johore Meeting Room, Shangrt-La Hotel, Kuala Lumpur. The

delegation from FORDA was led by Mr. Wahjudi Wardojo, Director General of FORDA

and other members of delegation include Mr. Tajudin Edy Komar, Ms. Tri Wahyudiyati, Dr. Nur Masripatin, Mr. Anthonius Widyatmoko and Mr. Anwar Purwoto. The lists of

the participants are as shown rn Annex l.

The signing of MOU was held in the morning at the same place prior to the meeting in

the afternoon. The meeting started with the following presentation by FRIM and

FORDA:

FRIM Presentation on FRIM Research and Development by Dr. Shamsudin Ibrahim, Senior Director, Forestry Division. Refer to Annex 2.1

1. Welcoming Remarks

1 .1 Director General of FRIM started the meeting by welcoming all participants from both parties. He emphasized the importance of strengthening the cooperation between FRIM and F ORDA in conducting relevant forestry research that will be of beneficial to both countries. Therefore the meeting today marked the official launching of the cooperation between the two research agencies and expressed his desire that researchers from both parties will explore ideas for possible cooperation between FRIM and FORDA in the immediate future.

3.1 No matter arising was brought up during the meeting from the previous minutes of the meeting.

4. Planning collaborative research activities mentioned in Scope of Collaboration of MOU

With regard to the draft of the ITTO proposal (Ramin and Merbau), it was suggested that the proposal to be finalized and submitted at the end of April 2007 . FRIM will take the lead to compile and submit the proposal to the Ministry of Plantation Industries and Commodity as a focal point to ITTO proposal. FORDA will provide more information on the genetic aspect and issue a Letter of Support to the project proposal. A cover letter to ITTO should mention that the proposal is a join effort by both agencies (FORDA & FRrM).

5. Future collaboration between FRIM and FORDA

Research on carbon has been identified as one possible area where both agencies work together closely in the future. FORDA suggested that information related to carbon issues should be shared between the two countries. In this regard, Malaysia was invited to the carbon meeting scheduled to be held at the end of the vear in Bali.

FORDA expressed the interest to learn more on the preparation of integrated management plan of peat swamp forest in Malaysia by the LINDP/GEF project at Pekan, Pahang. The meeting noted that FORDA is welcome to visit the site and they can write officially to the LINDP/GEF project for the permission and arrangement to visit the project site at Pekan, Pahang.

The meeting agreed to work on the following areas of collaboration (Table 1). A task force was formed to oversee the implementation and coordination of collaborative projects, Dr. Shamsudin Ibrahim and Dr. Nur Masripatin have been appointed as the contact person to coordinate the implementation of collaborative projects that were agreed at the meeting.

Carbon & CDM A meeting will be called to discuss the issue on Carbon & CDM and A Task Force will be formed to handle Carbon & CDM issues. F'ORDA & F'RIM agreed to develop common topics on CDM related issues.

More experts from Malaysia and Indonesia will be invited to discuss CDM related issues. Indonesia would like to learn more on the Peat Swamp Forest (PSF) management model especially on the forest fire mitigating issues in order to achieve zero burning in PSF. FORDA will orgarnze a visit to Malavsian's LINDP/GEF Peat Swamp Forest Project.

Urban Forestry . To develop a group of integrated research

. FRIM will train FORDA Researchers on enhancement of interpretation products for urban parks and ecotourism sites.

Forest Plantation . The meeting agreed that a task force will be formed to discuss on the forest plantation issues.

6. Closing remarks

The Director General of FRIM thanked all members for contributing ideas and suggestions at the meeting and wished to see good progress being made in the implementation of identified collaborative research areas in the two research agencies in the near future.

The meeting was adjourned at 4.00 p.m.
